On the 4th of May you will have an opportunity to shape the future of Powys County Council. When I speak to local people, the message is clear, the council being led by Independent councillors is not working. The controlling group have no vision for the county, cannot agree among themselves and cannot control the budget to protect front line services. A recent example of this was the decision to change the recycling centre opening hours across Powys.The decision is already proving to be extremely harmful, with people being turned away from the centres and concerns it will cause an increase in fly-tipping. A Liberal Democrat Council will be a strong voice for Powys, providing the leadership the Council needs, putting power in hands of local communities and ensuring the Council works better for Powys people. Having a group of experienced, determined Liberal Democrat Councillors representing areas from all over the County will mean that policies are coordinated, thoughtful and consistent. Our team of candidates have a plan to boost the prosperity of our towns, including free parking for short stays. They will make a stronger road safety partnership to cut deaths and serious injuries on Powys roads, and make the council more accountable by reducing the number of councillors and allowing the public to speak at council meetings. Our candidates are committed to providing best local service to their ward and area – but also commit to work together as a group for whole of the County. News from Talgarth by William Powell, Powys County Councillor for Talgarth As I sign off my column for May, we’ve had a bright but chilly Easter weekend, which has been quite positive for those still busy lambing as well as for the many visitors from far and wide who have come to explore the splendour of our Black Mountains. It was a pleasure to help steward the Easter Saturday Duck Race on the Enig, organised by the volunteers of Talgarth Festival Committee. The event was well supported, as was the Easter Egg Hunt that followed at Talgarth Livestock Market, by kind permission of Sunderlands and Thompsons Auctioneers. With the current term of Powys County Council coming to an end on Thursday 4th May, it is perhaps a natural time to reflect on what recent years have brought. It has been an immense privilege to represent you on Powys County Council over these last 12 years. As your County Councillor, and previously as a member of the Brecon Beacons National Park Authority too, I have consistently argued that both authorities should demonstrate greater accountability and transparency to communities such as our own, which they exist to serve. As a member of the National Assembly for Wales, I also campaigned hard on this issue – and am pleased that both PCC and BBNPA now regularly webcast their meetings. Since my election as your County Councillor in 2004, I have seen confidence building and bringing people together as my most important tasks. From leading the campaign to save Talgarth Library to fighting car parking charges; from supporting local business start-ups to making the case to save Gwernyfed High School and establish our new build area primary school in Talgarth, Ysgol y Mynydd Du, a strong, collective effort has helped us to succeed. Despite the many issues that remain to be tackled, there is a growing sense of optimism about the town. In recent weeks, in addition to the re-opening of the refurbished Co-op and Post Office, we have also witnessed new businesses launched on The Square and High Street. In early May, we also look forward to the official opening of the former Nat

