Greensburg gets new veterans service officer BY STEPHANIE WARREN

The St. Helena Parish Veterans Affairs Office in Greensburg recently welcomed new service officer Ken Marcantel. Marcantel, a retired Navy cryptologist, whose military career spanned more than 22 years before his retirement in 2011, served as one of the top cryptologists at the Pentagon. St. Helena Parish has a veteran population of 804, according to the Louisiana Department of Veterans Affairs. These veterans received $1.5 million in VA compensation and pension benefits, Marcantel said. “With this program that the state’s got, there’s an office in all 64 parishes, which allows more services to the veterans, and I am honored to help them,” he said. “I will help the veterans and their families to identify what evidence is needed to have the best possible chance of having a claim approved.” Marcantel said he monitors each claim through the development process and intercedes if problems arise. He said if a claim is denied by the VA and the veteran disagrees with the VA’s decision, he will help the veteran through the appeal process. Marcantel also serves veterans in Livingston Parish. Louisiana Department of Veterans Affairs Communications Director Robin Keller said LDVA’s mission is to provide the best comprehensive care and quality service to Louisiana’s veterans and their families. In addition to the comprehensive care and quality services provided, Marcantel said the LDVA has five veterans homes across the state, including one in Jackson. The homes specialize in long-term care, rehabilitative therapies, Alzheimer’s and intermediate care, skilled nursing, mental health services and more, he said. The Veterans Affairs Office in St. Helena Parish, 53 N. Second St., Greensburg, is open from 8 a.m. to noon and 1 p.m. to 2 p.m. on Wednesdays. Visitors and locals took advantage of uncharacteristically warm weather for the annual Christmas in the Country weekend celebration Dec. 5-7 in St. Francisville. Mayor Billy D’Aquilla lit the town’s Christmas tree and hosted a reception and fireworks display Friday. Later, a Christmas concert and dessert reception featuring the Baton Rouge Symphony was hosted by Hemingbough. The annual Breakfast with St. Nick at Jackson Hall was hosted by the Women’s Service League, beginning Saturday’s full schedule of activities. Among the highlights were the art walk, musical performances and a host of activities in Parker Park including music, food and plenty of homemade arts and crafts. The Friends of the Library showcased its tour of homes, Oakley Plantation featured a colonial Christmas with cooking demonstrations and candlelight tours and First Baptist Church offered a live nativity. Events Sunday culminated with the town’s annual Christmas parade along Ferdinand and Commerce streets with grand marshal J.J. Walker and special guest, gospel singer LaRicka Rayford.

Voters give School Board president fifth term East Feliciana

Special to The Advocate CLINTON — East Feliciana Parish School Board President Michael Ray Bradford won his fifth term in office in Saturday’s runoff election, joining seven other incumbent board members re-elected during qualifying or in the Nov. 4 primary. Bradford, who was first elected as one of the Clinton area’s three members in 1998, defeated former board
member Chris Rouchon with 1,287 votes to Rouchon’s 981, according to unofficial tallies announced Saturday night by the Secretary of State’s Office. Although the parish’s school performance scores have improved in the last four years and the district operated with a surplus last school year, the new and returning School Board members may have to make decisions early next year to address declining enrollments and the re-
sulting loss of state funding. In addition to Bradford, the returning incumbents are Melvin Hollins, Broderick Brooks, Mitch Harrell, Beth Dawson, Rhonda Matthews, Richard Terrell and Paul Kent. J. Curtis Jelks, a former board member, also won a term in the Nov. 4 election and will join newcomers Tim Corcoran, Derald Spears and Joyce Kent on the 12-member board.
Bradford said he plans to seek re-election as the board’s president when the new term begins in January. “I’d like to thank God, my wife, Loretta, who was my campaign manager, and all of my supporters,” Bradford said after the polls closed. With so much going on — lists to make, shopping to get done, parties to attend, Christmas cards to mail, food to prepare — things that may save us time and money, like shopping online, seem like the smart thing to do. There are pitfalls to beware, so over the next weeks, we’ll look at what some of those pitfalls are and what to watch out for when shopping online. Don’t get caught in online scams. Make sure all online purchases are made on a secure website. To confirm a site is secure, check the URL address and make sure there is an S in https://, and look for the lock symbol before paying. Pay with a credit card. Purchases made with a credit card provide the most protection. Using a credit card usually allows shoppers to dispute unauthorized charges or charges for items not received. Some card issuers have “zero liabilityâ€? policies under which the card holder pays nothing if the card is fraudulently used. Check terms and conditions with your cardholder. Never send cash. Watch out for look-alike websites. In a scam known as “cybersquatting,â€? crooks steal or slightly alter the website address of a well-known company to launch a copycat site that looks exactly like the real thing. The primary function of these fraudulent websites is to collect your credit card information in order to steal your identity or to sell fake or inferior counterfeit goods. St. Francisville church delivers holiday meals Advocate staff report Nearly 80 volunteers gathered early Nov. 27 to prepare and deliver meals for residents throughout West Feliciana Parish. Fellowship Hall inside St. Francisville United Methodist Church was bustling as volunteers prepared, boxed and labeled more than 400 plates of food, said Abby Cochran and Lee Smith, mission committee co-chairs. “Preparing, packing and distributing meals for West Feliciana’s less fortunate on Thanksgiving day has been an outreach mission for our church the past nine years,� Smith said. Meals were sent with dessert made by the volunteers who could not participate Nov. 27. Outside the church, volunteers packed boxes containing the meals into waiting vehicles, Cochran said, then delivered

Area residents and town officials gathered Friday at the courthouse square in Clinton for the town’s annual lighting of the Christmas tree. Thousands of bulbs wrapped around the 40-foot tree, which was donated by lifelong Clinton resident Ana Breland. Breland grew the tree herself, Clinton Mayor Lori Bell said. “The town is very thankful for residents like Mrs. Breland,� said Bell. Visitors enjoyed a community singalong and greetings from the mayor. Retailers, churches and restaurants kept the festivities going after the ceremony.

attendance zone already attend Slaughter Elementary. Any plan to close a school or shift students to different locations will require federal court approval because the district remains a defendant in a 1965 desegregation lawsuit.

