What have you done in your life that would surprise someone meeting you for the first time? I speak to people all over the world on my short wave radio.

Brecon Guildhall A ‘Council House’ where the administration of the Borough was carried out, existed on this site from 1556. A Guildhall replaced the old building in 1624. It was built by John Able, from Herefordshire and was constructed of wood and had an upper floor. Andrew Maund a Brecon builder replaced it in 1770. The army stored arms and gun powder in the Guildhall during the early nineteen century, until public alarm persuaded the military to move them. In 1809 Sir Charles Morgan of Tredegar House, Newport and MP for Brecon Borough, restored the hall at a cost of £500. In 1888 Colonel John Morgan, High Sheriff of Breconshire and Mayor of the Borough of Brecon, paid £3000 to restore the Guildhall again, creating a theatre on the first floor, installing gas lighting and a town clock. Until 1888 the ground floor of the Guildhall was used as a produce and meat market. The thirteen brick arches we see today, allowed access into the area and to stairs to the upper floor. At this date the produce and meat market moved to the Market Hall in High Street Superior. The open arches of the Guildhall were closed and replaced with ten windows and three doors and the ground floor was converted into a magistrate’s court and Council Chamber. www.blfhs.co.uk © Breconshire Local & Family History Society

that often, like here, are further divided. The degree of division can even go on to a further stage or two. There is only one native fern that does not have leaves divided in this way – the Hart’s-tongue Fern which is common in our woodlands. Lemon-scented fern is unmistakeable when seen as photographed, looking at the spore producing “blobs” on the back of the frond. In this fern they hug the edge of the leaflet (or pinnule). And there is the lemon(ish) smell if you brush your hand along the frond.

This one might easily be confused with the common “Male Fern” which isn’t even our most common fern. The picture shows a feature common to many, but not all, ferns in that the leaves or fronds are divided into leaflets

This fern prefers damp peaty locations with plenty of water flowing through the site. Just the sort of environment we found it in - a gully near the Gospel Pass - last month. Brecknock’s most common fern? Possibly, after Bracken, the Soft-shield fern that is abundant in so many shady woodland paths. John Crellin

Savers pulling money out of fixed-rate bonds must beware traps that can wreck returns. In April alone, £1.88 billion flowed out of fixed-rate accounts, the largest amount for more than a year, latest figures show. Your provider will write to you to tell you that your bond is coming to an end and spell out your options. Ignore this at your peril. Don’t assume that it will simply pay the money back into your current account or send a cheque. Providers differ in what they do at the end of the term. They want to hold on to your money and continue paying low rates. So you could end up in a poor-paying easy-access account or, even worse, in another fixed-rate bond where you can’t touch your money. NatWest writes to you 14 days before your bond matures. If you don’t tell the bank you want to opt out, it automatically reinvests your money into a new bond. You must tell it you want your money back before the maturity date. Once you are in the new bond, you have a month to take your money out without paying a fee. You are also at risk of ending up in a new bond by default with National Savings & Investments Guaranteed Growth or Income Bonds. Tea-on-Top A walk up Pen-y-Crug for mental health and wellbeing The Friends of Brecon and District Mind’s annual ‘Tea-on-Top’ walk takes place on Sunday 29th July. Organised to raise awareness of mental health issues, it revives a tradition at this time of year which was popular in the region until the 1950s of having a picnic on top of a local hill. The walk, starting at Brecon Cathedral car park, will be a three-mile round trip, passing the ancient Maendu Well and exploring the Iron Age hill-fort of Pen-y-Crug with its spectacular all-round views including the Brecon Beacons. There will be tea, cakes, sandwiches and music. To help with catering it would be helpful if you could, please, let the organisers know if you intend coming along. While care will be taken, those taking part need to take responsibility for their personal safety. Children should be accompanied by a responsible adult. Please wear stout shoes and suitable clothing. There is no charge but donations to the Friends of Brecon and District Mind are welcome. Meet in the Cathedral car park at 2pm but, if you wish to park there, please note that there are car-parking charges.

Local Gardens open for Charity

The National Garden Scheme has been opening gardens for charity since 1927 and this year there are over 3,500 gardens open in England and Wales to raise money for caring charities such as Macmillan, Marie Curie and Hospice UK. In Powys there are 40 stunning gardens which open over the summer.Two of these,Talgarth Mill andTreberfydd House, are within 25 miles of Brecon and open in July, with many more in neighbouring counties and further afield. Most gardens also offer refreshments and many welcome dogs (on a short lead). Some gardens also open by arrangement for individuals or groups providing a more exclusive experience.

