We have been organising the local car boot sales for some years now. First at Hay Primary School and later moving to Gwernyfed High School for the indoor option due to our delightful, unpredictable British weather. In July it was intended that a local chap would take over the running of these sales, but due to a change in his circumstances, he had to pull out. This leaves the local community without the fortnightly car boot sales. Are you, or perhaps someone you know in a position to take over the organising and build this up to a bustling business? If interested please do give me a call to go through any queries. It’s a profit making venture but due to our publications expanding, we just don’t have the time or staff any longer. This month Roy James stars in our ‘Get to really know’ feature. Just a couple of months ago I was stopped in the street by a local chap, asking if we could focus on more born and bred locals. Well Roy certainly fits the bill! Turn to page 25. On page 26 you will see that Clare and Robert have been out sampling local food. One of the (many) perks of working for Cariads Local Ltd! No wonder we’re such a happy team. Soon the children will be breaking up for the Summer holidays. Don’t forget to keep your eye out for the Cariads Family Magazine coming home from school/nursery early this month. They will also be available in pick up points around the area as well as an online pdf version. News from Glasbury Ward

by County Councillor James Gibson-Watt By the time you read this the UK will either still be a member of the European Union or will be on the way out. What we will not yet know, if the vote is to leave, is what ‘out’ will look like. Nor I suspect will the political fall-out from a vote either way have run its course. Momentous events like the EU Referendum make and break reputations and political careers; and leave ripples of consequences for years to come. My concern, as a local politician, is that, although whether we are ‘in’ or ‘out’ might not seem to affect our everyday lives all that much, this decision certainly will. Rural Wales is highly dependent on the benefits of being part of the EU and the Single Market. Whether ‘In’ or ‘Out’, retaining open access for Wales’s exports to that market of 500 million people will be crucial for our economy. Any restrictions will make an already difficult economic situation in areas like Powys that much worse. But I voted ‘Remain’ mainly because I believe that Wales and the UK should play a full part in a union of nations that has entrenched democracy, the rule of law, freedom and peace across a whole continent, which for centuries previously had been riven by conflicts. With that peace has come unparalleled economic, social and political progress here and across the continent. For me, that alone is justification for the UK staying ‘In’. Political instability that will result, here and in continental Europe, if we are ‘out’ may well come back to bite us. News from Talgarth by William Powell, Powys County Councillor for Talgarth Over recent weeks we have enjoyed some bright, sunny early summer weather, but the political climate has been positively tempestuous. By the time that this edition of Wye Local is published, the In/Out EU Referendum result will be known and its momentous consequences better understood. I sincerely hope that the divisions exposed on this issue, amongst families, between neighbours and in the work place will have started to heal. Whatever the outcome, the challenges we face as a community and as a country in the time to come will be better faced together. One of those challenging areas will be the delivery of education, and in this context, Kirsty Williams AM’s appointment as Cabinet Secretary for Education in the new Welsh Government has been warmly welcomed, both locally and across Wales. She has signalled that an early priority will be the development of a specifically rural education policy in Wales, which already exists both in England and Scotland. I am heartened by this, because it is vital that our communities are no longer subjected to urban centric policies, devised in Cardiff Bay for the cities and densely populated valley communities of South Wales. We all need to achieve higher educational standards, both academic and vocational, but the way we organise our schools and colleges needs to reflect the communities that they serve. On Thursday 16th June county councillors secured a special Full Council meeting, seeking to win the ultimate say on school closures for individual councillors, rather than the Cabinet. My colleagues Cllr James Gibson Watt, Cllr Gareth Ratcliffe and I all argued against the status quo and urged the Council to take account of any new overarching rural education policy in its emerging plans. Our amendment was not successful, as the Independent councillors failed to support us but we have at least

