Introduction Welcome to the twentieth edition of the Wirral Care Services Directory. It contains useful information if you are looking for care within Wirral, whether you are paying for it yourself or receiving support from your local council. Staying as independent as possible is important to everybody. This Directory contains information about the support available to enable you to do this when remaining at home, moving into a housing scheme with care when you need it, or within a care home or care home with nursing. Whatever your care needs, this Directory can help you find the support that’s right for you.
Adult Social Care Services in Wirral The Department of Adult Social Services, in partnership with other agencies assess need and provide support to the people of Wirral, 24 hours a day, every day of the year. It aims to support people to enjoy the highest quality of life for as long as possible by providing access to a range of support services which will enable people to live safely and independently in either their own homes, or alternative accommodation if appropriate. One in ten people in the UK care for friends or family members and so support is also offered to people in caring roles. This is discussed on page 17.
How to contact the Department of Adult Social Services Central Advice and Duty Team (CADT) CADT provides a single contact point to the Department of Adult Social Services and they aim to answer any questions about how to get support from them. If you phone, write to, fax or email CADT, they will give you the advice and information you need to find out what support could be available to you.
Emergency Duty Team (EDT) EDT deals with enquiries about help from the Department of Adult Social Services that cannot wait until the next working day. The service is available outside normal office hours, including Monday to Friday, from 5pm to 9am, and twenty four hours a day at weekends and bank holidays (including Christmas, New Year’s Day and Easter).

What happens when you contact the Department of Adult Social Services? CADT will gather some basic information about you and pass this onto the relevant team who will then contact you to discuss your circumstances and any difficulties you may be having. Other people may contact Adult Social Services on your behalf, such as:
• frailty because of old age; • learning disabilities; • permanent, substantial physical disabilities;
• a relative, friend or neighbour;
• problems related to the misuse of drugs and alcohol; or
• a health professional such as a doctor or health visitor; or
• long term conditions or illnesses which affect your ability to carry out the tasks of daily living.

If you care for someone who is affected by one or more of the above then you are also entitled to have an assessment of your needs as a carer. If you do not need the services of the Department, the team will offer information and advice about other ways of receiving help.

Self-directed support Self-directed support is about people being in control of the support they need to live the life they choose, and putting them at the centre of services. You may also have heard it called personalisation or personal budgets or perhaps heard about Direct Payments. If you ask the Department of Adult Social Services for help they will assess your current situation. They will ask you, with their help, to complete an initial self-directed assessment. This helps them identify what your needs are. If you are eligible (explained on page 7) they will then work out an indicative budget to pay for support to meet these needs (discussed on page 8). You can then decide whether you want your personal budget as a direct payment so that you can organise the care yourself, or whether you would like them to organise it for you, or a combination of both. Having a direct payment means that you have far more control over how the money for your care is spent. It ensures that the services you receive are those you have directly chosen to help you achieve things that are important to you. On the other hand if you don’t want to organise your own care, you don’t have to. The Council will arrange a direct payment only if you want to organise your care yourself, otherwise they can arrange your care using the money in your personal budget. You could also choose to have the direct payment managed on your behalf by a third party or an organisation. This way you would still have control over the services you receive and have someone manage the payment side of it for you.
Whether you would like them to arrange your care, or you would like a direct payment, for all or part of your personal budget, they will need to develop a support plan with you. This will say how your needs will be met and what outcomes will be achieved, what services will be used, how much these will cost, and how much you might need to contribute, depending on your financial situation. You can write your own support plan, perhaps with help from your friends or family. If you choose to, you could write the support plan with your social care worker, or another approved agency in the community. The Council will need to approve the final plan with you and the cost of this plan is called a ‘personal budget’. The next stage is to arrange your support. Once they’ve agreed your support plan with you, the Department of Adult Social Services will make available the money needed to pay for the services in your plan. Planning your support is explained further on page 8. In the past, the Council would then arrange everything on your behalf, but the Council doesn’t know what you like as well as you do! What’s different now is that you have choices and through choice comes greater control over the care and support you receive. They’ll need to review your situation at regular intervals to make sure everyone is happy that it is working to fulfil your needs, meeting the outcomes you identified in your support plan and that all the practical details are as they should be.
Eligibility for support from Adult Social Services Whilst the Department of Adult Social Services can give advice over the phone or provide verbal or written information, they can only provide or arrange care for people who meet their eligibility criteria. These guidelines, called ‘Fair Access to Care Services’ (FACS), ensure that everyone is treated fairly and that money is always used in the most effective way. There are different levels of need, from ‘critical’ to ‘low’: • ‘critical’; • ‘substantial’; • ‘moderate’ and ‘low’. The Department of Adult Social Services can only

