Protecting wildlife for the future

Wild in March

The most noticeable feature of the tree is the fluttering of the leaves in even the slightest breeze which is reflected in the Latin name. This is quite noticeable in the distance when approaching the tree. An old name for the tree is Quaking Asp. The leaves tremble in the wind because the long leaf stalk is flattened and flexible. The reasons the tree has evolved this way are believed to be for protection against the effect of high winds and to help with light penetration to lower leaves of the tree. Some suggest that the fluttering also improves carbon dioxide uptake in these relatively rapidly growing trees.

Populus tremula Aspen The catkins shown appear early before the leaves on Aspen trees. Trees are either male or female and can reproduce by forming suckers quite some distance from the parent, so collections are often all of one sex. The picture shows both types of catkin with female on the left, taken at Llangorse Lake.

The wood is white and soft, but fairly strong, and is used notably for making matches. Look out for catkins in March followed by the fluttering leaves later in the season. John Crellin

Penalised for living too long: Backlash over funeral cover that can cost you more than your family will ever receive Over-50s plans promise a fixed lump sum payable on your death, which is typically aimed at covering funeral costs — as long as you keep paying a monthly fee. The Financial Conduct Authority (FCA) last week raised concerns about this type of policy — warning that product promotions were often misleading. The City watchdog said customers might think that the plans would cover the full cost of a funeral when, in reality, they would pay for only part of it. With the average funeral estimated to cost £4,271, most over-50s plans will only meet a third of this cost. The plans are particularly poor value for people who live longer as the monthly fee continues until the date of death - it’s effectively a penalty for living longer. In many cases the policyholder has paid in more than double than what would be paid out on death. A spokesperson for the FCA has said that a consistent number of people who complain about these policies didn’t realise that they could pay in more than they’d get out. This demonstrates that the warnings with these products need to be much clearer. We normally advise clients to set-up a monthly standing order to a savings account that’s been earmarked for funeral expenses. This is likely to provide far better value than an over-50s plan. The cost of the average funeral could be saved for over 10 years if £35 per month is saved to an account paying a conservative 2 per cent interest on average. This monthly saving is similar to the typical cost of an over-50s plan. – Tom Russell – Director of Beacon IFA Ltd

‘No Win, No Fee’ Have you had an accident and suffered an injury that wasn’t your fault? Have you received substandard medical care? Then YOU may need the help of our Personal Injury Specialists. And under a ‘no win no fee’ arrangement you may get help to fund your case. “No Win No Fee” Claims and how do they work? At an initial consultation, we will assess your personal injury claim, and advise on whether we think you have a case. If you have we will discuss the different funding options. The majority of claims we deal with are on a ‘no win no fee’ basis. Under a no win no fee agreement, we charge exactly the same way as we do on a private basis i.e. for the time we spend on your case. However, unlike a privately funded matter, you do not pay our fees throughout the case, as the case progresses. If you lose, provided you kept to the terms of the no win no fee agreement, you will pay nothing. If you win then we would hope to recover some of our fees from your Opponent. If we do not recover all of our fees then the shortfall may be payable by you out of any compensation you receive. “Success Fee” Under the ‘no win no fee’ retainer we are entitled to charge our normal fees plus a bonus for winning your case which is known as a ‘success fee’. The fee reflects the risks assessed and estimated by us at the beginning of your case. This fee is based on a percentage of our normal fees but is capped at 25% of the value of any compensation for your injuries and past financial losses and expenses. For example: - if you win your case and are awarded £5,000.00 compensation then the maximum you would have to pay for our success fee would be £1,250.00 including VAT (25% of £5,000) (please note this is just an example). A solicitor is allowed to charge a success fee because it reflects the fact that solicitors who take

on cases under a no win no fee basis do not earn anything if a case fails. The success fee is payable by you only if you win your case and receive compensation. Other Funding Options There may be other funding options available such as Legal Expenses Insurance or Trade Union Membership, which can operate separately or in addition to a no win no fee. Some funding options, such as After the Event Legal Expenses Insurance, has to be paid for if you win your case out of any compensation you receive. Our lawyers are very experienced in assessing whether you already have cover, and advising on the best funding option available to you. Compensation and how much will I receive? The amount of compensation awarded depends on the quality of the preparation of a claim. There is no fixed tariff, and will be calculated using evidence obtained from experts, but we will do everything we can to make sure you recover the maximum amount of compensation where possible. The amount will depend on factors such as: • The extent or seriousness of your injury or illness • How your injury or illness has affect your normal way of life • Your future support and care requirements • How much money you may have lost or could lose as a consequence (e.g. loss of earnings, travel expenses) • The cost of any specialist equipment or adaptions you may need in the future

