News from Talgarth by William Powell AM, Powys County Councillor for Talgarth This month we have been experiencing another spate of wet, windy weather, but with the first ice and snowfall of winter in prospect soon. Ground conditions for our farmers have been pretty difficult for months now, especially in the run up to early lambing. Also the weather has had a serious impact on the sports calendar locally – and I know at least one youngster who is very keen to get back on the pitch sometime soon!

Mercifully, however, our experience is nothing to compare with the storms that battered North Wales and the North of England over the Christmas and New Year period. I have been impressed by the solidarity of local people in assisting our Northern cousins with the aftermath of the floods. Particular respect to Steve Smith of Trefecca Road, who spent several days in Cumbria in the run up to Christmas with Western Power Distribution colleagues, helping to restore power supplies to residents in the affected communities. It is natural for some local householders to feel more than a little anxious about flood risk here in Talgarth, especially given the protracted delays in delivering the next phase of our Flood Alleviation Scheme. In this context, I have recently written to Welsh Natural Resources Minister Carl Sargeant AM asking him to focus urgently on resolving the current objection to the next phase of the scheme, so that it can be expedited. I will update residents and business people of any developments. For Talgarth 2016 has started on a positive note, especially with the reopening of two longstanding businesses. It is really great to see Sun City Chinese Takeaway open for business once again, after a period of closure due to family illness. Similarly, the regular patrons of Coronation Café are delighted to see Belinda and the team back after a brief hiatus, with their winning formula of high quality, locally

As the calendar moves to February, Talgarth Town Hall will be playing host once again to Talgarth Luncheon Club, which many of our senior citizens look forward to with anticipation each week. No wonder the team was recently nominated for the Age Cymru Community Award 2015. In partnership with Dial a Ride, both sets of volunteers add hugely to our community – and their sterling efforts should be celebrated. The New Year has brought special news to one particular senior citizen. Bill Speake of Glanenig, Bronllys Road, has been awarded l’Ordre National de la Légion d’Honneur by the French Président, François Hollande, for exceptional bravery as a veteran of the Normandy Landings. In the last 24 hours, Mme Marie Brousseau Navarro, Honorary French Consul here in Wales, has accepted my invitation to present the medal to him in a ceremony in Cardiff Bay. The Légion d’Honneur was originally created by Napoléon Bonaparte in 1802 in recognition of services to France. It will indeed be a proud day for Mr Speake, his family and friends – and I look forward to discussing plans for this historic event with him in the coming days. Hello from Westminster! What a busy time we have had over the Christmas period and into the New Year. The spectre of local bank and school closures still looms large over us here in Brecon and Radnorshire. Over Christmas I met with local people to discuss the closure of the HSBC banks in Builth Wells and Rhayader, and would like to thank all of those who met with me and signed my letter to oppose the closures. I hope the bank will now review their decision and ensure that adequate provision is provided in our towns. On school closures, Powys County Council are threatening to close a number of local schools across our area. I will be fighting these plans as hard as I can but that is where I need your help. I believe that the reason Powys CC are so intent on closing the schools and slashing services is because of budget cuts being imposed upon them by the outrageous local government settlement handed down by the Welsh Assembly in Cardiff. This settlement has been cut each year for a total of 10 years in a row in Powys. This is unacceptable. I, like you, have no vote to oppose the cuts as the settlement comes from the Welsh Assembly and does not fall under my remit.Therefore, in order to save our services I would encourage you to co-sign my letter to our local AMs in the Assembly and implore them to vote against the settlement until we get fair funding for Powys. For the last few years, our AMs have abstained from voting on the settlement handed down to us by the Assembly, so this year it is time to call for action. That is why I will be writing to them to ask them to stand up for the interests of the people of Brecon and Radnorshire and vote against this harmful settlement. And I want you to join me and co-sign my letter to show our AMs and the Assembly how much we support and rely upon our vital local services. Dwarf varieties such as the multi-headed ‘Tete a Tete’ work really well in pots, baskets, in a rockery or under trees and shrubs. Larger varieties make a bold statement in beds and borders. Daffodils will grow in most soils and thrive best in sun or shade. If you missed out on planting your bulbs last autumn your local garden centre will have pot grown plants for planting out now. They should be allowed to die down naturally and fed as the flowers finish so they build up energy for flowering the following year. So transform your garden with a much needed fanfare of colour in the early part of the gardening season and don’t forget that Daffodils also work brilliantly with other spring bulbs, Primroses, Wood Anemones and flowering shrubs such as Forsythia. News from Kirsty Williams Welsh Liberal Democrat AM for Brecon & Radnorshire I am very grateful for all the work by Powys County Council employees to keep our roads clear and people safe during the incredibly wet December. The team from the Boughrood highways depot were very quick to respond to residents’ concerns about water-related problems on roads and in culverts. Whilst I frequently disagree with the independent cabinet on Powys County Council, its employees work incredibly hard year-round to provide us with vital public services. Local concerns have been raised over the Draft Local Government Settlement for Powys – cutting Powys’ budget by over 4%, which would be a huge blow to the council and the services it delivers. Powys Council has asked the Welsh Government for a “Rural Stabilisation Grant” which would help mitigate the impact of the cuts and I have had several meetings with the Finance Minister where I have told her in no uncertain terms that the Welsh Liberal Democrats will not support any settlement that treats Powys so badly.