secured a greater level of input from Full Council, although the final vote will still be at Cabinet. On a more positive note for our area, governors and staff of Talgarth and Bronllys schools have had an opportunity to meet the design/build contractors for the new school to view initial desktop plans. Last month, I reported on the enthusiasm of the Talgarth – Pizzoferrato Youth Group who organized an excellent launch event on Sunday, 12th June at Talgarth Town Hall. It included pizza, pasta and ice cream, Italian themed games and a quiz – and was enjoyed by the youngsters who attended, as well as the ‘young at heart.’ I am pleased that the Twinning Partnership has succeeded in securing some 14,500 euros in European funding to support the development of a range of twinning projects in the coming years. In the same week, I was delighted to attend the launch event of Bronllys Well Being Park Community Land Trust. Some 10 years after I first became a campaigner for Bronllys Hospital, and in the face of multiple closure threats over the years, I am proud to express my support by joining the Community Land Trust – and am determined to play my full part in the months ahead. Kirsty Williams We are very lucky to live in one of the most beautiful areas of the UK. Our countryside, history and culture must be protected for future generations but we should also make the most of these assets to increase jobs and prosperity in the area. We have seen a major boost in recent weeks for two major projects in this part of the world.The Heritage Lottery Fund recently announced that it has awarded a £4.46 million grant towards the renovation of Hay Castle; and we also heard that the Brecon Cultural Hub, which again is being largely funded with lottery money, will be going on to the next stage. Tourism is a huge driver for the economy here in Mid Wales and the governments in Westminster and Cardiff should do all they can to support the industry. My party is campaigning for a reduction in VAT for the tourism sector here in Brecon & Radnorshire and right across the UK. Reducing the rate of VAT for tourism services is proven to work. Evidence from across Europe shows that such a reduction stimulates investment, creates employment and boosts growth. Countries that have reduced VAT on their tourism sector in recent years include Germany, France, Belgium, Finland and Ireland. It is not right that our hotels, holiday lets and attractions have to face an unfair financial playing field against similar destinations who have implemented a VAT cut. The time has come for the UK Government to really get behind the tourist industry and I believe this policy is the best way to do that. News from Chris Davies -Your local MP

At last, summer has rolled around and show season has arrived! I am enjoying it greatly already, having attended a large number of shows and festivals, including the Hay Festival and Llanbadern Fynydd show, and look forward to many more throughout the summer. This month, we are still facing the spectre of school closures.These proposals have been going on for too long and Powys County Council’s plans are ploughing forward in many areas, defying the outcry from local people. I have been continuing to fight to save our schools and have met with the leader of the Council, Barry Thomas, to discuss my own (as both an MP and Governor of Gwernyfed High Schools) and many of your concerns around the proposals. I believe that Powys are beginning to see the light and may be looking to change tack, allowing full council to vote on some possible closures rather than keeping the decision closeted with just the cabinet. While many politicians may like to take credit for changes such as these, I truly believe that it was the people of our area, coming together and showing support that has influenced Powys’ decision most. So a huge ‘congratulations’ and ‘keep up the good work’! In other news, this month I have also been calling on the banks to ensure we have adequate provision for services across our area. As you will no doubt be aware, we are facing bank closures and opening time changes across our area. That is why I have called on the banks to provide mobile banking services across Brecon and Radnorshire. I have written to many of our local banks to lobby them to provide these services and I will keep you all up to date with the outcome.

The Thoughts of a Greengrocer Well! Weren’t we lucky with the weather over the festival? Having nine dry days in a run was hitherto almost unheard of, and with the two festival organisers having made better than usual parking arrangements the middle of the town was remarkably clear. We certainly had no problems getting round making our deliveries which was a great help. I am aware that some of the charity car parks missed out and took less money than previous years. By the time this is published the asparagus season will be over. After a hesitant start our supplies settled down and I would say that it was a good crop at sensible prices. Strawberries are now doing very well as are raspberries although I am very sorry that my former raspberry man from Blakemere is not picking this year. The English peas that started in mid month are so very much better than the imported ones and broad beans are also good. The imported fruit, as usual, started too soon and was thus under-ripe with little flavour. Come the middle of the month and the extra couple of weeks on the tree had made all the difference. The same can be said for cherries – picked small and underripe they are a disappointment. We are all as bad as each other at this but why do we insist on having our fruit and vegetables before they are ready? I think it’s a product of our modern lifestyle that we want everything at once, we cannot wait and be content with what we have at the time. July has most of the British vegetables ready and hopefully some good new crop chipping potatoes. There is always a gap between the old potatoes finishing and the new ones being ready. This causes some very extreme price changes which we try to level out but we have to pass most of it on. It happens every year but is always a problem. Coming into July it is holiday time and I hope that everybody has a bit of a rest ready for the second half of the year. Article supplied by Stuart Pritchard

