Hello Welcome to our October issue of the Wye Local. Did you know that this time 10 years ago we launched our first ever issue? Holy smoke! Today’s magazine is hugely different and it’s because of you the readers, the contributors, the team – telling me what you want of your community magazine. There’s always room for improvements so please do ping me an email with ideas, suggestions, anything! It also seems fitting that this month we say goodbye to Stuart Pritchard, who writes the very popular ‘Thoughts of a Greengrocer’. Powys County Council cave in over Gwernyfed High School After 18 months (7 years if you throw in the 2009 and 2011 attempts to close the school) of fighting the local authority, on 1 September it finally gave up on implementing the plan to close our local secondary school when Arwel Jones, Education Portfolio holder in the cabinet, issued the following statement: “The communities have spoken and we have listened and are abandoning our plans for a single school on one site”. The community did speak and overwhelmingly with one voice. Over 1000 attended the public meeting in April, nearly 800 submitted written responses to the Powys consultation document, the 10 Community Councils and 2 town councils all submitted responses setting out their opposition to the local authority’s closure plans.The keys to the change of decision were evidenced in the Judicial Review in June 2015, so Powys decided not to fight it but start again to review its options. Of course it then tried to implement the plan again only to run into fired up communities. If the evidence was overwhelming in 2015 then this summer it was more so, as detailed forensic analysis of the LA plans tore them apart and still the county council ploughed on. They hung on to a hope that the regulator (Estyn) would support them and that the stress the school was under would see a drop in educational standards when the exam results came out.

For many people there was little in the way of a feeling of triumph, more relief. Is it all over? Not quite. Powys are saying they will be bringing forward new plans, which they think will be rushed through by February next year: that’s what they think. If they bring forward more political nonsense, we will see them off. Thank you to the hundreds of people who supported the school over the last 18 months and congratulations to the school, parents, pupils, staff, governors and our communities for seeing off this threat to our school. Estyn normally sit on the fence in these situations, not wanting to get mixed up in local politics, but had given an indication in March when they revised the Gwernyfed Status Ranking which moved it to the same as Crickhowell HS, the best school in Powys. When the analysis of the consultation process came, Estyn unequivocally condemned the Powys plans which was a devastating blow to the LA, but worse was to come. The A-Level/GCSE results were the best the school had ever had and the best in Powys. The school staff and pupils have to be congratulated

News from Talgarth by William Powell, Powys County Councillor for Talgarth As September gives way to October and a long and eventful summer draws to a close, it is pleasing to report on a few positive stories relating to individuals and to our local community as a whole. Last month, I referred to my own personal highlights of the Rio Olympics and looked forward to the Paralympics, especially to seeing our local hero, Rob Davies, represent his country at the highest level. Earlier this week, everyone in Talgarth was rooting for Rob in his table tennis final – and now the whole of Wales is celebrating his immense achievement in winning his gold medal. I join Talgarth Town Council and everyone in our area in saluting Rob for his sheer determination and skill. Only weeks ago, Westfields residents were pleased to see their brand new post box restored. Now I am in correspondence with Royal Mail once again, this time trying to persuade them to consider a golden makeover for the post box in the estate where Rob grew up. Staying with the theme of perseverance, this time not in the field of sport, but in campaigning and civic activism, our community has received wonderful news. After 18 months of debilitating uncertainty and rumour, the Cabinet of Powys County Council has binned its plans to close Gwernyfed High School and to merge it with Brecon High School. All too often these days, consultations conducted by public authorities are seen as a cynical ritual, leading to a rubber stamping of the original proposals. However, in this case, the communities have spoken and the County Council has listened. It is a huge tribute to our communities and the pupils, parents and staff of Gwernyfed that they conducted such a compelling campaign, leading to this outcome. I am proud to have played my part in the campaign. A fresh application for the much needed new high school in Brecon, together with significant investment into the historic fabric of Gwernyfed High School, is already lodged with Welsh Government. I am confident that
First Minister the Rt Hon Carwyn Jones AM will see the merit in these proposals. Closer to home, local residents may know that the planning application for the new school to serve Talgarth, Bronllys and Glasbury is currently being considered by the Brecon Beacons National Park Authority, as well as the schemes submitted for Hay on Wye and Llangorse. They were originally scheduled for determination at the Planning, Access and Rights of Way (PAROW) Committee meeting on Tuesday 4th October. However, as an archeological survey of the site at Hay Road, Talgarth and the other sites is required, it will take a little longer. Given the strategic importance of these applications, I am calling for a dedicated meeting of PAROW, ahead of the next scheduled committee in November, to avoid unnecessary delay in delivering the new schools for our catchment area. I look forward to seeing many of you at local community events this autumn, including St Gwendolines’ Harvest Thanksgiving Service on Sunday 2nd October at 11am and Talgarth Community Choir’s production of South Pacific in the Town Hall on Saturday 8th October. Already, members of the Talgarth Lights Group are getting on with the painstaking preparations for this year’s Christmas Lights – and I understand they have invited a very special local celebrity to do the honours at the switch on ceremony. The main reason I took the role of Cabinet Secretary for Education in the Welsh Government is because I know just how important the education of our children is and I wanted to do all I could to improve it. The role does throw up some challenges for me: for example, as the Education Secretary I am constrained from taking a public position on matters where I have a personal and constituency interest. As your Assembly Member, I can however reflect the views of my constituents. This is something I have done throughout my time in office. There can be little doubt of the strength of public feeling around Powys County Council’s plans to close Gwernyfed High School. The response from the community and surrounding communities was absolutely superb and appears to be a strong reason for the council’s recent decision to retain both Gwernyfed and Brecon High Schools.

