News from Glasbury Ward

by County Councillor James Gibson-Watt By now we should be in the midst of a public consultation process on Powys County Council’s ruling Cabinet’s appalling proposal to close Gwernyfed and Brecon High Schools by September 2017, with the aim of creating a new-build 11-16 school in Brecon; and in the meantime to operate the new school as one on the two existing sites. What is shocking is that Cabinet members were not told of the extent of the Big Lottery Fund’s (BLF) investment in the Gwernyfed High School site in 2005, to help develop its wonderful sports facilities for use by the wider community as well as the school, a point I made forcefully to the Cabinet at its meeting.When I was elected again to the Council in August last year, I told officers about the lottery funding, as I was vice-Chair of Governors at the school during that period, and was heavily involved in the creation of the sports pitches and the refurbishment of the all-weather pitch and tennis courts. So I knew about the scheme. The grant was £371,000 from the New Opportunities Fund (now BLF) and, because of that, the BLF must be consulted and agree before any changes to or disposal of the facilities take place. The Council Cabinet’s business case includes sellingoff the Gwernyfed High School site, yet it did not even contact the BLF before making its decision! This all just makes it more important than ever that we stick together to fight this madness. The future of our children and this whole area depends on it.

News from Talgarth by William Powell AM, Powys County Councillor for Talgarth At the time of writing, we have had some sunny, early springtime days, but with frosted windscreens to remind us of the winter which might have been. At the same time, the imminent moving forward of our clocks to signal the advent of British Summer Time and with it longer hours of light is cer tainly set to gladden the hear ts of many in our community. Last month, I reflected on the inevitable impact of the Welsh Local Government Settlement on us here in Powys. As I said then, the welcome addition of £1, 933, 000 to Powys County Council funds, that we Welsh Liberal Democrats in the National Assembly secured, will prevent further reductions in the frequency of waste collections and provide an important cash injection for schools and social services. However, the wider climate of expenditure cuts, coming down from the Westminster Government, passported on by Cardiff Bay, still signal unpalatable proposals. These include the introduction of a car park charging regime in all Powys County Council owned car parks – and at the time of writing, a Powys County Council consultation on this is still ongoing until 25th March. These charges will clearly be detrimental to the prospects for our local shops – as well as putting householders in High Street and adjacent roads in a very difficult position indeed. I am urging as full a response as possible to the consultation, as a basis for seeking to resist this retrograde move. Wye Local readers may well already know that my Welsh Liberal Democrat Group on Powys County Council opposed the budget which contained these proposals, as indeed did Labour and the Conservatives. However, as people are gradually coming to appreciate, Powys County Council’s Cabinet is now firmly in the control of ‘’independent’’ Councillors - and so these

proposals do risk being implemented. The fact that the Powys Cabinet appears Hell bent on closing Gwernyfed High School is again testimony to just how out of touch its members are with the wishes of our community. I understand that a consultation on these proposals is due to open early in April and I urge everyone to make their views known. I am working with local residents, including current and future parents, to support the Gwernyfed High School campaign group. We have also taken fresh legal advice and this is one of several routes open to us. In addition, I used my final question of this Assembly to First Minister Carwyn Jones to emphasise the importance of openness and transparency in county council decision making, especially in such vital issues for our area. On a more positive note, the consultation around arrangements for our new Primary School, to serve Talgarth, Bronllys and adjacent communities is also underway and runs until 18th April. It is vital that everyone concerned takes the opportunity to have their say – the live link is on the Powys County Council home page. Kirsty Williams It is no coincidence that the Welsh word for school – ysgol - also means ladder, our schools are a way for our children to rise up to become whatever they want to. It is something I have said many times before, but it seems even more relevant given what is happening here in Brecon & Radnorshire at the moment. The short-sighted proposals for Powys County Council to close a large number of our schools would have a major impact on our children and the communities the schools are in. There is also now a threat to the 6th form at Brecon High. There is a danger that these proposals will set communities against each other. We must avoid that and we need to work together to fight them if we are to succeed.There is no doubt that Brecon needs a new high school building but it should not and does not need come at the expense of a great school and vital community resource like Gwernyfed. There is very little evidence that teaching in bigger schools gives children a better education. In Finland, a country frequently at or near the top of international education rankings, they have much smaller school and class sizes than we have here in Mid Wales. And by bussing children all over the county they will have less time to do important extra-curricular activities. So, what can be done to keep our rural schools open? It is clear to me that the Welsh Government need to step in. In Scotland, a law was passed in 2014 which created a presumption against the closure of a school. That law also contained a number of other proposals that have helped keep schools open, such as requiring local authorities to carry out more rigorous consultation on school closures and if a closure is rejected, that school will be protected from closure for another five years. This would avoid the issue of a local authority coming back again and again if they’ve decided that a school should be closed. We need a similar law here in Wales. Gardening Column