West Bank as the new home of the Wye and Usk Foundation. This, as well as another new business due to open in the heart of Bell Street in early summer, is ample evidence of a town ‘on the up.’ I have done my best to help foster this, in partnership with our hardworking Town Council, the Talgarth and District Regeneration Group, Talgarth Tourist Information and Resource Centre and the many voluntary organisations that make up the fabric of our community. In the challenges that lie ahead, and the campaigns that await, we are stronger when we work together, and although we cannot always succeed, it will not be for the want of trying. During my many conversations on the doorstep and at the farm gate, it has become clear that the current malaise in Powys County Council over recycling and environmental services has caused genuine anger, both for domestic and commercial service users. I am determined that there should be renewed consultation on the future of these critical local authority functions. Introducing radical changes against the grain of local opinion threatens to trigger fly tipping on an unprecedented scale, with unacceptable consequences both for our environment and for public health. I look forward to seeing many of you out and about in the coming weeks and at the forthcoming Talgarth Walking Festival. Commission Charge on Park Homes: In recent months I’ve met with various park home owners across Radnorshire and they are running a fantastic campaign to pressure the Welsh Government into scrapping the 10% commission charge on the sale of park homes. Two weeks ago local councillor for Disserth and Trecoed – Gwilym Price took a coach load of campaigners to campaign outside the Assembly. Whilst at the same time I spoke at a rally of over 250 people in Portcullis House to discuss how this campaign can be won if they apply the right amount of pressure on those in Westminster and the devolved Assemblies. The Welsh Assembly Government has now been pressured into holding a consultation on the issue. So our pressure is paying off! Brecon Barracks update: In March I hosted the Secretary of State for Defence, Michael Fallon MP to Brecon Barracks and Sennybridge Army Camp. Mr Fallon was on a visit as part of his role in Her Majesty’s Government and I wanted to use his visit as a chance to discuss the proposed closure of Brecon Barracks. I used the occasion to discuss the proposed closure with Mr Fallon and used my knowledge of the area to convince him of the Barracks importance within the local community. I have met various people both in Brecon and Radnorshire and at Westminster to lobby for the Barracks to remain open, as well as running a petition which currently has over 1000 signatures.This petition can be found on my website. Bringing Brecon and Radnorshire to Westminster: When elected my aim as your MP was to bring Brecon and Radnorshire to Westminster, not to bring Westminster to Brecon and Radnorshire. I have used my time in parliament to champion our local community by pushing our agenda on issues such as improving rural broadband, fighting for affordable housing and promoting our rural way of life. I am extremely proud to represent the people of Brecon and Radnorshire and meet with constituents on a regular basis. We discuss both national and local issues and I endeavour to help all those who visit me to the best of my ability. Urdd Eisteddfod 2018 Fundraising In May 2018, Breconshire and Radnorshire have the honour of hosting the Urdd’s annual Eisteddfod at the Royal Welsh Showground in Builth Wells. The Urdd is Europe’s largest youth organisation with over 15,000 young people aged between 8 and 25 competing, and about 90,000 people visiting! As well as providing a wealth of competitions, from singing to technology, the Eisteddfod offers activities for all the family, including sports, circus skills and a science exhibition. This year’s festival takes place between 29th May and 3rd June in Bridgend. Tickets are already on sale from the Urdd (www.urdd.cymru/en – English site), and there will be excellent coverage on S4C (with subtitles). Staging the Eisteddfod is complex and requires the engagement of the whole host community – a target of £200,000 has been set for Breconshire and Radnorshire. Do you believe in the afterlife? Sort of, jury out on that one for me. I did recently have a spiritual moment on the summit of Mauna Kea, the tallest mountain in Hawaii. What book would you recommend to others? River Wye by Mark Rainsley. Best present ever received? A glider flight over the Black Mountains. List one thing you wish you could change about yourself: Try to be a bit more understanding. If you could visit anywhere in the world, where would you go? Just got back from my son’s wedding in Hawaii; that will be hard to top but New Zealand and Canada are on the list. List five goals on your life’s to-do list: Work less, travel more, stay fit and healthy. Name one regret you have: Not spending as much time with my family when they were growing up, as I was always working. Name one thing you miss about being a kid: Stressfree days by the seaside. Name one thing you love about being an adult: Being able to pass on my kayaking skills and enthusiasm for paddle sports plus the environment we live in, to young people. Delicious Sunday Lunch at The Three Horseshoes, Felindre

Ellie and I visited this attractive, centuries old inn for lunch on Easter Sunday. What used to be a farriery and row of cottages, nestling in the lee of the Black Mountains, was converted to a public house in the 19th century and is a lovely old Welsh stone building with an interior of exposed stone-work and old beams. Genial and attentive host Richard gave us a warm welcome and we were invited to sit in the very comfortable chairs at the bar whilst we decided what to eat and drink. Richard and his wife, the ‘masterchef ’ Diane, took over The Three Horseshoes on 9th March this year and are settling in well, this being their fourth Sunday, serving good home-cooked food, beers and wines to locals and visitors alike. A nice buzzy atmosphere filled the bar and restaurant with locals catching up with each other and chatting to some of the visitors. As the food arrived we moved to the table near the wood-burning stove. Ellie’s shoulder of spring lamb was succulent, tender and extremely tasty. My slices of boned and rolled pork, with good crisp crackling, were absolutely delicious. Topside of beef is also available. All the meat comes from the highly acclaimed WJ George Butchers in Talgarth. Ella our friendly waitress brought some apple sauce for me and some mint sauce for Ellie. Both dishes were accompanied by a good selection of locally

sourced, perfectly cooked vegetables. These were served separately and consisted of carrots, swede, broccoli, new potatoes and scrumptious leeks in a cheese sauce. The meat arrived hot on hot plates with roast potatoes, roast parsnips and a Yorkshire pudding each. We were both given our own jug of good gravy. Ella asked us if everything was ok and if there was anything else we needed. It was one of the best roast lunches I have ever had in a pub, I can tell you, and reminded me rather of my mother’s (a farmer’s wife) lunches of my youth. Just perfect, and clean mangers all round! All three roast lunches are £9.95 each. A bottle of very nice Rioja at £14.95 went down well. We were rather full afterwards but when Richard told us what puddings Diane had created we knew that there was just that little bit of stomach-room to fill! We were given the choice of crumbles, sticky toffee pudding, bakewell tart, etc., all at £5.15 each, but both Ellie and I plumped for the last one on the list, the white chocolate and toffee cheesecake. Ella brought us a wonderfully large slice each with a jug of cream on the side. “We’ll never manage all that,” we said to each other. Again, clean mangers! Replete is the word which comes to mind. All we needed now was to be ‘beamed up Scotty’ to home for the recliner and the roaring log fire to blow up some zeds... Richard and Diane deserve to do really well here. Fabulous home cooked food, great service and attention to detail. I shouldn’t be telling you all how good it is here really, as I want to be able to get a table next time we book! Midlife malnourishment So many of the adverts on our television screens are what I call the ‘sticking plasters of life’. In other words, so-called ‘cures’ for everything: ‘dual relief ’ from heart burn, 100% flake free dandruff, ‘made for you’ headache pills and ‘giving you back your bounce’ multi vitamins to pep you up. Beauty-wise, on the menu we have: dry cracked lips, dry skin, and eye whiteners! In the pharma and beauty industries, it is obviously not in their interest to ask the consumer (us) to ‘work backwards’ to cure these problems ourselves. In fact these kind of complaints are often the manifestation of underlying malnutrition and/or dehydration.You’d also just as commonly be suffering other ‘stuff ’ but not necessarily ‘joining the dots’. As we get older in particular, some of these may also ring bells: brain fog, mood swings, joint pain, swollen joints, hot flushes, dry skin, breaking nails, and lacklustre hair and much more (or lots together!). The casual reader might simply assume it is her ‘time of life’ but even if this is true – it can STILL be helped massively by tip top nutrition and drinking enough.

