JOIN NATIONWIDE SIMULTANEOUS TREE PLANTING ACTIVITY

GAITANOIn time with the 65th natal day of President Ferdinand “Bongbong” Marcos, Jr. on Tuesday, September 13, 2022, the different stakeholders in Caraga region, actively took their part in the conduct of Nationwide Simultaneous Tree Planting Activity in the twelve identified planting sites by the Department of Environment and Natural Resources (DENR), in close coordination with the Department of the Interior and Local Government (DILG), Department of Agriculture (DA), and other agencies.
Right before the start of the tree planting activity, a short program was conducted as early as 5:30 a.m. on September 13 at the Roadside within CARBDP Flood Control Project of the Department of Public Works and Highways (DPWH) located at Barangays Riverside, Mahogany, Banza, and Maug, all in Butuan City, which served as the regional planting site.
Regional Executive Director Nonito Tamayo of DENR-Caraga, bared that the 12 planting sites in the region are the following:
1) Sitio Malinao, Brgy.
Bonbon, Butuan City; 2) Sitio Makasihi, Brgy. amagong, Nasipit, Agusan del Norte; 3) Roadside within CARBDP Flood Control Project of DPWH located at Brgys. Baan Riverside, Mahogany, Banza and Maug, Butuan City; 4) Brgy. Puting Bato, Cabadbaran City, Agusan del Norte; 5) Brgy. Pangaylan IP, Santiago, Agusan del Norte; 6) Brgy. Karaos, San Francisco, Agusan del Sur;
7) Brgy. Hawilian Tree Park, Esperanza, Agusan del Sur; 8) Brgy. Sinobong, Veruela, Agusan del Sur; 9) Km. 23, Brgy. Nuevo Trabajo, San Luis, Agusan del Sur; 10)
Brgy. Cagniog, Surigao City, Surigao del Norte; 11) Tinuyan Falls Protected Landscape, Brgy. Burboanan, Bislig City, Surigao del Sur; and 12) Brgy. Benglen, Basilisa, Dinagat Islands.
RED Tamayo said that this is one way also of showing support to PBBM’s administration especially in its effort to intensify implementation of significant programs that protect the environment and natural resources. He reiterated the importance of practicing proper waste segregation, Reduce/Reuse/Recycle, healthy lifestyle – exercise, and initiating other related activities for the protection of the natural resources.
“For the 12 planting sites in Caraga region, we targeted
some 12,000 seedlings to be planted – 1,000 seedlings per area, and we hope that the people in the community will help us in nurturing these seedlings. We have variety of seedlings prepared to include the bamboo, acacia, golden shower, seedlings belonging to endangered species like narra and among others,” added Tamayo.
Tamayo reiterated the importance of planting and nurturing trees. “Trees and shrubs improve soil and water conservation, store carbon, moderate local climate by providing shade, regulate temperature extremes, increase wildlife habitat and improve the land’s capacity to adapt to climate change. These are all benefits forests and shrubs offer the
environment and in turn, us,” he underscored.
Also, Aurelio “Datu Malinggat” Talinong, Jr., Tribal chieftain in Sitio Malinao, Brgy. Bonbon, Butuan City, expressed his gratitude to the different concerned government agencies for collaborating with various sectors including the Indigenous Peoples (IPs) community for this activity. He emphasized the need to plant more trees not only to protect the people of today’s generation but most especially for the next to come.

APILADAThe Disaster Relief and Rescue Team of the 1502nd (Agusan del Sur) Ready Reserve Infantry Battalion (1502 RRIBn) was declared winner in “Best in Basic Life Support/Bandaging”, “Best in Emergency Rescue Transfer”, and second (2nd) placer in “Disaster Relief and Rescue Operation (DRRO) Challenge” in the activity conducted by the 15th Regional Community Defense Group (15RCDG).
This is in commemoration
of the 39th Founding Anniversary of the Reserve Command (RESCOM), Philippine Army (PA), held on September 19 to 20, 2022, at Masao Beach, Butuan City.
The competition was participated by four Community Defense Centers (CDC) under the administration of 15RCDG, which comprised of 1501st (Agusan del Norte), 1502nd (Agusan del Sur), 1503rd (Surigao del Norte), and 1504th (Surigao del Sur).
Each CDC was
represented by one Organic personnel and eight Reservist personnel in the following events: Emergency Rescue Transfer, Bandaging, Knot Tying, 100 Meter Swimming, Rubber Boat Handling, and Water Rescue.

