Welcome to our February issue. Support your local pub, support the boys in red, bring on the Six Nations! This year brings some changes for Cariads Local Ltd: at the end of last year we made the decision to bring Cariads Family Magazine to an end. This magazine has been an enjoyable one to put together every Spring, Summer and Autumn over the last four years, and we hope it’s livened up local children’s book bags as well as being a useful resource for events, entertainment and things to do with kids in the area. However, it was always a niche publication and new content was getting harder to find! So rather than get repetitive, we’ve been receptive. We’ve listened to the readers of the family magazine, who have come to rely on the What’s On section – and What’s On events for children and families will now be included at the end of both Local Beacon and Wye Local. Please read more on page 27. Personally, I think we live in a very special part of the world. When out and about here, my stepson (who lives near London) is still amazed that even if you don’t know someone by name, you’ll often know them by face and say hello in passing. We’re a friendly community. With that in mind, please support local businesses and services. By doing so you are supporting the community you live among. Charlie Ward runs The Cafe on The High Street in Brecon. She hosts ‘Charlie’s Comedy Party’ in the basement at The Cafe. She also writes poetry under the name ‘Charlie Bird,’ seen in The Rialto, New Welsh Review and elsewhere.
Danny The Champion of The World by Roald Dahl - This was the first book I read alone as a child, a large hardback I borrowed from the library. I love the way Danny and his father relate, the ingenuity of sleeping pills in raisins. I had a sense of achievement finishing such a big book. To Kill a Mockingbird by Harper Lee - I read it on the train to school. I felt a lot of affinity with Scout, a defiant, ungirly girl. And Atticus has got to be the finest lawyer of all time. The Godfather by Mario Puzo - I read this on the train to school as well, frankly, I didn’t want to talk with my travelling companion, a grumpy girl in the year above. I’ve always been fascinated by the mafia. I remember a horse’s head and Sonny. It had the first sex scene I’d read too, I took it all in and don’t remember being shocked by the brutality or the sex, just enthralled.

Fingers Pointing Towards The Moon by Wei Wu Wei - On the first page it says: ‘Consciousness is all there is; other than Consciousness, nothing is. And this is a concept.’ I am really into Zen, whatever that is. This book is a superb mind scrambler. I Want My Hat Back by Jon Klassen - A bear has lost his hat and wants it back.There are various animals he approaches in the matter. The New Testament by various authors - Twice. I was fanatically into Jesus at the time. It’s a very good read as long as you don’t take it too literally. Or personally. Which I did. I didn’t read it on the train, that would have been a bit much even by my pious standards. Death of a Naturalist by Seamus Heaney - This collection introduced me to poetry. Heaney is looking at his family and early childhood, including the death of his brother. I was lucky with my English teacher. He taught me not to be fearful of a form that can have an entirely misplaced fusty rep. The Great Gatsby by F. Scott Fitzgerald - I was at university. Jay Gatsby’s world, his obsession and absence, seemed to mirror the opulence and emptiness around me and in me. There are two lines the ‘vast carelessness’ (of Tom and Daisy) and ‘commensurate to his capacity to wonder’ that remain with me, Fitzgerald knew how to conjure an atmosphere with a damn good phrase. Get to really know... Katy Sinnadurai When was the business started? I have been building up my business over the last 19 years, since moving to Brecon in 2000. What made you setup the business? There was an interest in classes to strengthen core muscles, especially for people wanting to manage back pain.There is a link between weak core muscles and generic back pain, and Pilates-based classes can help build up your core strength and flexibility. Who are your primary customers? A wide variety of clients, ranging from sportsmen and women, farmers, builders, dancers, pregnant and post-natal clients, office workers and retired people. I teach group classes at Theatr Brycheiniog and one to one classes in my small studio at home. Do you have ambitions to move or grow bigger? I now teach 18 classes a week and rehearse for performances on weekends, so I’m pretty busy! I sadly have had to turn down a few offers of teaching work recently as I couldn’t find time. But some of my former dance students have recently qualified as dance teachers or Pilates instructors and I’m now able to hand work over to them if I can’t take it, which is great. Do you need to do any annual training to keep up your qualification up to date? All Fitness Instructors have to take part in Continuing Professional Development, which means attending courses or workshops and sometimes gaining additional qualifications. It’s always interesting, but the hard part is finding the time! Two lessons having your own business has taught you? Customer service is so important to being successful in my work; making sure the person in my class has a rewarding experience and can always come to me with any concerns they may have. I’m fortunate in that I really like getting to know the people I teach, in all my classes, so my work always feels enjoyable! High standards: Training to become a ballet dancer was very tough and disciplined, the curtain always goes up on time and you need to be ready, on your A game and with no excuses for a poor performance. I danced in over 1000 performances within a 7 year period. This dedication has carried over into my teaching work I think. I expect high standards of myself. I also try to instil an expectation of high standards in any of my ballet pupils that would like to try and enter the dance profession
(you can’t succeed without this attitude!). What is your greatest achievement in your business? I hope that the people attending feel that the classes improve their fitness and therefore their quality of life. But, probably the thing I’m most proud of is getting some of Brecon’s men and boys dancing. Through productions such as Brecon High School’s “Seven Brides for Seven Brothers”, Westenders’ “One Night Only” performance in 2018, and through Mid Wales Dance Academy’s boys only classes, I’ve been able to see guys young and old experience dance for the first time, find out that it’s not as easy as it looks and that, above all, it’s great fun and makes you feel good! List one thing you wish you could change about your business: I wouldn’t change anything, just could do with a few more hours in the day sometimes! List five goals on your business to-do list: This year’s goals are all to do with the Nutcracker project for Christmas 2019: 1. We will have a live orchestra accompanying the ballet, for the first time in Theatr Brycheiniog’s history, and for this we need to raise a lot of money. So my first goal is fundraising. 2. To get local people involved in all aspects of the production: onstage, backstage, painting props and scenery. 3. To have a Christmas ballet at Theatr Brycheiniog to really build up the Christmas atmosphere at the Canal Basin. 4.To choreograph an entire ballet myself for the first time. I’ve choreographed a lot over the years, but never a whole full length ballet. It’s going to be a challenge, but I’m ready for it! 5.To bring back some of my former dance students to dance lead roles in the Nutcracker. I’m so proud that some of the students that I taught many years ago in the Theatr studio are now returning as professionals to dance in this production. Have any hidden talents come to light since starting the business? Yes. There is no shortage of dance talent here and it’s been a privilege to help talented young dancers achieve their aim of getting places in full time dance training colleges. What would be your dream assignment? I’m doing it now. Putting on Nutcracker in Brecon is a dream come true for me. Have you had any embarrassing moments while

