CCR adds value to your investments
The Cardiff Capital Region team is committed to creating environments that fuel ambition and drive success throughout our economy. To drive this success in the commercial arena we have set up costed and targeted funds that help to create such environments.
The following funds from CCR are available to local businesses and to companies that relocate to the Region.
£50m
Strategic Premises Fund
Our Strategic Premises Fund (SPF) comprises £50m of development debt for commercial real estate schemes with the overarching goal to accelerate the growth of the South East Wales economy. Commercial loans vary from £2m-£15m with a target loan period of three years.
Set up by CCR and managed by CBRE, the SPF’s primary aim is to accelerate the delivery of employment space through commercial development and site-specific infrastructure. The Fund can provide support to developers, investors, and business owners across a range of sectors.

Innovation Investment Capital
Launched in November 2022, the sector agnostic Innovation Investment Capital (IIC) is a £50 million commitment to help scale innovative SME success in the Region. This provides patient capital through investments of £2m-£7m to high-growth enterprises based in, or expanding to, one of the ten unitary authorities of the Cardiff Capital Region.
IIC is looking to back those businesses that demonstrate credible potential for generating attractive returns with funding for each individual investment considered on a case-by-case basis.
Northern Valleys Initiative
Set to be launched in February 2024, the £50m Northern Valleys Initiative is to drive growth in the Northern Valleys sub-region of CCR. This will cover six Local Authority Partners: Blaenau Gwent, Merthyr Tydfil, Rhondda Cynon Taf, Caerphilly, Torfaen and Bridgend. The programme will support delivery of state-of-the-art infrastructure, cutting edge digital connectivity and stimulate tourism; to encourage private investment, generate jobs and drive prosperity, leaving strong foundations that will ultimately make the region, resilient, less damaging to the environment and more competitive.
Cluster Development Growth Programme
CCR has launched a unique £6.6 million programme to drive economic development across Southeast Wales by boosting job creation and skills and unlocking barriers to growth for businesses. Jointly funded by CCR and the UK Shared Prosperity Fund, the two-year Cluster Development Growth Programme will deliver targeted projects across the Region, supporting activity within CCR’s priority sectors: Fintech, MedTech, Cybersecurity, Compound Semiconductors, and Creative Industries, along with CCR’s Net Zero ambitions.
Investment Zone in the Cardiff Capital Region
The Cardiff Capital Region is to host one of the UK’s refocused Investment Zones in a joint funding package with the UK and Welsh Governments. The joint package is worth £160m over a period of up to ten years and will be delivered from 2024 onwards.
The intention for the Investment Zones is to catalyse high-potential knowledge-intensive growth clusters across the UK, with each Zone driving the growth of at least one key future sector from among green industries, digital technologies, life sciences, creative industries and advanced manufacturing.
In addition to CCR’s funding programmes there are other funds that might be relevant to companies that are based in Wales. The most prominent and recent among them is the new Investment Fund for Wales:

The Investment Fund for Wales will deliver a £130 million commitment of new funding to the Welsh economy.
The fund, provided by the British Business Bank, aims to drive sustainable economic growth by supporting innovation and creating local opportunity for new and growing businesses across Wales.
The Investment Fund for Wales offers a range of commercial finance options with smaller loans from £25,000 to £100,000, debt finance from £100,000 to £2m and equity investment up to £5m. The fund covers the whole of Wales, including rural, coastal and urban areas.

As the primary economic hub for South Wales, the influence of Cardiff reaches well beyond its boundaries.
100,000 people, almost a third of the workforce, commute into the city each day which demonstrates the important economic and social role Cardiff plays in relation to the wider region.
Pre-pandemic Cardiff had developed to become the sixth biggest retail centre in the UK, attracting over 20 million visitors a year and bringing £1 billion to the local economy.
The influence of the city is also growing as it becomes increasingly well connected. There are currently 1.6 million people living within a 45 minute commute of Cardiff. Connectivity has been boosted by the
electrification of the Great Western Main Line, cutting travel time to London to 106 minutes.
The removal of tolls from the Prince of Wales Bridge (Second Severn Crossing) is anticipated to increase travel between South Wales and South West England and bring a £1 billion boost to the Welsh economy.
The importance of linking Cardiff to the wider Welsh economy has been recognised with the establishment of the Cardiff Capital Region in 2016. The deal covers 10 local authorities in South East Wales, and aims to boost economic growth throughout the region. Investment of £1.2 billion has been committed by local and national government, with over £1 billion of investment to fund the Metro network for the Cardiff Capital Region.