The Technical Education and Skills Development Authority (TESDA) of Agusan del Sur dispensed financial allowances worth of thirty-nine thousand pesos (PhP39,000.00) to 15 Former Rebels (FRs) of the 26th Infantry Battalion, Philippine Army on September 2, 2022.
Each of them received two thousand six hundred pesos (PhP2,600.00), as their scholarship allowance during the 10-day Land Preparation for Agricultural Crops Production leading to Agricultural Crops Production National Certificate (NC) III Training that started last August 09, 2022 and subsequently concluded on August 23 2022.

The TESDA Agusan del Sur is headed by Ms. Novielita A, Dispo, Acting Provincial Director of Technical Education and Skills Development Authority (TESDA), which is amongst the active partner agencies of the unit in the implementation of government programs and services to the marginalized communities in the area of operations. They offer scholarship grants for technical and vocational courses especially to the most vulnerable sectors in the community such as the FRs and the Indigenous Peoples (IPs) to empower the FRs to be more economically-resilient by enhancing and developing their individual skills and capability toward sustainable livelihood.

Department of Social Welfare and Development (DSWD) released Educational Assistance to the 500 eligible students from the municipalities of Carrascal, Cantilan, Madrid, Carmen, and Lanuza (CarCanMadCarLan) on September 4, 2022, at the Cantilan Gymnasium.

Fertilizer Discount Subsidy
for Corn and Cassava Farmers Rolls Out in Caraga Region
BY: LOVELY JOY SALUDEZ AND AURELIUS P. ARAISThe Department of Agriculture (DA) Caraga through the Regional Corn Program holds a distribution caravan on the Fertilizer Discount Subsidy for corn and cassava farmers in identified areas in Caraga Region.
This is after the regional launching held at DA-Caraga Covered Court in Butuan City on September 1, 2022.
The project aims to sustain the fertilizer application of farmer-beneficiaries and increase the yield level of corn and cassava amid the surging and volatile prices of fertilizers.
“We know that we are facing challenges, especially the increasing price of fertilizers, so I hope you will use this to continue planting,”
Regional Technical Director for Operations Rebecca Reyes Atega said.
During the regional launch, 217 corn and cassava farmers in Butuan City received discount vouchers worth P2,000.
Melody Guimary, OIC of the Field Operations Division disclosed that a total of 1,986 farmers were identified to benefit from the subsidy with an allocation of P3.8 million.
“We hear your sentiments regarding your difficulty in buying the sufficient rate of fertilizers for your crop due to its current price. Through this discount voucher, your expenses for fertilizer will be be reduced and there will be an increase in your productivity and profitability,” she stressed.
Guimary explained that the recipients were endorsed by the local government units and were registered in the Registry System for Basic Sectors in Agriculture (RSBSA), and part of the identified corn-cassava cluster areas.
Christopher H. Lindo, Chair of the Regional Agriculture and Fishery Council, encouraged the farmers that despite many challenges, they will continue to support the agriculture industry and become resilient.
Meanwhile, Butuan City Agriculturist Engr. Pierre Anthony D. Joven assured that the City Government of Butuan will always implement programs in collaboration with DA to uplift the lives of the farmers.
“We are one in your hope that Programs like this will continue, not just now, but also in the future. Please know that our government is working for you,” he said.
Atty. William Christian Dela Cruz of the Office of Representative Jose Aquino II also echoed the support of the congressman for the farmers in the first district comprising the City of Butuan and the Municipality of Las Nieves, Agusan del Norte.
One of the beneficiaries from Barangay San Mateo, Emilio Dapiton was grateful to the DA for the assistance he received.
“I will use this P2,000 voucher as an addition to the fertilizers for my next planting. This is a great help,” he said.
Meanwhile, another recipient Sarah Ingking of Manila de Bugabos said that the discount voucher will help her reduce the fertilizer expenses for her corn farm.
The discount vouchers are for one-time use only and may be claimed at any accredited fertilizer merchant.
Under the project, the fertilizer discount voucher will be used by the farmerbeneficiaries in purchasing inorganic fertilizers from accredited merchants.

20-classroom building
Afour-story, 20 classrooms building is now complete and ready for occupancy for pupils from Grades 1 to 6 of Falcon Memorial Elementary School (FMES) in Tago, Surigao del Sur which is in time with the face-to-face classes formally opened by the Department of Education last August 22, 2022, two years after suspension due to COVID-19 pandemic.
Said school building was constructed by the Department of Public Works and Highways (DPWH) Surigao del Sur 1st District Engineering Office, under DepEd School Buildings Fund
Fiscal Year 2020. The report said the project construction was completed on December 20, 2021.
With the opening of face-to-face classes, the 20-classroom building is a timely addition to the growing number of pupils of Falcon Memorial Elementary School, as this will provide the pupils and school personnel with spacious and well-ventilated classrooms that are conducive to learning. More than 1,000 pupils will benefit from the said learning facility.
“Seeing our school building projects filled with students is a joyful
experience because, now, our work is complete, and the buildings serve their purpose,” said DPWH Region -XIII Regional Director Pol M. Delos Santos, speaking generally, on all DepEd school building projects implemented in the Region.