working? During my career as a ballet dancer,on 3 different occasions I fell flat on my face onstage (it happens to all dancers at some point). It was so humiliating, because you work so hard to look graceful and controlled doing really difficult steps.The audience doesn’t expect a face plant!! It must have looked hilarious. My partner on one occasion laughed so much he couldn’t lift me!

What’s the funniest thing that’s happened to you whilst doing your job? As a choreographer, I had a lot of fun last year working with the 10 very brave guys who learned “The Full Monty” routine for Westenders’ “One Night Only” Charity fundraiser at Theatr Brycheiniog. That’s all I can say, you can imagine the rest! Is there anything else you’d like people to know about you and your business? When I first moved to Brecon, I was busy bringing up my 3 kids and didn’t really have any plans to work in the theatre or teach. I could never have imagined life as it is now. I feel very fortunate to be doing work I love in our great town.

to encourage a range of tit species and importantly the Pied Fly Catcher.They also altered some existing boxes so that they could be inspected. Andy King the Bird Recorder for the Vice County of Brecknock visited the boxes monthly over the summer to monitor nesting attempts and success. Almost all the boxes were occupied in the first year – mostly by Blue Tits! But Pied Flycatchers were found nesting in six boxes at Coed Dyrysiog. These smart little birds breed in our western oak woods but over winter in West Africa.

This was made possible by donations received at the funeral of member David Phillips, an enthusiastic visitor to the county who had hoped to move nearer to family at Llanafan-fawr. The Wildlife Trust would like to thank the Phillips family for this legacy which, with the help of volunteers, will contribute towards conservation and our understanding wildlife for many years to come. Thousands of bereaved savers could be needlessly paying tax on inherited Isa cash every year - and the money could be gone for good Six out of seven bereaved partners across the UK could be unnecessarily paying tax on Isa savings they inherit from loved ones, according to official figures obtained by Zurich. Last year, just 21,000 people used rules introduced three years ago to inherit their partner’s Isa balance tax-free. It is estimated that 150,000 married Isa holders pass away every year, suggesting as few as 14 per cent of savers made use of their tax-free allowance.