Barty Brotherton-Ratcliffe Obituary Barty Brotherton-Ratcliffe, the proprietor of the fine pens and stationery shop, Bartrums of Hay, died suddenly on Wednesday 8th June. He was a widelyloved figure in Hay, treasured for his generosity and easy, gentle charm, and for his unique contribution to the making of the town. Over the last 25 years he designed and built the interiors of many of Hay’s most beautiful establishments, including Shepherds ice-cream parlour, Number Two, Hay Deli, and the Blue Boar. Barty married Kate in 1994 and they built their life in Hay. He was a loving husband and father, fiercely proud of his four children – Wilf, who is studying at Cardiff Metropolitan University; Theo, studying at Hereford Sixth Form College; and Ned and Dorothy, who are at Gwernyfed High School.

the county. He trained and nurtured a generation of artisan builders and craftsmen, working on hundreds of houses here and across Britain. Barty was an accomplished DJ, and a lover of motorbikes and boats – especially when lobstercatching in Cornwall. He took delight in fixing things that were broken. He was an endlessly kind man who encouraged friends and welcomed strangers. He brightened the lives of everyone who knew him. He enriched the spirit of the town that he loved and helped to build. Barty was born in Abbey Road, London on 10th November 1963, to Edward and Victoria Brotherton-Ratcliffe. He and his sisters, Sophie and Gemma, grew up in Essex and Dorset. In 1976 Victoria married Nicholas Keeble. The family moved to the Brecon Beacons and then to Hereford. Whilst a design student at Birmingham Polytechnic, Barty was selected as a UK Young Designer of the Year. Barty moved to Hay in 1990 and set up Zebra Design, crafting bespoke kitchens, book-cases and shop fittings. A combination of exquisite taste and a fascination with practical engineering made him one of the most sought-after designers of interiors in

Women. Menopause laws... Last month we looked at how to accommodate your fitness around your cycle; maximising cardio mid-month, and using weights during the Pre-M stage, and how even the mind is more receptive to challenging choreography, say, on certain days of our month. What about when we get older and these days are passing or gone? Hormones can enter a chaotic phase and what scares many women I’ve talked to is the unpredictability of how long this will last, and how severe they might find the whole experience (whereas in fact, many sail through it). Perimenopause can last up to 10 years and the menopause up to 4, starting generally from the mid 40’s. I did a fantastic course on the menopause and the biggest take home messages were: No woman is the same. Even if you find the perfect supplement, HRT, or Bio-idenetical hormones, keep an open mind to the fact the benefits might not last, and you might need to switch. Eat well, (to make the hormones that keep you young), sleep well, get to bed by 10.30, at least 5 times a week – your cortisol levels will come right down, and your body can repair and rest. Avoid stress, (incredibly ageing), hydrate well, and avoid toxins. Also try to keep your life fresh – embrace new experiences; a boring life

can be really draining. See any emotional turbulence as a message to assess what is helping or hindering your personal happiness. Exercise is great at this stage of your life too, as it will help to keep you buoyant. Endorphine (the ‘feel good’ hormone released with exercise), can really help any mood swings or feeling blue. Weight lifting will help to keep bones dense (we’re more prone to osteoporosis now). If you feel you need to lose body fat/ weight do it whilst you’re in the peri-menopause phase if you can. It’s much harder when you’re in the menopausal stage, as the body is using Estone to produce Oestrogen and this is produced in the Adrenals and in fat cells. (Your body will now protect these fat cells, so you’re now fighting your own physiology!). Some women may grieve the loss of their youth and their reproductive years, or feel they have lost their way, but if you are able to switch your mind set, you might also see it as the most liberating phase of your life: Children have flown the nest, you’re older but wiser and more self-confident, with more free time and freedom to do as you please, pursuing your own desires instead of being tied to those of the family. It is a frequent sight on our lanes and roadsides without being very common. Probably most of Brecknock is a little too acid for it and, although not a strong calcium-lover, it prefers areas with a little neutralising limestone influence as we get in bands around the hillsides. Grigson in “The Englishman’s Flora” states that it is in fact “a fraud, with no outstanding virtues of any kind. But it does make a good imitation of Chinese Green tea”. Betonica officinalis Betony has a rich history in folklore and several alternative names to go with that. The Welsh name for it is Cribau San Ffraid, St Bridget’s Comb and a common variant around the UK is Bishop’s Wort. Betony is an old name of uncertain derivation. It might be Celtic referring to curative powers or perhaps refers to the Vettones, a pre-Roman tribe in Spain.