I have been criticised by my Conservative opponents for the Welsh Labour Government’s treatment of Powys. I am not in the Welsh Labour Government so had no part in its decision on the funding formula for rural areas. However, I know what the Conservatives have done to Local Government budgets in England, so I think local people will see through this criticism as cynical and unfounded. Taken together, the amount English councils will receive from the Conservative government in Westminster under the Revenue Support Grant and other grants is set to fall by 60% over the next 4 years. These cuts will inevitably have an impact on the amount of money we receive here in Wales. I have always stood up for rural Wales and will continue to do so. We need a fair funding formula for rural areas so that Powys is not disadvantaged year on year and so that our councils can continue to provide the vital local services that we rely on.

News from Glasbury Ward

by County Councillor James Gibson-Watt Mid-January brought the first nearly-dry, cold spell of this topsy-turvy winter. It allowed us some respite after the long-lasting deluge which, despite everything, our local Highways staff generally coped with admirably in dealing with the numerous flooding problems that cropped up on the vast network of minor roads that link our dispersed rural communities. As a local county councillor, I feel it only right to record my thanks to them for their efforts. Despite continued uncertainty over the future of Gwernyfed High School and Community Sports Centre, the plans for the creation of a new primary school in Clyro have been further firmed-up, with tenders now issued by the Council for the design of the five new schools in the Gwernyfed catchment area. A new school in Clyro will go at least some way to compensate local communities for the loss of Glasbury, Fynnon Gynydd and Rhosgoch schools in recent years; and will help further improve its already-high standards to give the children of this area the best possible start to their lives. My determination to see improved mobile ‘phone coverage in this area remains undimmed. To that end I am working with our local AM Kirsty Williams, who is enlisting the support of the regulator, Ofcom. Our local MP has stated that most, if not all, of this area should be able to receive good 4G coverage by 2017. Although I am sceptical about whether that can be achieved I am determined to see at least significant improvement – the penny, if not the whole bun! The Thoughts of a Greengrocer Here we go again. We’ve wished everybody a Happy New Year, we’ve tidied Christmas out of the way, winter has arrived and all the bills have landed on the mat. Fortunately for those who look on February with such a gloomy outlook it is the shortest month of the year, and sometime in February it suddenly becomes noticeable that spring is not necessarily that far round the corner. Certainly the evenings are getting lighter by then.

