Get to really know... Richard Slaney Richard grew up in Warwickshire and first came to live in Wales when he was 17. Richard studied languages and after teaching in Somerset and Yorkshire, came to Christ College Brecon in 1987. He retired in 2010, since then he has supported the musical life of the area through Brecknock Sinfonia, the Brecon Baroque Festival and the South Powys Youth Orchestra. Place of birth? Music for a Summer Evening Brecknock Sinfonia’s summer concert presents classics just right for the season. The main work is Beethoven’s ‘Pastoral’ Symphony. When the composer was overwhelmed by personal problems he took to the Austrian countryside, and the symphony expresses the joy he felt there. Rippling brooks, bird song, peasant dances and a thunderstorm and the calm after it are all portrayed in an endless stream of melody. The concert opens with Rossini’s exciting overture to his comic masterpiece ‘The Barber of Seville’, and Schubert’s best known work, the ‘Unfinished’ Symphony, provides more reflective moments. The concert is conducted by Michael Bell, recently awarded the MBE for his services to music. Details of the programme for the orchestra’s 2018-19 season are available on the website.

Brecon Town Open Studios Brecon Town Open Studios 2018 is a walking art trail taking in the studios of several of the artists who live and work in Brecon Town. Artists taking part this year are; Sue Hiley Harris, Christine Lewis, Hilda Benham, Sean Crawford, Roy Powell, Sylwia Mucha, Veronica Gibson, Tessa Waite, Phil Luffman and five artists from The Vaults Art Studios - Velvet Cole, Karin Mear, Gemma Schiebe, Angharad Pickering and Sarah Powell. The trail is in its third year and studios are open between 11am - 6pm on Saturday 23rd and Sunday 24th June (apart from Sean Crawford’s studio which will be open on Sunday 24th June only). Visitors can expect to see painting, photography, sculpture, pottery, weaving, textiles,
pinhole photography and mixed media art while gaining a glimpse into the working environments of the artists. Entry is free to all studios and artists’ works will be for sale. Refreshments are available at the majority of the studios for a donation to local charity, Friends of Brecon Mind. Opening for the new season! The Farm Shop at Penpont is opening on Wednesday 13th June and will be open every Monday to Saturday. The shop sells freshly picked organic vegetables, herbs, fruit and flowers grown in the historic walled gardens of Penpont, as well as meat and organic eggs supplied by Aberhyddnant Farm. The gardens have been certified organic with the Soil Association for the past 18 years and customers are very welcome to take a short walk from the shop over the bridge to see where all the produce comes from and to meet Pete – the grower. Buying from Penpont supports a small horticultural enterprise as well as providing an outlet for independent producers. Penpont lies approximately 4 miles west of Brecon on the A40. Look out for the hanging sign on the road.

Sam Garratt, Shoemaker and Artist (1864-1946) Leicestershire born, Sam Garratt, a trained and experienced Boot and Shoe maker, moved to Brecon in his early twenties. He bought a boot and shoe shop at 30 High Street and premises in Free Street which he ran as a boot and shoe repairing and manufacturing business. Once living in Brecon, he began painting local street scenes, places of interest and views of the Beacons. His shop and factory became “show-cases” for his work. His paintings lined the walls of the shop, and there was always one hanging in the factory window. Locals and tourists quickly snapped them up. Towards the end of World War 1, he started to do etchings, and in the 1920s was helped in the processing of the plates by his young assistant, Mr Bert Price, who would also go out on painting expeditions with him.