Local Talent: Tom Goddard

Tom Goddard retired in 2001 after careers in engineering, child care and booksearching. How would you describe your art? It’s a simple pen and watercolour domestic art form that came about with the Penny Post in 1840. Envelopes were new at the time and Victorian letter-writers would decorate them for added effect. I’ve just carried on that idea and updated it.

It’s a long time since I’ve sent a plain envelope. Since I’ve retired, however, I’ve been displaying some of my better ones by the Cheesemarket in Hay on most Summer Sundays, providing it’s not wet or windy. I must admit that the visitors who are attracted by the colour and variety of my shows seldom mention my artwork because it’s invariably trumped by the subject matter.

How did you start? In the early 1960s, Tony Benn changed Britain’s stamp policy: we were going to issue more stamp designs as a way of promoting the country. A friend of mine wanted to start his own collection of pictorial envelopes using these exciting new stamps, but he couldn’t draw. So he got me to do some for him instead. And you’re still doing them? Yes: 2015 was my 50th year and I’ve done over 3,000. What is it that keeps you doing them? The sense of continuity is key, but there are all sorts of challenges that appeal to me. The main idea behind a pictorial envelope is to make the stamp an integral part of the picture that I’m about to draw. My pictures tend to reflect topical subjects, political or environmental, with odd silly ones too. Often the subject I want to cover bears no relation to the theme of the stamp, and resolving that is where the inspiration comes in. All art is a game of ideas in the end. Would it be true to say your art has a very limited audience? Yes – it’s anyone I write a letter to, really.

Bruce loses 4 stone to become ‘Man of the Year’ New research by Slimming World suggests that many men don’t like to ask for help to manage their weight as they worry it looks weak – yet a Hay-on-Wye man who had the strength to look past that has lost a brilliant 4 stone since joining on 8th December 2015 and has been named Hay’s Slimming World Man of the Year 2016 too. Like many men, Bruce thought that slimming clubs were aimed at women and assumed the focus would be on ‘diet’ food and talking about people’s emotions. However, he decided to give it a try after his doctor told him he was suffering with diabetes. Bruce was pleasantly surprised to find that the support provided by the group was practical and the camaraderie and sense of competition appealed to him. He also enjoyed following Slimming World’s eating plan, which is based on the science of satiety and energy density, enabling him to enjoy generous portions of healthy food to satisfy his appetite.

Roy James Roy moved from his birth place in the Black Mountains to Ffynon Gynydd in 1963 and lived with his parents and brothers on the farm until 1980, when he married his wife Judith. They lived in Maes-y-Ronnen Cottage until 1987, when they then moved to their current house in Clyro.

Robert and I were lucky enough to be invited by The Globe at Hay’s new manager Bernadette Dalingwater to come and sample some of their delicious food, and delicious it certainly was. The Globe, in Newport Street, is not only one of the finest arts venues in the county, it’s also the perfect place to visit for delicious food and drink. The Globe has a well stocked bar of local ales and ciders along with some of the heartiest meals to be found in Hay. If you’re looking for a quick bite for lunch or want to curl up with a good book over some coffee and cake then you’re in the right place. We popped in for brunch on the middle day of Royal Ascot in the middle of June and were given a warm friendly welcome by Bernadette. Josie and the rest of the staff at The Globe looked after us very well. To start things off we chose our coffees and food from the menu. Robert chose a Latte and I had an Americano which were brought to the table in nice large stylish mugs. A jug of hot, frothy milk was served on the side. The good, strong coffee, nice and hot, is supplied by The Clifton Coffee Company.