Festivities at the park
After the Greensburg Christmas Parade, which starts at 6 p.m. Friday, there will be a variety of festivities in Forest Festival Park. The children will get to visit with Santa and there will be caroling throughout the evening. The St. Helena Tourist Commission will be serving jambalaya. Rocky Hill Church Choir and the St. Helena College and Career Academy band will perform. SHAPE will collect canned foods and nonperishable items for the Quad Area Community Action Agency food bank. There will drop-boxes on the grounds to collect donations. While you are out getting food items for your Christmas meal, pick up a canned good or two and help support those less fortunate this holiday season.

The Southern University Agriculture Research and Extension Center will host Santa’s Healthy Living Workshop, also at the Forest Festival Park after the parade. Each child who wants to participate will create healthy and edible arts and crafts in an effort to promote healthy snacking habits. Teens 13 to 18 will have an opportunity to learn about the benefits of becoming an ambassador for SUAREC’s Healthy Living Initiative for Youth.

Saints fall to Livonia in semifinal matchup Heading into Friday’s Class 3A semifinal playoff contest against Livonia, I believed the West Feliciana Saints had all the key components necessary to win a state championship. They had a strong offensive attack with a quickstrike capability and had averaged 44 points in three playoff games. The team’s defense was dominant, holding opposing offenses to an average of 11.3 points in the three lopsided wins. Even after the heartbreaking 23-15 loss to top-seeded Livonia, nothing has changed my mind about this Saints team. Many Saints fans thought a missed fourth-quarter pass interference penalty against the Wildcats defense was a game-changer and could have resulted in a score and two-point conversion for a tie and overtime. No question, it was a decisive play. If it had gone to overtime, it would have been anybody’s ballgame. Instead, Livonia hung on, ran out the clock and improved to 13-0 and will face third-seeded Amite in the Mercedes-Benz Superdome for the Class 3A championship, nearly a year to the day since the Wildcats lost to Union Parish in double overtime. And the Wildcats do have an outstanding football team, and they certainly earned their victory. Firstyear Wildcats coach Guy Mistretta and his team rode workhorse Malcolm Dedrick, who rushed for 144 yards and two touchdowns on 21 carries. In fact, this game could prove to be the first of what would be a great prep football rivalry.

For the Saints, in the final game of his high school career, senior quarterback Ryan Reed completed nine of 15 passes for 127 yards. Seven of those passes went to senior receiver Jazz Ferguson for 117 yards. Their careers will continue at the college level. Reed intends to sign with Northwestern State University to play baseball while Ferguson has committed to LSU. Other senior players were Lorenzo Green, Desmond Wilson, Demond Davis, Landon Tauzin, Barry Sigur, Chris Palm, Michael Johnson, Carol Dennis, Terrell Williams, Austin Williams, Drew Dawson and Roderick Morrison. There were a number of significant milestones this year for these Saints: n They finished with 11 wins and just three losses. n They advanced to the semifinals of the 3A playoffs for the second time since 2010. n They finished tied for second in District 7-3A behind eventual state champion University High. Most importantly, the Saints proved they have the hearts of champions and will be remembered for this remarkable playoff run. For the first time since sales began nearly 100 years ago, Girl Scouts will allow its member to sell their wares online. Members of the Girl Scouts Louisiana East Council will be among the group of Girl Scouts embracing the new Digital Cookie platform, with the local sale beginning Jan. 16. “Through Digital Cookie, we are bringing the Girl Scout Cookie Program fully into the 21st century,” said Alisha Moore, vice president of sales at Girl Scouts Louisiana East, which covers 23 parishes of southeast Louisiana. Moore said the Digital Cookie program is intended to enhance, not replace, traditional sales. The well will be approximately 1800 feet deep and shall include a test well, chlorination facility, yard piping, chain link fence and gate and associated appurtenances. An 8inch water line will also be installed connecting the well to the existing system. The well site location will be on an existing cleared site owned by the Village (approx. 0.52 acres). The majority of the land adjacent to the well site is also vacant property. The site location is at the intersection of Hwy. 68 (Grant Street) and Poplar Street in the Village of Wilsonâ&#x20AC;&#x2122;s corporate limits, East Feliciana Parish. The water line will be installed in existing
street right-of-way. The line will be directionally drilled down Poplar Street and tied in at Virginia Street.

NOTICE Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on November 25, 2014, Entergy Louisiana, LLC (“ELL”), an electric public utility providing retail electric service to customers in forty-six (46) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”), its November 2014 compliance filing as required by Order No. U-32708-A, Exhibit A, Paragraph C.2 (“Compliance Report”).
