Statement of Presidential Communications Secretary Martin Andanar on the report by Investigate PH We strongly disagree with the malicious report by InvestigatePH on the human rights situation, and the policies and programs of President Rodrigo Roa Duterte and his administration. InvestigatePH does not represent any credible global or regional institution, and its claims of any authority or credibility to report on the Philippines must be rejected. It is a group of parties that is weaponizing human rights against the Philippines, driven by a self-serving political agenda. We call on the public to guard against giving credence to a “report” by a group whose character and agenda is dubious. We ask the parties behind this so-called InvestigatePH to respect the fact that the Philippines is engaging sincerely in all UN mechanisms on human rights dialogue and cooperation. The country has functioning accountability mechanisms and rule of law and its authorities are competent to address allegations of impunity within national administrative and legal institutions and processes. We ask InvestigatePH and those concerned to follow the proper step of assisting parties to raise cases and concerns, if substantiated, within these institutions and processes. It is easy to see InvestigatePH’s agenda to paint a dire picture of the human rights situation in the country, as an attempt to interfere in domestic politics and weigh in on issues ahead of national elections next year. We invite the parties behind InvestigatePH to stop this smear campaign and promote a more reasoned political discourse in the Philippines that serves the Filipino people, and not their vested interest. We call on the nation to reject this kind of dirty politics which detracts the Filipino public from the most important agenda of the day, which is ensuring that we successfully manage the prevailing challenges of the pandemic to our nation and that our recovery programs do not leave any Filipino behind, and they enable our communities and all sectors of the society to bounce back strongly from the impact of the pandemic.

3,252 Caraga frontline health workers receive Sinovac

The coronavirus disease 2019 (COVID-19) Vaccination Roll out in Caraga has already started on March 7, 2021 in Caraga Regional Hospital. As of Mar. 12, 2021, DOH Caraga and 15 other implementing hospitals have already vaccinated a total of 3, 252 frontline health care workers with the CoronaVac or popularly known as Sinovac COVID-19 vaccine. As of this time, the record showed a cumulative figure of 314 deferrals or individuals not qualified to be vaccinated during screening following a medical assessment. An example of this is due to high blood pressure during actual vital signs check. These individuals will receive the vaccine once medically cleared.

From the Regional Epidemiology and Surveillance Unit (RESU), a total of 29 Adverse Events Following Immunization (AEFI) cases have been recorded in the last six days. This is 0.9% compared to the total number of vaccinated individuals. Complaints vary per patient. Out of the 29 AEFIs, 14 complained of body rash or itchiness and headache. DSWD CARAGA CELEBRATES 70TH ANNIV WITH PARTNERS, FRIENDS WHO MADE 2020 SUCCESSFUL The Department of Social Welfare and Development (DSWD) Field Office Caraga acknowledged its partners and staff who have significantly contributed to the successful implementation of the programs and services of the department, especially during the coronavirus disease-2019 (COVID-19) pandemic. AGNOR COOP GETS MULTI-PURPOSE BUILDING By Gil E. Miranda

The San Isidro Upland Farmers Multi-Purpose Cooperative (SIUFMULCO) assisted through the Department of Agrarian Reform’s (DAR) of Agusan del Norte is the latest recipient of newly constructed Multi-Purpose Building (MPB) worth P857thousand to help abaca farming-sector in Agusan del Norte. The MPB was implemented through the DAR’s Project COnVERGE (Convergence on Value-Chain Enhancement for Rural Growth and Empowerment), under the provision of valuechain equipment and facilities. She noted that the interventions benefitted 5,819 abaca-farmers comprising 2,173 Agrarian Reform Beneficiaries (ARBs) and 3,646 Small-Holder Farmers (SHF).

“Under the project, the provision of value-chain equipment and facilities were also distributed which includes 17-stripping machines, 3-digital weighing scale, 1-truck scale, 1-hauling truck, and 2-shed houses since the program started from 2017,” Chan said. She said the coop and its members are also the recipients of abaca suckers,

Thousands of Indigenous Peoples (IPs) belonging to the Higaonon tribe under Certificate of Ancestral Domain Title (CADT) 118 and 252 in Las Nieves, Agusan del Norte received free social services during the conduct of the twoday Provincial Peace and Order Council (PPOC) Immersion activity held at Sitio Bokbokon, Barangay Lawan-lawan on March 9-10, 2021. During the activity, the PPOC conducted a free “Kasalan ng Bayan,” medical mission and outreach program. The mass graduation of IPs who completed the skills training conducted by the Technical Education

