Kirsty Williams Tourism is incredibly important to Mid Wales. We are so lucky to live in such a beautiful area, we need harness the potential of that beauty and bring more jobs and growth to the area. The tourism industry has been disproportionately affected by the recession, with 6 out of 8 UK regions outside of London seeing a reduction in domestic visitor numbers in 2013. There is a major role for government to play in increasing tourism here in Wales. Yes, government should be advertising the things we have to offer to the rest of the UK and beyond but there is something far more fundamental they could do too. Under EU regulations the UK Government can set VAT for tourism at either 20% or 5%, the current rate is 20%. The World Economic Forum places Britain in 140th place for price competitiveness for tourism, out of 141 countries, VAT is a big factor in this, the UK has the second highest rate of VAT on visitor accommodation in the EU. 25 of 28 EU member states have lowered VAT on tourist accommodation and attractions. In 2009, France cut VAT on meals in restaurants from 19.6% to 5.5%, which created 28,200 jobs and saved an estimated 15,000 businesses. Independent research into this issue has estimated that a 15% reduction in VAT could generate 80,000 new jobs over three years, in the UK, and 120,000 over 10 years, and will be particularly beneficial for young people looking for work. Next month the Welsh Liberal Democrats will be taking this policy to our UK-wide conference where hopefully we can convince the rest of the party membership to back it as our policy. A VAT cut would send a strong message that Mid Wales is open for business and open to tourists. News from Chris Davies Your local MP
Hello from Westminster, I write with good news! For this month is the 7th month in a row that the claimant count has fallen in Brecon and Radnorshire. At just 1.3% of the population, more and more of us are getting jobs here in our area; encouraging our businesses to go from strength to strength. This is not just good news for our local economy, but is also good news for families across our constituency who now have the security that a job brings. Indeed, we now have the lowest claimant count in the whole of Wales – testament to the hard work of businesses and families across Brecon and Radnorshire. But we must not be complacent and I will continue to work to promote our area as the place to do business in Wales. These figures are good news and I welcome them with a smile - however, there are some choppy seas on our horizons. Lamb prices are falling and our farming communities are rightly concerned. With cheaper produce coming in from other continents some of our farms are feeling the pinch. I share these concerns and will be campaigning, alongside other Welsh Conservatives to promote Welsh produce across the whole of the UK and support our excellent farmers and rural economy. More positively, and continuing on the theme of our local economy, there is now a clearer picture regarding the hospital site at Talgarth. I held a public meeting in which around 80 residents met with myself and the developer to put across their concerns and hear more about the opportunities on the site. The meeting was a great success and hopefully we will no longer be at a stalemate and the site will once again be of use to the local community.

Auto-enrolment – are you “in”? Auto-enrolment is the cornerstone of the biggest shake-up of pensions in a century. It is designed to draw 11 million workers into a savings plan that will help them to fund a better retirement. An advertising campaign for auto-enrolment has been running for months, featuring Theo Paphitis from Dragons’ Den and Karren Brady of The Apprentice, both declaring: ‘I’m in.’ Everyone else who will be ‘in’ are those aged between 22 and the state pension age, who work in the UK and earn more than £10,000 a year – unless they actively “opt-out”. Under Government rules, employee contributions must start at one per cent, which includes taxrelief, and this is matched at one per cent by the employer. This rises to five and three per cent respectively by 2018 and applies to earnings of between £5,824 and £42,385 a year. Someone starting work at age 22 could build-up a significant size pension by the time they reach retirement. If an employer already offers an “auto-enrolment ready” workplace pension scheme it will be possible to have contributions paid here rather than into the Government’s default NEST Scheme. The NEST Scheme has a limited selection of pension funds, capped contribution levels and relatively high charges making it a less popular option with both employers and employees. Companies with less than 50 employees have already started “automatically enrolling” their workers into a qualifying pension scheme. From October onwards, the date of having to enroll workers will be based on the employer’s PAYE reference not the number employees – this will likely take some small employers by surprise. Startlingly, 90% of companies have still not reached their “staging date” for auto-enrolment. Some commentators predict that in 2016 the pensions system will go into meltdown as a result of the vast number of employers looking to quickly set-up qualifying pension schemes. Beauty Salon of the Year 2015! Joanne Wooltorton has had a salon in Brecon for a total of 28 years but JoJo’s was born in 2007 as a more modern upbeat salon with easy and convenient booking system to match with today’s busy client. Joanne moved away from subdued tonal colours and gave it a bright airy feel. She wanted her clients to not only be relaxed but to feel uplifted with always a bright friendly attitude from the welcome through to when they leave. Back in May, JoJo’s Beauty Studio were told that their
clients had been busy nominating them. In the Welsh Hair and Beauty Awards they had been narrowed down, along with 5 others, to the following two categories: 1) Beauty Salon of the Year 2015 for Mid Wales; 2) Team and Services for 2015 for Mid Wales. “It was a big surprise as we had not asked our clients to nominate us but they had done it through Welsh media and Facebook links.” The team attended the glitzy award ceremony in June and walked away with ‘The Beauty Salon of the Year 2015’ for the whole of Mid Wales. “All the JoJo team were there, so we were a table of 9 so it was a truly amazing experience and big excitement for everyone.” They awarded around 22 Awards In total across the board in Hair and in the beauty sectors. “It was an amazing experience for myself and my hard working and dedicated team and we are all immensely proud of our achievement”.