Street Names In Brecon - Part 1 High Street Superior – the ‘smart’ part of the High Street which runs from the junction with Ship Street to The Struet. Note the door to Lloyds Bank which is no longer used but would have been the clean entrance. High Street Inferior – until the Market Hall was built in 1840 the market was held under The Guildhall and in the High Street from St Mary’s Church to Lloyds Bank. The roadway would be very dirty so this entrance to the Bank would not have been so clean! The Struet –The name seems to be unique to Brecon. The Struet was recorded as Ystrywaid in the late 15th century and Struet in 1744. It runs from the former gate known as Strowed Gate (1698). However, the meaning of Struet is uncertain. Ystrywaid may come

As well as our established butchers shop we have added a Delicatessen where we can offer home cooked meats, terrines and pâtés, charcuterie and cheeses, homemade ready meals as well as fruit, dairy and local vegetables.

from ystryw – craft and swydd – place. The Bulwark – the definition of “Bulwark” is a defensive wall. One of the gates through the town wall was beside The Shire Hall so the road inside the walls was named after the defensive wall. Joyful & Classical

Two famous symphonies from the late 18th century and an affectionate homage to that age make up Brecknock Sinfonia’s March programme. The Italian composer Respighi had a keen interest in older music and compiled three charming orchestral suites from Baroque lute music. Suite no. 3 was written in 1932 and has been popular ever since, often being heard as theme or background music. Mozart’s ‘Haffner’ Symphony, so called from the family for whom the material was originally written, is exuberant and joyful and from the happiest years of his life. In 1782 he had enjoyed success in Vienna, married and finally broke his father’s control over his life. He looked again in 1783 at the Haffner music and transformed it into a joyous symphony, stipulating to the first players that the two outer movements should be played as fast as possible. The ‘London’ is the last of Haydn’s 104 symphonies and was indeed composed and performed in London, where Haydn made two triumphant tours in his sixties. He enjoyed the city and his fame immensely, and the symphony was a musical and commercial success for him. Unsurprisingly, the music is expansive and good-humoured.

A New Theatre Director starts at Theatr Brycheiniog An exciting new era begins at Theatr Brycheiniog, Brecon’s canal-side centre for the arts and entertainment in 2019 as David Wilson is appointed to the post of Theatre Director.

work created by our communities, groups and artists in and around Brecon.

David, who started in the new post in early January, quickly discovered how community driven Brecon’s theatre is, with tickets for the YFC entertainment festival going on sale and selling out, as well as a run of sold out shows of Sleeping Beauty from group The Westenders all taking place in his first two weeks!

“I am delighted to join the team at Theatr Brycheiniog and I am relishing the opportunity to develop the cultural and artistic offer of the Theatr in the National Park. I have been a long-time admirer of the stage, canal basin location and Brecon town itself and I cannot wait to meet with and join the people of Brecon and South Powys at shows and arts events.”

David’s last role was as Director of Porter’s, an entertainment led city centre venue in Cardiff and home to The Other Room, Wales’ first permanent Pub Theatre. Porter’s is the inaugural winner of the Cardiff Life Awards Best Place to Drink, the 2017 winner of the PRS National Music Makeover Prize and a regular UK runner up on The Observer Food Monthly Annual Awards. The Other Room established itself as a theatrical force winning many accolades and awards for its work and in 2015 won The Stage Award for Best Fringe Venue in the UK, the first time this has been won by a venue outside of London.

About his appointment, David said...

Theatr Brycheiniog’s staff and board are thrilled to have David join the team and can’t wait for you to see what exciting ideas he has for the future of the theatre. Theatrically gripping from start to finish, and featuring some of Puccini’s most memorable and dramatic musical moments, Tosca is an emotional rollercoaster ride from tender love, through powerful brutality to ultimate tragedy.

Pinocchio

Tue 19 Mar, 7.30pm £10 / £8 / £30 Fam Pinocchio is the story of a child free from prejudices: he’s disobedient and mischievous, yet at same really naïve. In this fantastic new interpretation paper and wood are used to create a production which is multifaceted and organic, through which we can dive into the imagination of a child-puppet - a tale which invites us to reflect on values such as education, graft, responsibility and sincerity.