CEANOTHUS This bushy, compact shrub produces bright blue flowers in various shades from late summer to autumn. The plant is evergreen with attractive, usually dark green, fine toothed, oval leaves. Also known as Californian lilac, it is ideal for covering a low wall or fence, where it gets protection, and is also a good choice for a small sunny garden. Ceanothus will grow in almost any soil however if placed in a too windy or chilly spot the leaves with get wind burn, which will cause them to turn discoloured and the shrub will fail to thrive, however once established in a sheltered spot, Ceanothus are usually trouble free. Most Ceanothus do not need to be pruned but if you find the plant is outgrowing its allotted space they can be pruned after flowering. Some Ceanothus do grow very large, 3-4 metres high and wide which makes checking the plant label for the eventual size important. Good strong blue varieties with the RHS garden merit award are ‘Trewithen Blue’ and ‘Cascade.’ There is also the variegated, almost yellow leaved ‘Zanzibar’. News from Chris Davies -Your local MP

Hello from Westminster! We are still facing the spectre of school closures across Brecon and Radnorshire, and Powys are still not listening to the views of local people and education professionals. Having now met with all the Headteachers and many Governors of the schools under threat, I am hearing the same view time and time again – that Powys County Council are plowing on with their proposals no matter the consequences.We cannot let Powys County Council get away with ignoring the views of the professionals when it comes to our children’s education. Not only are they ignoring the professionals, but the are also disregarding the views of local people. I would like to thank everyone who has so far filled in Gary Price, our Prospective Assembly Member Candidate, and my survey to gather local people’s views on the proposed closures. We have had a large number of excellent responses, and I would like to encourage everyone to complete the survey on my website at www.chrisdavies.org.uk/campaigns to share your views with us. Together, we can speak with a united voice to oppose these irresponsible proposed closures. In more positive news, I was proud that astronaut Tim Peake touched base with our schools in Brecon and Radnorshire recently. Britain’s favourite spaceman phoned our local schools from nearly 250 miles above the Earth’s surface to inspire youngsters and get them interested in science. Tim was truly inspirational and I would like to thank all the staff and pupils for being so welcoming when I joined them for Tim’s phone call. It is vital that more young people get involved and interested in science as it plays such a huge role in modern life.That is why I was glad to hear, in response to a question I put on the subject in the House of Commons, that the Westminster Government will do all it can to help youngsters get involved. Local Talent – Eva Meredith Eva Meredith is in Year 9 at Gwernyfed High School. Is there a piece of artwork you have done which you are most proud of? Why? I don’t have a favourite piece of art in particular, I like every piece I do but I am at the moment probably most proud of my piece I drew on the theme of mini beasts for the Young Artist of the Year competition 2015 of a dragonfly. I’m proud of it because I got 1st place. What inspires you? I am mostly inspired by what other artists do, I’m always going on websites like Pinterest and looking at the incredible pieces that people have done. I look for tips on how to use certain techniques to develop my art further, when looking at paintings or drawings people have done, I see how I could eventually be able to get to their standard, which encourages me to push myself and keep trying. What is your most important artist tool? My most important artist tool anywhere will always be my pencils, you can always draw, wherever you are or whatever you’re doing, as long as you have some paper and a pencil. You don’t have to be an expert to use one, you just use your imagination. How did you start making art and do you do it in your spare time as well as for school? I have always done art, ever since I was in primary school, my Dad and my sister have always been good at it. I would always ask my sister for tips, and I got better and better with more practice. I had always been inspired by my family. My Dad says I’ve even taken over him now! I always do art in my spare time, I enjoy it so much. I just love that there are no restrictions and no one can tell you what to do.You can be as imaginative and creative as you like, there are no rules. What type/style of art do you concentrate on? I mostly concentrate on pencil drawing. However I would really like to try something new like paints, but at the moment