From the music system came the melodic sounds of Martin Harley (I thought he was a flat racing jockey!) who performed at The Globe during the recent How The Light Gets In festival. Nice music - and not too loud. At present The Globe is closed on Mondays but throughout the summer they are pleased to announce that they will be open every day of the week. Great! All the food is fresh, cooked to order and sourced locally where possible. Other dishes on the menu consist of burgers, full English or vegetarian breakfast, pizza and pasta dishes, and a children’s menu. My Eggs Florentine @ £5.00 was delicious. The description is muffin, spinach, poached egg and hollandaise sauce. There are two of everything. So tasty. Robert’s Eggs Benedict, also @ £5.00, was equally delicious, and he said it actually rivalled the best Eggs Benedict he had ever had, at Picnic Cafe at Antipata in Kefalonia. I’ve had that dish there too, and it is really very good. Again, two of everything but substituting bacon for the spinach. The eggs, with very yellow yolks, are fresh, local and free range, and the food

Planting Dahlias in July will bring instant impact and warm, vibrant colour to your garden. Easy to grow and tolerant of a wide range of soil types, you don’t need to be a gardening expert to plant, grow and enjoy these plants in your garden year after year. Dahlias can become very tall, so be prepared to support them as they emerge and grow. Always make sure that the Dahlias are kept well fed and watered, dosing with a high potash plant feed as soon as the flower heads appear. To keep them flowering for as long as possible dead head as the flower petals fall and expose a pointed bud. Don’t confuse these with the rounded buds which are the new flowers! Dahlia tubers can be left to over-winter in well drained soils but to be certain of having them again for the following year tubers should be lifted after the first frost have blackened the top growth. Dry them off in a frost proof shed or greenhouse and then store them in dry compost until Spring. Somme and the Battle of Jutland 100 – a Commemoration On Sunday 7th August from 12 noon a commemoration will take place in the Memorial (market) Square. Following on from the success of last year’s event to mark the deployment of the Hay Territorials to Aden, the occasion and parade will include representatives from various re-enactment groups, the Military Vehicles Trust, Hay History Group and the Royal British Legion Riders. The RBL Merchandise stall will also be there to raise funds for the Poppy Appeal. As last year, leading the parade will be the Swansea City Pipe Band, followed by the Standards of RBL branches from across Wales and the Midlands, as well as naval, regimental and RAF association standards and veterans. Entertainment will be provided from 1pm by the Voices in Unity choir from Rhayader and a brass band from Brecon under

the direction of Mr Hugh Williams. And this is where we need your help; the ceremony at the Memorial will include the laying of 12 red roses for each of the local Hay and Cusop men who lost their lives at the Somme and for the midshipman who was lost at the Battle of Jutland. Are you or do you know anyone who is descended from these men? If so, we’d love to hear from you so that we can invite you to lay a rose in remembrance of your brave ancestor. The Radnor Arms – Talgarth Talgarth has a long history and some of that history is reflected in its buildings, many of which have interesting stories to reveal. One of these is the house known as The Radnor Arms, which, as the name suggests, was once a public house. When the railway was a feature of the town in the 19th and 20th centuries, with its marshaling yards and nearby brew house, the Radnor Arms was a favourite haunt for many. However, studies of archive material at Aberystwyth show that a ‘Hall House’ once stood on the site in the early 14th century. As a ‘Hall House’ the property would have belonged to a local squire or dignitary. It is believed that the door which is now at the rear of the property is the original front door of the Hall House. Indeed, what is now the rear of the house was in fact the front of the Hall House. The fireplace in the main room of the house is also thought to be original. In what is now the rear garden, there is a ‘mounting stone’, a large stone which was used to assist people mounting and dismounting their horses as they arrived or departed the Hall House. Some of the original cobbled yard is also clearly visible in the garden. The internal wall dividing the main room from an adjoining living room is wooden and believed to have been taken from timbers of a galleon of the sixteenth or seventeenth centuries. The Old Radnor Barn, a private residence offering high quality B&B, which stands to the rear of The Radnor Arms, would once have been the main barn to the Hall House.

