Council extends garbage contract in Walker BY HEIDI R. KINCHEN
hkinchen@theadvocate.com WALKER — The City Council extended for another five years Walker’s garbage contract with Waste Management, allowing it to lock in rates for the next two years. The extension, approved during a council meeting last week, will keep the contract in
effect until March 1, 2021, with the current rates remaining in effect through 2017, according to language the council approved at its Nov. 9 regular meeting. Otherwise, the rates are set according to the consumer price index. “Waste Management has done a very good job with providing service to our citizens,” said Fred Raiford, the city’s
chief of operations. “This gives us an opportunity to at least stabilize our costs.” The monthly rates that will remain in effect through 2017 are $13.19 per household or $8.68 for seniors, he said. Raiford said the lock-in will be beneficial to residents, who won’t face the annual increases typically associated with the consumer price index.
“Just last year, we were about 1.5 to 2 percent on the increase,” he said. Raiford praised Waste Management for providing citywide cleanups and for its conversion to compressed natural gas vehicles, which he said are more environmentally friendly and less noisy. Mayor Rick Ramsey said the fleet conversion also has finan-

cial benefits for the city, which sells the company natural gas. “I think that’s a positive for us,” Ramsey said. “They’ve made investments in this city. They’ve made investments in us, and I would obviously support having this contract for the next five years.” Acceptance of the contract extension was unanimous.

DENHAM SPRINGS — Denham Springs could save a substantial amount of money by refinancing millions of dollars in bonds in the coming months. Last week, the City Council introduced an ordinance to explore its options. In 2008, the council issued $9.1 million in bonds to pay for modifications and upgrades to the city wastewater treatment facility. It’s paid off some of the money, but about $8 million is still outstanding. During the council’s last meeting, attorney Carmen Lavergne told council members they could save money by reissuing the bonds. It’s unclear exactly how much money a refinancing will be worth. Mayor Gerard Landry said the market changes hour to hour, but he expects the city will save hundreds of thousands of dollars. The council will vote whether to approve the refinancing at its next meeting, and, should it pass, the bonds can be priced in December and close in January, Lavergne said. If, contrary to expectations, the refinancing is more expensive, regulations prohibit the city from moving forward. “You do, in fact, have to save money,” Lavergne said. The public may comment on the city’s plan before the matter goes up for vote at the City Council meeting at 6 p.m. Nov. 23 in the Denham Springs Municipal Building on Government Drive.

Special to The Advocate ALBANY — The weather cooperated Saturday for the annual Albany Community Fall Arts and Crafts Festival. Area residents who enjoy seeking out unique, handcrafted items, specialty products, and locally grown, prepared and preserved foods shopped at more than 120 booths. Booths featured a wide variety of products, including decorative creations, apparel, jewelry and jars of preserves at the event sponsored by the Albany Community Church on Gill Road just off U.S. 190. Brother Ben Stratton, pastor of the nondenominational church, said his congregation hosted the festival for the fourth time this year. “It’s something special for our church members, and we work hard to make sure that the festival is bigger and better each year,” Stratton said. He said that at the church’s first arts and crafts festival, 60 vendors pitched their tents. This year, he added, about 120 vendors were on hand. “We have vendors coming from throughout Louisiana and even some from Mississippi. We welcome them all, and they seem to enjoy being part of our festival,” he said. In addition to the booths, festival planners added more attractions this year, especially for the children. Advocate staff report The Southeastern Louisiana University television station was named first in the nation by College Broadcasters Inc. for the second year in a row at the 2015 National Student Production Awards recently in Minneapolis. The Southeastern Channel has won national finalist recognition 11 times for productions ranked in the top four in the nation, a news release said. “Save Water,” a public service announcement about water conservation and its effect on the environment and ecosystem produced by senior Kristen Roussel, of Hester, won first place in the best video public service announcement category. The Southeastern Channel was named a 2015 national finalist as one of the top four in the country for best video promo for the student sportscast “The Big Game,” produced by senior Danielle Shearer, of Hammond.

