Police Jury lays out 2016 budget

CLINTON — East Feliciana Parish has the lowest property tax rate in Louisiana, a fact that shows up in the parish’s annual budget. The Police Jury expects to collect more than four times the amount of sale tax revenue next year as it receives in property taxes, $3.3 million to $762,700, according to the proposed 2016 budget. The jury will hold a public hearing at 5:30 p.m. Dec. 15 on its 2016 budget, and jurors are expected to adopt the

roughly unchanged spending plan at its 6 p.m. meeting. Wrapping up a Nov. 17 Finance Committee meeting called to go over the budget, Chairman Larry Beauchamp noted that other parish governments are approving budgets of tens of millions of dollars, while East Feliciana’s new budget calls for spending only about $6.1 million. Those include maintaining parish roads, operating the parish health unit, collecting garbage, overseeing build-

ing permits and inspections, maintaining the parish jail and supporting the judicial system, District Attorney’s Office, registrar of voters, clerk of court, Council on Aging, local parks and Police Jury administration. The Police Jury expects to spend about $1.6 million for garbage collection service next year, with nearly $1.5 million coming from a dedicated penny sales tax. The parish does not charge monthly fees for garbage collections. The parish’s road and bridge fund, which receives money

from two separate sales taxes, anticipates expenses of $1.6 million in 2016, but no overlay projects are planned in the coming months. The parish health unit will receive about $394,850 from a property tax and about $30,000 in state revenue sharing, which are payments made to offset some of the loss of property tax revenue from homestead exemption. In 2005, voters approved a proposition allowing the jury to use a portion of the health unit fund for general fund expenses after all health unit needs are met, and this year’s

budget includes a $250,000 transfer to the general fund. The general fund, the jury’s largest, expects revenue and expenditures of $2.3 million, with total revenue from property, sales and franchise taxes estimated at $918,000. The jury also receives revenue from property rentals, state revenue sharing, occupational licenses, alcoholic beverage licenses, severance taxes and oil and gas royalties. The largest single expenditure proposed in the general fund budget is $300,000 for operating the parish jail.

Blood drive set for Dec. 3

Anvil Attachments is hosting its winter blood drive with United Blood Services from 1 p.m. to 5 p.m. Dec. 3. The UBS blood mobile will be parked in front of Anvil’s facility at 261 La. 19 in Slaughter. This is the eighth year Anvil Attachments has participated in hosting three blood drives annually. Everyone aged 18 and older is encouraged to donate blood to help make a difference, since one unit of blood can save up to three lives. People planning to donate are reminded to eat a healthy lunch and drink plenty of water the day of the drive. Photo identification is required. The staff of United Blood Services will assist you with your donations.

Christmas in the Country

The annual Christmas in the Country festival, planned for Dec. 4-6 in St. Francisville, kicks off at 6 p.m. Friday with the lighting of the town tree by Mayor Billy D’Aquilla. A reception and fireworks will follow. An art walk, bands, choir performances, cooking demonstrations, a wreath and cookbook sale, sing-alongs, vendors selling unique handcrafted and homemade goods in Parker Park and much more will be featured. Special events include Breakfast with St. Nick on Dec. 5, Tour of Homes on Dec. 5 and the town Christmas parade Dec. 6. Activities and events are planned throughout the weekend at local churches, homes, parks and throughout downtown.

ST. FRANCISVILLE — The theme of this year’s Recycled Fashion Show was “Under the Sea� and for the third straight year, West Feliciana students showed what can be done with a little trash and a lot of creativity. The Recycled Fashion Show is an annual educational event intended to inspire students to protect the environment through fun and innovative ways by reusing discarded materials, then make costumes for a runwaystyle fashion show. Entergy’s River Bend Station sponsored the event. All costumes at the Nov. 19 show were original and adapted and repurposed from cardboard, metal, aluminum, plastic, paper cartons, chipboard, various types of paper and paper or plastic bags. Teams were made up of at least one model and up to three other members, and the “ocean and its inhabitants� were the inspiration. “Participation in this fashion show provides a unique opportunity for all students to create original pieces and express not only their creativity, but their individuality,� said talented arts