offer support to people with ‘critical’ or ‘substantial’ needs. Whether you are in one of these categories will be determined by looking at your circumstances, the things you are having difficulty with and the level of risk to your safety if you don’t get support. This is done by undertaking an assessment. Support if you have a disability If you have a permanent and substantial disability (including sight or hearing difficulties, or both) then the Department will also see if you qualify for any support under the Chronically Sick and Disabled Persons Act 1970.

Eligibility for support from Adult Social Services continued This might include, for example, practical support at home or adaptations to your home. Financial support Part of the assessment process includes an assessment
of your financial circumstances. This will determine what contribution, if any, that you are required to make towards the costs of the support you need.
Assessing your needs Before Adult Social Services can help you set up your support they need to know more about you and your circumstances. They will ask you some questions and collect information to help establish if you are eligible to receive support. There are a number of reasons why you might need help and support to manage your daily life. You might be getting older, have a disability or illness or you are a carer (spend time looking after someone who needs help and support insert link to carers section). Adult Social Services may ask you to work with their STAR service (explained on page 16) as part of the assessment if they think they can help you regain your independence more. It’s important to know there is support that can help you, some provided by the Council and some by other organisations. The Department of Adult Social Services can offer you support if you are assessed as having ‘critical’ or ‘substantial’ needs. An assessment will be completed with you and you know whether or not you are eligible for support at the end of this assessment. There are two sections to the assessment, one is about you and the support you may need and the
other is about your carer (usually family members or friends or neighbours who provide some form of care, be that physical care or emotional support, advice or advocacy support etc.) and the impact on them of doing the caring role (see page 17: ‘Support for carers’). The Department of Adult Social Services may not always be able to provide support directly, but they will give you advice and help about where you can get what you need. To ask for an assessment please call CADT on 0151 606 2006. Other services These services do not need an assessment to access: • luncheon clubs; • drop-in services; • welfare benefits; • advocacy; and • Blue Badges. Planning your support When you have completed your self-directed assessment if you are eligible for support, a social worker will identify an ‘indicative budget’. An ‘indicative budget’ is an idea of what the Department of Adult Social Services considers it may cost to meet all your ‘critical’ and ‘substantial’ social care needs. If your needs can be met with the support of family, friends, neighbours and your local community then this will be considered first. The amount is a guide to the estimated cost of meeting your assessed needs. It is not an allocation of money, or a right, or a fixed resource, and it is used as a guide to the potential cost of

providing support when constructing your Support Plan. The aim is to ensure you know of any costs to you to help with constructing your plan. In order for the Support Plan to be agreed, Wirral Council must be able to see and agree that your Support Plan meets clear outcomes relevant to you. When you have been told what your indicative budget is, you will need to agree a Support Plan. You can get help from your social worker, a family member, a friend or someone else. The Department of Adult Social Services has developed partnerships with ‘brokerage agencies’ who we can ask to help you write your Support Plan.

For both you and your carer your Support Plan should include details of:
• enhance your quality of life;
• the things that are important to you;
• help you to regain or gain more independence;
• how you are proposing that the spending of your personal budget will help you achieve outcomes which will:
• keep you safe and make you feel safer; • support you to remain in your own home; • how the money will be spent on a day to day basis.
Arranging your support You can choose one of three ways to manage your personal budget.

1. Take all of your personal budget as a Direct Payment. This is a cash payment from the council that allows you to directly arrange and pay for the support yourself. This could be employing a personal assistant, support from an agency, or for other things you decide for yourself. The cost of support you choose cannot exceed the cost the council pays for similar services. If you take your personal budget in cash:
- the Direct Payments support service can manage it for you.
- you can manage the cash yourself; - you can appoint someone to do it for you, for example, your partner, family member or a friend; - an agency can manage the payroll for the people you employ or they can manage the budget. This
If you take your personal budget in cash you will need to keep records of how you spend the money. The Department of Adult Social Services will discuss this with you and can help you with this. 2. Tell the Department what you want and ask them to pay or arrange to pay for your support needs. If you choose to ask them to arrange support on your behalf, they will manage your personal budget for you. 3. Have a combination of the first two choices. The one you choose will be the one that works best for you.
Reviewing your needs Because your personal budget is based on your needs, your budget will not change unless you have a review of your needs. The Department of Adult Social Services will review with you both yours and your carer’s support plan regularly to make sure everything is going well and that you have enough money to pay for the support you need. Either you, your carer or the Council can call a review at any time.
The Department knows that your needs change and so will re-assess your needs at each review point which may affect the amount of your personal budget. The Department will want to know whether the outcomes you set out in your support plan are being achieved and how we can best spend your personal budget to enhance your quality of life.

