Overcoming challenges to find the ‘right ones’ By Daryl D. Anunciado
Finding the right person is not always an easy thing to do; sometimes you have to chart unfamiliar territory, brave mountains, cross raging seas and rivers, and endure long treks and bad weather. These challenges hold true to workers of the Department of Social Welfare and Development (DSWD) in Caraga, who literally went an extra mile and took the road less traveled just to find the “right people.”
“It’s very hard to find them (senior citizens), especially when a senior has transferred residency. You really need the help of barangay workers,” said Donna, who is assigned in the province of Surigao del Norte.
One of these workers is 23-year-old Donna Rosales, a project development officer for DSWD’s Social Pension for Indigent Senior Citizens Program (SocPen).
“We have to walk under the scorching heat of the sun just to find them. Lisud pa gyud mag-handle sa ilaha kay ang uban dili magpainterview (It’s hard since some of them refuse to be interviewed),” the Donna, a resident of Barangay Sociology graduate of Caraga State Antongalon, Butuan City, has been a University said. The field office will then submit the name of the beneficiary to the LSWDO where he/she have transferred.
Aljen, however, said that she needs to apply the “no emotional involvement” rule and that she should trust the Department’s process.

Framework up for barter trading in Mindanao
By Digna Banzon
DAVAO CITY - The Mindanao Barter Trade Council is set to convene to hammer out regulations that will provide a framework for barter trading activities on the island, an official said. Mindanao Development Authority (MinDA) Assistant Secretary Romeo Montenegro said Thursday the council by the Department of Trade and Industry (DTI) would meet within the month to craft guidelines as initially proposed by the Bureau of Customs. “There has to be a framework that will guide the practice of barter trading in the islandprovinces, particularly Tawi-Tawi and Sulu,” Montenegro said. “Barter trading has been in existence but there has been no regulations, no framework, no taxation, no nothing at all,” he added. He said the government has allowed barter trade on the island as it has been a traditional mode of trading goods between the islanders and their neighbors in Malaysia and Indonesia, for instance. President Rodrigo Duterte issued Executive Order 64 in October last year for the revival of barter trading in Mindanao to promote the island’s growth and development. The order also constituted the Mindanao Barter Council, tasked to “supervise, coordinate, and harmonize policies, and programs” on barter

trading in the island. Montenegro said the formulation of rules will be coordinated with the Bangsamoro Administrative Region for Muslim Mindanao (BARMM), as the regional government will have management over the barter trading areas of Tawi-Tawi and Sulu. “The government is looking at it as a possible mechanism by which the people in the two areas will be given the opportunity to trade more actively, proactively with the enabling policy supported by the guidelines once it is adopted,” he said. Montenegro underscored the importance of cross-border trading involving Tawi-Tawi and Sulu residents and their neighboring islands in Malaysia and Indonesia, pointing out that it is cheaper to trade commodities for Filipino residents that source them from mainland Zamboanga. “Hopefully by September, the necessary policies and guidelines will be finalized and those involved must adopt the rules in the cross-border trading between Mindanao, Malaysia, and Indonesia,” he said. Andanar: “Fight against drugs is a fight of the Filipino people” CARCAR CITY, CEBU - Presidential Communications Operations Office (PCOO) Secretary Martin Andanar called for a united effort to combat illegal drugs as the Duterte Administration remains committed to ending drug proliferation in the country. “Fight against drugs is a fight of the Filipino people. After all, what we are really fighting for is a free, healthy, and secure nation for all. And if we can’t complete our mission today, remember that not a single effort shall be in vain. War against drugs is an investment for the future, for the children and the future generations,” Andanar said during the Rehabinasyon Townhall Meeting on Thursday. “We must bear in mind that illegal drugs is a tough opponent that

is impossible to overcome if there is no cooperation. Our President cannot fight this alone. The government cannot win this alone,” Andanar added. The PCOO chief said that the rehabilitation of drug dependents to reintegrate them into productive members of society is a top priority in the government’s campaign against illegal drugs. “Rehabinasyon is established to tell the people that rehabilitation programs are given priority and serious attention by the government,” Andanar said during the Rehabinasyon Townhall Meeting on Thursday. Launched in mid-2017, Rehabinasyon is the government’s all-encompassing communications campaign against illegal drugs led by the PCOO. “Carrying the tagline ‘Rehabilitating the Nation, Together,’ this program is designed not only to inform the people of the actual and honest efforts of the government in terms of rehabilitation, reintegration, and advocacy, but also to reach out to the grassroots and engage the people in the community to join the administration in this venture through our town hall session,” Andanar said. The program enjoins national and local government agencies, civil society, non-profit organizations, and the international community to provide them opportunities for reformation and social integration. Anchored on the Philippine AntiDrug Strategy of the Dangerous Drugs Board, the program brings concerned agencies around the country to show the real numbers, stories, and solutions in line with the goal of stamping out the perennial problem of illegal drugs.

It also supports law enforcement agencies conducting investigations on drug syndicates, financiers, and other target personalities. The meeting also highlighted the continuous construction of drug abuse treatment and rehabilitation centers across the Philippines, community-based rehabilitation and treatment programs, and livelihood and other welfare assistance to former drug dependents. PCOO Assistant Secretary Ramon Cualoping III called these programs as President Rodrigo Roa Duterte’s “legacy.” Moreover, Cualoping presented the “Real Numbers” data gathered from the Philippine National Police, Philippine Drug Enforcement Agency (PDEA) about the government’s anti-drug campaign. He said that of the134,583 anti-drug operations conducted from June 2016 to July 2019, a total of P34.75 billion worth of drugs were seized. Cualoping said that 193,086 personalities were arrested, including high-value targets such as government officials, celebrities, and other highprofile personalities. He also noted that 421,724 drug personalities surrendered to the government from the “knock and plead” law enforcement campaign,
although 5,526 drug abusers died during unfortunate encounters -- far from the inaccurate 27,000 figure from various reports. “We have to take back our streets. We have to make out society strong and resilient, and it all begins with us,” Cualoping said. PDEA-7 Regional Director Wardley Getalla meanwhile reported that they have dismantled about 35 drug dens in Cebu. He also noted that the PDEA is expanding their Balay Silangan rehabilitation centers to more provinces. The program provides temporary shelters, continuing education, counseling, livelihood, and skills training programs to small-time drug offenders with the objective of reforming them into selfsufficient and law-abiding members of society. “One thing you can do to help in the battle against drugs, just maintain a drug-free family within your own home. Make sure all your members of the family are not involved in illegal drug pushing,” he said. Also among resource speakers for the town hall meeting include: Department of the Interior and Local Government Region VII Local Government Operations Officer Buddy Allain Ybañez, Department of Health Dangerous Drugs Abuse Prevention and Treatment Program Regional Coordinator Dr. Nino Caing, Carcar City Mayor Mercedita R. MANILA – A number of agreements are expected to be signed during the eighth bilateral meeting between President Rodrigo Duterte and Chinese President Xi Jinping in Beijing on August 29, the Department of Foreign Affairs (DFA) announced on Friday.
DFA Foreign Assistant Secretary Menardo Montealegre said the two leaders would discuss accomplishments, as well as the shared goals under the comprehensive strategic cooperation between the Philippines and China. “President Duterte looks forward to exchanging views with President Xi on how to accelerate the pace of our functional cooperation in terms of concrete projects, as well as on issues of mutual interest to both countries,” Montealegre said in a Palace predeparture press briefing.
He said specific deals are being finalized but several agreements in the pipeline are in the field of education, science and technology, and economic and social development.