teacher Kelly Williams-Morantine. “The community was in awe from the diverse sea creatures to the bagpipe-playing Loch Ness Monster.� She said students should be proud of themselves for not only making original outfits, but adapting, reusing and repurposing items to create the one-of-a-kind fashions. At least 75 percent of the costumes were reconstructed and the teams were judged based on how the costumes fit, as well as the choice of colors, textures, style, accessories and use of theme. saving lives and ending breast cancer,� said Angela Miller, executive director of Komen Baton Rouge. “Each of our grants benefits women and families in our 10-parish service area.� In addition to the community grants, Komen has contributed more than $1.1 million over the last 10 years to national breast cancer research to advance both prevention and treatment. According to a 2015 assessment, Louisiana has one of the highest breast cancer death rates in the country. To lessen the burden of late-stage breast cancer diagnoses within the state, the Komen Baton Rouge grant program focuses on increasing access to screening and decreasing barriers to

care, the release said. Through Susan G. Komen Baton Rouge Race for the Cure, Dine Out for the Cure, the Perfectly Pink Luncheon and other affiliate and thirdparty events, Komen fuels the grant program and, since 1996, has invested $3.5 million in local services and $1.1 million in research to find cures. Grant recipients for 2015, selected by an independent review panel through a competitive application process, include Mary Bird Perkins Cancer Center, Woman’s Hospital and YWCA of Greater Baton Rouge. ST. FRANCISVILLE — The St. Francisville Area Foundation hosted a series of small public meetings on Nov. 18 to begin a dialogue on future development of the area fronting the Mississippi River. The SFAF has partnered with the Baton Rouge-based Center for Planning Excellence to help facilitate the meetings, which were held with representatives from various segments of the community such as historical preservation, tourism, real estate and retail. Lauren Field, executive director of the foundation, said the purpose of the meetings is to begin informal communication to develop a strategy for helping the community reconnect St. Francisville’s town center to the Mississippi River through river tourism, redevelopment and strategic urban planning. “We don’t have a concept yet, we would like to see what the community would like to see in that area,� Field said. “The community is very passionate about what they want and don’t want.� Haley Blakeman, director of implementation for CPEX, outlined an ambitious timeline for

EDITOR’S NOTE: The following is the third in a three-part series on the annual Christmas Tour of Homes. The annual Christmas Tour of Homes event was started 18 years ago by a few members of the Friends of the Audubon Library System as a fundraiser. It was decided that the homes on the tour would be more contemporary and not the antebellum-style that are shown during the annual Audubon Pilgrimage in West Feliciana Parish each spring. When West Feliciana separated from the Audubon library system, the Friends organization continued the tradition of hosting its tour during the annual Christmas in the Country event. For nearly all of the 18 years, the tour was held on a Sunday, but last year, the annual Christmas parade was bumped to Saturday due to election runoffs, according to Tour of Homes Chairwoman Pat Heurtin. To accommodate the Women’s Service League, which sponsors the town parade, Friends moved its tour event from Sunday to Saturday. “Everyone liked the switch so much that the Women’s Service League voted to keep their parade on Sundays, and naturally, the Friends will keep its tour on Saturday,� Heurtin said. The annual Christmas Tour of Homes is from 10 a.m. to 4 p.m. Dec. 5 and will include four homes plus St. Mary’s Episcopal Church. Each will be adorned with Christmas decorations and are all located north of St. Francisville.

The walls are filled with various artwork, including contemporary western artists and Martha Singer’s own paintings. Under an oak tree in the pasture sits a sheep herder’s wagon, reconstructed by Dwight Singer from a 1920s farm wagon. He encourages everyone to visit his barn, of which he is quite proud, Heurtin said.

The Lindsey home

The home of Dr. Tim and Laura Lindsey and their six children, at 12534 Island Road, is called the Carolina Eye. Considered an Eastern farmhouse, the Lindsey home was designed by Tim’s father, Lloyd Lindsey Jr., many years before it became Tim and Laura Lindsey’s residence. Local architect Coco Treppendahl redesigned an addition to the home to fit the Lindseys’ large family of eight. Since the house backs up to a bluff, Treppendahl removed the front porch and designed the addition to encompass more of the front of the house. The add-on consists of a kitchen, living and dining rooms, with a screened porch off the din-