With almost one million people of working age within the city’s Capital Region, our workforce scores highly on a number of key indicators – education levels are exceptionally high and our workforce is younger than the UK average with a much higher percentage of workers between the age of 20-34.
Cardiff benefits from one of the greatest proportions of graduates in the workforce of any UK city with 55% of the workforce having a qualification at NVQ4+ or above, and more than a third of the city’s graduates choose to stay and work in the Cardiff Capital Region in the long term.

With its rich world famous history, the various ports throughout the coastline of the Cardiff Capital Region have vast expertise in the handling of containers, steel, forest products, and bulk cargoes. With good connections to the rail network, and within easy reach of the M4 motorway, the port handles around 1.7 million tonnes annually, supplying customers with specialist storage solutions and dedicated handling equipment.
Rail
Cardiff Capital Region boasts excellent train connections to the rest of the UK. Cardiff Central Station has direct twice-hourly services to central London with journey times of 1hr 45 minutes postelectrification in 2019. The Region has one of the largest urban rail networks in the UK outside London with almost 100 rail stations.
The network is currently being upgraded with £1bn of investment to electrify rail infrastructure across South Wales bringing the Capital Region even closer. More than half of the total population of Wales will be able to commute by rail to Cardiff city centre in less than an hour. The city also has a Eurofreight terminal and is the main rail freight depot in Wales for European and world markets.

The Cardiff Capital Region is located on the M4 motorway, linking the Region to London, southern England and other cities in South Wales. Typically, Heathrow Airport is easily reached in around two hours. The M50 / M5 motorways link the Region to the Midlands and the North of England with Birmingham just two hours away.
Air
The Region has its own airport situated next to the Severn Estuary near to Cardiff, which the Welsh Government acquired in 2013. The airport boasts a long runway, capable of taking the A380 jet, offers an “over water” approach and is the base for BA’s long–haul aircraft maintenance facility.
As a globally connected investor-ready region, we have an accessible, thriving international airport operating as a “Gateway to Wales”, hosting major carriers and serving the major global business and tourist destinations.

Transport for Wales is a body wholly owned by the Welsh Government, established for the purposes of improving transport in Wales. We’re developing plans for every part of Wales and its borders.
Transport in South Wales will be transformed
The South Wales Metro is a once in a lifetime public investment of £1.3bn in our railways. This will transform the railways of the South Wales Valleys into a modern, electric, turn-up-and-go Metro.
With ambitious plans for bus franchising reform, Metro will integrate seamlessly with the bus network. Walking and cycling to Metro stations will be easier through continued investment in new infrastructure and new cycle storage at stations.
Metro will make travel in South Wales easier, faster and more comfortable.
Once complete, Metro will deliver 4 trains per hour from the heads of the valleys. That means 12 trains an hour, or one every 5 minutes, from Pontypridd to Cardiff, and 6 trains an hour from Caerphilly to Cardiff.
Journey times from the heads of the valleys to Cardiff will fall by 20 per cent, bringing them within ~50 minutes of Cardiff. All of this on new state-of-the-art electric tram-trains.
Metro doesn’t stop there
There are ambitious plans to extend Metro in the future, and the first step is Cardiff Crossrail.
With a total of £100m investment*, the first phase of Cardiff Crossrail will deliver a brand-new tram-train link between Cardiff Central and the Bay, joining onto the existing Cardiff Bay line with the potential for future extensions into the east of Cardiff. The future of Cardiff Crossrail could even provide new links with the mainline between Cardiff and Bristol.
*Cardiff Crossrail is jointly funded by the Levelling Up Fund and the Welsh Government.
The transformation of the Cardiff Bay line, which is underway, will deliver a new station at Butetown, improvements at Cardiff Bay station and the installation of a new track. This will allow faster and more frequent services using brand new tram-trains.**
**The Bay line transformation project, part of the wider transformation work taking place to deliver Metro, has been part-funded by the European Regional Development Fund through the Welsh Government.