Powys Citizens Advice Bureau is offering Pension Wise appointments across the county to help people plan for their future. Powys Citizens Advice Bureau is delivering Pension Wise appointments across the county, giving people access to free and impartial pension guidance in their local area. Following pension reforms on April 6, people approaching retirement have greater freedom over how they can use their pension pots. People will be able to take a lump sum, take out an annuity or a mixture of both. Pension Wise is a new Government service designed to help people make sense of their pension options, and empower them to make the right choices. Powys Citizens Advice Bureau will be delivering free face to face Pension Wise sessions which are available to book now. The 45 minute appointments will be tailored to the individual, taking into account the value of their pension and their plans for retirement.
Powys Citizens Advice Bureau are re-launching their Money Advice project which can help you to answer all your questions about tax, insurances, mortgages, savings and investments, debts, benefits and much more. The Money Advice Service was set up by government to help everyone make the most of their money. Holly Sissons (pictured), Money Adviser for the Brecon area says ‘When it comes to money even the good times can be complicated – like; having a baby, planning a wedding, buying a first home or used car – we can help with this’. ‘We are also specially trained to help with the unexpected difficulties that life can throw at us, times when money can be a real worry like redundancy, separation, or sorting out money after a death’. A Pension Wise appointment may help you if you are approaching retirement or are 50 or over and have a defined contribution pension. Muriel Ryan, County Manager of Powys Citizens Advice Bureau said: “We will be delivering Pension Wise appointments in Brecon and a number of sites across the region, giving easy access to Pension Wise. “Pensions can be a confusing topic and Pension Wise appointments will help people to make sense of their pensions choices. We already help people with retirement issues and we’ll continue to offer this service outside of Pension Wise.”

Choosing a sparkling wine... When it comes to drink, peoples’ taste can be very different as can their budget. If you are celebrating something, champagne is generally considered the pick of the sparkling wines; however, there are alternatives to be considered. Champagne originates in France and is named after the region in which it is produced. Cava is the Spanish cousin of sparkling wine and Prosecco is the Italian counterpart. Generally speaking, Prosecco is lighter and slightly sweeter than Champagne. Cava is normally drier than Prosecco – on a par with Champagne – but is often without the depth of flavour.

A gliding flight over the black mountains, it was outrageously brilliant. List one thing you wish you could change about yourself: For me Personal change is on- going, it is a work in progress. What am I working on at the moment? Tidiness. List five goals on your life’s to-do list:1. Run and build on my yoga classes and workshops, 2. To integrate yoga into local schools, 3. Promote well-being of the community through making yoga a referral proposition in mainstream health, 4. Set up Rob’s yoga treks-in the beautiful outdoors of this area, 5. Maintain my own good health in body mind soul and spirit. Name one thing you miss about being a kid: Freedom of the open spaces, it’s on its way back, but this time, on the inside. Name one thing you love about being an adult: Sharing experiences in what I have learnt in life, and to never stop learning. What’s your favourite song of the moment? Beauty Remains, Paloma Faith. Have any bad habits? Who Hasn’t, I have been kicking a few off through the years with a change in life style some die hard, I quit smoking some fifteen or so years ago.
Have any hidden talents? Many have come out of the closet, things that even surprised me in Art, Poetry, Photography, writing.
Which bad habits drive you crazy? Crazy drivers, they do so much damage.

Protecting wildlife for the future

Golden-ringed dragonfly The picture of a female Golden-ringed Dragonfly on a Marsh Thistle was taken at Llangorse Lake in June. It had recently emerged and must have been asleep as it allowed the photographer, Keith Noble, to approach very close. The ovipositor for thrusting eggs into the gravel of stream beds may explain why dragonflies have been called horse-stingers.
Golden-ringed Dragonflies may spend as long as five years as nymphs, hiding in the bottom of a stream with just small eyes exposed, and dashing out to grab prey. Watch out for another of these filmed beside the Camlais stream on Mynydd Illtyd for a four-part Brecon Beacons series with Iolo Williams to be shown on BBC Wales next year. This is just one of many important Brecknock dragonfly sightings this year. Bill Jones has a fine site about dragonflies especially in south Wales, www. dragonfly-days.co.uk - well worth viewing both for his photos and useful information. Llangasty Church - Roger Reese Brecknock History Week. As mentioned last month in Your History, Brecknock History Week is running from 4th – 13th September. The week starts with “BreconshireTreasures” an evening of displays, presentations and music at St Mary’s Church, Brecon. Doors open at 6.00pm and admission is FREE. During the week events are being arranged in all corners of the county from Llanwrtyd to Crickhowell and Builth Wells to Llangynidr. Brecon will have many events including a Lunchtime concert on 4th September at the Cathedral, guided tours of the Masonic Hall on 6th September and a Pop-up Museum focusing on Brecon Schools on 11th and 12th September at St Mary’s Church. Hay-on-Wye has a packed programme of activities running from the 11th – 13th September. These will be advertised in a flier available in the town.

News from Priory WI
ACCOUNTANCY PRACTICE
As 2015 is the centenary year of the formation of the Women’s Institute, Priory members wanted their annual garden party to be a celebratory occasion. Gill Todd invited everyone to her home to mark the event. Members of the committee met early to prepare hors d’oeuvre, barbecue food and desserts. Luckily the weather improved so everyone was able to sit outside to enjoy their food and drink. Anne Prytherch brought a superbly decorated celebration cake made by a friend in Sennybridge. The iced plaque depicted the symbol of Priory W I – the Cathedral. President, Deborah Cogger, cut the cake and toasts were drunk to the W I movement. Marian Carrod thanked Gill for being an efficient hostess and members of the committee for preparing a wonderful meal.