My Liberal Democrat colleague, James GibsonWatt, who is the Councillor for Glasbury said of the announcement: “the complete change of direction on the future of Gwernyfed High School by Powys County Council is a victory for common-sense and just reward for the incredible efforts of the local campaigners who have argued so passionately and sensibly in support of the school and its community facilities.” Whilst the decision on Gwernyfed High School has been welcomed by many, there are still constituents with concerns about the other education proposals coming out of Powys County Council. Schools. The word on everyone’s lips in our area is Schools – and rightfully so. Powys’ decision to consult on these closures seemed to me to be the wrong way of looking at service provision in our area. Rather than looking at how to save money, the Council should have been looking more at how to ensure that we, the people of Brecon and Radnorshire, get the best quality of services for the best value for money. It was clear to me and many others that closing our superb local schools was not the best value for money for education services in our area. With such talented teachers and fantastic facilities, closing the schools completely would have been a great loss to our local area. Not just socially, but economically too.

That is why I am pleased that the Council has heeded the call to keep Gwernyfed and Brecon High Schools open and not to go ahead with their proposed merger. I firmly believe that it was the local community, coming together and speaking with one voice against these proposals that did it and so a massive well done to everyone involved. However, it is time to continue the fight. We must ensure that it is not just the campus that is saved but the wider school as well. The Council are still going to consult on further proposals in the coming years and I will be doing everything I can to help save our schools. In other news, this month I was pleased to back British farming in Westminster to show my support for our fantastic farmers. That is why I was pleased that the Westminster Government has pledged to continue CAP payments until at least 2020 post-Brexit. Finally, I was also pleased to welcome the excellent new unemployment figures for our area. We have the lowest unemployment figures in Wales once again. This is further evidence of the benefits of having a majority Conservative Government in Westminster and I urge the Welsh Assembly to follow their lead. That’s it for this month. The Final Thoughts of a Greengrocer My thoughts this month are more of myself than the business of greengrocery. Some of you will already be aware that I have decided to retire from the shop and it is now under new management – you will all know the “new boy” as it is Kieran who has been with me for many years. Greengrocery is a lovely trade in so many ways – even the early mornings off to market, nicer in the summer with the sun already on the horizon than in winter with snow lurking around each corner. In the few years that I have been going to the wholesale markets things have changed. Just as on the high street there are supermarkets trying to mop up all the smaller businesses so there are larger wholesalers trying to take over the whole of the market and in some cases use their strength to get the markets closed down. One of the best aspects of the job has been, on fine days, being down on the street and seeing and chatting with everybody.This is a part of life that one can enjoy in a small town like Hay – I’ve noticed that even the less jolly amongst us are actually quite nice people underneath if you stop and listen to them. When I first took over the shop I could buy new products from the wholesale market and do good trade with them for a couple of years. However, more recently it has become obvious that the supermarkets are much sharper and we are lucky to get six months sales of new varieties before we are being informed that they are available in all the places I don’t want to mention. Going through the seasons with variations caused by our weather has always been interesting and I hope that some of my articles have helped you. although one winter no amount of writing or advice was able to help the complete shortage of sprouts for Christmas – I clearly remember the porters in Cardiff market scrambling around the bottom of enormous boxes desperate to get a handful before they went home – obviously under strict orders! Over the years there have been a couple of occasions when overnight snow has blocked the road and left everyone on the road stuck until the