Get to really know... Anna of Peak Planters Our business was set up in 2016 when we moved to Brecon from South Yorkshire. It was started because we wanted to work from home and move away from the city jobs we’d previously had, and hated. We don’t currently employ anyone its just my self and my partner Gareth running the show, which sometimes gets a little stressful, but generally we’re happier than we’ve ever been. Do you need to do any annual training to keep up your qualification up to date? No, but maybe I should enrol on a customer service course as I’m not sure my people skills are that great. Two things having your own business has taught you? 1. There’s two 5 o ‘clock’s in each day. 2. People really like Welsh Slate bird boxes! List one thing you wish you could change about your business: Our business name, we started off selling just garden planters, hence Peak Planters, but now we sell more bird boxes and wildlife houses

than anything else making our name slightly odd. List three goals on your business to-do list: 1.Work out how google ad words actually work. 2. Get BT to bring me superfast broadband, or just anything over 0.5 MB would be really nice. 3. Get our products into more local shops. Name one regret you have about your business: Trying to get a day off is proving quite impossible, something always pops up. Have any hidden talents come to light since starting the business? I built our own website, which before I would have said was impossible. Have you had any embarrassing moments while working? Not yet, but I’m sure it will happen one day! News from Chris Davies -Your local MP

Eighteen months ago I wrote in the Brecon and Radnor Express endorsing the Government’s plans for a third runway at Heathrow Airport. I am pleased to say that the Cabinet has now committed to the expansion of Heathrow and this will go to a vote in the coming weeks. When I wrote about this issue eighteen months ago, I pointed out that currently Britain is in drastic need of extra air capacity in the South East of England. With Heathrow operating at 98 per cent of capacity for more than a decade, while Gatwick is also approaching its limits. In recent years Heathrow has been overtaken by Dubai International as the world’s busiest airport. A third runway could increase capacity from 480,000 to 740,000 flights a year. I do understand some people have concerns about Heathrow expansion. The fact that some people’s homes may be demolished in order to build the runway is very sad indeed. I have been reassured that the Government have evaluated all other options and Heathrow expansion is the most economically favourable option to fix our air capacity problem. However, we must look at the positives, Heathrow Expansion will send a message to the world. This is extremely important as many are trying to talk this nation down post-Brexit and we need to make sure that we send the right global message.That Britain is open for business. Our economy here in Wales has lagged behind other parts of the UK and external investment is one of the ways in which we can really benefit. Projects such as Heathrow give us the opportunity to hugely benefit the trade, tourism and business that comes with airport expansion. The more business and tourism we can attract through expanding Heathrow, the more business and tourism we can attract to Wales, which brings investment and jobs to our economy.

Sometimes local councils come up with ideas that might look reasonable on paper but are unreasonable when looked at more closely. Such is the proposal in Powys County Council’s current public consultation on introducing parking charges for disabled drivers (‘Blue Badge’ holders). In my view this idea is unfair and panders to the perception that many Blue Badge holders are not disabled and don’t need free parking in disabled bays. In fact the vast majority of blue badge holders are genuinely disabled and do need this extra support. Disabled people face enough barriers without the council making things more difficult; and anyway the council has not thought through all the practical implications – for example the need to make the ticket machines easier for people in wheelchairs and with impaired mobility to use, and located in places nearer the disabled parking bays.. Oh, and how this change would cause more disabled drivers to park on-street or to simply take their valued business out of county to the big shopping centres where disabled parking is more available and still free. These reasons and more are why I and my colleagues on the county council are resolutely opposed to the whole idea. Apart from our opposition in principle, we also think that the council’s highly questionable claim that the change could raise £100,000 per year does not justify doing it. The consultation ends on Friday 2nd July and the survey is available here:- www.powys.gov.uk/ haveyoursay and from the council’s offices and libraries or my constituency office in Brecon. Other current areas of concern to me as your local AM are the council Cabinet’s continuing underfunding of our local schools and the further cuts it is making to the Youth Service. The council’s Cabinet and its ruling groups outvoted my Welsh Liberal Democrat council colleagues’ proposal to put an extra £1 million in to our schools in this year’s council budget, despite the fact that all of Powys’s 12 secondary schools are in a worsening budget position and 9 are already in deficit. I very much hope the council’s current Independent/ Conservative Cabinet will quickly change its current strategy before the prospects for our youngsters become even more difficult. At such times, we are made especially aware of the importance of community solidarity. In this connection, it was my privilege to attend PAVO’s Powys Volunteer of the Year Awards on Wednesday, 6th June at The Strand Hall, Builth Wells, in the presence of Dame Shan Legge-Bourke, Lord Lieutenant of Powys. The evening, which took place in National Volunteers’ Week, was a rich celebration of volunteering in all its forms, individual and collective, throughout Powys. I was delighted to see Hay Brecon Talgarth Sanctuary for Refugees (HBTS4R) receive the Group Volunteering Award. Their role coordinating support and promoting basic decency and kindness towards the refugee community in Wales has been very heartening, at a time when the news has been dominated by darker events and a distinct lack of charity and humanitarian spirit. HBTS4R meets every month in Talgarth, courtesy of Gwernyfed RFC, to plan their forthcoming programme of events and visits, which makes the accolade they have received all the more special for our community. Congratulations are also in order for Breconshire student Amy Argent, who serves as Youth Councillor on Talgarth Town Council, as well as having experience of community volunteering, ranging from Young Carers to Dyfed Powys Police Cadets. Amy has recently been appointed to the Young People’s Advisory Panel of the Children’s Commissioner for Wales, Sally Holland. Amy is a committed and highly articulate advocate for young people’s issues and I have every confidence that she will make a strong contribution to the Panel.