Support and help The Department of Adult Social Services ensures that people in Wirral with social care needs are provided with help, care, support and protection to enable them to live independent and dignified lives at home or elsewhere in the community. To achieve this, the Department works with other organisations to arrange
a range of care services to meet people’s needs. The Department is one part of Wirral Council Services and is separate from the Government’s Department of Work and Pensions (once known as the Department of Social Security), which includes the Benefits Agency and the Child Support Agency.
What help and support is available? Everyone can get information and advice from the Department of Adult Social Services and many people receive further help. Most of the support provided is aimed at enabling people to maintain their independence in their own home or in their local community and to provide support to carers.
The Department works in partnership with Health and Housing departments and other caring organisations to plan, provide and arrange services. If staff from the Department are unable to provide you with help, they will always try to put you in touch with an agency that can.

Home care (also known as domiciliary care or home support) is practical help for people to stay independent at home, in housing with care and supported living. Examples of the sorts of services that home care can include are: • personal care - such as help with getting up or going to bed, bathing, showering and going to the toilet; • food and drink – such as help with eating and with special diets; • simple treatments – such as help with prescribed medication, reminding you when medication needs to be taken, applying creams and lotions, simple dressings and eye drops; and • personal assistance – such as help with dressing, surgical appliances and manual aids, help to get

Domiciliary care / support provider checklist © Care Choices Ltd 2012 These questions may be useful when considering using the services of a domiciliary/support care provider to help you build up a picture of how your care needs will be met in your own home. For care packages which have been arranged by The Department of Adult Social Services contracts and care plans will have been completed by your care manager and the agencies used will have been accredited to work for The Department of Adult Social Services People arranging and funding their own care either privately or through a Direct Payment or a personal budget are able to choose their own worker or domiciliary care/support provider. PROvIDERS • What experience does the provider have in your particular field of need? Can they supply references for you to check? • Domiciliary care/support providers providing personal care must be registered and inspected by the Care Quality Commission. Ask to see a copy of their registration certificate.
• How long has the provider been operating? • How many carers would the provider assign to care for you and would you see the same one every day? If not, how does the staff rota operate and what happens if your carer goes on holiday or is sick, will you be notified in advance that a different carer will be attending? • How can you contact the provider in an emergency or outside office hours? • How hard or easy would it be to make a complaint and how are things then put right? • If this is a private contract ask for a copy of the provider’s contract terms and read these carefully with someone you trust. Get as much help as you can going over it and ask any questions you may have before signing anything. The Citizens Advice Bureau or Age UK could help with this. Wirral P.O.P.I.N. What is the P.O.P.I.N. Service? Promoting Older People’s Independence Network (P.O.P.I.N.) is a free service to all people of 65 and over in their own homes. The service aims to: • help people stay independent within their own homes; • promote safety in the home; • give advice on staying healthy and promote general well-being; • assist people to improve their income; • reduce the need for domiciliary support and/or residential care; and • prevent people’s circumstances deteriorating.
You can self-refer or be referred by family, friends or professionals, as long as you give consent. The P.O.P.I.N. advisor will visit on a day and time that is convenient and complete an assessment to help identify any needs. Wirral Short Term Assessment and Reablement (S.T.A.R.) Service What is the S.T.A.R. service?
What sort of things will the team look at?
The service is provided by health professionals and social care staff who will assess you in your home, to get a clearer idea of your needs and help you regain your independence. If you wish to benefit from this service, it is important that you understand that the aim will be to encourage you to do as many things for yourself as possible. The service is provided for one to three weeks but may continue for a maximum of six weeks depending on your progress.
Wirral S.T.A.R. will look at what you used to do and find ways to enable you to become more independent. The ways the team can help include:
Who is this service for? You may have been a hospital in-patient or be living in your own home but will have been assessed as needing the service by a care manager from the Department of Adult Social Services or an occupational therapist from the hospital or intermediate care services. The service is aimed at people aged 18 or over who live in Wirral.

