Welcome to the April issue of your community magazine, the Local Beacon.
So following a meeting last month, the future of the Welsh Medium stream at Brecon High School took a huge blow. The fight is not over. If the Welsh Medium stream moves to Builth Wells consider the impact on promoting the Welsh Language. Pupils and families at Brecon High School and Ysgol-yBannau will be hugely affected. But so will Brecon Town. Once it’s gone it can’t be reinstated. If you have a passion for the Welsh Language and want it to stay put, have your say and write to Powys County Council, you have until 13th April. Read more on pages 39-40. Many of you will have been shocked by the Conservative Chancellor’s announcement that he would be increasing national insurance contributions for self-employed workers. Not only did this break a Tory manifesto pledge but it would have been particularly damaging to constituencies like Brecon & Radnorshire. Figures from the Office for National Statistics (ONS) show that 9,400 people in Brecon and Radnorshire were self-employed in October 2015 - September 2016, the highest number of any Welsh constituency. Self-employed people make-up 29% of all people aged 16+ who are in employment here. It is clear this policy would have a disproportionately negative impact on this area. Many self-employed people are already struggling, margins are very tight, so it would have been a very bitter pill to swallow. It would also have had a massive impact on agriculture, which is why farming unions also expressed their opposition. The Chancellor’s budget also confirmed plans to cut corporation tax. It was galling for self-employed people facing this national insurance contributions rise while corporations are benefitting from a tax cut. A week after the budget, after widespread condemnation and pressure, the government confirmed it would be u-turning on the policy. This will have come as a huge relief to many self-employed workers, however, the fact it was ever on the table is indicative of a Government with mistaken priorities. When this proposal was announced, I wrote to the Chancellor outlining my concerns and to ask what considerations he gave to constituencies like Brecon and Radnorshire when he conceived the plans. A party with the interests of rural Wales at heart would never have even proposed such a damaging tax rise in the first place. I will continue to stand up for workers in Brecon and Radnorshire. Vets open day The new Hay Vets clinic in Talgarth is holding an Open Day on Saturday 8th April. There will be lots going on in the clinic, and for something a bit different visitors can choose to take part in a dogfriendly treasure hunt around Talgarth. Practice partner Hannah Sampson MRCVS said: ‘The Open Day is our way of supporting charity and welcoming people to our new clinic.’ She added: ‘We are keen to support our local community and will donate half the funds raised on the day to the new school being built for Talgarth and Bronllys. We’ll also be supporting a veterinary charity, Worldwide Veterinary Services.’ Vets will be on hand throughout the day to chat about their work. Pieris are much underrated evergreen shrubs grown for their foliage and small, but profuse, urn-shaped flowers. Flower buds, often red in colour similar to those of Skimmia rubella, appear in winter or early spring and open to produce usually white, nodding, bell-like flowers later in the spring. Pieris leaves are small, lance shaped and dark green in colour when mature. However, it is the young foliage that catches the eye in late spring. In some varieties such as Pieris ‘Forest Flame’ and P. ‘Mountain Fire it is a brilliant red, in others such as P. ‘Prelude’ and P. formosa the new leaves are pink or bronze and work really well in lifting a shady corner. The same is true of the Pieris with cream edged, variegated leaves such as P. ‘Little Heath’ and P. ‘Variegata’. Some Pieris can grow into large shrubs over 3-4m in height in the right conditions but others like Pieris ‘Little Heath’ and P. ‘Bonfire’ are small, compact shrubs ideal for pots or the front of borders. Pieris are hardy plants which grow best in shade or partial shade. They require an acid soil with plenty of ericaceous compost added at planting time and then from time to time as a surface mulch in spring. Helping ex-service personnel in need SSAFA stands for Soldiers Sailors Airmen And Families Asociation. Recently they have been rebranded as “the Armed Forces charity”. Please look on the internet to read about all aspects of SSAFA. In Powys their job is to help ex servicemen and women and their families who are “in need”. This includes both Regular and Reserve personnel. There is no age limit, and one day’s service is sufficient for an ex Regular. When funds are very low, the need could range from a washing machine to house repairs; perhaps a course to help get back to work or help with a bill; sometimes just advice or “signposting” in the case of, for example, debt or mental health problems.

