Weaving a sustainable waterenergy-food nexus in Mindanao

MinDA Deputy Executive Director ASec. Romeo Montenegro is one of the guest speakers in today’s “Addressing Water Challenges and Opportunities in Mindanao” webinar session organized by the European Chamber of Commerce of the Philippines (ECCP), via Zoom Webinar.

Citing Mindanao as the Philippines food basket accounting for 43% of country’s total farm produce, ASec. Montenegro underscores the importance of integrating sustainable and green water and energy sources to ensure food security and sufficiency in the islandregion.

“We need to put together cohesive programming in terms of agriculture development in Mindanao and renewable energy development tapping into available water sources,” Montenegro said.

To underpin this, he presents MinDA’s various initiatives that are geared towards addressing the challenges on Mindanao’s power and water situation. Among the programs are the MindaNOW Nurturing our Waters, Mindanao Water Supply, Renewable Energy Technology to Increase ValueAdded of Seaweeds in TawiTawi (RETS) Project, and the Mindanao Renewable Energy Resource Assessment.

Further, he also shares Israel’s model on water conservation and management, which he says is appropriate and can be replicated in Mindanao, especially in areas where there is scarcity of power and water.

“One specific example and model that we have been taking into consideration is the Israel Model. Despite its water limitations, it is one of the world’s major sources of highvalue agricultural products. The case of Israel is very much reflective of the peculiarities that can be adopted in some areas in Mindanao, particularly the island provinces of Basilan, Sulu, and Tawi-Tawi, where electricity is insufficient and water is inadequate,” Montenegro added. Highlighting the interconnectedness of water, energy, and food in Mindanao’s development, he urges all stakeholders to pursue collective and concerted efforts.

“All these things should not be pursued independently of each other. Hence, the need to take into account the whole-of-nation approach, which has been the formula that we have been pursuing aggressively in Mindanao. We need to work cohesively along with other development partners and players, and key agencies in the government towards the same direction,” Montenegro bared.

With a theme “Building Partnerships to Achieve Water Security”, the session is part of the Water Challenge Forum Series organized by the ECCP. It aims to provide a platform for inclusive and meaningful engagements among the water stakeholders to achieve a sustainable water security with an ensured intergenerational benefits to the communities in the Philippines.

Recovering better through digital transformation

MinDA Executive Director Usec. Janet Lopoz, CESO I presented the Mindanao Recovery Plan, which covers the challenges and opportunities for the island-region in the midst of the new normal during today’s Annual Scientific Conference of the National Research Council of the Philippines - Mindanao Regional Cluster.

The conference brings together science leaders, government policymakers, and the academe to generate recommendations on the national priority areas for recovery from the COVID-19 pandemic relevant to Mindanao.

Among the recommendations identified in MinDA’s 10-Point Recovery Agenda is to fast track digital transformation and equitable digitalization in Mindanao, given how businesses have shifted to online transactions following their consumers’ lockdowns and mobility restrictions. With the onset of COVID 19 and the uncertainties it has brought to lives and livelihood, MinDA has also initiated several rapid impact assessment studies with several International Development Partners, including Food and Agriculture Organization (FAO) and the United Nations Development Program (UNDP) for the conduct of “Rapid assessment of the impact of COVID 19 on food supply chains in Philippines”, and the “COVID 19 Mindanao and BARMM Rapid Social Economic Impact Assessment Study with UNDP and SERDEF.

Bong Go helps recovering typhoon victims in Bula, Camarines Sur; advises those in need of medical aid to go to Malasakit Centers

On Thursday, October 28, Senator Christopher “Bong” Go continued his efforts to serve more underprivileged communities amid the pandemic as he sent his team to Bula, Camarines Sur to distribute assistance to 841 recovering victims of Typhoon Rolly.

In his video message, the Chair of Senate Committee on Health and Demography reminded the beneficiaries who were in attendance at municipal covered court in Bula to continue looking out for their health and well-being. He then reached out to residents with health concerns and encouraged them to visit the Malasakit Centers at the Bicol Medical Center in Naga City and Bicol Region General Hospital and Geriatric Medical Center in Cabusao.

Signed into law in 2019, the Malasakit Centers Act aims to provide convenient access to medical assistance programs offered by the Department of Social Welfare and Development, Department of Health, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office.

The senator also reminded the public to continue adhering to necessary health preventive measures, considering that the new Delta variant of COVID-19 is more threatening.

He then reassured them that vaccines are continuously being rolled out to more far-flung communities to ensure that the country attains population protection leading to herd immunity in

communities soon.

“Mga kababayan ko, nandidiyan na po ang bakuna unti-unti. ‘Pag nasa priority list na po, magpabakuna na ho kayo para po protektado po kayo. Kung mahal n’yo po ang inyong mga pamilya magpabakuna na po kayo,” Go expressed.