Operatives of the Armed Forces of the Philippines, Philippine National Police, and Philippine Coastal Guard in coordination with the Port Police Division of PMO Surigao, successfully arrested a top leader of the New People’s Army at the Port of Surigao on Saturday, September 10, 2022.
Law enforcement operatives arrested a certain Nineth Generalao Dolera alias Akira/Theo/Jodie, 31 years old, female, single and allegedly the secretary of Guerilla Front (GF) 19 of the CPP-NPA’s Northeastern Mindanao Regional Committee (NMRC) as she was about to disembark from MV FastCat M7 upon arrival from the Port of Liloan.

arrested based on Warrants of Arrest with CC Nos. 8276-21 for Attempted Murder dated July 29, 2021, and CC Nos. 8525-21 for Attempted Murder dated January 7, 2022, both issued by Hon. According to a report filed by the Port Police Officer on Duty, PPO2 Vincelyn Eviota, the Seaport Interdiction Unit (SIU) of the PDEA requested the Lipata Port Police to assist them in an anti-illegal drug operation after K9 sniffing dogs showed signs indicating the presence of Dangerous Drugs while conducting
a random inspection of baggage owned by passengers on board MV MA OLIVA sailing from Liloan Port to the Port of Lipata.
Upon disembarkation of passengers and rolling cargoes of MV MA OLIVA, the operatives conducted a random inspection of all disembarking passengers and rolling cargoes.
It was then that the K9 dogs of PDEA Surigao Seaport Interdiction Unit and Philippine Coastguard pinpointed the presence of dangerous drugs inside
a white Toyota Hi-Ace Passenger Van with plate number GAG 1715.
Upon thorough inspection of the vehicle, a sealed pouch and a bag were then found to contain Cannabis Sativa, also known as “Marijuana,” owned by a certain Reydan T. Ceralde, from Nasipit town in Agusan del Norte.

The House Committee on Aquaculture and Fisheries has finally approved House Bill No. 760 (HB760) otherwise known as an “Act of Establishing Freshwater Fish Hatchery in the Municipality of Talacogon, Agusan del Sur”, which was filed by Representative Alfel Bascug of the First District and Representative Adolph Edward Plaza of the Second District of Agusan del Sur on July 1, 2022, pending with the Committee on Aquaculture and Fisheries since July 27, 2022, in support to the previous Bill filed by Rep. Bascug.

Naging kaugalian na ng mga Indigenous Peoples (IPS) sa iba’t-ibang probinsya ng Caraga region ang gumawa ng inisyatibo upang maprotektahan ang kalikasan na siyang pinagkukunangyaman.
Ngayon ay mas nagiging aktibo na rin ang mga IPs sa pakikipag-ugnayan sa mga ahensya ng gobyerno maging ng iba pang sektor sa pagsasagawa ng tree planting at clean-up drive.
Isa na rito ang Mayapay Tribal Council ng Sitio Malihao sa Barangay Bonbon sa lungsod ng Butuan, kung saan pinangangasiwaan din nila ang Malihao Tribal Village na isa na rin sa mga tourist sites sa nasabing lungsod.

Datu Malinggat Aurelio Talibong, Jr., Supreme Tribal Chieftain ng Mayapay Tribal Council sa mga kinauukulang ahensya tulad ng Department of Environment and Natural Resources (DENR), Department of the Interior and Local Government (DILG), at iba pa dahil sa puspusang kampanya nito laban sa illegal logging, at pagpapaigting pa ng National Greening Program (NGP).
Sa 12 planting sites sa buong rehiyon, isa ang Sitio Malihao na napili ng mga ahensya para mapag-taniman ng samu’t-saring seedlings o punla.
“Nagpapasalamat kami sa mga ahensya ng pamahalaan lalo na sa DENR, DILG at iba pa dahil isinama nila itong lugar namin na mapagtaniman ng iba’t-ibang indigenous
planting species upang dumami pa ang mga punong-kahoy dito at mapapakinabangan ng mga susunod pang henerasyon,” ani Datu Malinggat.
Hinikayat din si Datu Malinggat ang iba pang tribal community sa rehiyon na patuloy lang ito sa pagbigay suporta sa mga ahensya ng gobyerno at
makipagtulungan sa mga isasagawang aktibidad na magdudulot ng kaayusan at kabutihan sa kanikanilang lugar.
“Nananawagan ako sa aking mga kapwa IPs na tayo po ay maging aktibo sa mga isinasagawang tree planting at clean up drive dahil lahat po tayo ay makikinabang dito, maging ang mga susunod pang mga henerasyon,” banggit pa ni Datu Malinggat.
Samantala, binigyangdiin naman ni Regional Executive Director Nonito Tamayo ng DENR Caraga ang kahalagahan ng pagtatanim ng mga punong kahoy sa komunidad.