More than £300m will be invested into transforming transport in central Cardiff, including ambitious regeneration plans.
Cardiff will be the heart of South Wales Metro, with new cycling facilities, significant enhancements to Cardiff Central station, and the delivery of the new bus interchange next door.
Cardiff Central Enhancements
More than £130m of joint investment will be provided through the Department for Transport, Cardiff Capital Region and the Welsh Government to:
Increase capacity for long-term passenger growth
— Reduce congestion, allowing easier interchange between services
— Transform the passenger environment into a comfortable and modern experience
There will be seamless integration between Cardiff Central station and the brand-new central bus facility - Cardiff Bus Interchange - which will include modern, easy to understand customer information systems and clear signposting at the railway station and interchange.
Metro is just one part of our vision
Over the next few years we will deliver an unprecedented programme of bus franchising reform to make travelling around South Wales quicker and easier.
We’re working with local governments across South Wales to develop new transport schemes which will open up opportunities for investment and regeneration.
In 2023-24, the Welsh Government invested nearly £23.4m in walking and cycling improvements in Cardiff Capital Region alone.
We’re also seeking funding for further rail improvements in South Wales that will boost connectivity and make South Wales one of the best places to live in and do business.
This includes a vision for 5 new railway stations between Cardiff Central and Severn Tunnel Junction. These will bring mainline services closer to people’s doorsteps, unlocking the potential of the railway and massively improving connections between Cardiff and Bristol.
A new transport network means a new fibre network
With Metro comes 120km of next generation fibre optic cable to transform internet access in the South Wales Valleys. This opens the door for a step change in communications infrastructure and faster speeds for homes and for businesses.

Never has the need to deliver new homes at scale been so pressing. Our Region is facing a housing emergency, and we are keen to work with new partners to find innovative ways to increase the supply of new homes.
As a Region we have adopted development plans in place with growth assumptions to see 81,000 new homes delivered over the plan period. These plans include substantial landbanks, some with planning consent in place.
In Wales, the Welsh Government have set an ambitious target of delivering 20,000 new low-carbon affordable homes this Government term. Increasing the supply of affordable, sustainable, low-carbon homes across the country is a key priority.

The Cardiff Capital Region has invested hundreds of millions of pounds into regional infrastructure that will help unlock future development including strategic residential development sites across the Cardiff Capital Region. A £35m Housing Viability Gap Fund aimed at unlocking stalled residential sites is fully committed and will deliver up to 2,600 new homes across the Region.
Cardiff Council is a significant partner in delivering Welsh Government targets, excelling in public and private sector collaboration and partnerships and delivering at scale and pace. They are implementing the largest council led housing development programme in Wales, and are currently working in collaboration with The Vale of Glamorgan Council to deliver over 2,500 new homes through an innovative housing partnership programme.
Newport has seen the highest rate of population growth within the Region between 2011 and 2021. This is set to continue, supported by major redevelopments
such as Glan Llyn. This major regeneration project is transforming what was the former Newport Llanwern Steelworks site, into a major new vibrant community of 4000 homes and supporting infrastructure. Glan Llyn is one of the largest redevelopment schemes in Wales and will continue to provide new homes until and beyond 2040. There remains significant capacity for further investment for both residential and commercial developments.

The planning for this former power station based at Aberthaw in the Vale of Glamorgan represents a game-changing opportunity to reset the CCR economy and green energy needs of the entire Southeast Wales region. For over 50 years the 500-acre Aberthaw Power Station supplied much of the hydrocarbon energy production for much of the UK through its now decommissioned coal-fired station. The site was purchased by the Cardiff Capital Region City Deal partnership (CCR) in 2022 with an investment package of £36.4m and is now starting its evolution into a greener, cleaner environment with the long-term development of green powerhouse for generations to come.
A site Masterplan has been developed, with CCR establishing a new private-sector company (CCR Energy Limited) to own and lead the demolition, remediation, and future development of the site.