The provincial government of Surigao del Norte through the local government unit (LGU) of Malimono, in partnership with the 29th Infantry (Matatag Fighters) Battalion (29IB), Philippine Army under the 901st Infantry (Fight’em) Brigade and other agencies, collaborated and led the conduct of Retooled Community Support Program (RCSP) Immersion held in Brgy. San Isidro, Malimono on Tuesday, March 9, 2021. It was aimed at addressing governance issues and developmental gaps by providing the community with their needs and ensuring that development is sustained and peace is promoted. More than 200 beneficiaries have availed of the various services such as free haircut by the Philippine Army and the information awareness drive about the Communist NPA Terrorists (CNTs) recruitment schemes and Enhanced Comprehensive Local Integration Program (E-CLIP) process. PNU-MINDANAO SUPPORTS TF-ELCAC PEACE EFFORTS The Philippine Normal University (PNU)-Mindanao, one of the schools in Agusan del Sur, has expressed its support to the peace efforts of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) during an Information Drive Towards Sustainable Peace Symposium held on March 10, 2021. Anchored on the theme: “Protect the Youth. Protect the Future,” the said forum was aimed to spread awareness to the youth sector about the recruitment schemes and deceptive lies of the Communist Party of the Philippines-New People’s Army (CPP-NPA), officially designated by the Philippine Government, United States and European Union as a Communist Terrorist Group (CTG). On Tuesday, during a quick visit to Maluso town arranged by Mindanao Development Authority (MinDA) Asst. Secretary Cherry Akbar and Maluso Vice Mayor Al Yasin, I met with the Bajau weavers in a facility established by the Claretian Order of the Catholic Church. About 20 Bajau women are being assisted by the Bajau Samal Foundation of the Bajau Apostolate of the Basilan Prelature. Fr. Efren Decrito, a Claretian missionary, said by weaving Pandan leaves which are made into colorful mats and bags, the Bajau women earn a decent income. The United Nations Educational, Scientific and Cultural Organization’s (UNESCO) recognition of the Philippines’ significant progress in protecting journalists is a “validation” of the Duterte administration’s efforts to uphold press freedom in the country, the Presidential Task Force on Media Security (PTFoMS) said on Sunday. Presidential Communications Operations Office (PCOO) Secretary and PTFoMS co-chair Martin Andanar issued the remark after the UNESCO’s 2020 DirectorGeneral Report on the Caraga INFOCUS

Safety of Journalists and the Danger of Impunity showed that “significant progress was made” by the country in the case of the 2009 Maguindanao Massacre, pointing out that on December 19, 2019, the court convicted 43 individuals, including the masterminds behind the attack. “This is a validation of the relentless efforts of the government through the task force in protecting the life, liberty, and security of media workers in the country amid the pandemic. While there is more work that needs to be done, rest assured that

the Duterte administration will always uphold press freedom,” Andanar said in a press statement. An updated edition was released in 2020. Although the report cited “worrying trends”, the 2018-2019 UNESCO report of 156 journalists killed worldwide indicated a 14-percent drop from the previous two-year period. The Philippines is believed to be the first country in the world to establish a government body devoted exclusively to media security.

On October 11, 2016, President Rodrigo Duterte created PTFoMS by virtue of Administrative Order No. 1 to establish an interagency task force with the goal of providing a safe environment for media workers. It is headed by the Department of Justice, co-chaired by the PCOO, with the Department of National Defense, Department of the Interior and Local Government, Office of the Solicitor General, Presidential Human Rights Committee, Armed Forces of the Philippines, Philippine National Police, and National Bureau of Investigation, as members. Webinar series Egco also announced that the task force will hold a webinar series starting March 24 titled “PTFoMS MOVING 4WARD: Safeguarding Press Freedom During The Pandemic And Elections”. The webinar will tackle safety protocols while covering the news during the Covid-19 pandemic and the upcoming 2022 elections, with experts and veteran journalists as resource speakers.

According to Egco, much has been accomplished by the current administration through PTFoMS in improving the country’s human rights situation, particularly in protecting freedoms of expression, opinion and of the press. In 2018, he said the country was finally removed as one of the most dangerous countries in the world for journalists by the Reporters Without Borders. In 2020, the nation was declared as the “biggest mover” by the Committee to Protect Journalists (CPJ) in its annual Global Impunity Index released last year. PHILIPPINES EXPECTS DELIVERY OF MORE THAN TWO MILLION DOSES OF COVID-19 VACCINES THIS MONTH The Philippines is expected to receive more than two million doses of Sinovac Biotech and AstraZeneca vaccines against COVID-19 later this month, the country’s vaccine czar said on Monday.