The Alexander Stirling chapter of the Daughters of the American Revolution hosted several Veterans Day ceremonies last week, but none were like the United Service Organization Dance held Nov. 14 at the Louisiana War Veterans Home in Jackson. In its third year, the USO Dance is a different kind of tribute. Co-hosted by the Jackson Tourism Enhancement Committee, the Veterans Home and eight-piece big band, Rosie and the Swinging Riveters, of Livingston Parish, the event featured music, dancing, prizes, food and refreshments. Rosie and the Swinging Riveters, led by Robert Reynolds on drums and vocals, and Tracey Ardoin, as Rosie, on lead vocals, performed 1940s songs by artists such as Ray Charles, Tommy Dorsey, Duke Ellington, Benny Goodman, Glenn Miller and many others from the era. Many of the World War II veterans in attendance reminisced about dancing with their sweethearts and their own USO experiences, DAR member Beth Dawson said. “If I had my wife with me and could get up out of this wheelchair, we’d put all these young people dancing to shame,” Air Force veteran Tom Miller said. He and the other residents, all veterans, had a great time listening to the band, whose members are from the Denham Springs, Walker and Watson areas. Dawson said the band donated its time to perform at the USO-themed event. Every April, Rosie and the Swinging Riveters sponsor a World War II re-enactment in Walker that culminates in a USO show. “The money we raise at the re-enactment, as well as at the performance, benefits the Lou-

Congratulations to Silliman Institute and Wilkinson County Christian Academy for winning their respective Mississippi Association of Independent Schools championships on Nov. 19 at Millsaps College in Jackson, Mississippi. Silliman captured its first title since 2001 with a 40-26 victory over previously unbeaten Indianola Academy (13-1) for the Class AAA crown. Junior quarterback Zack Kelly rushed for 138 yards and two touchdowns while passing for 138 yards and two scores more to lead the Wildcats to their 12th straight victory with only one loss. Earlier in the day, WCCA, under first-year coach Christopher McGraw, completed a remarkable turnaround from last season to claim the Class A-AA championship, 8-7, over Tri-County Academy. After going 2-9 a year ago, McGraw’s squad capped their 12-2 season with the championship. Down 7-0 late in the fourth quarter, the Rams recovered a fumble at their 1-yard line and marched 99 yards for a touchdown, then converted the twopoint conversion try. Senior quarterback Caleb Poole hit senior Phillip Cutrer in the end zone on a 30-yard touchdown pass on fourth down with 16.6 seconds in the game and Poole ran in the conversion for the victory. Motion by Mr. Travis, seconded by Mr. Parker to hire Thomas Hensley as a maintenance employee at $10.00 per hour.

Motion Mr. Parker, seconded by Mr. Havard to have town maintenance supervisor investigate street problems on Quiet Lane and also Jackson Heights Drive. Mr. Passman is to evaluate the problems and make repairs if possible. If the town is not able to make the repairs Mr. Passman is to call an engineer to assist. BREAST CANCER WALK - Saturday, October 31, 2015 at 8:00 A.M. Ms. Quintina Turner asked about the use of the Town to partake of Awareness Breast Cancer 2 Mile Walk on Saturday, October 31, 2015 from 9:00 A.M. - 12:00 P.M. with registration starting at 7:00 A.M. The walk will be shortening due to some older adults walking.

The motion was made by Alderman Clovis Matthews seconded by Alderman Johnny Beauchamp to allow Quintina Turner to partake in the Breast Cancer Awareness Walk beginning at 7:00 A.M. on Saturday, October 31, 2015 YEAS: Matthews Beauchamp Kilbourne NAYS: None ABSENT: Washington Young Mr. David Ritter addressed the Board as candidate for State Representative in District 72, which was John Bel Edwards old district. Mr. Ritter stated he has been in law enforcement for twentynine years. In those twenty-nine years he was a Supervisor for Sheriff Daniel Edwards in Tangipahoa Parish; also he was Assistant Chief in Independence. Born and raised in Tangipahoa Parish. He has five children and five grandchildren. Mr. Ritter thanked the Council for allowing him to come speak and also to ask for their vote and support. J.

STREET IMPROVEMENTS Mayor Bell stated that the Town has a Community Development Block Grant that will be used to repair some streets in Reileyville in Pretty Creek Subdivision. Mayor Bell met with Nicci Gill and Gary McClure from Shread- Kuyrkendall on the streets in the Town. There are monies. The USDA program can get loans, grants or technical assistance. The streets that are in bad condition that need to be overlaid or reconstructed was discussed. Mr. Charlie road the streets and brought a list of the streets that need repairs. Mr. McClure and Ms. Gill will come to look at those streets. The environmental has been completed. Possibly by November we’ll be ready for open bids and hopefully by December or January will begin repairs for streets that the block grant has funded. The Town was awarded a little over half a million dollars. Those money are designated for the streets

ACCOUNTANT REPORT - Tim Butler Mr. Butler stated still working on the clean-up of the data base. Mr. Butler apologized for not having the amended budget due to him falling ill with Vertigo. From the audit report was the structure of the database which is an ongoing project that Angie and I will be are working to reconstruct on. The next step is the payroll.