• increasing your confidence; • finding new ways for you to do things; • providing you with specialist equipment or technology if necessary; and • offering practical help and encouragement. There is no charge for this service, however, if you require ongoing support, you may, following a financial assessment, have to contribute towards the cost.

Wirral Assistive Technology Service The Wirral Assistive Technology Service, which is also known as ‘telecare’, is a service that uses simple equipment to support people to live safely and independently in their own home. It provides reassurance and peace of mind to individuals, whilst also providing support to carers. To see how assistive technology can be used around the home and to read some case studies, visit our Interactive Smart House. The service is provided via personalised assistive technology packages to support individuals, with assistance available 24 hours a day, 365 days a year via connection to a response centre. Advisers from accredited provider Seniorlink Eldercare can help individuals choose the sensors and detectors to assist them to stay safe in their own home. The assistive technology fact sheet provides further information of the service and a short summary of some of the equipment available.
How assistive technology works Discreet sensors and detectors are connected by a telephone line to the response centre, which is staffed 24 hours a day, 365 days a year. This means that help is always at hand. If an incident occurs such as a fall or if there is a request for help, the sensor is activated, which alerts the control centre, carer or family member. Trained operators respond to calls immediately to offer support and advice. If necessary, they will contact family, friends, carer(s), or send a mobile responder from the team to visit the individual’s home to check they are OK. Support for carers You are a carer if you look after a family member, partner or friend who, without that help, would not be able to manage because they are ill, frail, disabled or have mental health or substance misuse issues. Carers are not paid to provide care and are not employed by an agency or provide care as a volunteer. If you are regularly providing a substantial amount of care for another person you are entitled to have a carer’s assessment: this will look specifically at the support that you as a carer need to enable you to continue to care. The assessment will look at your own health, whether you are working or in education and whether you have time to yourself to do the things that are important to you. You can choose how you have your carer’s assessment, this can be a self- directed assessment that you complete with social care staff; or if you don’t want to have a separate assessment, your views can be taken into account when the person you care for is having their community care assessment, this is a ‘joint assessment’. The information you provide through the assessment will help you to identify what support or services that will help you in your caring role. The
support you need can be provided through Adult Social Services, Children and Young People’s Services or the voluntary, community and faith sector groups. The support should be recorded in a Support Plan, either your own or in the Support Plan created for the person you care for. A social care worker will discuss this with you. Housing options Extra care housing Extra care housing offers a way of supporting you to live independently for as long as you possibly can. It gives you the security and privacy of a home of your own combined with a range of facilities on the premises and 24-hour care services if you need them. Extra care housing is sometimes called ‘very sheltered housing’. The look of the housing varies; some are new purpose built retirement villages, others are modernised sheltered housing schemes with extra services on site. Many offer a choice of housing such as flats or bungalows, for sale or rent. Extra care housing is different from care homes and care home with nursing because:
• 24-hour care services are available - if you need them;
• extra care aims to offer a home for life;
If you are thinking of moving into extra care housing it is important to find out exactly what it will cost you. You may qualify for benefits to meet all or part of the costs. You would also need an assessment of your care needs by Adult Social Services.
• you are living at home - not in a home; • you have your own front door - you decide who comes in; • couples and friends can stay together; • there is a mix of able and less able older people; • it offers a safe and secure home for people who need support;
• you get support to keep your independence; and • there are no compulsory social activities – you can join in or you can be private. The benefits for people living in extra care housing are: • the security of owning or renting your own home; • peace of mind that goes with having 24-hour care; and • support - for example, help with filling in forms.

Sheltered accommodation You may not need the level of support offered by extra care housing but may still benefit from moving from your present home, for example to sheltered or ground floor accommodation. Care homes Registered care homes A registered care home provides accommodation, meals and help with personal care tasks such as washing, dressing, bathing, getting in and out of bed,
getting around and eating. Unless the care home is registered to provide services ‘with nursing’ then nursing support is not provided.
Care homes with nursing Care homes with nursing vary in size and facilities. However, they are all registered and provide 24-hour nursing care for people who are bedridden, very frail or have a medical condition or illness that means they need a lot of attention from a nurse. There is always a qualified nurse on duty; the number of nursing staff varies according to the size of the home and in accordance with the
requirements of the Care Quality Commission. A care home with nursing can also provide the same services as a care home for people who do not need nursing care, although the cost of providing such care may be higher than in a care home. Paying for these types of care is discussed on page 22.
Before moving into a care home Here are some important steps to consider:

Moving into a care home or care home with nursing These are some points to remember: • you will have your own bedroom, unless you want to share one;
• all homes are independently inspected by the Care Quality Commission;
• homes will meet health, safety and hygiene standards;
• you will be given a support plan, which describes how the staff in the home will care for you;
• homes are committed to creating an environment that is as much like your own home as possible;
• staff will be trained to carry out the tasks they are doing;
• staff at the home are committed to basic values to promote your privacy, dignity, independence, choice, rights and fulfilment;
• staff will help you and ask how you prefer to be helped;
• staff will encourage you to bring your own personal belongings into your room; • you can invite people to visit you at any reasonable time, and meet your guests in private; • you will be able to choose your meals from available menus, and the home will respect your dietary and cultural needs; • you will be able to choose social and recreational activities that you would like to be involved in, both in the home and in the local community; • •

your Support Plan will be reviewed from time to time to make sure your needs are still being met. You and, if you want, your family will be involved in the reviews;
• social care staff will inform you what Social Security benefits you could claim and who can help you to claim them; • if you have special care needs, such as special bathing equipment, the home will provide for these wherever possible; and
• you will be able to choose your own form of worship and any cultural activities; you have the right to make your own decisions and take risks, as long as these do not affect the wellbeing of other people in the home;
if the Department of Adult Social Services pay towards your care they will explain your contribution towards the home fees and you will be asked to sign a contract by the home manager. This contract should make clear what services are included in the fees and which will cost extra.

Paying for care Direct Payments Direct Payments are cash payments the Council can pay you instead of organising a service on your behalf. It’s a different way of getting the support you need. You spend the money on getting the support you want to meet your needs and that has been agreed in your Support Plan. This enables you to have more choice and control in how you are supported. You can use the money to employ a personal assistant or you can use an agency to provide staff for you. Or you can ‘mix and match’ and have some
of your support provided by Adult Social Services and take some as a Direct Payment. You must use the money to meet your assessed needs. You can’t use the money to employ a close relative or person living in your home. A Direct Payment cannot be used to pay for care in a care home or care home with nursing. Non - residential services - fairer charging through a financial assessment The amount you will have to pay for your care will depend on your personal circumstances. The Department will carry out a financial assessment. You will also be offered an independent Welfare Benefits check. People who live at home are financially assessed taking into account all income, savings and investments, but excluding the cost of their home. Offset against this are standard living costs and expenses that arise from disabilities such as extra
heating, clothing, gardening and domestic work. Those with more than £25,000 in capital pay the full cost of their care in the community. While people still have the right to assessment and care management by the Council, you or your carer may prefer to deal directly with agencies that provide personal care. For more information about charging, call CADT and ask for the Personal Finance Unit.
Residential and nursing home care Funded Nursing Care Contribution People who need care in a care home with nursing can have the costs of the care provided to them by a Registered Nurse met by the NHS. This is known as the Funded Nursing Care Contribution (FNCC) and is payable in addition to the fee paid by the Department of Adult Social Services. Currently this is paid at a rate of £108.70 per week for the lower band and £149.60 for the higher band. If the Department of Adult Social Services is helping you pay the fees, staff will make the arrangements for you. If you are going to pay your own fees, you must ask for an assessment of your nursing needs. Third party payments Wirral Council has agreed a fair price that should cover the cost of your care. However, if the home you choose costs more than the rate the Council usually pays for someone with your needs, you

will have the choice to ask someone else to make an additional payment. This means that they will have to pay the difference between the Council’s rate and the amount the home charges. This additional payment is often referred to as a ‘top-up’ or ‘third party top-up’. The law says that you are not allowed to make this additional payment, except in limited circumstances. Therefore, the additional payment normally has to be made by someone else, usually a family member or charity. Before anyone agrees to make additional payments on your behalf they should be aware that the amount could increase and they need to demonstrate to the provider that they can sustain the payments for as long as they are required. If the additional payments stop being paid for any reason, then you should be aware that the Council does not guarantee to pay them on your behalf and can