The start of February is usually the end of the Seville orange season so the cooks and preservers amongst us can relax a little and enjoy all the lovely things in various pots and jars that were made last year. I have already mentioned the problems with cauliflowers and the price really is rising (also Romanescue, the Italian green cauliflower which is well worth trying even at today’s price). I had some spring greens the other day and was surprised at how rich in flavour they were, but if you are not that fond of cabbage use a Hispi which has a much softer and sweeter flavour. This last autumn has been difficult with the potatoes. The unusually warm, wet weather has had the potatoes spritting as early as November. They are still eating OK. For a change the Italian scraping new potatoes are in the shops and are very nice. I am delighted to see that we are gradually getting more customers for dirty carrots and parsnips – the taste is far superior to the washed and polished stuff. The problem some people find is lack of time to prepare them after a day at work. I suggest you do as I do and pop them in a sink or bowl of water as soon as you get in and leave them to soak whilst you change out of working clothes and do other little things around the house. Look out this year – Easter is very early and will be on us faster than you think. In the meantime, enjoy February and let’s hope the weather is not too bad.

The essence of life My Weight & See course (Nutritional/lifestyle and Health), started last night and we discussed what new habits they are going to form (baby steps as always). Week 1 is always tricky as there are so many principles they need to know – it’s tempting to tell them too much too soon! So I start with the ‘worst baddies’, and the ‘best goodies’, in other words, the food groups that will make the most impact on their health and fat loss. Because if we can get this right, they’ll get FAST results. And when you get results they’ll definitely be listening to the remaining 4 weeks and what I have to impart! So sugar comes in early, as dropping this or reducing it right down yields: improved energy levels, plumped skin tone, and a myriad of other improvements. (Google: 146 reasons to quit sugar). If you’re then convinced to give it a go (and that list might well do it!) – whatever you do, don’t go looking for products with aspartame, saccharin, or corn syrups to replace it! Your taste buds will adjust but you have to give them the chance to get used to less sweet tastes. Many of these substances have dubious reputations anyway (in terms of medical research). My ladies are also advised to wean off caffeine, (one lady started this early last

week, and all her daily headaches have disappeared!), and to start drinking lots of herbal tea, water with lemon or cucumber slices, or (best of all) WATER! Kayak champion in the making!

Non Dingle is a 16-year-old Canoe Slalom competitor. Peter Mayall from PSM Outdoors first met and coached Non and her family at the local canoe club on the River Wye at Glasbury. Non was a very enthusiastic youngster and soon became a skilled paddler on white water. With her family’s encouragement and support, her dad Rob ferried Non and her kayak to training sessions and competitions around the country. Peter has followed Non’s progress through the sport and has been excited to be able to assist her by providing some top quality gear from Palm Equipment to help her progress. Peter says: ‘I am so pleased to have introduced Non to Paddlesports and wish her well for the 2016 season – GO NON!’ The Paddler’s Perspective Last year I was selected for the junior Great Britain team. I was ecstatic after my hard winter training paid off and I was the 3rd C1 women’s boat selected to race at the Junior Europeans. In June I headed out to Europe with the Welsh team for an unforgettable road trip. I trained and raced at many different sites including Bratislava, coming 4th U16 in the Young Danubia Cup, and Ivrea in Italy; one of the most respected courses in the world, where I came 4th in my first senior world ranking. I travelled out to Kraków, Poland, with the GB team in August to race at the junior Europeans. I had some awesome days training followed up by my biggest race yet! I came 23rd in my singles category and with my two team mates from Scotland we placed 7th in the team race. Thanks to PSM Outdoors for some great new kit over the year which has seen me through freezing mornings and hot days and helped make 2015 the best year so far. The Big Clean-up Day: 13th March

This winter there has been a considerable amount of flooding on the Wye, which tends to bring a lot of rubbish and debris downstream, spoiling the natural beauty of the river.