“And we have an information from WHO that we might be receiving almost a million of AstraZeneca also within this month or maybe early April, with 979,200 AstraZeneca,” he added.

In his report to President Rodrigo Roa Duterte, Secretary Carlito Galvez Jr. said 1.4 million doses of Sinovac Biotech’s vaccine and almost a million doses from AstraZeneca will be delivered to the country within the month or in early April.

During his public address, President Duterte asked for patience, saying the government still don’t have enough inventory because the vaccines lined up for procurement hasn’t arrived yet except for those donated by China and the World Health Organization-led COVAX facility.

“Sir, for this month of March, we will be expecting more or less 2.3 million vaccines. It will be coming from Sinovac, 400,000 from the Chinese donation. And then also we are working on the procurement through DOH, the one million Sinovac. So a total of 1.4 (million) Sinovac vaccines,” said Galvez.

The Department of Health (DOH) reported that the government has so far administered a total of 193,492 COVID-19 vaccine doses since it began inoculating the country’s frontliners on March 1.

DUQUE HIGHLIGHTS LGUS’ ROLE IN ARRESTING COVID-19 INFECTIONS Health Secretary Francisco Duque III has urged local government units (LGUs) to intensify their campaign against COVID-19 in the midst of rising cases in Metro Manila and other regions in the country. In his report to President Rodrigo Roa Duterte on Monday, Duque said recent data shows spiking number of COVID-19 infections, which, if not contained, will reach the first surge experienced by the country in July to September last year. “So kinakailangan ho talaga mahinto itong mga kasong ito. Duque warned, however, that the UK variant or B.1.1.7 is still a variant of concern because despite the small percentage of infection, the variant is causing continuous spike in cases in the NCR and CAR.

PH SECURES 30M DOSES OF NOVAVAX JABS The Philippines has signed a supply agreement with the Serum Institute of India for the acquisition of 30 million doses of Novavax vaccine, National Task Force (NTF) Against Covid-19 chief implementer Carlito Galvez Jr. announced on Tuesday. The vaccine czar said they are just waiting for the approval of the Serum Institute’s application for emergency use authorization (EUA) in the United Kingdom (UK), the United States (US), and the Philippines. STRICT HEALTH PROTOCOLS IMPOSED IN PH PORTS AMID VIRUS CASES RISE

Following the directive of Department of Transportation (DOTr) Secretary Arthur Tugade to strictly implement measures to curb the spread of coronavirus disease 2019 (Covid-19), Philippine Ports Authority (PPA) General Manager Jay Santiago has directed all personnel, offices and ports under its jurisdiction to maintain the strict enforcement of health and safety protocols. In a memorandum dated March 15, Santiago ordered all the heads of the Head Office Responsibility Centers and the Port Management Offices to be consistent in their implementation of health and safety protocols within their respective jurisdictions. “As part of PPA’s continuing efforts to stem the transmission of Covid-19 virus and to protect the health and safety of PPA personnel, port users, and the general public, you are directed to consistently and strictly observe, monitor, and implement in your respective area of responsibility the relevant health and safety protocols contained in PPA issuances, as well guidelines issued by the Department of Transportation and the Department of Health (DOH),” Santiago said in a news release on Tuesday. The memorandum was issued after Tugade and Santiago made a surprise inspection at the new cargo port in Boracay, where a number of port users were seen violating health

protocols, such as wearing of masks and face shields, and physical distancing. Tugade and Santiago then directed all PPA personnel to strictly monitor port users for minimum health protocol compliance. According to the PPA directive, the so-called “seven commandments in public transport” must be continuously observed in all ports and vessels nationwide. The “seven commandments in public transport” calls for the wearing of face masks and face shields; body temperature checking; proper ventilation of passenger terminal buildings (PTBs) and offices; frequent disinfection of PTBs and PPA offices; frequent handwashing and use of alcohol and sanitizers; barring PPA personnel, passenger, and port users with Covid-19 symptoms from entering the port, PTBs and PPA offices; and the observance of

proper physical distancing. The DOTr and its attached agencies, including the PPA, have intensified the enforcement of existing safety and health protocols amid the increase in Covd-19 cases in the country. Tugade called on transport personnel to be serious and extra diligent in the implementation of health protocols. He also appealed to the riding public to strictly follow these measures and to report to authorities any breach in the guidelines. “As operators and drivers of public transport vehicles, you do not only bring passengers from their homes to their workplaces and back. You are also given the responsibility to make sure that they are healthy and safe when they arrive at their destinations,” Tugade said. (PR)