“Ang bakuna po ang tanging susi o solusyon para unti-unti na tayong makabalik sa ating normal na pamumuhay. At makamtan po natin ‘yung population protection at herd immunity po para naman po sumaya naman po ang ating Pasko at makabalik na tayo sa dati nating buhay,” he continued.

Go’s team implemented necessary safety and health protocols during the relief operation as they handed out essentials, such as meals, masks, face shields and vitamins to the beneficiaries.

Some residents received new pairs of shoes and bicycles that they can use while others received computer tablets that are intended to help children participate better during classes under the blended learning set-up.

Apart from the assistance provided by Go, representatives from DSWD granted each internally displaced person with financial assistance grants.

To assist in the future development of the province, Go has supported the funding of various infrastructure projects in Camarines Sur. These projects include the construction of the Mabolo - Almeda Bypass Road in Naga City; the Lalud - Garchitorena Road and other missing road links; construction and improvement of San Fernando Sports Complex in San Fernando, Camarines Sur; and a revetment and improvement of the channel at the Bula and Nabua Section of the Barit River.

Concluding his message, Go expressed his gratitude towards the local government leaders for ensuring their community’s recovery.

“Mga kababayan ko, ako po ang inyong Kuya Bong Go, ang bisyo ko po ay magserbisyo. Bukas po lagi ang aking tanggapan at handa po akong magserbisyo po sa inyo sa abot ng aking makakaya,” said Go.

“Kami po ni Pangulong Duterte ay naririto lang po na handang magserbisyo po sa inyong lahat sa kapwa naming Pilipino. Magseserbisyo po kami sa inyong lahat sa abot ng aming makakaya. Magtulungan lang po tayo, magbayanihan at magmalasakit po tayo sa ating kapwa Pilipino,” he ended.

Bong Go gives hope to calamityhit communities in Kidapawan City, Makilala and M’lang, North Cotabato through support for recovery efforts

Senator Christopher “Bong” Go urged residents in fire and floodprone areas to always be ready and alert as he renewed his commitment to push for Senate Bill No. 1228 during a relief effort for disaster victims in Kidapawan City, Makilala and M’lang, North Cotabato on Thursday, October 28.

Filed in 2019 by Go, the proposed bill provides for the establishment of an evacuation center in every municipality, city and province, and outlines a minimum set of requirements such as its location and amenities for such evacuation centers. The bill is currently pending in the Senate Committee on National Defense and Security, Peace, Unification and Reconciliation. “Obligasyon ng gobyerno na maging handa sa oras ng sakuna. Huwag nating antayin na may panibagong sakuna pang dumating. Umaksyon na tayo dapat para maprotektahan lalo ang buhay ng bawat Pilipino,” Go appealed in a video message.

sapat na emergency supplies, gaya ng tubig, pagkain at gamot,” he added.

His staff provided meals, food packs, vitamins, masks and face shields to a total of 11 fire and monsoon victims at the Kidapawan City Hall, residential compound of Makilala Mayor Armando Quibod and M’lang mayor’s office. They also gave each fire victim financial assistance.

To help them recover from the impacts of the disaster, personnel from the Department of Social Welfare and Development and the National Housing Assistance also handed out separate financial assistance in a separate distribution.

Continuing his message, Go further reminded everyone to exercise diligence to reduce their likelihood of being exposed to the coronavirus. He especially called on the elderly and those with medical concerns to limit their contact with those outside their households to maintain a safe environment for themselves. “Ginabalanse sa gobyerno ang tanan pero mas importante ang kinabuhi sa atong mga kaigsoonan. Go also offered medical assistance to any disaster victim suffering from injuries or illnesses. He advised them to visit the Malasakit Center at the Cotabato Provincial Hospital in Kidapawan City, where they can avail of further aid from relevant government agencies.

The senator went on to thank local officials and first responders for their quick response and support they extended to the victims, including Kidapawan City Mayor Joseph Evangelista, Makilala Mayor Quibod, and M’lang Mayor Russel Abonado.

He pledged his steadfast support for the people of Cotabato, having previously assisted 1,449 essential workers in Banisilan, Carmen, Kabacan and Tulunan from August 3 to 6. As Vice Chair of the Senate Committee on Finance, Go has supported many infrastructure development initiatives to improve access to services and other socioeconomic opportunities in the locality.

He supported the concreting of farmto-market and other roads in Alamada, Banisilan, Libungan, Midsayap, President Roxas and Kidapawan City; construction of bridges in Arakan, Kabacan, Makilala, Tulunan and Kidapawan City; construction or rehabilitation of drainage canals in Kabacan and Pikit; and construction of potable water system facilities in Tulunan. Other initiatives he supported include the construction of multipurpose buildings in Arakan, Makilala, Tulunan and Kidapawan City; barangay halls in Matalam and Midsayap; a Liga office in Makilala; a slaughterhouse in Arakan; and a public market in Arakan. He also supported the improvement of a public market building in Pigcawayan, and the COVID-19 response and vaccination roll-out plan in Kidapawan City.