What is usually your first thought when you wake up? Now, what day is it and what do I have to do? What do you usually think about right before falling asleep? I’m going to be really good on my diet tomorrow! Most exciting thing you’ve won? The Newmarket Town Plate, in 1987 – a flat race for amateur riders run over 3 miles, 6 furlongs on the Newmarket Round Course which is used only once a year for this particular race. Two lessons life has taught you? 1) Don’t leave till tomorrow what can be done today. 2) Burn the candles, use the nice sheets, wear the fancy lingerie. Kitchen tips that’ll save you a fortune: descale your kettle with a lemon... Banish cooking odours Is there a smell of fish, curry or something you’ve burnt? You can banish unwanted cooking smells from the kitchen by boiling a cup of distilled white vinegar and a couple of cloves in an uncovered saucepan for a few minutes. Get your saucepans sparkling Remove burnt-on stains from pans with cheap own-brand cola. Pour just enough into your pan to cover the burnt area. Boil, stir, then remove from the heat. Pour away the hot cola and the burnt residue should go with it. Finish off with a rinse and a quick wipe with a clean cloth. Descale a kettle Cut a lemon into large chunks and place in your kettle. Fill the kettle with water, allow to boil, and then leave the lemon and water mixture to stand overnight. Discard the fruit and water the next day and rinse thoroughly before using your limescale-free kettle to make a cup of tea. Clean a microwave Place a cup of boiling water mixed with half a cup of lemon juice in a bowl in your microwave and ‘cook’ on high for 30 seconds. Remove the bowl carefully and wipe the inside of the microwave with a clean, damp cloth. All food deposits should come away easily. Degrease a glass oven door To get rid of burned-on grime on a glass oven door, mix a thick paste of bicarbonate of soda with a tiny amount of water. Lay some old newspaper on the floor underneath the oven door and, wearing rubber gloves, use a cloth to rub the paste on the inside of the door. Leave it for about 15 minutes and then wash it off.This magic paste should also remove the remains of burnt food from a hob. Remove stains from china Wipe stains from china with a dab of bicarbonate of soda and a wet cloth. If the stains are really persistent, dissolve a denturecleaning tablet in a bowl of water and soak the china in it (avoid doing this with very expensive or highly decorated china – denture cleaner contains bleach which could

damage patterns). Once the stains have gone, rinse well with clean water. Create a surface cleaner Mix together one part distilled white vinegar with two parts water and a good squeeze of lemon juice. Applied with a cloth this fluid will cut through grime on most surfaces, from bath to floor and kitchen cupboards.Try adding a couple of tablespoons of distilled white vinegar to soapy washing-up water, too, if you have a stack of dirty, greasy dishes to wash – it will cut through the grease like magic. Boost your freezer Scrunch up pieces of newspaper and pop them into any gaps between the packets and bags of food in your freezer. This stops the freezer cooling empty spaces and makes it much more efficient. Freshen a smelly fridge Halve a lemon and scoop out the flesh. Fill your empty lemon shell with salt and pop it in a back corner of the fridge for a cheap but effective natural deodoriser. Save on scourers Keep two of the net bags that lemons and oranges come in. Put one inside the other and scrunch up to make a very efficient scouring pad. Polish your chrome A dab of baby oil buffed over a chrome surface with a soft cloth will give a mirror-like shine. Unblock a sink... Cut a tennis ball in half. Put one half over the plug hole, dome up, and give it a good pump. The ball will act like a plunger. ...and flush away odours Pour half a cup of bicarbonate of soda down the plughole, followed by one or two cups of white wine vinegar. Leave for ten minutes, then rinse through with a kettle full of boiling water. The foam and froth will work its way down the pipes and flush out any trapped gunk and bad smells. Talgarth School was built in 1870, the year legislation was passed to establish a national system of funded Elementary Boards or National Schools in England and Wales and Talgarth School was one of only ten such schools in Wales, being non-denominational and teaching a British/English curriculum in English. Many voluntary Church schools existed but they were not funded by the Elementary Boards. The Bethlehem, Bethania, andTabernacle Congregational and Methodist churches in Talgarth operated such a school, but this closed in 1875. Both before and during WW1 conditions in many C19th schools were poor, including fireplaces for heating (if there was coal available), gas or oil lighting, and outside toilets with no flushing system. In January 1910 the temperatures in the classrooms in Talgarth School were recorded as low as 27 degrees Fahrenheit (5 degrees below freezing), the lowest on record. Electricity was not installed at the school until 1921. Notwithstanding attendance at school being a legal requirement, the months of September and October were particularly challenging ones for the school.This is the season of harvests, from the obvious cereal crops through to acorns, potatoes and whimberries. Pupils were prone to take time off from school, either to be involved in harvesting on farms or in woods, earning money in the process. Alternatively, lack of attendance was sometimes ascribed to children ‘beating at local shoots’. Interestingly, during WW1, a number of these activities were seen as permissible. On a number of occasions during WW1 the headmaster wrote to the local District Committee to enquire as to whether a particular pupil’s absence due to working at harvest time, or beating at a shoot, was allowable.The responses of The District Committee were never recorded, but this committee appears to have been the arbiter of what was and what was not an allowable absence. News from... Erwood, Llyswen, Bronllys and the wider area Hello, I personally have missed the News from our area enjoyed in past years. So with residents’ and organisations’ support I would like to rekindle our Area News in Wye Local. As a starter, I have taken the liberty to share with you the recent good news from Erwood. Erwood Pit Stop Saves Closure of Public Conveniences Erwood is said by some to be the ‘Gateway to Mid Wales’, and has been for approximately a century a pit stop for travellers and locals. Not many realise but prior to the building of the Public Conveniences in the 1960s, there was a similar stone building and a wooden shed alongside on the same site.

