Coping hunger with DAR’s ARBold Move Project: The Arturo Libajan Story
By Rechel D. Besonia
There are people who love the land and who work hard to make their land the best it can be. They worked hard if only to feed millions of people and ensure food security. They are called Farmers. Being a farmer is like being a priest. They take a vow of poverty and make a pact with the Lord that no adversities will come and the income will remain stable for the family to survive.
Growing up in a small farm of Barangay Azpetia, in the capital town of Agusan del Sur, he used to plant banana in a two hectares farm lot. “Ang pagpanguma sa unang panahon lahi ra jud sa karon. Lisod kaayo sauna, grabe nga trabaho apan gamay nga Just like any other farmer, Arturo kita (Farming in those days, as I suspect Libajan, wished the same, after all, he it is now, was an austere life. He did not pursue college; thus, he was ascertained of venturing into farming. He met Aquilino Morata who then owned vast farmland but was incapable of taking good care of it. Without any written agreement and monetary obligation, they agreed that Tatay Arturo can till and manage a certain area on the farm. Over the years, he had made the banana farm productive and was able to provide the needs of his family, not losing a single hope despite not having any piece of land on his own. But being an active and vibrant man, he loved life and was a hard worker. He always thought that every hard work comes with a great reward in the end. Indeed, it is. It was not so long when the farm lot was covered by the Comprehensive Agrarian Reform Program and Tatay Arturo become the landowner himself in the year 2019. “Dako akong kalipay sa dihang nadawat nako ang akong titulo. Dili gyud ko makatoo nga sa katuguwangon nako makapanag-iya pako sa akong yuta ug aduna akong ikabilin sa akong mga apo (I am very grateful when I received my title. I can’t believe that in my age I was able to became a landowner myself. Thanks to DAR for I have now something to give to my grandchildren),” he said.
But things have changed in the time of a global pandemic. What used to be abundant became a nightmare for Tatay Arturo. The banana farm income has come to a complete turnout. He cannot deliver the newly harvested bananas to the buyers due to lockdown. Travel restrictions and impeded movement have contributed to the huge loss of his income. Thus, he ended up looking for assistance from the government. The night before the distribution of the food packs, Tatay Arturo said he was insomniac. “Dili jud ko makatulog kay anaa sa akoa akong mga apo ug naglibog ko asa ko magkuha pagkaon nga dli man ko makagawas kay Senior Citizen, bisag moadto sa uma bawal man (I hardly get myself to sleep because I am thinking where to get food for my family especially for my grandchildren who are with me. I cannot even go to the farm because I am already a Senior Citizen),” he said. Tatay Arturo has received relief aid from LGU but has already run out. He was looking forward to the next relief but it seems it will not be distributed anytime soon.
“Dako akong kalipay sa dihang si Kap niadto sa balay ug nagpahibalo nga paadtoon ko sa Barangay Hall kay usa ako sa makadawat sa ayuda gikan sa DAR. The distribution of food and nonfood packs is the agency’s response to RA 11469 Bayanihan to Heal as One Act, the “PaSSOver: ARBold Move for the Deliverance of our farmers from COVID 19 pandemic” which intends to provide immediate and essential support to the farmer-beneficiaries, mitigate the impact brought about by the ongoing community quarantine and address the demands affecting the agricultural sector upon the start of the “new normal”. The ARBold Move Project has four (4) main components: (1) Support to ARBOs as Front liners in the Food Supply Chain; (2) Farm Productivity Assistance to ARBs; (3) Livelihood Support for Women in Crisis Situation and (4) Package of Supplemental Food and Non-Food Items. next three (3) days or more. A total of 992 qualified Agrarian Reform Beneficiaries all over the province has received the supplemental food and non-food packs led personally by PARPO II Jamil P. Amatonding Jr. and other members of the Management Committee.
He further emphasized that DAR, through the directive of Secretary John R. Castriciones has always valued the importance of the farmers as the front liners in terms of food security to ensure that there is a constant supply of food in the table in a time of a global crisis.
PARPO Amatonding said that although the packs cannot be compared to those relief goods given by the LGUs and other agencies, however, it is enough to withstand hunger for the