As well as local views, Garratt also painted scenes on visits to England and Europe. His Mediterranean visits inspired him to design his own flat roofed house [now has a pitched roof], which was built for him in Belle View Gardens. He named it “The Studio”. THE ROSE Since before Roman times gardeners have revered the rose as the queen of flowering plants for the extraordinary beauty and scent of its blooms. The rose family offers an enormous range of colour, shape and perfume from the simple purity of the wild dog rose, the soft, pastel charm of the old garden rose or the jewel-like brilliance of the modern hybrids. Whether grown alone in the splendour of a formal garden or enhancing the quality of a mixed planting it is hard to imagine a garden without roses heightening the glory of a summer’s day. There literally is a rose for every part of the garden ranging from the low growing ground cover and patio roses, through the larger bush and shrub roses to the climbers and ramblers for growing up walls, arches, pergolas and even through trees. They all generally prefer an open, sunny site and a fertile soil. When planting, and each year as a surface mulch, it is important to add organic matter such as compost or well-rotted manure. For your roses to perform at their best, it is also vital to feed them, preferably twice a year in April and June, with a special rose fertilizer. The flower I have chosen to illustrate is our least common species of heather, Bell Heather or Grug y mêl (taken just south of the Elan reservoirs). The Welsh name implies it is good for honey. This is only found in the north west of Brecknock and is found again to the south east almost as soon as you leave the county. New mortgage offers a lifeline to pensioners stuck with interestonly debts that they can’t pay off Pensioners stuck with interest-only mortgages have been offered a lifeline by challenger bank Aldermore. It has launched the first deal allowing retired borrowers to re-mortgage their interestonly loan when it comes to an end - using the sale of their property as a means of repaying the debt. The Aldermore deal is available to borrowers aged between 55 and 85 but the term must end by the time they are 99. It is the first of what is expected to be a new wave of home loans that let older borrowers take out interest-only mortgages to release equity from their property to boost their finances, pass money on to kids or grandchildren, or re-mortgage existing debt they cannot repay. Crucially, they can use the sale of their home as their repayment strategy, meaning it will be possible for them to have an interest-only mortgage until they die or go into full-time care and the property is sold. Retirement interest-only mortgages were stamped out several years ago following the introduction of strict new mortgage rules by the financial watchdog. These stopped borrowers from getting an interest-only mortgage if they planned to use their property to repay it when they died or moved out into care. But in late March, the regulator relaxed this rule meaning lenders can now accept borrowers who want to do this. Aldermore are offering a 10-year fixed rate at 3.98 per cent for borrowers with a 40 per cent deposit for their new product. Although lower interest rates are available to younger borrowers it’s likely that interest rates will come down when other banks enter this segment of the market. – Tom Russell – Director of Beacon IFA Ltd

The Small Claims limit in the County Court has been set at £10,000 for a number of years now but it is remains a bitter pill to swallow for both businesses and private individuals owed less than that amount. Royal Welsh Show 2018
The pinnacle event in the British agricultural calendar, the Royal Welsh Show, will be held on 23 - 26 July at the showground in Llanelwedd, Builth Wells. Every year, the livestock classes attract thousands of entries from far and wide promising a popular and exciting four-days of competitions. Along with the fantastic livestock and great shopping, the show provides something to interest everyone through its wide range of activities including forestry, horticulture, crafts, countryside sports, food and drink and a 12-hour programme each day of exciting entertainment, attractions and displays. The big attractions in the main ring will be the incredible Kings Troop, Royal Horse Artillery - the Queen’s ceremonial Saluting Battery of superb equestrian soldiers trained to drive a team of six horses pulling the First World War ‘thirteen pounder’ state saluting guns at high speeds.
In recognition of the RAF centenary celebrations we will also have amazing aerial displays from RAF Parachute Display Teams. All taking time out of their busy active duties, the teams will be jumping into the main ring each day of the show. New Visit Brecon Office
Brecon Town Council is pleased to announce that it will be opening a new Visit Brecon Office in Lion Yard. Brecon Town Council has recruited Alison Meacham as the Visit Brecon Office Manager.The aim of the post is to develop a face to face visitor presence along with the development of a volunteers programme to assist in the marketing of Brecon as a visitor destination. The Visit Brecon Manager will also ensure that visitors to the office receive key information to enable visitors and residents to enjoy Brecon and the surrounding community from such activities as arts & crafts, entertainments, localised walks and the Town’s history. Brecon Town Council through this initiative is committed to supporting the local economy, businesses, and the Chamber of Trade in making Brecon an exciting visitor destination. Brecon Town Council welcomes the support offered from various groups including the Brecknock History Society & Brecon Beacons Tourism. In recent months Powys County Council have been hit by two extremely poor reports on how they run both Children and Adults services.These reports came as a big shock to many and the current council have had to work extremely hard to resolve the situation. I have ensured that I meet regularly with the senior executive at Powys County Council, and just last week I met with them to receive my latest update on the improvements being made to Children and Adult services. I was assured that services have improved and that the most recent reports highlighted the improvements being made by the new Conservative/Independent Council. With all of this going on in the local press it is easy for most of us to think that Powys County Council are doing a poor job. But this could not be further from the truth. Over the last year we have seen recycling facilities re-open and more recently, we have seen a number of new primary schools open right across Brecon and Radnorshire in Llyswen, Hay and Llangorse.The new facilities are second to none and will benefit our youth for generations to come. It’s been a busy month in both Westminster and Brecon and Radnorshire, here is a little flavour of what I have been up to. Continuing with positive news for our area. In April I, along with the Department for Work and Pensions, organised two events, in Brecon and Llandrindod Wells. The aim of these events was to link local employers with third sector organisations who help marginalised unemployed groups to get back into the workplace. The event also updated employers and third sector organisations on the benefit changes with Universal Credit, which comes to Brecon and Radnorshire in October. Employment is a vital part of a healthy and prosperous economy and in Brecon and Radnorshire we have extremely high levels of employment. Last month I visited various businesses across the constituency. From hotels, restaurants, farms and manufacturing firms who employ large numbers of local people. I see a large part of my job in Westminster as working to put Brecon and Radnorshire on the map. We live in a beautiful part of the world and it’s an area I want