I’m trying to create a piece using coloured pencils, but I’ve got used to normal pencils so am finding it a little difficult, but I’m getting the hang of it. How would you describe your style of art? I would describe my style as detailed drawing. I find it hard to do a quick sketch, I have to put the detail into every piece otherwise it feels incomplete. I’m not a very sketchy drawer. Are you working on anything at the moment? I’m working on a few pieces: my coloured pencil piece of a bird called ‘A Blue Joy’ which I’m attempting to do as Blue Joys are one of my favourite birds, and also a normal pencil drawing of a wolf. Do you go to any art galleries? I have been to quite a lot of local art galleries around my area, such as Hay and Brecon, and I’ve also been to a few galleries in London and some in Oxford when I went with the school. I enjoy going to galleries and seeing all the different styles people do. I try to go to some as often as I can. What are your goals for the future? I would like to continue doing art and go to Hereford College of Arts after school. I went to a summer workshop there and I really enjoyed what they did. I even used some of the skills I learnt there in school lessons. Why did you choose to take art as a GCSE subject? Art is definitely my favourite subject, my sister took it and I sometimes look to see what she did, and it looks really fun and it could help me in the future. Do you have a favorite artist? My favourite artist is probably Chloe Brown who I met this year at the Royal Welsh Show. She was very nice and told me about her work and gave me tips. I really like her art, she draws a lot of animals, which I also like to draw too. Her style of art uses mixed medium a lot which looks incredible! What, in your opinion, is the hardest step in creating a final piece? In my opinion, when drawing things such as animals, which I do a lot, I find getting the proportions right hard, because if you don’t get it quite right the final picture might not look right. When you’re not in the art studio where do you do your work in your own time? When I’m not in school, I spend most of my time in the spare room of the house, which I was allowed to turn into my art room, and I have now filled it with drawers of tools and pencils and my drawings.

Memories of Dear Abi, who was beautiful inside and out Abi was very intelligent and articulate which made her all the more determined to succeed. She loved to watch football and boxing, she read the Guardian newspaper and her greatest love was music. Abi was passionate about many things and loved a good debate where she would more often than not be championing the underdog. She had to deal with many struggles in her life due to her having Aspergers Syndrome and also suffering with servere bouts of depression. Abi had to be very strong, brave and courageous to cope with the constant inner battles she had to face. She did not deserve all the pain and struggles she had to endure over the years. Aspergers can be a gift but sensitivity and depression can be a burden. We have all lost our beautiful and caring Abi. But heaven has gained a very special angel because she had such a pure and gentle soul.

The Thoughts of a Greengrocer

Here we are into April and spring well under way. It is a lovely time of year with all the new growth. For us it is just starting but go to southern Europe and a lot of their growing is over as it gets too hot and dry for the sort of tomatoes, peppers and so on that we like.These have now started coming from Holland along with many other salads. Local salad bags have started and are very nice - just watch out for the grower who half fills the bag with red mustard, the leaves of which grow very large. Having seen asparagus as early as January from Cobrey Farms just outside Ross-on-Wye can make us believe it is readily available but until the soil temperature has risen enough the outdoor plants will not grow.We have to wait with patience and indulge ourselves when those lovely tender spears arrive. New potatoes are coming from the Mediterranean area, the first tunnel grown Jersey Royals came in the second week of March but at an horrible price. The outdoor crop should arrive around the end of April. Other new crops are wet garlic from Egypt. Spanish artichokes, some lovely tomatoes from southern Italy and still some European citrus fruit.