spines in a mill. Surprisingly (to me) I read that a straight stem makes a good walking stick – if you can bear to do the necessary de-spining. In the past, the flowers have been used to make wine. Some of our Gorse is Western Gorse – more likely to flower in the summer and a little softer in the spines. Maybe that was favoured for fodder.
Ulex Europaeus Common Gorse usually hits peak flowering in this month, although it can and does flower all year round. Last year was particularly spectacular in West Wales. Please note that the main concerts will take place on Sunday and Monday this year Crickhowell Choral Society’s annual music festival kicks off in party mode at The Manor Hotel in Crickhowell on 27th April! Get ready for a rousing evening of jazz vibes and groovy soul from The Miroshnichenko Band. The band is studying jazz at Cardiff ’s Royal Welsh College of Music and Drama, and is already receiving attention for its accomplished style which has something to appeal to everyone. On Saturday 29th April we head to St. Catwg’s Church in Llangattock for an afternoon recital by two leading exponents of Renaissance and Baroque lute songs, Catherine King (mezzo) and Jacob Heringman on lute. Their CD recordings have received much critical acclaim. The concert will be followed by an informal tea and chat with the artists, and is supported by the Arts Council of Wales’ Night Out/Noson Allan scheme. A real treat! On Sunday 30th April Catherine King, Grace Davidson (soprano) and Nicholas Mulroy (tenor) will be singing Vivaldi’s Gloria RV588, Handel’s Birthday Ode for Queen Anne and music by Delalande and Campra. On Monday 1st May two of Crickhowell Choral Society’s first choral scholars, Lowri Probert and Tomos Jones, will be additional soloists in Mozart’s spectacular Coronation Mass, Haydn’s Te Deum and CPE Bach’s Heilig (Sanctus). Be sure to come along and see two future Crickhowell stars in the making!

High Street, Brecon Plots in the High Street The layout of properties in the centre of Brecon still reflects the way the plots were divided up probably when the town was first established soon after the Norman Conquest. The width of the shop-fronts is regular on High Street Inferior:

Numbers 13 – 10 are half a unit wide, Number 9 is one unit wide, Number 7 and 8 are three quarters of a unit The Guildhall is one and a half. The ‘unit’ is 27 feet wide in this area of the town while in other streets, such as Lion Street, the standard plot is wider. The cattle and sheep market was held in High Street Inferior so the shops were highly prized and the smaller size allowed more businesses to be located on the market place. High Street Superior which runs from the back of Lloyds Bank to the Market Hall was ’superior’ because it did not contain the dirty market. In 1664 there were 26 plots or burgages in High Street Inferior ward, with the rent for a full sized plot being 1/- (5p). A Repair Café for Brecon

The nearest, in Llandrindod Wells, has been running successfully since 2014. Repairs are free- a voluntary donation is requested and there are stringent safety and liability controls. Refreshments are available for participants and there is a strong emphasis on community and enjoyment! Members of Brecon Volunteer Bureau are trying to set up a Repair Café in Brecon at the Bureau’s new offices at 99,The Struet. Responses to a survey have been overwhelmingly positive, so the next stage is to obtain funding to help it happen! The intention is not to take away from local businesses -the experience of other repair cafés shows it can actually boost local trade. They have already talked to a number of local businesses in Brecon who have been supportive. New in Town Name of the business? The Town House at Brecon Boutique B&B. Where are you based? We are a Grade Two Listed Georgian Town House situated on the corner of Market street and Castle Street, opposite Castle Bridge in Brecon. Why Brecon? We moved to Crickhowell a few years ago and renovated and extended a cottage and then started to look for a property that we could convert into a B&B. This property came to light in Brecon and is ideally situated for visitors to The Brecon Beacons National Park. Why did you decide to open this shop/ business? We have both previously had Bed and