All activities were conducted in adherence with the health and safety protocols to prevent the spread of COVID-19.

‘Malasakit’ for Filipinos in distress - Bong Go, gov’t agencies aid fire victims, vulnerable sectors in Iligan City, Lala, and Sultan Naga Dimaporo in Lanao del Norte

On Thursday, October 29, Senator Christopher “Bong” Go’s office sent additional aid to a total of 649 individuals composed of fire victims, transport workers, vendors, farmers, and fisherfolks from Iligan City, Lala, and Sultan Naga Dimaporo in Lanao del Norte. The senator’s team held separate aid activities throughout the province where they provided beneficiaries with vitamins, masks and face shields to help mitigate the spread of COVID-19. The activity was conducted in strict compliance with health guidelines. The Department of Social Welfare and Development, meanwhile, provided the fire victims with financial assistance while the Department of Labor and Employment provided assistance to the transport workers, vendors, farmers and fisherfolks through its Tulong

Panghanapbuhay sa Ating Disadvantaged/ Displaced Workers program.

Go also encouraged those with medical concerns to visit the Gregorio T. Lluch Memorial Hospital in Iligan City or the Kapatagan Provincial Hospital in Kapatagan, where there are Malasakit Centers available.

Go primarily authored and sponsored Republic Act No. 11463 or the Malasakit Centers Act of 2019 to assist Filipinos in their medical expenses, in line with his push for measures that would improve healthcare services in the country.

As he concluded his message, Go expressed his gratitude the provincial and local officials for helping their community recover amid economic challenges brought by the pandemic.

As Vice Chair of the Senate Finance Committee, Go also showed his support for various projects in Iligan City to further boost their economic development, such as the provision of new medical equipment for Gregorio T. Lluch Hospital; rehabilitation of its public market and roads; and construction of a multipurpose building.

He also supported projects throughout the province such as the construction of farm-to-market roads in Bacolod and Lala; road rehabilitation in Magsaysay and Munai; purchase of one ambulance unit in Kapatagan; construction of flood control and drainage structure in Lala; rehabilitation of public markets in Magsaysay; and construction of multipurpose buildings in Kauswagan, Magsaysay, Nunungan, Pantao Ragat, Pantar, Salvador, Tangcal and Tubod.

The Philippines has reached a milestone in its coronavirus response after hitting over 100 million in total vaccine doses secured since the first shipment of jabs started arriving in February.

On Thursday night, some 976,950 doses of governmentprocured Pfizer vaccine arrived in Manila via an Air Hongkong flight, raising to 100,528,240 the number of delivered life-saving shots to the country.

Vaccine czar Secretary Carlito Galvez, Jr., who welcomed the latest vaccine delivery, said this achievement is “not only a product of a nation’s people working together but is also a testament of the strong cooperation and will among international partners and stakeholders.”

The official extended the country’s gratitude to the vaccine-makers, partner organizations, donor countries, the World Health Organization, the COVAX Facility, and all sectors across the country for supporting government efforts to scale up the Philippines’ vaccine supply. Galvez said about 30 million of the cumulative tally was donated by several nations, including Japan, China, the United Kingdom, the United States, Australia, France, United Arab Emirates, Brunei, and Germany.

Around 50 million more doses are expected to arrive before the end of 2021, including another 10 million through the COVAX Facility.

At the same event, US Embassy Chargé d’Affaires Heather Variava announced the delivery of two million more donated doses of Pfizer to Manila next week.

“Only by working together with our partner countries around the world can we overcome the pandemic and so we’re very proud to partner with the Philippines, which is an ally, friend, and partner for decades,” she said. “It only makes sense that we should work together with our friends in the Philippines to help build their capacity to fight Covid.” No wasted vaccines vaccines, Galvez assured the continuous deployment of shots to the different regions.

The country’s vaccine stockpile is currently at around 38 million doses, of which eight million are stored in national warehouses while 30 million “have been deployed already” to provincial, regional and municipal storage facilities, Galvez said.

Galvez expected this number to further decrease to at least 20 million by November, noting that these shots are “already for administration” in different areas.

“Rest assured that our logistics people can take care of that and we will make sure that there will be no spoilage,” he said.

“The president is very emphatic in saying that he wanted that there will be no wastage considering that previously our problem is the supply. Now his directive for us is to make sure that the vaccine will not be wasted because he considers vaccine as precious as gold,” he added.

