POPCOM CARAGA PROMOTES RBIM

The Commission on Population and Development (POPCOM) Caraga continues to promote the implementation of the Registry of Barangay Inhabitants and Migrants (RBIM) in the municipality of Bacuag, Surigao del Norte despite the challenges brought about by the COVID-19 pandemic.

Mandatory compliance by local government units (LGUs) aims to develop a community-based information and profile system for each barangay in the area through the RBIM, and this endeavor is in line with the Philippine Population Management Program’s objectives. The RBIM is intended to assist LGUs in managing their response to any pandemic such as the COVID-19.

Ricky Namion, Planning Officer I of the POPCOM Caraga, and Precious Kinazo, Project Evaluation Officer I, facilitated the three-day orientation and training in relation to the implementation of the Registry of Barangay | June 5-11, 2021 Inhabitants and Migrants or RBIM for the nine barangays of LGU Bacuag namely, Brgy. Poblacion, Cabugao, Pautao, Cambuayon, Dugsangon, Campo, Sto. Rosario, Payapag, and Pungtod on May 25-27, 2021.

The training covered the population development concepts concerning internal migration and elaborated the positive outcomes of the RBIM rollout throughout the municipality, which will aid the local government units in responding to a variety of population issues, including the spread of the COVID-19.

Perla Quisido, Surigao del Norte Provincial Population Officer, highlighted the idea of Population Development and the consequences of internal migration on the fast expansion of settlers, particularly in tourism hotspot regions.

During the training and orientation on the implementation of the RBIM, Municipal Councilor Cedric Tantoy and Municipal Administrator Karen Egay emphasized the need of developing a population database to facilitate the integration of initiatives and resolutions that benefit the community and to raise awareness about population and migration.

Upon the implementation of RBIM, each household will be profiled from June through August, with data analysis beginning in October for presentation to the local chief executives and the Commission. (POPCOM Caraga/PIA-Surigao del Norte)