Get to really know... Birds’ Hill Birds’ Hill was set up in 2015.It was set up because Nick Carter had been working in another renewable heating business, but was frustrated with their attitude towards customer service. They employ 8 people including subcontractors and have grown around 50% per annum. Birds’ Hill cover South and Mid Wales and their primary customers are domestic clients using non-gas heating systems. When was the business started? 2015. What made you setup the business? To provide high value renewable heating solutions for fellow rural homeowners and provide sustainable local employment for our staff and directors. Where are you based? Llandeilo. Do you have ambitions to move or grow bigger? Yes we are growing at about 50% year on year which we see as sustainable. How many staff do you employ? 8 in total. Have you won any awards in your business? No but we have clients happy to recommend us. Do you need to do any annual training to keep up your qualification up to date? Yes. Two lessons having your own business has taught you? To ask clients for feedback on our work and to check everything. What is your ideal job / client? When we help a client to move off a solid fuel heating system to a much cleaner, greener more automated wood pellet boiler/ cooker. In Powys the client can apply for an interest free loan and then have this repaid by the Domestic RHI (Renewable Heat Incentive). What is your greatest achievement in your business? Starting it. What has been the biggest help to building your business up? Our staff and our clients who are happy to recommend us. List one thing you wish you could change about your business: The distribution network in the UK is a constant challenge it seems the larger and higher value an item is the more difficult it is to track through the delivery network!

List five goals on your business to-do list: Impossible, we have a daily to do list of over 20 tasks at a time. Name one regret you have about your business: I didn’t star t it sooner. Have any hidden talents come to light since starting the business? Many - running a small business requires you to wear lots of different caps. Have you had any embarrassing moments while working? On one job I lifted a boiler up by the handle... the handle turned out to be a towel rail and snapped off in my hands! Is there anything else you’d like people to know about you and your business? We care about our clients and their warmth. What have you done today to make you feel proud? Several clients have now described our engineer’ work as “Art”. What do you know now that you wish you knew before starting your business? There are only 24 hours in a day. Sum your business up in five words: Warm, Green, Sustainable, Professional and Friendly.

Efficient, clean and ‘free’ wood pellet boiler heating system replaces dirty and inconvenient log / coal burner in Llanwrtyd Wells The Klover fitted into the existing alcove and provided a hob. It can be programmed in advance to fire up and the heating is thermostatically controlled.

Tina and Brian’s house in Llanwrtyd Wells was difficult to heat due to an inefficient, aged and dirty log / coal fired solid fuel boiler. It was hard work to keep the fire going for the mornings. As replacement Tina and Brian chose the Klover Smart 80, financed by an interest free loan for the system. The loan is paid by the domestic Renewable Heat Incentive (RHI) scheme over 7 years.

The system is more efficient, cleaner, user friendly and an attractive feature in their cosy snug. The wood pellets are delivered in 10kg bags to their home and stored in an outbuilding. The bags of pellets are far cleaner and easier to handle than the coal.

local landscapes photography competition

News from Chris Davies -Your local MP

Monday 4th of February was World Cancer Day. A day that will affect every one of us and fill us with various emotions. We all know of people who have been effected by this vile disease that we all wish to see an end to. Since becoming MP for Brecon and Radnorshire in 2015 I have at every opportunity used my profile to connect with, meet and promote various charitable and medical organisations working to prevent and treat cancer. My wife works as a Therapeutic Radiographer and I hear first-hand the damaging effects cancer is having on our society. I’ve posed in Pink to support Breast cancer Awareness. Been on ‘Purple Alert’ to change the future for those affected by Pancreatic cancer. Promoted ‘communities vs blood cancer’. A few weeks ago I pledged to be a ‘Bowel cancer Champion. I have also attended countless events such as the Bracken Trust cancer support held annually in Llandrindod Wells. Last year I was asked by the Royal College of Nursing if I would like to become a Nursing Champion, I of course accepted. Since then I have continued to meet with medical representatives to hear about what can be done to improve healthcare for the people of Brecon and Radnorshire. In the Summer I met with the Chief Executive of Powys Teaching Health Board, Carol Shillabeer to discuss the progress being made by Powys Teaching Health Board and the investments they are making across Brecon and Radnorshire. In November I was provided with a tour by the management team at the Brecon War Memorial Hospital. The work they do there is truly inspirational and throughout the rest of my parliamentary term I plan on visiting various other sites to offer my support and take their concerns to Ministers and Government Departments. I also inform my colleagues in Cardiff Bay who have overall responsibility of healthcare here in Wales. If you would like to book an appointment to discuss any issue or topic with me then please contact my office at chris.davies.mp@parliament.uk, 6 Market Street, Builth Wells, Powys, LD3 7SX. Or visit my website for details at www.chrisdavies.org.uk