A popular attraction for children was a string of miniature cars pulled by a tractor. Stratton said the festival is more than a fundraiser for the church. “This is not something we do just to raise money. Yes, we do earn funds that are used by the church in our ministry, but we wanted to provide a family-oriented day that brings the community together. We want the people to come out, have fun, enjoy some good food and just be together in fun and fellowship. I think we have succeeded because our festival has been such a success.” The pastor said the entire congregation gets involved in planning for the event. He paid special tribute to Lurlene Stratton, his wife, and Mary Monteleone, who have cochaired the event since its inception. “I always give a big hallelujah to these two ladies and all the others who pitch in to do all the things that it takes to make the festival a success. Some of the members of the church have been working on this for two or three months,” he said. The Albany Community Church, now 7 years old, has occupied its grounds on Gill Road for the past four years. Stratton, who has been a pastor for 21 years, said the church grounds formerly housed the Berean Children’s Home, a shelter for homeless children that has since relocated. The expansive grounds afford the church ample space for the festival, which, according to Stratton, draws more than 1,000 visitors each year. Among the visitors greeting potential customers early in the morning was Christy Dufrene, of Loranger, who was selling Gold Canyon Candles. She said she has participated in the festival in previous years and that “business has been good.” Rose Marie Mellenbruch and Dottie Newsome, of Greensburg, manned a booth featuring handmade jewelry and knitted items, including one-of-a-kind hats. Livingston integrates iCLASS teaching into curriculum Advocate staff report As Albany High School math teacher Jessica Chewning dims the lights, students hurriedly start the laptops they have retrieved from a large docking cart in the front of the algebra I honors classroom. Soon, a series of colorful, interactive math questions appear on a large screen that has replaced the traditional chalk board. Each question is timed, and the students rush to calculate the correct answers before the clock hits zero. At the end of each timed question, results are displayed and openly discussed, and game points are awarded. “Learning has become a fun competition, and feedback is immediate, so in between each math problem the students openly discuss the formulas and steps they used, and what they had to consider to ensure the correct answer,” Chewning said. “I always stand ready to prompt them with questions if maybe they have skipped a step or are incomplete in their explanations, but all in all, the discussion among the students is very robust. It’s a tremendous change from what we had before we adopted this teaching strategy.” The teaching strategy Chewning is using is part of iCLASS — Livingston Parish’s newest technology-enriched curriculum for algebra I and English I classes across the parish.

Interactive learning games are a small part of what the technology offers. The selected Springboard text for the classes is available in a digital format, allowing students to interact with the words on the page to create
individualized study guides and references. Teachers can access each student’s file to see their work and provide comments and assign individualized instruction. Jody Purvis, supervisor of high school curriculum for Livingston Parish public schools, said school officials targeted algebra I classes across the parish with the technology-rich curriculum because scores in freshman-level math units have been traditionally lower than in other areas. At the same time, they targeted English I classes in hopes of being able to progressively expand iCLASS strategies to English II classes next year and continue the progression to English IV and other courses over time. “We wanted to ease teachers and students into this effort,” Purvis said. “We certainly have not gone paperless, but it’s allowing teachers the opportunity to pair technology with traditional text-based learning. It’s a blended learning effort that allows the teacher to use the best of all strategies.” He said the school system recently invested nearly $2.5 million to purchase 1,700 new Dell Latitude 3105 laptop devices, equipped with standard Microsoft applications and technical support to saturate the high school campuses with the wireless capacity to manage the workload and train and equip 50 math and English teachers with the resources they need to successfully integrate the new
strategies in their day-to-day lesson plans. He said the decision to implement iCLASS districtwide was approved in January. The wireless upgrades to the campuses were made over the summer, and the devices were ordered. He said the 1,700 devices allow for 36 per classroom, which, even with maximum classroom enrollment, allows for a couple extra devices per room. Most of the upgrades were made to high school campuses and the parish’s two freshman high schools. Improvements were also extended to junior high and middle school campuses that offer the algebra I class to eighth graders. To prepare for the iCLASS, teachers were given an introductory training session in May and another training session last month once the devices arrived. Additional staff development sessions are scheduled this fall and next semester. “This first year of implementation is voluntary for our teachers, but with that said, we have nearly 100 percent buy in,” Purvis said. “That’s because our teachers see firsthand the advantages this effort is giving their students, and secondly, they know that their students must be familiarized with technological learning because it’s the real world they will encounter.” Purvis said most college-level instruction is computer-based, as is much of today’s workforce. He also noted that tests adminis-
tered to high school students are now computer-based. In fact, he said all the mandatory, highstakes End of Course tests are administered online, as are most dual credit tests. Chewning said all her iCLASS students are assigned a unique email with Livingston Parish schools that they will maintain through their high school years, and the students’ notes and work are stored on a cloud server to allow student and teacher access on campus and off and during anytime of the day. The material will also be stored for the duration of the students’ high school years, giving them access to work for study reference. “The technology and blended learning strategies give our students access to learning at home, on vacation, on the road — at any time — not just during the 54 minutes they are in the classroom,” Chewning said. “I am hopeful that this effort can allow us to do a ‘flipped classroom,’ where the students review the text and references on their own and then come back to class to do their assignments, allowing us to go over the answers and application of what’s learned. “I’m so excited about what we’re doing and the potential for our kids,” she said. “Already I’m seeing students who did not engage in class activities before who are now getting involved in discussion and activities.”

