News Briefs Caraga is the second region in Mindanao to benefit from the relief packs that PCOO Sec. Martin Andanar has prepared for the local media practitioners. The first was allocated for Region 10. He personally extended such assistance out from his own pocket. Students are encouraged to go to the DepEd website and the most popular is the DepEd Commons. According to DepEd Sec. Leonor Briones, 4.2 million teachers, and learners have already accessed this online learning platform that includes lessons and tests. “We are negotiating with servers to allow teachers not to pay for its use. There will be a big change in curriculum and we are looking at alternative delivery modes of learning wherein students need not always be ‘face to face’ with teachers. We have to fulfill what is required by the Constitution which is to give education; and students, despite being at home, will have learning activities,” said Sec. Briones.
At present, 70 out of 73 or 96 percent of the total number of local government units in Caraga have now conducted the payout for the Social Amelioration Program (SAP). A total of P808,040,000 were distributed the LGUs, which has served 161,608 beneficiaries. The LGUs of Sibagat, Buenavista, and General Luna are yet to conduct their payout. Of the 70 LGUs, 36 or 51 percent have completed their payout. As per DOH Caraga situational report no. 71 on COVID19, dated April 24, 2020, the region has 3 confirmed COVID-19 cases (Butuan City - 1 recovered & discharged, 1 still admitted & 1 on strict quarantine) and 25 suspect cases (Agusan del Norte-3, Cabadbaran City-1, Butuan City-13, Bayugan City-2, Agusan del Sur-1, Surigao del Norte-1, Tandag City-2, Surigao del Sur-1, & Bislig City-1).

Roque said he had no knowledge about whether Duterte and Trump discussed the former’s sentiment about the US’ aggressive recruitment of Filipino nurses. On April 13, Duterte criticized the US for causing problems by luring Filipino nurses to their country instead of relying on their own human resources. He said that because the US also made it easier for Filipino nurses to apply for a working visa, he was concerned that the Philippines would run out of medical professionals to treat Covid-19. “Dapat kayo umasa sana sa sariling mga tao ninyo. However, Roque said Trump has to prove first that China “knowingly” suppressed crucial information about Covid-19. “Ang issue nga lang po ay pati si Presidente Trump, hindi sigurado kung merong ginawa ang China na magiging isang paglabag sa kaniyang obligasyon sa larangan ng international law. DSWD supports posting of SAP recipients in barangays By Christine Cudis
MANILA - To promote transparency in giving PHP200 billion worth of assistance to 18 million poor families amid enhanced community quarantine to contain coronavirus disease, the Department of Social Welfare and Development (DSWD) agreed to the suggestion to post the names of Social Amelioration Program (SAP) beneficiaries in visible places in the barangays. In a press briefing on Monday, DSWD Undersecretary for Special Concerns Camilo Gudmalin thanked the Department of the Interior and Local Government (DILG) for initiating the posting of the SAP recipients for transparency.
Rolando Bautista and DILG Secretary Eduardo Año talked about the posting of the SAP beneficiaries.
“The DSWD has been advocating transparency in our programs. It is only proper that the public will know who are the (SAF) beneficiaries. So, we welcome this initiative from the DILG,” Gudmalin said.
The DILG has directed ‘punong barangays’ to post the list of target beneficiaries after receiving complaints that some beneficiaries are on the list but not qualified to receive assistance.
“We did it first in Marikina last Saturday, and Secretary Año approved it,” he added.
Año said it is very important to fully disclose the list of SAP beneficiaries as this will promote honest, transparent, and orderly management of the SAP funds.
He said the DILG’s move would also help the public report to the authorities if ever there are beneficiaries who are in the list but not qualified to receive PHP5,000 to PHP8,000 assistance from the government. He urged the punong barangays to fully reveal the list of beneficiaries. Gudmalin said DSWD Secretary (PNA) APRIL 18-24, 2020 |

IATF releases revised guidelines on expanded testing for Covid-19
By Azer Parrocha
MANILA – The InterAgency Task Force for the Management of Emerging Infectious Diseases (IATFEID) has revised its guidelines on the expanded testing for coronavirus disease (Covid-19) as the country moves closer to the end of the Luzon-wide enhanced community quarantine on April 30.
Cabinet Secretary and IATF spokesperson Karlo Nograles
In a virtual presser on Monday, Cabinet Secretary and IATF spokesperson Karlo Nograles said the expanded testing will only be conducted on individuals who are “at-risk of contracting Covid-19 infection.”
Indiscriminate testing beyond close contacts of a confirmed Covid-19 case is not recommended, he added.
He said those required to undergo testing are “suspect cases, individuals with relevant history of travel and exposure or contact -- whether symptomatic or asymptomatic -and health workers with possible exposure, whether symptomatic or asymptomatic.”
Those who will be prioritized are patients or health workers with severe or critical symptoms, have history of travel or contact with a confirmed Covid-19 case (subgroup A), followed by patients or health workers with mild symptoms, have history of travel or contact with a confirmed Covid-19 case, and are