council started work. This always meant a lost day as by then the market was closing. Driving through the early hours has given me the opportunity to listen to the BBC World Service which can be quite fascinating. It gives a very different insight into world affairs and sometimes even helped me by reporting on crop failures or successes half way across the world and so I have had early knowledge. Couldn’t save us this year from the ridiculous price of lemons which are now creeping down but won’t really drop until the Turkish ones are ready at the end of September or possibly well into October. One of the joys of writing this article each month has been the feedback; it is most pleasing to be stopped and asked about a particular article. Writing for people one knows is so much more satisfying than just churning stuff out for strangers. Of course, there have been occasions when I have inadvertently written something easy to misunderstand or worse, and sometimes a perfectly innocent comment can be misunderstood or taken the wrong way. There are still people to whom I wouldn’t dare mention figs – which, incidentally, have been excellent this autumn. Although I have given up the shop I will still be around Hay and look forward to seeing you all when I might have a little more time to stop and chat. Don’t train...coach! Further to my article last month – where we looked at WHY you might approach us to join the Club (and how – if you’d like to succeed, we give you deeper incentives). As coaches – we have to look way beyond ‘standing over you with a stick’ and dig deeper to help clients make their association with us more meaningful. I’ve found clients need LISTENING to.This can uncover so much.The formal ‘contraindications’ we ask about in the initial questionnaire sometimes offers the chance to discuss real trauma that you might rarely have had the chance to off-load before. There’s so much more to it than simply what might ‘hinder them’ or be unsafe in the gym or classes. Cancer, struggles with the menopause, previous operations, and frustrating sports injuries can all add to our potential members internal pain. If this is causing angst – even with historical issues – stress prevails and as I said before; to work a client who is stressed is counterproductive. There’s NO HURRY to get ‘superfit’. To give that member a ‘Beasting’ (a hard cardio or weights session)’ is often the last thing they need. First we need to address cortisol levels (cortisol affects tummy fat so if
we can get this down it’s all to the good ANYWAY). Lack of sleep and hydration is similarly important. If either of these are compromised you’ll find it hard to get the results you seek with exercise alone. Good nutrition (and you’d be surprised what constitutes good nutrition nowadays – emphatically NOT calorie counting or lo-fat foods) is paramount. Exercise is for fitness – important, yes, but not as essential as what you eat. Above all – most of us need to feel HAPPY, and acknowledged. Knowing someone is rooting for you has to be good. No one can give you all the answers (not even your best friends) – but exercises (mental exercises now!) – that can help to form ideas about what is important to you will really help. Long term, great health is simply a series of good decisions made across the board over your life.We ALL ‘let loose’ from time to time (and that’s not a bad thing either). Lots of people love the excitement of Bonfire Night, enjoying the bangs and whooshes that go along with the fireworks. Sadly though, many dogs are terrified by the celebrations. One way to help your pet is to use ‘desensitisation’. This is a process by which you familiarise your dog (or cat) with the noise of fireworks. The Dogs’ Trust have made a desensitisation programme available on their website and the soundtracks can be downloaded freely for use at home.This has been developed by vets with specialist knowledge of pet behaviour, and has helped thousands of dogs since it was first created. Desensitisation is best used for young puppies during their early socialisation (between 3 and 16 weeks), but can be used to help dogs of any age. How long have you been an artist? I have always taken photos and been passionate about photography, and took it up professionally two years ago. Where did you train or gain experience? I am self-taught, but there are lots of accomplished photographers in my family, and so taking photos has always been a big part of my life. There are also many renowned photographers in the local area who give me valuable guidance when needed.

Artist’s Statement: My photos combine observed reality with the intrinsic quirkiness of landscape, situation, and portraiture; they reflect my attitude to life and art. When driving around, I’m always looking for landscape shots, and I know instinctively when I see something that will make a good photo. I like taking little sections of the landscape to highlight colour, patterns and symmetry. With reportage photos, I wander round city streets and take discreet photos of people in real situations, capturing them interacting with one another and with their environment in ways that they may not be aware of. I also take classic portrait style photographs. I put people at their ease and disarm them, then capture their response. I like that people are often flattered to be asked to feature in an impromptu photoshoot. I feel fearless and excited when I have my camera and am interpreting the world through my lens, and I like that many of my photos make people smile.