In fact on the courses I’ve done on helping my clients through the menopause, the advice is almost identical to treating Adrenal Fatigue (the natural way). I was only listening to a podcast this morning with a chap who specialises in blood analysis. In his experience practically NO woman reaches her 40’s without some serious deficiencies. Up to 80% of women are short in magnesium for example, with many more lacking zinc, vit D, calcium, iron and EFA’s (essential fatty Acids), all at a time when when we need all these fortifications the most! If you hit the menopause already deficient and worn out, you can imagine the impact this will have. Keep going on Sugar and Caffeine? These will rob you of vitamins (and make it really hard to lose body fat). Women are often the lynchpin, but when we start to suffer, literally, from malnutrition it really is time to take stock. Name? Crafty Ladies – we meet at Llyswen & Boughrood Community Hall, on the third Monday of every month, from 7.30pm till around 9pm. Our ladies range from juniors to seniors and it is all about having a go. Type of art? We run a different class every month using many different craft materials. Everyone gets to have a go at making something (with assistance if needed) and takes it home at the end of the evening. Range of products? A wide and diverse variety of sessions are run, including Bunting Making, Flower Decorations, Card Making, Willow, Cup Cakes, Corn Dollies, Sugar Craft, Bath Bombs, Felting, Découpage and Xmas Crackers. We have also made 100m of bunting for a village event and decorated the window for the Opticians in Hay. How much does it cost? This varies according to the materials being used (charged at cost) plus a contribution to the hire of the hall/electricity which is usually around £1.50 per session. How long have you been going? The group was started back in 2012 with initial funding from Llyswen & Boughrood Show to provide five craft classes without the burden of meetings, affiliations, etc, and it has continued from there. The group has around 15 active members but there is always room for more. Where did you train or gain experience? Members share a skill they have acquired either by attending a formal course or something they have taught themselves, from books or the internet. New Quiz at The Bridge Inn, Michaelchurch Years ago, when my son Laurie was about six and kept contradicting me, I finally exploded and told him I knew more than he did. I took him in to the Temple Bar in Ewyas Harold, pointed to the Wye Valley Brewery Quiz League trophy on the shelf and explained that I had helped to win it. Next day he was heard wandering round the school playground announcing: “My dad’s the cleverest man in Herefordshire.” Actually, there’s a difference between cleverness and being able to remember long-forgotten prime ministers and FA Cup winners. But I like to think I know a bit about quizzes. I’ve taken part in some bad ones, and some brilliant ones. And I wanted to run one that would be satisfying and enjoyable for pub quiz specialists – and everyone else as well. Hence the inaugural quiz night at The Bridge Inn, Michaelchurch Escley. The aim is to make sure teams have to work out questions together, and nobody just stares into space. That means ensuring the questions are stimulating, unusual, sometimes humorous and maybe a bit annoying. I hope the fun will far exceed the annoyance. But The Bridge’s grub (included) and booze will ease the pain anyway.

News from... News from Bryngwyn RDA We are in full swing here at Bryngwyn RDA and enjoying spring in all its glory. It’s great to see both riders and ponies enjoying the better weather together. One of our Thursday riders, Joe, recently celebrated his 18th birthday and threw a party to mark the occasion. During the party Joe and his parents collected for Bryngwyn RDA, and their very generous guests raised £900 for the group. A huge Thank You to Joe and his parents for supporting us in this way. On the 4th May there will be a quiz night at the Baskerville Arms in Clyro, starting at 7pm. The cost is £10 per team of 6 with proceeds being split between Bryngwyn RDA and injured veterans. Erwood Market Hall, Llyswen & Boughrood Show and Friends of Bronllys School all worked hard. All events were successful in boosting their own particular funds. With running costs rising and cutbacks in grants, these organisations will be holding further fundraising events, but everyone coming together is an added boost – having fun together. Erwood Young Farmers Club have plenty to celebrate, with Meg Powell and Kaitlyn Hughes winning their respective age categories in the Brecknockshire YFC Stock Judging Competition.