The official likewise said the only near-expiry jabs the Philippines have are the remaining 200,000 doses of Moderna (November 30) and another 4,000 of AstraZeneca shots (October 31) in Region 3.

“We are on it, the 4,000 is being inoculated as a second dose so we don’t have a worry that we will be having a wastage,” Galvez said. (PNA/Joyce Ann L. Rocamora)

57.5M Covid vax shots given; 26.5M Pinoys now fully vaxxed

A total of 57,494,154 doses of coronavirus disease 2019 (Covid-19) vaccine have been administered nationwide since the rollout began in March, the Department of Health (DOH) said Thursday.

Latest data from the National Vaccines Operation Center showed that 95.2 percent or 1,560,938 of the 1,638,917 healthcare workers have been fully vaccinated while 56.22 percent or 4,640,338 of the target 8,254,531 senior citizens have completed their doses. Health Undersecretary Myrna Cabotaje said healthcare workers and senior citizen registered a “high” total numbers of fully vaccinated because of the one-shot Janssen vaccine.

“Ang 57.4 million jabs na ito ay (These 57.4 million jabs are) broken down to 31,015,216 first doses and 26,479,028 second doses,“ Cabotaje said.

Although the number of fully vaccinated senior citizens are high, Cabotaje said there is a need to vaccinate more of the older population and the A5 category or the For the individuals with comorbidities, about 80.01 percent or 7,219,174 of the target 9,023,070 population are fully-vaccinated.

For the frontline personnel in essential sector, about 31.44 percent or 28,300,410 target individuals have received their second jab.

Meantime 2,838,535 or 21.99 percent of the 12,911,193 poor people are now fully-vaccinated. “Nagumpisa na rin po tayo ng (We have started with the) rest of the adult population, 18 and above, 1,165,171 first dose and 323,412 two doses,” Cabotaje said.

She added that for the pediatric vaccination of those with comorbidities, a total of 23,727 minors have received their life-saving shots as of October 27.

The national government is keeping its goal to achieve population protection before this year ends, raising the initial target of 70 percent or 77 million eligible population to 80 to 90 percent or about 88 million.

Sinovac delivery pushes PH closer to 100-M doses goal Aside from deployment to key cities, the vaccines will add to the stockpile for the third dose vaccination of health care workers, senior citizens and, adults with comorbidities. “For the booster for our health care workers, senior citizens, and those with comorbidities, they have the option which vaccine they are getting. It can be heterologous or cross mixing or homologous, meaning the same vaccine,” Galvez added. On Friday, 724,000 doses vaccines were administered — the most single-day tally since the national inoculation program started on March 1. “We are very thankful that this landmark is speeding up the vaccination. We have been meeting with mayors and governors and we are happy that now, we are increasing the vaccination capacity. We will be looking forward in the next few days to reach 800,000 to 900,000 or even one million,” Galvez said. Of the total 97,678,340 doses of Covid-19 vaccines received as of Sunday, more than 60.7 million doses were procured by the government, 24.3 million doses were donations from the COVAX Facility, 7.9 million were purchased by local government units and the private sector, and 4.6 million doses were donations from bilateral partners.

The delivery of three million doses of Sinovac Covid-19 vaccines on Sunday night moved the country closer to its goal of 100 million doses by the end of the month.

Philippine Airlines Flight PR359 landed at the Ninoy Aquino International Airport Terminal 2 past 6 p.m. carrying the life-saving jabs – two million procured by the government and one million donated by China.

“We are 2.5 million short of our target 100 million we have now 97,678,340 and we will have more arriving next week,” National Task Force (NTF) Against Covid-19 chief implementer Secretary Carlito Galvez Jr. said in an interview.

Chinese Ambassador Huang Xilian, Department of Foreign Affairs Acting Undersecretary Antonio Morales, NTF medical consultant Dr. Ma. Paz Corrales, and Department of Health Undersecretary Ma. Carolina Vidal-Taiño and Director Ariel Valencia joined Galvez in welcoming the shipment. – 600,000 doses donated by China on February 28.

Galvez lauded the Chinese government for donating 1 million more doses, adding that China shows virus can be defeated by cooperation and solidarity.

“On behalf of the Filipino people, we would like to thank the Chinese government and Sinovac for the donation” Galvez said. “We now have almost 45 million doses of Sinovac.”

Chinese Ambassador Huang Xilian said the donation can help the Philippines recover from the pandemic.

“I’m very happy to be here with Secretary Galvez to receive the one million doses of Sinovac donated by the Chinese government. We’re happy to see that the confirmed cases in this country are going down, is decreasing with the hard work of the Philippine government and the people. We hope that the vaccines from China will continue to bring down the cases and bring back a normal life,” Huang said. Sinovac tops the list with 44.5 million, Pfizer follows with 25.3 million, and AstraZeneca 11.8 million.