Since April 2015, married couples and civil partners have been entitled to an extra Isa allowance when their partner dies under Additional Permitted Subscription rules.This extra allowance is equal to the value of your partner’s Isa account at the time of their death, and is on top of your usual Isa allowance of £20,000.

However, the system is complicated, and rule changes made in April last year may have further baffled bereaved savers looking to make use of APS. Your partner’s Isa would lose its tax-free status from the date of their death if they died before 5 April 2018, which would mean any interest paid while the estate was being wound up would be taxable.

But if they died on April 6 this year or later, any interest paid while the estate is being wound up is also tax-free. With the average value of an inherited Isa standing at £55,000, savers could be giving away £110 a year which they could have legitimately avoided. Doctor Thomas Crestwood Lucas, a Benefactor of Brecon In 1840, Dr Lucas succeeded to his father’s Brecon medical practice and his position at the Watton Infirmary. In 1854 there was a cholera outbreak in the Saint John’s area of Brecon. Fifty-seven people died and Doctor Lucas was appointed Medical Superintendant to deal with the outbreak. There were two theories regarding the spread of cholera – was it airborne or waterborne?

The Maddrell brook, flowed from the Maendu Wells through Baileyglas [Maendu Street] and into the Usk river. It was also an open sewer. Doctor Lucas discovered that the cholera outbreak occurred when the open sewer was being cleaned out during late summer and the contents were left on the road side. Doctor Lucas arranged for a well to be isolated from the contaminated brook. The sewage left on the bank was to be treated with disinfectant and covered with earth. Posters and leaflets were distributed so that the local inhabitants would become aware of the dangers of contaminated drinking water. These actions prevented further spread of the infection and any further loss of life. Divorce – The ‘How To’ Guide It is rarely an easy decision and, even once that decision is made, it can take in some cases a considerable time to effect it.
The best advice I give my clients is (wherever possible) to keep it amicable and keep the children away from the detail of the breakdown of the relationship. As a great sage once said “I believe that children are our future” – for this reason, damage limitation is always the best route. With a divorce, as in life, one tends to find the path to a successful outcome is more smooth when there is an amicable relationship between individuals as opposed to one which is hostile. Therefore, think twice before you commit to the written word. The added bonus of speaking to each other is that you will better manage solicitors’ costs To issue financial proceedings within a divorce one now needs to attend mediation unless there are certain exceptions (and these can be found by looking at the Form A online or in matters of Children Act applications, the C100). If an agreement is reached in mediation, that can be converted by a solicitor into a Consent Order. It is what is says on the packet, namely an Order by the consent of the parties and subject to the approval of the Court. Once sealed, it is legally binding. As regards the fact upon which a Divorce Petition is based, you should take legal advice. It may be that you are looking to look at an amicable route of two years’ separation however this may in turn have severe CGT consequences of which many are unaware There is “no fault” divorce contrary to how it is reported in the media but this is only after a period of separation. The other facts (often commonly and incorrectly called “grounds”) are adultery (with a member of the opposite sex) or unreasonable behaviour. If you are in receipt of a behaviour Petition (the Respondent) and strongly deny the allegations, think twice before you instruct your solicitor to “defend” or cross-petition. Both incur costs and a defended trial which can run to tens of thousands of pounds. You may prefer simply to state that you acknowledge the marriage has