What is your proudest moment? I am proud of having travelled to the refugee camp in Dunkirk, where I handed out aid, spent time getting to know the incredibly brave and resilient people there, and then used my photography to raise awareness of their horrendous situation. What would you class as your masterpiece? One of my favourite photos is the reflection of my daughter

Carve out a pumpkin and line the inside with aluminum foil. Make the top opening big. Place the pumpkin a few feet away and mark out a standing line. Give each player ten to twenty pennies, which they can take it turns to throw into the pumpkin from behind the standing line. Every time a penny goes into the pumpkin, the thrower gets a sweet, and the pumpkin gets moved one pace further away.
Apple Bobbing Fill a large tub or basin with water and pour in a whole bottle of red food colouring until it looks like blood. Tear up an old sheet or towels and give a couple of the pieces to each player. Fill the basin with apples. As you take it in turns to try and fish out an apple using mouths only, you can mop your chins with the pieces of old sheet, so that everyone ends up with zombie rags!

St Gwendoline’s Church, Talgarth The longevity of many places of worship, particularly churches, makes them rich sources of historical record. St Gwendoline’s Church in Talgarth is no exception. Located at the top of ‘High Town’ the present stone building, although heavily restored, particularly during Victorian times, dates from around the turn of the 13th and 14th centuries and the water stoup in the entrance porch is reckoned to be the original of that time. The tower was added some 100 years later. However, the present church stands on what were undoubtedly earlier places of worship. The church is dedicated to the daughter (possibly a granddaughter) of Brychan, a former King/Chief of Brycheiniog. Gwendoline was believed to have been killed by Saxons at Talgarth in the 8th century. From a famous daughter to a famous son, and Talgarth’s most renowned ‘religious son’ is Howel Harris, arguably the founder of Methodism in Wales. It is reputed that some 20,000 people attended Howell Harris’ funeral and Harris is buried within the church, not the churchyard. However, there is a certain irony with respect to his memorial which includes the words ‘A faithful member of the Church of England’. This is despite the fact that Harris, being a member of the Methodist Church, was never allowed to preach within St. Gwendoline’s as he was never ordained within the Church of England. Instead, on Sunday mornings, he would stand on his parents’ tomb, which is located in the St Gwendoline’s churchyard and preach his sermons to the gathered throng. Letter Dear Lisa Marie, Ref your article “New Beginning at Old Cinema”, I feel I should point out my policy for Hay was totally different from that of the late L. K. Morelli. In simple terms, he believed prosperity lay in the National World; I believed it lay in the International World and thus in the mantra “The New Book promoted by its Author is a National Economy, the secondhand book promoted by its subject is an International Economy.” With therefore over a hundred book towns now in existence, all are looking to Hay to justify the statement as the perfect symbol of a Nation’s Culture. The book is the perfect partner of the tourist industry. This new role for the book can, in my opinion, only be justified by the intellectual values of the secondhand book as opposed to the commercial values of the new book. A South Korean city has just flown me and an assistant out first class for a three day book festival, so the “International Reputation” of Hay Cinema Bookshop in its advertisement may need to be defended. Bronllys Hospital League of Friends The League of Friends thanks everyone who has given us donations. The ward is planning to develop the Palliative Care and make the rooms more cheerful and relative-friendly. The hospital Well Being projects are going well and members of the public can attend the events. As many will know our Canine Member won the Powys LHB Volunteers Excellence Award. Jack is well loved on the ward and Mental Health. Congratulations to Jack and his owner, Peta Brabner. Having passed his exams Jack is registered by Pets as Therapy. We are a little overawed at the moment.We have heard that we will be one of the Co-operative charities for next year. This will enable more rooms to be palliative orientated. After our Book Launch, Dame Shân LeggeBourke kindly agreed to be our Honorary President. Her family have long connections with the hospital. Nearly all our 500 books have been sold so we will have to do a reprint. The Talgarth TIC still has some copies.