Resident Tony Lloyd recalls when his grandmother owned the former Erwood Inn, which at that time had an open front garage where the lounge/bar was in later years. His grandfather, used to garage and run the Local Service Bus, on behalf of Sergeant Motors originally from Builth Wells. On the other side of the former Erwood Inn was another wooden shed with fresh produce being sold by local people. Thursday, in the earlier and mid last century, was Market Day in Erwood and all the farmers and other trades people used to come to Erwood to trade. In the Market Hall would be Harold Williams the Butcher, local farmers having brought in rabbits, poultry and farm produce including homemade butter, eggs, etc. In the then stone building and shed, on Thursdays Bradleys Hardware would trade, together with Jack Evans Shoe Repairs, and West Brecs & Co. Feed and Agriculture Merchants. Two Huxters, as they were called then, travelled to Erwood’s Thursday Market to take produce back to South Wales. A doctor even used to visit the village on a Thursday and hold a Surgery in the former Post Office.

When the Thursday Market discontinued, Erwood Inn bought the brick building and shed opposite the Inn from the former Bradleys Hardware, so that it could be used as a store. Later on the Council wanted to build a Public Convenience in Erwood and initially were going to build at the top of Duck Lane but Erwood Inn offered to sell the present site to the Council. The rest is history. Now with the Public Convenience under threat of closure, residents feared that to stay open meant that their Council Tax would have to be increased to benefit others. Local Talent: Fiona Reynolds

Fiona Reynolds is currently studying GCSEs at Fairfield High School. She is taking Fine Art as her option in Art. What is your favourite piece of artwork that you have created? My favourite piece I have painted was one of a scene in a jungle which was my final piece for a project on animals. I used vibrant acrylic colours and paid attention to detail as I like realistic paintings and I tried to bring it to life as much as possible.

What inspires you? Pictures and things around me inspire me to paint. I love to travel to places and discover things and I find art is a way of showing it, so my paintings often reflect the things I like. How would you describe your style/type of art? I would describe my style as quite realistic, as I like to paint things as they are or could be. I often focus on animals because there are so many different ideas that can come from them. Is there something you can’t live without in the art studio/classroom? Whenever I am working on a piece I like to have music to listen to so I don’t get distracted and can focus. Can you remember one of the first things you created? What makes it memorable? When I was younger my mum (who also enjoys art in her free time) drew me a scene from the Winnie the Witch

But an old Somerset name does reference the flowers – “Yellow Stars”. Other old names suggest smoking as in “Poor Man’s Baccy” and the plant was, indeed, once used as a source of herbal tobacco. It has also been used as a cough remedy and, in the days before matches, the down from the young leaves was treated with saltpetre, dried and transformed into easy-to-light tinder. Look out for the flowers near the river shores of the Usk and Wye and other damp stony places. Tussilago farfara “Coltsfoot” is one of those wild flowers with a wide variety of common names, many of which include “foot”, apparently from the leaves which will not be seen until later in the spring, whereas the flowers will be emerging now.