While the local government unit (LGU) ensures protection of the local residents against the spread of the coronavirus disease 2019 (COVID-19), it also provides relief assistance to the affected sectors in the municipality of Trento, Agusan del Sur. Despite lowering to a Modified General Community Quarantine (MGCQ) as the quarantine classification for Caraga region including Trento, Agusan del Sur until the end of June, the transport sector’s livelihood is still affected due to the limited operation of the public utility vehicles (PUVs). To address this concern, the local government unit of Trento has once again reached out to the affected sector and distributed rice subsidy to more than 900 tricycle drivers during the second wave distribution this month of June. The distribution of rice assistance was based on the records from the Municipal Business Permit and Licensing Office and only those with updated permits were given the said assistance.

Building self-reliant LGUs thru Economic Enterprise
When the poor town of Taraka, Lanao del Sur builds a SolarPowered Water System this year, it will mark the first time that residents will no longer have to depend on the Taraka River for all of their water needs - from drinking to bathing.
Another six units of Solar-Powered Irrigation Systems will also be constructed to provide water to at least 1,000 hectares of rich rice lands beside the vast Lake Lanao. All in all, the seven Solar-Powered Water Systems will cost an estimated P100-M which will be financed through a long-term loan from the Development Bank of the Philippines.
When I presented the idea to Mayor Nashiba Sumagayan and her husband, Amenodin, the town’s vice mayor, both expressed fear that the town may not be able to repay the loan being a 4th Class Municipality.

Public reminded to stay home as fight vs. Covid-19 continues Presidential Communications Operations Office (PCOO) Secretary Martin Andanar on Tuesday reiterated his appeal to the public to stay indoors after the government placed two areas in the Visayas back to stricter quarantine protocols due to high coronavirus disease 2019 (Covid-19) infections. In a virtual network news briefing, Andanar advised the “too curious” Filipinos not to defy the government’s strict health protocols, particularly in areas with a high incidence of Covid-19. “Alam niyo po, walang mali sa paggagalugad ng kaalaman, ngunit sa pagkakataong ito, wag muna mageksperimento ng anu-ano. Andanar advised residents in areas, particularly in Cebu City and Talisay City, to refrain from disregarding the rules and regulations of the national and local governments. In his public address late Monday night, President Rodrigo Duterte reverted Cebu City from general community quarantine (GCQ) to enhanced community quarantine (ECQ) due to the increasing number of new cases and widespread community transmission in majority of its barangays. Talisay City, a component city under the province of Cebu, was placed under modified ECQ (MECQ) until June 30 for the same reasons. Metro Manila, the epicenter of coronavirus infections in the country, remains under GCQ. Duterte also placed under GCQ the provinces of Cagayan, Isabela, Nueva Vizcaya, Quirino, Aurora, Bataan, Bulacan, Tarlac, Cavite, Laguna, Batangas, Rizal, Quezon, Occidental Mindoro, Bohol, Cebu, Negros Oriental, and Siquijor; and the cities of Santiago, Olongapo, Mandaue, Lapu-Lapu, Zamboanga, and Davao. The rest of the country remains under modified general community quarantine (MGCQ) until the end of the month.
“Sa ating mga kababayan na nananatili pa rin sa GCQ at worse, bumalik na sa ECQ, please naman po, ang inyong pamahalaan ay nakikiusap sa inyo na wag naman maging curious masyado. ‘Wag mag eksperimento. ‘Wag maniwala na ligtas ang hindi sumunod sa batas (To our fellow Filipinos who are in areas under GCQ, and those that were reverted to ECQ, the government is appealing to you not to have a misplaced curiosity.