The Eisteddfod is a Welsh Festival of Literature, Music and Performance.The pupils all belong to one of the School Houses, Mynydd and Dyffryn, and they competed against each other throughout the day. Additionally there were competitions in many other departments such as Art, Science and Technology. With a jam-packed programme our judges were certainly not disappointed.The morning programme saw Years 7–9 compete with musicians, recitations in English and Welsh; dances and plenty of singing. Our congratulations go to Amelie Williams, Year 9, who won the Junior Chair, and to Georga Allen,Year 10, who won the Senior Chair. The overall winning house was Dyffryn. This was a splendid way to start the new term

with the school all together, cheering, laughing and celebrating success. Hay Chamber of Commerce The town has burst out of hibernation since our last column! The new school is being built, we’ve celebrated our 40th year of Independence and the rule of King Richard, plus the leaves are sprouting on the trees in abundance while visitors and holidaymakers flood to visit us once again, spring has most definitely sprung and summer is well on its way! This week at the Chamber we are celebrating another success, this time in our recent campaign to return Cusop B&Bs to the Hay listings on the mega-giant Trip Advisor – they finally (after nearly a year of campaigning and negotiating) responded positively to our demands and the B&Bs have been reinstated. The accommodation available within walking distance of Hay is now fully represented on Trip Advisor thanks to a fantastic community effort. Haygarth Medical Centre Update on the recent changes to GP access/ appointments in Hay and Talgarth Surgeries. At the time of writing this, Haygarth Doctors is halfway through the second month of the nurse telephone triage system introduced at the beginning of March to reduce the wait for a routine appointment for patients who need to see a doctor. Many patients were able to see a nurse, pharmacist or have bloods arranged without needing a GP at all. The wait for a routine appointment with a GP has now fallen from 2–3 weeks to 1–2 days. After reviewing the activity for the month of March we have found that 25% of the patients requesting a routine GP appointment could be dealt with by telephone thus saving them an unnecessary journey to the surgery. In the ‘emergency sit and wait’ clinic patients are often now waiting a lot less time to see the doctor on the day. A further finding after the first month’s activity is that we have had a 2.4% reduction in missed routine GP appointments. There are teething troubles in any new system and

we are grateful for all the positive feedback we have had from many patients and also the constructive criticism. The practice will be carrying out a patient survey on the nurse triage system to get more feedback on this system and our continuing commitment to improve patient care. Hay Town Council We do like to keep our articles positive but on this occasion we are finding it difficult to do so. We are still seeing evidence of fly tipping behind some of the properties backing onto the Old Railway Line footpath. Also, a quantity of building debris including sharp pieces of slate, and timber with exposed nails, was recently dumped in Warren Lane. The council is now working with Powys County Council Officers who deal with these issues, so the persons responsible can expect to be contacted and, possibly, prosecuted. Hay Community Woodland Group, who maintain the footpath, are all volunteers who work hard to make our environment a better and safer place for everyone to enjoy. However, they have notified us that there is evidence of other people felling trees on the footpath. Recently, a wild life habitat

Hay2Timbuktu 2017 is a year of anniversaries in Hay with the 40th anniversary of Independence celebrated recently, the 30th anniversary of the Literary Festival next month and this year is also the 10th anniversary of the twinning of Hay with Timbuktu. Over the past ten years we have celebrated the similarities between Hay and Timbuktu, the importance of books being intrinsic to our towns, the vital rivers, the Wye and the Niger that run near to each of us. However for over half of the time of our twinning Timbuktu has been struggling with attacks from jihadi insurgents from the north of Mali, briefly invading Timbuktu in 2012 which was particularly difficult for the women. The insurgents also tried to destroy the manuscripts although most were saved by either being buried in the desert or taken to the south. Today Timbuktu has a population of 32,000 people, with little to sustain them. There are no flights into Timbuktu, so it’s a dangerous twenty hour road trip from the capital, full of pot holes and ambushes. There are no tourists and the economy is very poor. Some of the fields near Offa’s Dyke path around Hay have great displays of this Buttercup at this time. The name ‘Buttercup’ seems to have come late as a name with ‘Crowfoot’ being the name used by early herbalists and botanists. ‘Butter-flower’ was also used as were ‘Kingkob’, ‘Gold cups’ and ‘Gilcup’. There are Botany Group Meetings near Bwlch on the 4th; at Cwm Oergwm on the 11th; near Hay on the 18th; at Pont ar Wysg on Saturday 20th and at Carno Wood on the 25th of the month.