Fairtrade Hay We’re delighted to welcome a new member to our group, Angela Grunsell. Angela sells the wonderful Zaytoun Palestinian fair trade olive oil, so is a good person to know! We were pleased that Hay Deli have been promoting these products with a fantastic window display and tasting event. As autumn arrives it’s time to get a date in your diaries: the Fair Trade Christmas Fair! This will take place on Saturday 10th December in the Buttermarket. As always there will be an excellent selection of fairly traded crafts and gifts from around the world, along with some festive entertainment and a warm fair trade welcome. Our group has been busy surveying B&Bs and cafés in Hay, and encouraging them to increase the amount of fair trade products that they stock. As always, if further information is required please call us – Gloria on 01497 847 726 or Judith on 01497 847 274, Glasbury Playground The Fun Day at Glasbury Play Area on 16 August proved to be a hit, with over 70 people joining in the fun.Those present seemed to have a great time playing on the Play Area equipment, making badges, learning Circus Skills, den-making, creating giant bubbles, dressing up and/or just sitting in the sunshine having a ball. Voting (not quite Brexit!) took place to inform the Play Area Committee what was wanted. The results were: A new piece of equipment for 4–11s, a new piece of equipment for older children/adults and a shelter for inclement weather. So, all told, a fruitful and enjoyable day. Gwernyfed High School A-Level Results August 2016 There were many delighted Gwernyfed students as they celebrated their A-Level and GCSE successes at school this summer. Top performers gaining their A-Levels included Scott Dunster (going to Bristol University to read Mechanical Engineering), Eli Scruby (Natural Sciences at Bath),
Roxie Horsley (English at Cardiff) Lucy Williams (Business Management at Gloucester), Sophie Bull (Digital Photography and Management at Chester), Joe Bovington-Wood (Architecture at Liverpool), Rhian Ball (Geography at Exeter) and Tom Lewis (Geography at Manchester). Bronnie Walkden will study Nursing at Kings College London, Jack Tully Aerospace Engineering at Liverpool and Caitlin Pugh Journalism at Cardiff. Over a third of the grades achieved were A/A* and over three quarters of the year group achieved at least 3 A*–C grades. The school is pleased at the range of courses students will study, including Dance College to Teaching, Social Work to Sport, Psychology to Computer Science. Headteacher John Williams commented that the whole school was delighted to see these students reach their potential. ‘These results were achieved through hard work and commitment.They have been ably supported by their families, school staff and the community. English and Maths, eclipsing the previous 2014 best of 70.3%. 100% achieved the Level 1 threshold, every pupil achieved at least 6 GCSEs. Top performers included Isabelle Goodridge (14 A*s), Ieuan Phillips (11A*s/2As), Emily Guinane (10A*/1A) and Amy Sinclair (7A*/4As). A very proud Headteacher John Williams said ‘Every student should be delighted with their results.The hard work put in has paid off. The year group have been consistent performers for 5 years. All staff expected them to succeed and they have responded. They also found time to win sports tournaments, take part in concerts, give strong opinions as part of the student council and get involved in community clubs and activities. These fantastic young people deserve their success and should celebrate with their families.’
Hywel Jones will lead the team from Cardiff-based Mott MacDonald and work with Rick Mather Architects and the team of creative professionals to take the project forward. The technical design will start in October and take about three months. We will go out to tender for the main contractor around the end of February 2017. budget (no pressure!). The Hay Castle project will provide an exciting, multifunctional space to engage and inspire through arts, culture, history, and training in the areas of traditional building skills and culinary skills. The permanent preservation of the site will help to attract more visitors to Hay and reconnect the town to the Castle while retaining the history within. The Castle will open to the public in 2019. Meanwhile, fundraising efforts are ongoing through grant applications, special events, and individual giving. A big thank you to our volunteers who raised £2,087 from the recent raffle and concert. Hay Chamber of Commerce Help Light Up Hay This Christmas! Hay Chamber of Commerce has always had very generous support in our fundraising for the Christmas lights, and this year we need your help more than ever. We have set ourselves the ambitious target of raising £6,000 towards the cost of the lights. This covers the purchase of new lights, installation and maintenance, taking them down again in January, and the costs of the “Switching On” event at the end of November.
We hope businesses and residents will want to contribute towards the lights, which really add a touch of magic to Christmas in Hay. Come along to U3A Hay on Tuesday 18th October at 10.30am to hear author and journalist Emma Scattergood talk about “From Idea to Publication: How Writers Can Find a Market for their Work”. In the afternoon, under Emma’s guidance we will have the chance to practise our own use of words and she will address any unanswered questions of how to have our own words published, either in print or digitally. Royston Hall Bronllys There is great excitement in Bronllys, as at last the work to complete the refurbishment of the Kitchen and ante room in the village hall is close to being completed. It is expected that by the end of September the Hall will have a fully equipped, state of the art kitchen ready to use again for parties, weddings, etc. The first event to be held will be the St Mary’s Church Harvest Supper on Tuesday 4th October at 7pm.