Newss from

The BRECON Driving Academy

Kirsty Williams

Building a thriving economy in a rural area is not without its challenges, but we need to be very clear about the opportunities and the potential we have. In manufacturing, agriculture, food and drink, tourism and much more, Mid Wales has a lot to offer. And that’s without talking about our beautiful landscapes. One way that could be realised is through proposals around a ‘Mid Wales Growth Deal’. Following similar initiatives in Swansea, Cardiff and North Wales, this would look to bring economic support to Mid Wales. Securing the best deal will require collaboration between councils in Powys and Ceredigion and governments in Wales and Westminster. In that spirit I co-sponsored an event in the Welsh Assembly, focusing on the Mid Wales economy, with the Conservative representative for Montgomeryshire and the Plaid Cymru representative for Ceredigion. Proposals are being taken forward and I will be continuing to push for progress. Mae creu economi ffyniannus mewn ardal wledig yn gallu bod yn her, ond mae angen i ni fod yn glir iawn am y cyfleoedd a’r potensial sydd gennym. Mae gan y Canolbarth lawer i’w gynnig ym meysydd gweithgynhyrchu, amaethyddiaeth, bwyd a diod, twristiaeth a llawer mwy. A hynny heb sôn am ein golygfeydd godidog.

Un ffordd o wireddu hyn fyddai’r cynigion sy’n rhan o ‘Fargen Twf Canolbarth Cymru’. Gan ddilyn mentrau tebyg yn Abertawe, Caerdydd a’r Gogledd, byddai hyn yn edrych ar gyflwyno cymorth economaidd i’r Canolbarth. Bydd sicrhau’r fargen orau yn gofyn am gydweithio rhwng cynghorau Powys a Cheredigion a llywodraethau Cymru a San Steffan. Yn yr ysbryd hwnnw fe gyd-noddais ddigwyddiad yn y Cynulliad, yn canolbwyntio ar economi’r Canolbarth, gydag aelod y Ceidwadwyr dros Sir Drefaldwyn ac aelod Plaid Cymru dros Geredigion. News from William Powell Welsh Liberal Democrat County Councillor for Talgarth

Call: 01874 690417

At the time of writing, we are experiencing some lovely spring like weather, after the recent snowfall. I must put on record my thanks to those Powys County Council Highways workers who went out around the clock to ensure the principal road network remained clear and to keep us from harm. Although this winter has been moderate so far, in contrast to last year’s ‘Beast from the East,’ plunging temperatures and snowy days show our communities at their strongest, with friends and neighbours stepping up to the plate, to offer genuine solidarity and support. We have had a series of budget seminars at County Hall in recent weeks, which have been a very sobering experience. The extent of savings required by the County Council’s overall financial plight is eye-watering and it is clear that there will be an impact on every community in Powys. However, as I have previously stated, my Welsh Liberal Democrat/Green Group colleagues and I will work with others to protect the most vulnerable in the task of setting a budget for 2019/20. The final Council Tax level will be set in early March, but my colleagues and I are working up an alternative budget proposal, which would reduce substantially the proposed increase of 9.5%, as well as safeguarding the future of the County’s Branch Library network, including ours in Talgarth. We will persevere with our work, but may not have the votes to carry the day, if the Independent/Conservative administration does not back our approach. Despite Wales’ early performances in this year’s Six Nations Rugby being a little underwhelming, hope springs eternal. Before this edition of Local Beacon reaches you, we will know the outcome of the crunch match against England in the Principality Stadium and whether Warren Gatland’s tactics will have paid off for this final England/ Wales clash of his career as Welsh head coach. In a matter of days, regardless of our origin, I’m sure we will unite as a nation to mark the festival of our patron saint, St David or Dewi Sant and to sing “Hen Wlad Fy Nhadau” with gusto. If you have any feedback or issue of concern, please do not hesitate to contact me by email: President@welshlibdems.org.uk on facebook @WilliamPowellLD or Twitter @WmPowell2016 In any event, I look forward to hearing from you.

Reflexology & Indian Head Massage Relaxing complementary therapies for natural health and well-being

With lifestyles becoming more hectic and increasingly fast paced, more of us than ever are suffering, to one degree or another, from emotional and physical imbalances which can be attributed to high levels of daily stress. Reflexology is a particularly gentle complementary therapy that uses special techniques to stimulate reflex points on the feet, encouraging the flow of energy to corresponding areas of the body. This gradually helps to restore a state of balance, or homeostasis, and stimulates the body’s ability to heal itself, physically and emotionally. Deciding to train after experiencing first-hand the healing benefits of this wonderful treatment, I became a qualified Reflexologist in 2003. By employing a variety of

specialised and advanced techniques, I am able to tailor a reflexology treatment to a client’s individual needs. My home treatment room provides a warm and informal environment, allowing a deeply relaxing and truly restorative experience. All within walking distance of Brecon Town Centre!