Breakfast businesses as well as both having pubs, Paula in Dartmouth, Devon and Glenn had letting rooms in his pub in Salisbury and so, therefore, it was a business we both knew well. What are some of challenges you encountered? When we bought the property although it had already been beautifully renovated by the previous owners, we wanted to create ensuite bedrooms but retaining the original features of the property. The renovation, by local builder Graham Guest, took approx 3 months and we had set ourselves a deadline of the end of October to open but in the last few weeks it was all hands on deck to get wallpapering and painting finished, pictures hung and furniture in place. The furniture itself, including the huge freestanding bath and ornate French bed for our renaissance styled bedroom at the top of the house was very tricky as the staircase is narrow, plus the house is over five floors, so everything had to come in through the first floor French windows helped by Graham Guest Builders and Ian Evans Removals passing furniture in through the window from the roof of the van. We all had our fingers crossed the huge chesterfields would fit through the window and they did! What do you wish you had known before you started? How very tiring it is. Glenn still works full time in Bristol so even though its only a three bedroom B&B with Guest Lounge and separate Dining Room, I feel like I am running a 50 bed hotel on my own with all the washing and ironing!
Is this the first business you have launched? No, we have both had pubs and B&B’s before. How is this different than the others you have launched? With this Bed and Breakfast we wanted it to be unique and more of a destination B&B, hopefully different in style to other businesses in Brecon and we think we have achieved that look. We have managed to attain a Five Star rating from Visit Wales which we are extremely proud of. What type of education or experience helped you to open/run/manage this business? Having both worked in the customer service industry before, we know how to make our guests feel welcome and relaxed and we have received lovely comments from them saying that it felt like ‘home from home’. Describe a typical day in your business: Early rise to cook breakfast which is all sourced locally if possible. We use Easts butchers for our bacon, sausage and eggs and we have had lovely comments about the sausages which have no additives or preservatives. Once guests have left and we have finished clearing away after breakfast, walk the dogs and we then make up the rooms again ready for the next guests to check in. Usually some ironing and more cleaning mid afternoon, walking the dogs again, then setting the mood in our guest lounge for the evening ahead with lovely chill out music, candles lit and a lovely roaring fire on the cooler evenings creating a relaxing place to have a drink and chat over the day’s climb up Pen y Fan! Any advice to new businesses in this area? There’s a lot more to Brecon than you would think at first glance and the more new businesses that start up in town the better. If you have a business idea or need a location within the BBNP then do your homework and choose Brecon.

New Weekly Friendship Group A new weekly Friendship Group is being held at St John’s Family Centre every Thursday from 12.30 – 3pm. The initiative has been established by the Powyswide charity, Dementia Matters in Powys, and provides a place where people living with dementia and memory loss, and their families and carers, can come together for a light lunch, make new friends, have some fun and get advice and information. There is no charge. The first session was held on the 9th March and proved a big success. Everyone who came felt welcome, and a lot of joy, laughter and learning was shared. The aim of these sessions is to help those who attend to adapt to the challenges that living with dementia and memory loss brings, and to provide activities, opportunities and support that promote well-being and friendship. Come and sing with John Rutter Singers of all ages are invited to raise their voices under the direction of one of the most renowned figures in choral music. John Rutter will lead a Come and Sing Day at Theatr Brycheiniog in Brecon on Saturday 30th September.