Hammond Westside Elementary Montessori fifthgrade teacher Becky Tobin facilitated a math talk lesson with her students using the Socratic circle on Nov. 2, with several math teachers from the school observing, a news release said. The lesson was done in three days. The original lesson: DAY 1: Students solved word problems using the RICE strategy. Each group of four students represented one assigned problem on the poster. Each student had a specific role when creating the poster: restating the question, illustrating the problem, calculat-
ing or explaining. Posters were displayed in the classroom for later reference. DAY 2: One student from each group entered the Socratic circle to discuss the first word problem. Students interacted with each other to discuss answers and strategies used to solve problems. Dutchtown Lacrosse Club seeking new playerrs

Registration is underway for the Dutchtown Lacrosse Club’s seventh season. The club is looking for eighth- through 11th-grade students living in Ascension, East Baton Rouge and Livingston parishes. The club finished ninth in the state in 2015 and continues to build the program, a news release said. Coaches said they will teach young athletes skills needed for the game, even those with
no prior experience. Ninety percent of the team members had no previous experien nce when they joined, coaches sa aid. The club includes 10 senio ors who received All-District and a All-State honors in 2015, and a nine former players ha ave moved on to play college lacrosse. Registration is open throu ugh Nov. 1. MOVING ON UP Live Oak’s playoff run continues on Friday
Expect a heavy flow of taillights on La. 16 in Watson on Friday night. Three years after relocating to its sparkling new campus, Live Oak High will become the place to be when the football team, seeded 25th in Class 5A, plays its first home playoff game in school history. Live Oak is the only Livingston Parish team still playing football and continues a run under first-year coach Brett Beard that few outside the program could have seen coming. No. 9 seed John Ehret is the opponent this week after the Eagles pulled off a 33-28 upset of No. 8 Ouachita for the school’s first playoff win. Beard said Live Oak has considered bringing in extra sets of bleachers for Friday’s game to accommodate what is expected to be a jam-packed crowd. “We feel like the environment could be something special,” Beard said. Something special describes a season of firsts for Live Oak in which the Eagles (74) recorded their first wins against Denham Springs and Central as part of a 3-2 finish in District 4-5A, then went on the road to shock traditional power Ouachita in a victory they sealed with a late goalline stand. The Eagles were making their first playoff appearance since 2012 and only their second since joining the 5A ranks in 2009. Out of 160 teams to qualify for the playoffs in Louisiana’s five non-select classifications, Live Oak was one of 10 travel-
ing teams to advance in the first round, joining fellow No. 25 seeds Loranger (Class 4A) and Winnfield (3A) as the lowest seeds to earn wins. But the way Beard sees it, the playoffs for Live Oak started a week before Friday’s landmark breakthrough. The Eagles entered their Week 10 matchup with Central in do-or-die mode, likely needing a win to keep their season alive. So they arrived at Ouachita a confident, loose bunch unfazed by the stakes at hand. “You could tell we had a sense of urgency when we got up there,” Beard said of his team’s mindset for the Ouachita game. “You could see that fire. You could see they were ready.” Senior Dillon Wang led Live Oak’s offense in the first round with 151 yards on 21 carries and scored the go-ahead touchdown with 3:08 left. The Live Oak defense surrendered a fourth-and-long to the Lions in the final minutes, but rebounded to make the game-saving stop on fourthand-goal from the 2. A similar effort will be needed if the Eagles hope to reach the quarterfinals. John Ehret’s only two losses this season came against Landry-Walker and Destrehan, two teams still alive in the 5A playoffs. The Patriots were 6-1 in 8-5A. Quarterback Dejon Harris and running back Juwan Leonard combined to rush for 334 yards and five touchdowns in a 39-7 home win over East Ascension in the first round.

No. 30 seed Denham Springs started strong at No. 3 Destrehan in Friday’s first round, taking a 17-14 lead in the second quarter after Robert Thomas scored his second touchdown of the night on a 99-yard kickoff return. But the Wildcats scored the next 14 points to quickly gain control and pulled away for a 44-23 win.
Junior quarterback Kohen Granier completed 18-of-27 passes for 275 yards and three touchdowns as Destrehan, the 5A runner-up last season, remained unbeaten. Denham sophomore Tyre Goldmond had 17 carries for 143 yards in the losing effort. The Yellow Jackets (5-6) finished the year with five losses in their final six games following a 4-1 start. In other playoff action, No. 4 Rayville defeated No. 29 Springfield 42-14. Springfield (2-9) was making its fifth straight appearance in the 2A playoffs.
Walker senior basketball player Keeona Brown, who committed in June to the Nicholls State women’s basketball program, made it official during a Nov. 11 signing ceremony at the high school.
