News Briefs Expanded Regional Intelligence Committee-13 in Butuan City, the Department of Health (DOH) in Caraga said the number of people who fell ill from dengue in the region from Jan. 1 to Sept. 14 this year has reached 8,760 with 21 deaths or about 131.6 percent higher than the 3,783 cases with only 15 deaths recorded in the same period in 2018.

OWWA Caraga records 29 rebate claimants on Day-1

BUTUAN CITY - In compliance with the provisions of the Republic Act 10801 or the Overseas Workers Welfare Administration (OWWA) Act, which is to implement the grant of rebate to long-time members of OWWA, the OWWA Regional Welfare Office – Caraga (OWWA RWO Caraga) has started the releasing of OWWA rebate on September 10, 2019 with 29 successful member-OFW claimants. OWWA rebate claims on the first day vary from P941.25 up to P7,341.75 which was based on the number of contributions made as of December 31, 2017. Most of the claimants so far are seafarers from Nasipit and Butuan City in the province of Agusan del Norte. Seafarer Benedicto Gay Toledo from Butuan City was the claimant of the 7,341.75, the highest claimant so far. He was a seafarer for 23 years until he retires from sea life in 2017.

Over 7K member-OFWs in Caraga benefit from OWWA Rebate Program

BUTUAN CITY - The Overseas Workers Welfare Administration (OWWA) Regional Welfare Office – Caraga has started the releasing of the OWWA Rebate on September 10, 2019, to those qualified OFW-members who have successfully set their appointment starting September 2, 2019, at the OWWA rebate portal via the OWWA website - owwa.gov.ph. The OWWA Rebate portal is an online system wherein member-OFWs can easily verify if they are eligible for the rebate program and also serves as an appointment system where the qualified beneficiaries can set an appointment to the nearest OWWA Regional Welfare Offices. Eligible beneficiaries of the rebate program are: (1) OFWs who have been members of OWWA for at least ten years with at least five or more contributions made as of December 31, 2017; and (2) OFW-member or his/her family has

The OFW is the head of the nuclear family, could be the father or mother, including widow/widower; he/she may be presently employed overseas or former OFW; he/she is/was an OWWA member; he/she has at least four years of work experience as an OFW; that he/she has returned to the country for good no longer than 10 years at the time of nomination; and no derogatory record. Nominations from overseas may be accepted provided the family of the nominee is in the Philippines. The OFW family is known as a solid and stable family in the community; the OFW Family must be financially stable;

and the OFW Family is actively involved in community projects. MOFYA winners will be chosen based on these criteria: wholesomeness of the OFW family (50 percent), involvement of the OFW and family in civic/community affairs (20 percent), success of OFWs and/or family member/s’ education or profession (20 percent), and success in managing family finances (10 percent). Two outstanding OFW families per region (one each for the Landbased and Sea-based Category) will be selected as Regional Winners, and only two winners per category will be determined as grand winners for the national level. CHED to fast-track drafting of SUCs land use dev’t plan law IRR

MANILA - The Commission on Higher Education (CHED) will fasttrack the crafting of the implementing rules and regulation (IRR) of the newly signed SUCs Land Use Development and Infrastructure Plan (LUDIP) Act to prioritize students’ services and promote student mobility. CHED chairman Prospero E. de Vera III said this response to the passage of Republic Act (RA) Number 11396 or “An Act Requiring State Universities And Colleges (SUCs) To Prepare And Implement A Land Use Development And Infrastructure Plan

Section 3 of the LUDIP Act states that ““All SUCs, through their governing boards, shall be required to prepare and implement a LUDIP designed to improve and optimally utilize their resources. All land use or infrastructure projects of the SUCs shall also be required to follow the LUDIP, which shall be linked with the land use plan and practice of the local government units to ensure complementation of activities across geographical boundaries.” The passage of this law was led by the late Ako Bicol party-list Rep. Rodel M. Batocabe in the last Congress. Batocabe consistently raised the need to prioritize student services in the infrastructure program of SUCs and called for a system to ensure compliance with this proposal. Since 2016, CHED has supported the call of Batocabe by urging SUCs to invest in student services, specifically in dormitories, libraries, student centers, and similar infrastructure. The Commission has also required all SUCs to submit an inventory of their assets, including land use plans and physical framework plans so that capacity building programs can be initiated to assist SUCs. shows that the importance given by SUCs to this initiative is uneven across regions and SUC levels. “Republic Act 10031 or the Universal Access to Quality Tertiary Education Act has made it easier for students to get into higher education institutions. Now, we need to invest in these facilities to make it easier for them to complete their education,” de Vera added. De Vera also recognized the importance of the LUDIP Act in promoting student mobility. “Many foreign students want to engage in short-term and longterm study in the Philippines, but they will only come here if our facilities are comparable and at par with those of other universities in the region. ASEAN Integration promotes student exchanges and we need to levelup to compete with our neighboring countries,” de Vera said. He said better student facilities will also allow SUCs to rationalize their degree program offerings. Instead of offering every degree program in all campuses, SUCs can offer these only in selected campuses and students from far areas can stay in dormitories instead of having to travel long distances to attend their classes. SUCs are now required to submit their LUDIP within two years. It is also a legal requirement for the approval of infrastructure projects implemented in any SUC unless the LUDIP has been implemented and submitted to the CHED. (PR)