The outgoing Acting CDC Director, Major Jerome G Waclin, who is the current CDC Director of 1504th (Surigao del Sur) Community Defense Center turned-over his duties and responsibilities to Lieutenant Colonel Roy B. Curilan (Signal Corps), Philippine Army.

SEAL OF GOOD LOCAL GOVERNANCE
Beyond complete. This was the final impression of the validator during the National Calibration for the Department of the Interior and Local Government’s (DILG) Seal of Good Local Governance (SGLG) of which the Municipality of Trento is one of the five (5) local government units in Agusan del Sur that qualified for the award.
The Seal of Good Local Governance (SGLG) is an honor and recognition-based program, and is a continuing commitment for LGUs to continually progress and improve their performance in local governance.
Earlier this year, the regional validation was conducted.
The Municipality of Trento was evaluated in the areas of Financial Administration; Disaster Preparedness; Social Protection and
Sensitivity; Health Compliance and Responsiveness; Sustainable Education; Business Friendliness and Competitiveness; Safety, Peace and Order; Environmental Management; Tourism, Heritage Development, Culture and Arts; and Youth Development.
After having passed in the comprehensive regional assessment, Trento had gone through the national evaluation as the final phase of the process prior to the DILG’s official announcement of national qualifiers.
Local Government Operations Officer V Jessana Carmela Tatoy of DILG Region VI visited the municipality on September 6, 2022; scrutinized the LGU’s documentation of the core areas; and validated the significant sites that prove the contents
of all the documents presented.
After the overwhelming review, with high hope of clinching the award for the fifth time, the Local Government Unit, through its officials headed by Mayor William Calvez and Vice Mayor Felimon Marte with the Sangguniang Bayan vowed to sustain the honor of the Seal by maintaining transparency and accountability in the use of public funds; preparing for unpredictable natural calamities; demonstrating sensitivity towards the marginalized sectors of society; sustaining health programs and ensuring that all individuals especially the vulnerable have fair opportunities for better health.
Furthermore, the municipal officials together with the 16 Punong Barangays swore
to uphold worthy living in Trento by instituting reforms to improve the quality of education in the locality; encouraging government interventions that promote market efficiency and consumer welfare; protecting constituents from threats to life and properties; safeguarding the integrity of the environment through adaptive social responsibility; and valuing local culture and heritage for tourism opportunities.

The Panikian Agricultural Workers Association (PAWA) of Barangay Panikian in Carrascal, Surigao del Sur received the goat production package worth Php600,000.00 recently.
The Carrascal Nickel Corporation (CNC) through its Social Development and Management Program (SDMP) provided the project designed to engage the local community members in
agricultural activities as livelihood support. It also aims to improve the status and condition of the lowincome sector by giving jobs and business opportunities.
Accordingly, the interventions were delivered in collaboration with the Municipal Agricultural Office (MAO) of Carrascal and the Barangay Panikian Council.
Aside from rain-fed upland farming that people regularly do
in the community as the primary source of income, the goat production project is a supplementary livelihood resource provided by CNC-SDMP.
The land and topography of Panikian, the place of the beneficiary , are ideal pasture areas for animal raising such as goats, carabaos, and cows.
The LGUCarrascal through the Municipal Agriculture Office (MAAO) gave the beneficiaries technical assistance last October 2021 to help and inform them on how to raise the goats properly.
The month-long celebration of the 22nd Charter Day of Bislig City has successfully commenced as the LGU-Bislig City in coordination with the City Officials United Spouses Association of Bislig (COUSAB), and the Federation of Bislig Women’s Association (FOBWA) launched its line up activities on September 1.
Anchored on the theme: “Moving Ahead with Perseverance and
Persistence towards Prosperity”, the opening ceremony was conducted at Bislig Baywalk graced by City Mayor Florencio Garay together with his first lady, 2nd District Provincial Board Member, and COUSAB chair Margarita G. Garay.
A Trade Fair is on going highlighted with different booths installed in the area and showcasing different agricultural commodities, local delicacies, and other products. The Trade Fair is open in the entire month of September.