only offer the home the agreed fair price. Please ask your social worker to check that the home you are considering accepts local
authority rates and has a current contract with the Department of Adult Social Services.
Self-funding advice Even if you know you will have to pay for it yourself, if you need care in your own home or are considering moving into residential care, you still qualify for a social care assessment by Adult Social Services. The assessment will make sure that your needs will be met. Also, if you expect your capital to fall below £25,000 for care in the community or £23,250 for residential care, Adult Social Services may then help you with the cost. If you are moving into residential care, you may be entitled to some of the following financial assistance and support. Twelve-week property disregard This applies if: • your former home is included in your financial assessment; • your other capital is less than £23,250; and • your income is not enough to meet your care home fees. Adult Social Services will help with the cost during the first twelve weeks of permanent residential care, provided their assessment has shown that this is the kind of care you need. This is called the ‘property disregard’ period. Deferred payment agreements After the twelve-week property disregard period, Adult Social Services may be able to help you while your property is being sold, or if you do not wish to sell your property immediately. They will charge any financial help they give against the value of your home. This means they will take back the amount they have paid after your death or once your property has been sold. However, they may limit how much they will pay. It may affect your entitlement to Pension Credit if your property is not seen to be on the market and becomes treated as capital by the Department for Work and Pensions (DWP) Attendance Allowance This is a non-means-tested, non-taxable benefit from the DWP. It’s paid at the lower rate of £51.85 a week if you need care by day or night, and at the higher rate of £77.45 a week if you need care during the day and night. Everyone who needs care can, and should, claim Attendance Allowance. If you are paying the full cost of residential care, with or without nursing
care, you will be entitled to the higher rate. NHS Nursing Care Contribution Whether you are a temporary or permanent resident, if you live in a care home that provides nursing care you may be entitled to NHS Nursing Care Contribution towards the cost. It is not means-tested and is currently £108.70 a week for the standard rate. This is paid directly to the home. What if you run out of money? If your capital is likely to reduce to £25,000 for care in the community or £23,250 for residential/nursing care as a result of paying for care, you must tell Adult Social Services well in advance that this is going to happen. They will then be able to help with your care fees (provided your care needs assessment has shown that you need the care). They will carry out a financial assessment to confirm the date from which your funds fell below £23,250 or £25.000 depending on the type of care, and the amount they, and you, will pay towards your care. For residential/ nursing care, if the home you have chosen charges more than the local authority will pay, you must find someone to pay the difference – a ‘top-up’ payment. Whoever does this, whether a family member or a charity, they should understand that the cost could increase, and that they will have to pay the top-up for as long as necessary. Alternatively, you may have to find a cheaper home. Understanding your rights before moving into a care home is essential. There are a number of financial products and specialist companies who may be able to help. It is important to seek advice before committing yourself.

What will you have to pay for your Residential/Nursing care? Do you have more than £23,250 in capital and savings? What is ‘capital’? The value of your home is included in the assessment of your capital unless one of the following still lives there: • Your partner (that is, your husband, wife or civil partner, or someone you live with as if they were your husband, wife or civil partner)
or • A relative who is over 60 or disabled
Under this agreement the Council will pay the care home fees, without insisting that your former home is immediately sold. You will still have to pay a charge based on your income. The Council will recover the care home fees paid (apart from the first twelve weeks) after your death from the proceeds of the sale of your former property.
or • A child under 16 who you, or a former partner, are responsible for.
Remember:

Safeguarding adults Adult safeguarding ensures that adult at risk are able to retain independence, well being and choice – and live their life free from abuse and neglect.
Who is responsible for safeguarding adults? Adult safeguarding should be of concern to every agency involved in social care and health. Every agency providing services to adults at risk has a role in safeguarding adult s at risk, however councils are charged with the leading role. In Wirral the Safeguarding Adults Partnership Board makes sure that a wide range of agencies, services and people work together to safeguard adults at risk. These partners include health, housing, police, hospitals, the Care Quality Commission, the voluntary sector and people who use services and carers. Wirral’s Department of Adult Social Services provides safeguarding adults training to both its own staff and staff from other partner organisations who work with adults at risk.
Keeping safeguarding person-centred How Adult Social Services respond to abuse is influenced by the seriousness of the abuse, the relationship between the alleged perpetrator and the adult at risk and the views of the adult at risk. The needs of the adult at risk are the most important part of safeguarding. The purpose of safeguarding is to enable people to retain their independence, well-being and choice and to access their right to a life free from abuse and neglect. In Wirral a person-centred approach is taken, which is also sensitive to a person’s cultural needs. The focus is always on the empowerment and well-being of the person. The aim is to listen to the person, ensure that their voice is heard, and strike a balance between protecting individuals and promoting their safety, whilst recognising people’s rights to independence and choice, and supporting and enabling individuals to take risks.
What is abuse? Abuse can be something that is done to a person or it can be something that is omitted from being done. Abuse exists in various forms and can be perpetuated by one or more people. Whatever the abuse or the setting, abuse is not acceptable and a violation of a person’s basic human rights. It can be: Physical e.g. hitting, slapping, pushing, kicking, misuse of medication, restraint or inappropriate sanctions; Sexual e.g. rape and sexual assault or sexual acts to which the adult at risk has not consented, or could not