broken down but you do not accept any of the allegations in the Petition. The Respondent will also receive an Acknowledgment of Service. If the Respondent does not return that piece of paper (acknowledging that he/she has received the papers) then the Petitioner will need to seek advice as to alternative methods of service. Save in the case of two years’ separation, the other facts do not require consent rather, the Court simply needs to be confident that the Respondent has received the papers. The next stage is to apply to the Court for a Certificate of Entitlement to a Decree, to be pronounced together with an Order (if any) for costs. It depends whether these have been sought in the Petition. Currently the wait is six weeks and one day from pronouncement of Decree Nisi to Decree Absolute however there have been very recent consultations with the Ministry of Justice as to whether to extend this time to six months. Very rarely will I apply to finalize a divorce suit until the financial matters have been resolved especially when I am acting for a weaker financial party, given that if matters are not resolved and your spouse predeceases you, you will be entitled (in most cases) to a widow’s pension and potentially other benefits. In the case of a Decree Absolute being pronounced this is not the case. As regards taking advice, expect your solicitor to guide you such as, for example, as to the parameters of settlement in a divorce case. Local Talent: Angharad Pickering
Type of Artist? I would describe myself as an illustratrator, my current work is mostly fine line on a plain background. In the past I have explored mixed media, but these days I love to express myself with fine line drawings. Range of Products? I have a card range, as well as producing original drawings, prints and oil paintings. Price range? My prices range from £3 to £300+. How long have you been an artist? Is it a cliché to say forever? As a child drawing and being creative were my favourite things to do. I guess I have taken my art more seriously in the last few years, developing my style, but feel I still have some way to go. Where did you train or gain experience? I took GCSE Art and design at Brecon High School and I loved it, this led me in to A Levels. I could not of had a better teacher, without her I would never have been so disciplined so: Miss Thomas I am forever in your debt. Part of my A Levels involved researching artists and producing work using their techniques.This opened my eyes so much, allowing me to experiment. This influenced a lot of my early mixed media work. From there I am completely self-taught, I think that’s the wonderful thing about art, if you want to try a new media do it! Talk to people, read books, watch YouTube videos and then experiment. Find what you like to do and what makes you want to never stop being creative! Where can your products be purchased? You can order from my Etsy shop, or by emailing me , I am also currently looking for an outlet for my cards in Brecon. What has been your proudest moment? In 2017 I was contacted by a friend who is a teacher, she was teaching year 5/6 about World War II. She had seen my poppy paintings and had the idea to have the kids produce drawings inspired by my work, the children would be able to email me and ask one question about me as an artist and go on to produce work inspired by me. Not only was I incredibly proud to be asked, but to receive a picture of 20 drawings inspired by me? Wow, it really did leave me speechless.
Have you any future plans for your work? I want to continue to do some insect drawings, as there is so much to explore. I would really like to get my work into some open art exhibitions and into galleries. I also plan to expand my card range. What advice would you give a local artist? Do what you love and do it for you. Do not look for acceptance, love what you do and own it! Art makes me so happy, it is an escape on so many levels and it’s something I have control over. If it’s your passion, believe in yourself! What other local artists do you admire? I really admire the work of Lizzie Harper, who is based in Hay-on-Wye. Her sketch book studies and fungi illustrations are just some of my favourites. Lizzie is a Botanical Illustrator, the accuracy and detail in her work is just astonishing. We have so many talented artists in Brecon, for the last 2 years I have been lucky enough to take part in Brecon Town Open studios. If you haven’t done the art trail, it is defiantly a must for 2019 so don’t miss it!