Coming soon along with the asparagus we can look forward to outdoor rhubarb, fresh garden mint, British strawberries,and Spanish peaches and nectarines. The wet garlic mentioned will later in the year be coming first from Italy and then France.Wet (or green) garlic has a far better flavour that the dried stuff without the acidity that takes the throat that dreid bulbs have. Try roasting them as they will fill the kitchen with a glorious aroma and give a lovely sweet flavour when eaten. If you really like garlic roast it and then squeeze the pulp out and spread it on toast - a real treat! The stored apples are coming to an end but will last until the southern hemisphere fruit is in full flow. New Zealand apples can be delicious - it’s just the Coxes Orange Pippin that they struggle to get quite as good as ours. Bramleys have to last out until the autumn and can get very untidy for the last two or three months before the new crop. Next month is the Hay Festival - shop early that week as the festival goers don’t come out until mid to late morning by which time you can be back home again ready to come out and enjoy the festival yourselves. Calendula flower benefits I am really excited about the new Calendula flower soap which will be ready in April, containing the flower petals to infuse the soap with extra skin soothing goodness, making it even more nourishing and hydrating for the skin. Calendula officinalis is the sunnly little flower know as Marigold or Pot marigold. It is a hardy annual which flowers from spring to autumn – pick the flowers just as they begin to open up to use fresh in an infusion or to use later by drying them. There are so many uses for this pretty garden flower; the leaves and flowers are edible, so you can add to salads or use to colour your rice instead of the more expensive saffron, or to sprinkle on cakes or buns. You can infuse the petals and use as a skin lotion to nourish and clear the skin. The flowers contain antiseptic, anti-fungal and anti-bacterial properties that promote healing so you can use as a compress and apply to scalds or stings; or in teas, tinctures, or syrups. Real health! This month I’m writing about something I’m starting to feel more and more strongly about. Consider the following statement:‘Athletes train and eat.They don’t diet and exercise!’ It certainly got me thinking.You see I am SO into the concept of simply moving more and eating well (THEN the fat loss being incidental) – I’m starting to get frustrated with the ‘diet and exercise’ words! I do many inductions where it’s obvious the client’s come in to ‘lose weight’ first and foremost, andTHEN go through whatever motions it takes to do this! Once in the club, we can try to direct members to the best classes for them and show them some great methods to use in the gym for these results but if they’re there because they feel they ‘have to be’ it might not work for them. They only need to switch their mind set. Hey - at G&T’s we do some tough classes and there are some very FIT members, no doubt about it, but they’re often the ones who are there for years – they’ve already made it part of their lifestyles! What I’m REALLY coveting for my clients is GENUINE overall health, not (just) creating skinnies! I’d love everyone to get into fitness as a hobby again (like in the olden days), not do it because they’ve read in some glossy they need

to look ‘sleek’ and the only way to achieve this is to ‘diet’ and go through some motions on the treadmill. I also love to help them address their stress levels, level up their hydration and do classes across the board (cross training is the best!). Constant cardio is no better than only doing Yoga for example. Getting stronger for ‘toned’ arms (say) is one thing, but my favourite feedback is when a client tells me she or he is better able to carry heavier loads (be that shopping or bricks!). Getting breathless on the elliptical will also mean you can run about with your children or grandchildren without collapsing! So let’s see what we can do about your blood pressure, your diabetes, let’s gain the endurance to explore our mountains, and maintain our flexibility as we get older so you can do up your back zips! Let’s get you stronger to pick up your bags of grass cuttings … let’s give you simple advice on nutrition you can really follow! THIS is what real health is about, not constantly weighing yourselves, ‘checking your abs and improving your glutes’! It’s really important you find a class, activity, sport or gym that suits you and that you enjoy. Whatever you find, get fit because you want to enhance your lives, allow FUN to enter the equation, and the rest (the body you want) becomes a by-product! In front of a crowd Until retiring to Hay on Wye Phil Smith had a successful career as a performer in London having obtained a diploma in acting from E15 Acting School where he learned various skills including voice tuition and scriptwriting which he put to good use when ‘resting’. Since moving to this more civilised part of the country he has produced and directed various plays in the area as well as joining local singing group ‘The Village Quire’ as its narrator. He also ‘fronts’ the increasingly popular ‘storytelling evenings’ at Cusop Village Hall. Whilst doing this, he tells us, various individuals would express their amazement and even horror at the idea of standing up in front of a crowd of people and talking at them.Especially true of people who were due to make some sort of speech in public (a wedding or in church services etc). He went on to say that individuals were more than apprehensive when faced with the task which, they said, would spoil the day for them or, indeed, their audience. Attempts to introduce humour often failed miserably or the speaker would need to ingest a significant amount of alcohol before beginning and so could not be heard properly. This, combined with a general comment that most speeches go on for far too long, made Phil resolve to do something about it. The result of this was ‘SPEAK EASY’ where Phil provides a service for the mortally terrified by visiting them at home (where they will usually feel more comfortable) so as to ‘check’ and, if necessary, amend the speech to provide an easy to read and entertaining text. At the same time he will help with voice production, presentation and relaxation techniques such as establishing the nearest exit if needed. His objective here is to make the whole experience enjoyable for both the speaker and their audience.

Talgarth Walking Festival is on 29th April – 2nd May 2016. Hay History Group are in intensive discussion about plans to have Archaeology as its theme this year. The Group will be holding events throughout the year culminating in presenting a display of its results at Hay History Weekend which will be on 17 & 18 September 2016. They also hope to take part in the Archaeology Festival which is being run by the Council for British Archaeology between 16 & 31 July 2016. They are concentrating on four themes.