You will be invited to sing a mixture of choral music old and new, familiar and unfamiliar, with some of John Rutter’s own works included and a few surprises! Enthusiastic singers of all levels are welcome to this hugely enjoyable day, organised by the Brecon Singers. John Rutter is one of the world’s most famous composers and conductors. His compositional career has embraced large and small-scale choral works, orchestral and instrumental pieces, a piano concerto, two children’s operas, music for television, and specialist writing for such groups as the Philip Jones Brass Ensemble and the King’s Singers. His larger choral works, Gloria (1974), Requiem (1985), Magnificat (1990), Psalmfest (1993) and Mass of the Children (2003) have been performed many times in Britain, North America, and a growing number of other countries. He co-edited four volumes in the Carols for Choirs series with Sir David Willcocks, and, more recently, has edited the first two volumes in the new Oxford Choral Classics series, Opera Choruses (1995) and European Sacred Music (1996). He has guest-conducted or lectured at many concert halls, universities, churches, music festivals, and conferences in Europe, Africa, North and Central America and Australasia. The event will begin at 11am and finish at 4:45pm, with a one hour lunch break. Doors will open at 9:30am for registration. Tickets will go on sale on 30th March and are priced at £20 to include music hire for the day. Copies of music performed on the day and John Rutter CDs will be available to buy. Probate Fees: This WILL affect your family You may have noticed in the press an article or two about the Government’s planned increase in the fees we pay to the Court Service for them to issue a Grant of Probate or a Grant of Letters of Administration (‘a Grant’). The fees are increasing in May 2017 despite a 98% negative response to the consultation according to the Law Society. When someone dies, their family may need a Grant to help them to deal with some of the assets such as a bank account or a property. In my work, the majority of estates I deal with will need a Grant. If I am instructed, I prepare all of the papers to apply for the Grant and I send it off to the Probate Registry. My application is checked and nine and a half times out of ten, the Grant comes back to me in about ten days. At the moment, all applications I send off incur a Court fee of £155. If you make the application without the help of a solicitor, the fee is £215.00. From May 2017, there will be no fee for estates worth less than £50,000 and that is as much good news as I can report! Estates worth between £50,001 and £300,000 will incur a fee of £300. Estates worth between £300,001 and £500,000 will incur a fee of £1,000 and estates worth between £500,001 and £1m will incur a fee of £4,000!! That is a rise of £3,845 overnight! The fees then increase again until you reach a cap of £20,000 if your estate is worth over £2m. You will be getting no more for your money than you now get for £155. Now, you may think that this will not have any effect on your family but with property prices the way they are, you could fall into one of these brackets without even realising. There are steps you can take during your life to minimise the need to obtain a Grant but it is vital that they are tailored to your specific situation. A local solicitor can help you navigate the minefield and minimise any stress you may encounter following the death of your loved one.

The future of the Welsh Medium st There are those who felt that the vote by the County Councillors at their meeting on 7th March gave some hope to all those who are supporting the continuation of the Welsh Medium stream at Brecon High School. This was all dashed at the Cabinet meeting held on the 14th March, when the vote of the Cabinet members, albeit far from being overwhelming, was to proceed with the proposal to end the provision with effect from 31st August 2017. It is not the end. Whilst the County Council are going to push ahead by publishing the statutory notice to end the provision, there is the opportunity to object to this, of which I know there will be many who will wish to do so. As a school we have continued to make our representations but we are fortunate in having a range of parents and members of the community who are also campaigning to retain the Welsh Medium provision. This is an argument for the community, seeking not only to preserve the provision, but also to build it so that it is a thriving and sustainable part of the school and a part of our community. David Meredith, our Chair of Governors and County Councillor, attended the Cabinet meeting and has expressed his disappointment at the outcome, but has also re-iterated that the Governing Body continues to support a Welsh Medium stream at Brecon High School. We are also grateful for the on-going support of our other local Councillors, including Matthew Dorrance and Gillian Thomas, who have spoken strongly in our favour. The school has been subjected to 3 consultations, the first one starting in March 2015. Over that time the reasons for removing the provision subtly changed. The most recent arguments for closing the provision given by the County Council have been around the current size of the provision and a need to ensure robust linguistic progression and appropriate curriculum choice for Welsh Medium pupils throughout all key stages of education. It is worth looking at these 2 factors from the school’s position. The numbers of pupils in our Welsh Medium stream are low, that cannot be denied, however this has a
lot to do with the impact of the first consultation, where there was a belief it was a ‘fait accompli’ and around half of the 70 pupils who were in the Welsh stream at that time then moved, mostly, to Builth Wells High School. The continued uncertainty caused by the ongoing consultations inevitably had an impact on the number of pupils that joined us in both September 2015 and September 2016. Parents spoke to us about the need to have a certainty regarding the provision they wanted for their child, you cannot disagree with this, however the school has suffered from the impact of this to a point where the low numbers we have, is used as a reason the provision should be removed. That is hard to accept. You must not forget that there has been no plan to grow the numbers of pupils who could join a Welsh Medium stream. We only have 2 feeders, why could there not be more?