Artist statement: Angharad Pickering – Illustrator. My journey started predominately as a mixed media artist, I was trying to find my way and loved creating so much I wanted to do it on every platform possible. My most memorable work and unique approach was working in glue and oil paint. I would draw using a glue gun, showing depth and movement. When that had dried I would paint on top using oil paints. Working in oil is a fond memory, being able to move the paint and create layers. I took a step back from this technique in all honestly just to try something new, I had itchy feet and needed to explore. I stripped back, starting doing doodles and posting them on my social media site. I started drawing and using water colours, producing drawing of animals that were fun and eye catching for children. From these drawing I had some cards made, these have been on sale at Alana’s baby corner in Hay. I was drawn to animal drawings when producing the cards and this made me realise I had a new passion Wildlife and Nature. This has led to my most current work, creating drawings using simply pencils and fine line pens, and doing insect studies. I have been amazed how I can use simply one pen to show line, shape, movement and texture.This one media can show all the elements of ‘art’ I was taught in one of my first art lessons. It’s become important to me to show people you do not have to use an array of media to create works of art and I really hope I can inspire people to pick up a pencil and see what they can create.

The last straw
After watching the episode of Blue Planet about rubbish and plastic being thrown away and ending up in our oceans,Ysgol y Mynydd Du pupils decided that it was the last straw! The Eco Committee were spurred into action and it was agreed that something needed to be done. Pupils researched the problem further and were horrified by the facts that they discovered: • Plastic straws are the 11th most commonly found ocean rubbish. • They take 200 years to decompose and can’t be recycled in most places. The Eco Committee started to do the maths and went to see their head, Miss Toone, with the facts and figures. “If every child in the infants has milk in an individual plastic bottle with a straw, 190 school days of the year, for our school alone, that would total 7,790 bottles and straws!” By using glass bottles (that are 100% recyclable) and reusable beakers, Ysgol y Mynydd Du has now reduced its carbon footprint through the simple process of switching how the infants receive their milk.The Eco Committee are now actively looking into what other changes they can put into place to help create a greener future for generations to come. This has included signing up for the battery recycling scheme and also the Writing Instruments Recycling Programme where you can recycle any brand of pen, highlighter, correction fluid or markers. So if you are thinking of making a New Year’s resolution, make it a green one. It’s never too late to start and join our pupils at Ysgol Y Mynydd Du: pledge to make the future green. Remember, don’t throw away your old batteries or pens, bring them into school so we can recycle them. “I’m really pleased that Miss Toone has agreed to let us use glass bottles because we are reducing plastic waste.” – Jack
Drama workshops are fun! Hay Junior Youth Theatre celebrate their 10 year anniversary this year.They are calling for new members aged 7–11. Performance skills include drama games, improvisations, scripts (including your own), song, dance, mime and masks.The fun doesn’t stop there. Hay Senior Youth Theatre began 6 years ago for young people aged 12–15. Carefully designed so that you don’t have to get up early, these are Saturday afternoon workshops. Sessions are very social, with much hilarity, then using drama games to focus, moving into improvisation and creative theatrical ideas. The new February/March topic offers young people the chance to make short films and live sketches, comedy or serious, illustrating their views on technological health. Are we sitting still for too long? Are we speaking to each other much or do we just text? Love Your Heart Coffee Morning This Valentine’s Day thousands of people all over the UK are stitching, knitting, painting and baking green hearts to raise awareness of climate change. Last year green hearts connected millions of people and resulted in a pledge from the Prime Minister and other political party leaders to take action on climate change. The Women’s Institute is a founding member of The Climate Coalition (TCC), a group of over 100 organisations and over 15 million people working for action on climate change. One of the TCC core campaigns is focussed around Valentine’s Day, and aims to show people that climate change is affecting the things they love, such as chocolate, bees, and beaches, and it asks people to wear and share green hearts to show that they would like to see action on climate change. Powys Brecknock Federation are doing their bit by holding a Love Your Heart coffee morning in Brecon Guildhall on Friday 15th February from 9.30am until 12 noon. Entry is £1.50 and includes tea or coffee and biscuits. Green hearts will be available

Our current deal proposed by the Prime Minister is a withdrawal agreement and a future trade agreement will take place once this is agreed.

The BBC is currently considering its options which could see the concession maintained (but programmes/services cut), scrapped or reformed. I also want to let you know about a couple of recent Welsh Government announcements you may find of interest. Before Christmas, £3million was announced to improve music services over the next two years. Powys County Council is receiving a grant so it’s a really good opportunity for the Council to support the many charities and community groups who do fantastic work in this area. Just after Christmas, £5million was announced to help eradicate sheep scab. This is a contagious disease, affecting sheep welfare and having an economic impact for farmers. The funding follows a proposal from representatives in the industry.

Welsh Liberal Democrat County Councillor for Talgarth Whilst our continental neighbours have had to contend with extreme snowfalls and disruption in the early weeks of the New Year, so far we have been spared the excesses of last winter. However, the longrange weather forecast is indicating some snow and ice to come, which may already have materialised by the time this edition of Local Beacon reaches you. Regardless of what the weather has in store for us, readers will doubtless be aware of the chill wind that faces Powys County Council and all local authorities in terms of their funding allocations from central government. With the 2019/2020 budget round looming, the local press has already featured stories of potential funding reductions to come, involving highways, waste and environmental services, together with a threat to reduce the street lighting budget dramatically. It is still unclear what the final package will look like, but, along with my colleagues in the Welsh Liberal Democrat/Green Group on Powys County Council, we will be looking to safeguard the interests of more marginalised and vulnerable residents in assessing any proposed savings and their impact on our communities. The recent visit to Ysgol y Mynydd Du at Talgarth by Dyfed – Powys Police and Crime Commissioner Dafydd Llywelyn was particularly timely. Pupils, staff, governors and parents had an opportunity to voice their concerns about speed enforcement and members of the Road Safety Committee at Ysgol y Mynydd Du had a training session from the Go Safe team in monitoring the speed of passing vehicles. Following Dafydd Llywelyn’s visit, Go Safe and the local Neighbourhood PolicingTeam will be working more closely with members of the school community. Powys County Council Highways Officers have also committed to upgrading the kerb adjacent to Ysgol y Mynydd Du, to reviewing the operation of the flashing 20 mph signs – and also to working on a reconfigured Three Cocks junction, which has become an accident blackspot.