1. Practical Archaeology in Hay which will focus on test pits in up to 20 gardens of old buildings in Hay to try to date the different phases of Hay’s development. Please volunteer your garden as a candidate. The Group are already linking with Hay Castle to observe and help with their archaeological digs. 2. Architecture of Hay with a day-school and talk on dating houses in Hay, with practical sessions recording and mapping the architecture of Hay. 3.Archaeology of Hay looking at ancient monuments in the surrounding landscape. 4. An attempt at reconstructing Norman Hay. The quay, the ford, the motte & bailey, the church etc. This will also look at the possible restoration of the steps to the quay, the walk well and the eye well, in conjunction with the Brecon Beacons Trust - Keep Wales Tidy Well-being project. Fairtrade Hay Fairtrade Hay has been busy with Fairtrade Fortnight, which ran from the 29th February-13th March. The theme this year was Fairtrade breakfasts., “The focus on breakfast is to remind us what we eat and drink to start the day often comes from parts of the world where the farmers may not be able to afford breakfast. This is why Fairtrade is important, to ensure a fair price and fair conditions,” says Jo Eliot, from Fairtrade Hay. Big Breakfast Events happened all around the country to promote Fairtrade and in Hay-on-Wye there were Fairtrade breakfasts at The Old Electric Shop. Customers purchased Fairtrade banana pancakes and then received free cups of Fairtrade tea and coffee. Fairtrade Hay would like to thank everyone who joined in with this event and thanks to Hannah and Ananda at The Old Electric Shop for their support. Gwernyfed High School Gwernyfed High School held their Annual Eisteddfod on Friday 26th February 2016. The Eisteddfod is a Welsh Festival of Literature, Music and Performance. The pupils all belong to one of the School Houses, Mynydd and Dyffryn, and they competed against each other throughout the day. Additionally there were competitions in many other departments such as Art and Science. With a jam packed programme our judges, Mrs Val Meredith, Revd Ian Charlesworth and Ms Diane Hebb

were certainly not disappointed.The morning programme saw Years 7 – 9 compete with musicians, recitations in English and Welsh; dances and plenty of singing. In the afternoon there was a ‘Sospan Fach’ sing off before the much anticipated Chairing Ceremony took place. Our congratulations go to Abi Rafferty, Year 7 who won the Junior Chair, and to Eirwen Abberley-Watton, Year 10 who won the Senior Chair.The Best Contribution Shield was won by Phoebe Jones.The overall winning house was Mynydd. This was a splendid way to start the new term with the school altogether cheering, laughing and celebrating success. Hay Town Council Work is nearing completion on the Hay Town Plan. In late November 2015 the Town Council held a second meeting of stakeholders in the primary school. The Town Plan Steering Group has virtually finished the document which will be signed-off at a meeting of the group in April. At that stage Hay Town Council will discuss how and when they will consult with residents on the content of the plan. Please look out for consultation events (probably at the primary school) which we will publicise in Wye Local and other media. Please do get involved by letting us have your views. This is an excellent opportunity for you (the residents) to get involved and influence the projects and activities that are included in the Town Plan. Some already exist but need changing/updating; others, sadly, are absent but need establishing. Finally, something completely different. The annual precept for the town for the 2016/17 financial year (i.e.that part of your annual council tax bill that is allocated to Hay) is unchanged. That’s good news. These days we seem to pay more for less, but in the case of your precept we hope to reverse that trend. Cllr David Gittins

Hay Castle Trust Bats at Hay Castle - Lesser horseshoe bats are very small, with soft and fluffy bodies.They emerge about half hour after sunset and stay active all night.They like caves and underused stone buildings (hint). Lesser horseshoes are a strictly protected and endangered species – they’re rare and particularly sensitive – and guess what? We have one in the wine cellar at Hay Castle. To make sure we treat this little fellow with the utmost care, Brecon Beacons National Park has required us to undertake more bat surveys this summer, and pending the results, we’ll respond with mitigation plans, including creation of a place for the bats to hibernate. As a result, our planning application to BBNP has been postponed. This will put our project back a few months – instead of starting works by the end of 2016, we’re aiming for an early 2017 start. Meanwhile, the pressure is on to complete the fundraising necessary to give Hay Castle a vibrant future. In February, we secured another £80,000 toward our goal of £1.5 million in match funding. This summer we will launch Keepers of the Castle, a key aspect of our campaign for individual and local organisations who