When looking at the linguistic progress and curriculum choice, the school was faced with a difficult choice again with our Welsh Medium stream. With such small numbers we could not offer the full breadth of Welsh Medium classes that we would have liked, it is not economically viable without adversely impacting on the education of those pupils in the English stream. Whilst we did offer a number of GCSE option subjects, we cannot run these groups if the pupils did not opt for them! The school has also been criticised for not offering Welsh Medium subjects at A-level. We have often repeated the clarification on this. Brecon High School is part of the South Powys Consortium, which is a group of Secondary Schools and a College, who work together to provide Post 16 courses, both academic and vocational for the pupils in our schools. As part of this, it is agreed Builth Wells High School will offer the A-levels through the medium of Welsh. As a result, we do not offer these courses. It is difficult to be criticised for not offering Welsh Medium A-levels, when it has never been planned for us to do so! Whilst there is no doubt that this decision will have a significant impact on Brecon High School, we also need to focus on the parents and pupils, they are the ones who will be most affected. m stream at Brecon High School commitment and support from the parents and pupils in the Welsh stream and now they are potentially facing another difficult choice for their children.These are pupils who are a part of the school, they have formed relationships with other pupils and staff. They have contributed to the ethos and its recent success. They feel safe, they are happy. Now there are choices to be made about staying in a Welsh Medium stream and which other Welsh Medium school they might attend. They may also make a decision to leave the Welsh stream all together. Year 9 pupils have made their GCSE choices to begin next September – if they move they may not be able to have these same choices. These pupils will have also completed Key Stage 3 studying Welsh First Language, legally they have to continue this – they cannot transfer to Welsh Second Language. They are being forced to move, essentially. We also know that there are 10 pupils who wanted to join the Welsh stream at Brecon High School in Year 7 this September, they are now faced with having to make another difficult choice. The significant increase we were expecting is a sign of how the school is now viewed, what we have to offer and of our on-going commitment. We have to face the fact we now move into the phase where objections need to be raised during the 28 days of the objection period. Whilst this will end during April, we will not have any real idea when this will be discussed again by the Cabinet. It will be a new Cabinet, given that we are now entering the election period and there will be no decision making taking place. I would ask that the community maintain the pressure on the County Council by writing their objections and sending them to the County Council. The 3 consultations have demonstrated that there are many different aspects to consider in regard to the future of the Welsh Medium stream. It is not just about the educational provision. Consider the travel the pupils will face, consider the cost of this travel, which is going to be an addition to the current transport costs. Consider the future for Ysgol-y-Bannau, consider the impact on promoting the Welsh Language. Consider the loss to the new school buildings that will open in September
2019. Ultimately this is a decision that will make any reinstatement of Welsh Medium provision in the Brecon area almost impossible to reverse. Let us hope they get it right. There are a great number of parents who are working together, in opposition to this decision, we are grateful to them for the work they are doing. We are aware of meetings that have been secured already, we hope that these bring further strength to the weight of argument to retain Welsh Medium provision for Brecon and our local community.