Welsh food - I recently had the great pleasure of attending an event in the Senedd called a “Celebration of Welsh Food” and there is much to celebrate. We are lucky to produce some of the best food in the world here in Wales, and that is especially true here in Brecon and Radnorshire. It is important we try to support our local food producers wherever possible. Eating local means fewer food miles, an improved rural economy, and the knowledge that the food will be produced with some of the highest animal welfare standards anywhere in the world. So please, wherever possible, buy Welsh. Plastic waste - Eating local also means less waste. A few months ago I wrote a column in the Brecon and Radnor Express about reducing the amount of plastic that enters our oceans and environment. Since that column I have visited two fantastic shops in the constituency that are helping to reduce the amount of waste we produce. La Vida Verde on Park Crescent in Llandrindod and Natural Weigh in the Old Corn Exchange, Crickhowell are, potentially, showing us the future of plastic free shopping. So please go along (with your own containers) and support them. Last week I invited the Welsh Government Minister for Environment to Natural Weigh and she was very impressed by what she saw. New schools - Following on from the excitement of breaking the turf at the site of the new Brecon High School, in the last few weeks, I have had the good fortune to attend the official openings of four of the new primary schools in the Gwernyfed catchment area.The opening of a new school is always one of the highlights of my job as Cabinet Secretary for Education.The excitement on the faces of the pupils, teachers, and the wider community were on show for all to see and I wish them well in their new surroundings. Llangynidr Farmers’ & Producers’ Market
Welsh Liberal Democrat County Councillor for Talgarth As I draw together my thoughts for the June edition of Local Beacon, I am struggling to believe that we will soon have reached the mid point of another year. Football and rugby are giving way to cricket and tennis and the meadows are being shut up for another year’s crop of hay. The May Day Bank Holiday weekend is now just a memory – but it provided a glorious backdrop to several community events, including the Talgarth Walking Festival, the Mill Race and the Talgarth Charity Boat Race. Sincere thanks are due both to the respective organisers and to everyone who leant their support and helped to ensure their success. Following the opening of Ysgol y Mynydd Du, the new primary school for my area, one issue which now has to have priority is the fate of the site, including the former school, youth and community centre and school sports field. It is a significant public asset and I am calling for it to be subject to a comprehensive development brief, involving the Brecon Beacons National Park Authority, Powys County Council, Talgarth Town Council and crucially the local community. It was my privilege to help scrutinise the Wellbeing of Future Generations (Wales) Act as it was piloted through the National Assembly for Wales in 2015/16 by the late Natural Resources Minister, Carl Sargeant AM.The decisions that lie ahead in terms of this key site must be informed by the principles of the Act. The recent public meeting on the potential Black Mountains College proposals attracted over 100 people to Talgarth Town Hall and the presentation was widely praised for its inspiration and vision. Kirsty Williams AM introduced project promoters Owen Sheers and Ben Rawlence, who both spoke with conviction about the potential benefits of the College. It was good to be joined also by my friend and fellow County Councillor, Emily Durrant, who represents Llangors Ward for the Green Party.The coming weeks and months will be crucial to determining the project’s viability.