The demolition procurement is now in the final stages and will commence in 2024. The new site Masterplan for the redevelopment, which will commence with the remediation of the site and early reclamation of the PFA, will seek to:
Support the production of renewable and green energy projects;
— Provide an accompanying battery storage facility to support the green energy projects
Support a net zero-carbon manufacturing cluster which will include green hydrogen production facilities;
— Help develop a green energy innovation centre to promote innovation, growth, knowledge and community interaction with the zero-carbon future of Wales;
— Be responsible for the development and maintenance of a bio-diverse ecology park which will include a visitor centre, providing amenities to the local community; and
— Create the correct conditions to support industrial de-carbonisation and future giga-plant facilities.
The Masterplan aligns with the objectives of the CCR Regional Economic and Industrial Plan and the CCR Energy Strategy and will contribute towards the objectives of the UK and Welsh Government's 2050 net zero targets. It will also provide the Region with highly skilled job creation – with the potential to create thousands of direct, indirect and induced jobs, along with local supply chain and upskilling benefits.
The remediation plans are well underway and the demolition started in 2023. This is a long-term project that will take three to four years to see the site cleaned up before redevelopment can start. In time (possibly ten to fifteen years) the site will be repositioned to maximise its long-term potential to drive sustainable and clean economic growth across the Southeast Wales region.

Atlantic site, South Side of South Dock: this area of the port offers 74 acres of development land and an opportunity to create the heart of a clean growth hub with uses such as; clean energy generation, hydrogen production, synthetic e-fuels, and carbon capture utilisation and storage. Atlantic Wharf is one of the UK’s most exciting mixed use regeneration opportunities situated in Cardiff Bay.
The Atlantic Wharf regeneration area extends to c. 30 acres and will eventually deliver over 155,000 sq m (1,650,000 sq ft) GIA of new mixed-use development (food and beverage, leisure, office, residential, hotel and cultural uses) adjacent to the city’s new 15,000 capacity indoor arena.
Cardiff Council and the operator for the new Indoor Arena, Live Nation secured a hybrid planning permission for the delivery of a mixed-use Masterplan within Cardiff’s Inner Harbour, Cardiff Bay in March 2023.
The Arena will be delivered and operated by Live Nation and will be situated immediately to the north of Area B and will form the first phase of regeneration. Construction is forecast to commence early 2024 and is scheduled to open in 2026.
A new transport interchange will connect the metro line between Cardiff Bay, the city centre, and the new proposed Cardiff Parkway Station – including high quality pedestrian and transport links for multi-modal transport.

Regeneration of Atlantic Wharf
Cardiff Council has an ambitious plan to re-energise Atlantic Wharf, Butetown, Cardiff Bay. The masterplan aims to unlock the potential to create a top UK visitor destination, and a vibrant, sustainable environment that brings enjoyment, employment and economic benefits locally.
The council’s ambition is to create a unique exemplar destination for Cardiff Bay that complements the existing facilities, a place where people come together to be entertained, to shop and relax. Hotel and residential apartments will sit comfortably alongside the development helping to make this a truly mixed offer.
The area remains the gateway to Cardiff Bay, located at the end of both Lloyd George Avenue, the main road that connects the city centre and the Bay, and the city centre rail link.
At the heart of the masterplan is a 15,000 capacity, world-class arena for live concerts, family shows, comedy, sport and more. Across the 30-acre site the vision is to create high-quality outdoor spaces, build new homes and hospitality, leisure and office spaces.
The Arena is projected to deliver between 130-150 events per annum and an additional 1.5m visitors to the Bay each year.
The development will become the focus of a new Metro stop located directly outside the main entrance to the new plaza, which engages with new pedestrian and cycle links connecting the existing Bute East Dock and the Bay.
Area A Proposals
New Offices Space, Event Hall/Leisure Attraction and WMC Capella Production Studio. The area will also look to deliver circa 400 new homes and potentially extend the hotel and office capacity within Atlantic Wharf.
Area A (Plots 18 – 22 on the plan below) comprises approximately 8.30 acres and is the site of County Hall, the main office headquarters of Cardiff Council. The existing building provides c.277,000 sq ft (GIA) plus and associated level car park.
The Council has commenced a formal procurement exercise (simultaneous on the marketing and sales process for the subject Site) which aims to identify a preferred partner by May 2024.
The Council intends to submit a detailed planning application upon conclusion of the procurement exercise, in order to expediate delivery.
The Council’s current programme is for the construction of Plot 18 (new offices plus Capella ) to commence in Q1 2025 with practical completion of
their new office provision operational by Summer 2026. The balance of the works i.e. demolition, remediation, infrastructure and plot 19 completed by Q1 – Q2 2027.
Summary of Area B
Area B of the development site comprises the Red Dragon Centre (RDC), an established leisure destination with occupiers including Odeon, Hollywood Bowl, Five Guys, Grosvenor Casino and Simply Gym.
The Site extends to c. 11.3 acres adjacent to the new indoor Arena plus new Council office HQ. The south west aspect of the Site is close to the Wales Millennium Centre landmark. It is well positioned adjacent to Cardiff Bay Railway Station and has access to Cardiff City Centre via Lloyd George Avenue and to the M4 at J29 to the east and J33 to the west via the A4232.

