Secretary Andanar: Pro-poor programs and policies contributed to high satisfaction ratings of President Duterte Presidential Communications Operations Office (PCOO) Secretary Martin Andanar attributed President Rodrigo Duterte’s high satisfaction ratings to his policies grounded on ensuring the welfare of the poor.