Chief Dunn states that the police department is in the final stages of installing the camera system and the mobile system. The Chief and Assistant will only have the access to the system. Spoke with Silliman pertaining to the parade; they will have seven dance teams and a total of twenty-one floats due to the election. The dance team will be allowed to go around the courthouse twice, the dance teams will be first and the rest of the parade proceed to the school.

BLIGHTED/ABANDONED PROPERTIES - Carolyn Ligon Mayor Bell stated that Ms. Carolyn Ligon is not here so Mayor Bell will speak briefly on this item. The City of Baker is in the process to adopt a new ordinance in reference to how they are dealing with blighted properties. The Town is doing similar to what Baker had been doing, but finding that it really wasn’t as effective and a slow process. Ms. Ligon offered Mayor Bell with a copy of the article from the City of Baker. Mayor Bell stated she will contact the City of Baker’s Attorney to see if the Town of Clinton can adopt this as well to enforce the blighted and abandoned properties here in the Town.

After they submit a recorded copy of the survey map then the power can be turned on permanently after all ordinances have been met. This motion passed unanimously with comment.

The Board agreed to have the maintenance department investigate further, the problem of drainage on Florence Stewarts property and to also check the electrical box at Norsworthy Field. The request was also to include the removal of the rotten wood seats and tops of the picnic tables at the park. Motion by Mr. Parker seconded by Mr. Havard to grant a variance to LATIF, LLC DBA Main Street Market and Deli, Jackson for the following reasons: The existing location was previously granted a variance to sell alcohol in the past, the location has not been changed since the prior variance was granted ; only the name of the vendor and there are no changes in the type of alcohol sold. g p give an update on the School Garden Program. Mr. Andrè Brock stated that the program was begun in 2009, as part of the Physical Education classes at Bains Elementary and has grown to include approximately 225 students this year. The classroom teachers have incorporated lessons learned by gardening into their classroom studies. He spoke of the success of the gardens in terms of awareness for the students, by their becoming involved in gardening, harvesting, and preparing and eating the vegetables they grow. AgCenter Nutritionist, Ms. Layne Langley, is working with the children at Bains Lower Elementary. Her focus also includes hands-on learning, as well as sending educational information home with students. They are working with School Board staff to develop a means to identify statistics that will measure the success of the program. Other School Board Business Adoption of Policies: Mr. Beauchamp referred to Mrs. Beverly Grant to address the adoption of policies. Mrs. Beverly Grant addressed the Board concerning School Policies previously distributed to the Board, to be adopted at this meeting. The policies are: JCDB - Student Dress Code JDD - Suspension JDE - Expulsions EDD - School Bus Scheduling and Routing Mrs. Grant explained that the School Bus Drivers are already following the School Bus Scheduling and Routing policy in order to ensure the safety of the students. The other policies all concern the School Dress Code. New wording states that prekindergarten through fifthgrade students cannot be suspended or expelled because of dress code violations if it is "not tied to willful disregard of school policies". Ms. Wilson-Rogers asked for a definition of willful disregard. Mrs. Grant replied that it would be an obvious and deliberate defiance of the dress code. It was moved by Mrs. McKinney and seconded by Mr. White to approve adoption of the Policies. There were no additional questions. Vote was unanimous. Motion carried. After comments and commendations were made by several dignitaries of the parish, Mr. Cutrer expressed his gratitude. A certificate of appreciation was presented to Mr. Cutrer by Superintendent Milton. Mr. Scott Richard, Executive Director of the Louisiana Association of School Superintendents, addressed the Board with a summary of the work of the Association. He commended the West Feliciana Board as "champions for students," stating that no matter what actions are taken at the federal/state level, the number one goal is improving student achievement. He thanked the West Feliciana Parish School Board for allowing Mr. Milton to serve as President of the Association. Highlights included an invitation to the Board to attend an Early Childhood Symposium that will be held at Bains Lower Elementary on December 10, 2015. Mrs. Davis gave an update on maintenance of school facilities. Mr. Milton stated that the West Feliciana High School performance scores were very positive, and West Feliciana ranks in the top 10 of 400+ high schools in the state.