Additive Manufacturing
Alongside traditional manufacturing we are now experiencing early growth of the Additive Manufacturing sector in the area. Additive manufacturing creates a 3D object by building it a layer at a time. Using Computer Aided Design (CAD) or 3D object scanners, additive manufacturing allows for the creation of objects with precise geometric shapes and very little wastage. The Works is a vibrant and distinctive development in the heart of Blaenau Gwent, South Wales to redevelop the former Ebbw Vale steelworks site. The ambitions are high. Blaenau Gwent County Borough Council want to ensure the proposed developments maximise social, economic, and environmental benefits for local people. Since 2008, significant regeneration activity has been completed. This includes a mix of uses: the Learning Campus primary and secondary school, HE college, local general hospital, leisure centre and sports pitches, hybrid business units, start up units and homes. The site also has a train station with 2 trains per hour; to Cardiff and Newport. A significant amount of redevelopment has taken place, there are still several vacant strategic development areas:
Station Square
The Station Square zone is currently an area of open space to the west of the Blaenau Gwent General Offices, directly north of Ebbw Vale town railway, Ebbw Fawr Learning Community and Thales Campus. Nestled behind the Grade II* Listed former General Offices, the land at Station Square is one of the prime development plots remaining on the site. Development here must grasp the opportunity to deliver high quality ‘destination’ buildings and spaces that positively address the culturally significant context, respond to the climate change agenda and act as a catalyst for future transformation of the site and nearby town centre. It will include high quality, carbon neutral buildings occupied by vibrant uses with active frontage, F&B led commercial and conferencing space and improved pedestrian and cycling connections to the Town Centre, with better cycle parking.
Lime Avenue Employment Park
The proposed scheme involves the development and construction of traditional style business units. This project will provide new accommodation to support the development of B1 / B2 small and medium enterprise (SMEs). Key project outcomes include new enterprise, business growth and job creation. It will include construction of up to 25 high quality employment units ranging between 500 sq. ft to 5,000 sq. Ft. Total floor space of the development will be in the region of 42,000 sq. Ft (GIA). The sites identified above, are just two examples of the development plots that we have available at the Works site.

Callaghan Square occupies a prime city centre location adjacent to Cardiff Central railway and within walking distance of all the city centre facilities and attractions and sits within Welsh Government’s Central Cardiff Enterprise Zone.
The successful first phase of the Callaghan Square development and city centre retail and office areas and to the West by Cardiff Central station, provides over 300,000 ft² of Grade A office space with occupiers including Eversheds, British Gas, British Transport Police, AECOM, JLL and HSBC.
Located on the south side of the Square is the Welsh Government’s strategically important comprehensive regeneration site which comprises over 7.5 acres of prime land for redevelopment. Whilst the redevelopment of site has historically been seen as predominately office-based location (previous outline consent for 500,000 sq. ft. of offices), the opportunity now exists for an exciting new mixed-use redevelopment adjacent to the proposed new METRO link from Cardiff Station to Cardiff Bay.