consent or was pressurised into consenting; Psychological e.g. emotional abuse, threats of harm or abandonment, deprivation of contact, humiliation, blaming, controlling, intimidation, coercion, harassment, verbal abuse, isolation or withdrawal from services or supportive networks; Financial or material e.g. theft, fraud, exploitation, pressure in connection with wills, property or inheritance or financial transactions, or the misuse or misappropriation of property, possessions or benefits; Neglect and acts of omission e.g. ignoring medical or physical care needs, failure to provide access to appropriate health, social care or educational services,

the withholding of the necessities of life, such as medication, adequate nutrition and heating; or Discriminatory e.g. racist, sexist, or acts based on a person’s disability or age; also includes other forms of harassment, slurs, or similar treatment such as disability hate crime.
Who is at risk of abuse? Anyone can be at risk of abuse. However, the information on these pages is concerned with those people who, because of their circumstances or situation, have been defined as an ‘adult at risk’, as we have particular responsibilities for this group.
Who is an adult at risk? An adult at risk is any person aged 18 years who appears to: • have health or social care needs; • be at risk of harm; and • be unable to safeguard themselves as a result of their health or social care needs; or • be unable to safeguard their own well-being, property, rights or other interests.

How will I know if someone is being abused? Abuse can be difficult to spot and quite often the best option is simply to listen carefully to what an adult at risk is telling you. The following may be signs of abuse: • a series of unexplained injuries; • malnutrition, untreated ulcers or bedsores; • disappearance of personal possessions; • sudden appearance of unpaid bills; • bruising or bleeding in the rectal or genital areas; or • a change in mood or behaviour (e.g. becoming withdrawn, aggressive or emotional).
What can I do to stop abuse from happening? If you witness, suspect or have concerns that an adult at risk is being abused it is your responsibility to report it.

If you feel an adult at risk is unable to make decisions for themselves and is likely to remain at risk of abuse, or you yourself are being abused, you should contact the Central Advice and Duty Team in confidence on:
• a person’s home (including a care or nursing home);

If you need to call outside these hours then the Emergency Duty Team is available Monday to Friday from 5pm to 9am. This includes weekends and bank holidays (including Christmas, New Year’s Day and Easter).
Where can abuse happen?
• at college; • in a hospital; • at a day centre; or • anywhere else that people spend their time e.g. leisure centres. Due to the wide range of settings where abuse can happen, perpetrators of abuse are a diverse group and can fall into three main categories: • paid staff members or support workers; • unpaid family members, partners or carers; • other adults at risk.
Why does abuse happen? There is no single explanation for why abuse happens. Reasons can include: • care staff not getting the right kind, or enough, training or supervision; • carers not getting the right kind, or enough, support; • people wishing to deliberately harm an adult at risk; and

What happens next? A social care worker will contact you to discuss in confidence the concern you have raised. As a result an investigation may take place but this is usually with consent of the adult at risk involved. The aim is to ensure that people in Wirral are safeguarded.

• Accommodation for 24 residents • Day and night care for the elderly from our team of qualified and dedicated carers led by a fully qualified Nursing Sister and assessor of Higher National Vocational qualifications. • “Excellent” three star rating from CQC in March 2010. • Help with mobility, washing, dressing, toileting and meals. Lear house is a residential care home situated just outside the centre of West Kirby on the South coast of the Wirral peninsula. West Kirby is a thriving village which attracts large numbers of visitors all year round to its marine lake and promenade as well as to the large sandy beach. Bus and rail services are within a very short walking distance of the house and there is ample parking in the home’s grounds and extensive gardens. Lear House has accommodation on two floors, serviced by a lift. Each room has its own en-suite bathroom and is large enough to accommodate some of the residents own furniture.