The Country Life by Ruby F. Rippy I’m so glad I was reared in the country, And I thank the dear Lord each day, For the knowledge I learned in plowing a field, And helping to pitch the hay. I also worked along with Dad, And learned to shuck the wheat, I gathered corn in the wintertime, To help buy shoes for my feet. I helped to strip the cane in the field, And hauled it to the mill, To make it into sorghum, And I can taste it still. What fun I had with the one old mule, Going around, and around, and around, For there was a purpose in this you see, For the cane stalks had to be ground. Then we took the juice and boiled it down And skimmed and boiled again Then it began to turn to sorghum And was no longer cane. Now all these things I’m happy for And would like to live them once more, But of course, we had little of this world’s goods, But we wasn’t exactly poor. For we had a world of happiness, And love for one another, For Mother and Daddy raised five girls, But we never had a brother. And it seemed I had to fill the place, For the boy Dad never had, But as I look back, I have no regrets, And for it all I am glad. I’m sorry for most of the young folks today, Who can’t even milk a cow, Or gather eggs from the old barn loft, Or walk behind a plow. Happy days! We all stayed dry this year while parking cars during the Festival. A big thank you to PCI Pharmaceutical Services for allowing us, once again, to use their car park at the Festival weekends. Our regular visitors return to us year after year and love it as it’s just a quick crossing of the road & they are there! Most of the funds the Black Mountains Lions raise go to help our own community.

We welcomed Philip Morgan for a return visit to our May club meeting at Glasbury Village Hall. As before he gave a very interesting presentation and talk, this time featuring the Dormouse. We learnt that there are different species of dormice, but the one we most associate with is the Hazel dormouse.

We are currently trying to find extra storage in the shape of an old caravan, approximately 14ft long. We have one such caravan and it is overflowing with all our equipment. Every time it has to go to an event, eg car parking at the Festival, it has to be unloaded and then reloaded on return. We would dearly like another one. If anyone has such a desirable item, would they please get in touch with John Thomas on 01497 820 662. Please ask all your friends and acquaintances. Someone out there – help!

sustainability was met with great enthusiasm from the pupils who represented the school impeccably. The day started with a background into industry in Wales and the possible problems facing the country in the years to come. From there the pupils were tasked with providing new ideas on how to help combat or reduce the effects of global warming.

After half an hour of brainstorming ideas each group set about creating prototypes, models and presentations to accompany their idea. Heated discussions between group members ensured the best possible products were achieved, from electrical generators in drainpipes to hot metal plates that evaporate flood water. The representative from CREST was very impressed by the standard of work from our pupils and hopes to offer more days like this in the future. Hay Castle Trust

Hay Castle Trust is thrilled to announce Heritage Lottery Funding of £4.45 million. The award will enable the Trust to save and consolidate the castle ruins; provide access to the keep; restore the mansion; reopen the ancient gate; create a museum-standard gallery, educational space and café; and provide flexible spaces for use by the local community and visitors. Community Defibrillator Training Do you know how to operate a defibrillator machine? The Black Mountain Lions Club have recently very generously donated and installed two defibrillator machines in Hay-on-Wye. They are located on the toilet buildings by the Clock and Oxford Road car park: but could you use one if called upon to do so in an emergency? Hay Town Council have organised a Defibrillator Training session in the Council Chamber of Hay Council Offices on Wednesday 6th July at 6pm.

Dr Nansi Evans On 30th June Dr Nansi Evans retires from the Haygarth Doctors Partnership. Regular patients of Dr Evans should arrange follow up with another GP. After 30th June Dr Evans’ workload will be dealt with by the remaining doctors. We wish her a well deserved long and happy, restful retirement. Hay Town Council Dog fouling, and in particular the irresponsible owners who do not clean up after their dogs, has been highlighted as an issue for both the residents of Hay and visitors to the town. The Town Council has been supporting the Community Woodland Group in their efforts to address the dog fouling issue on the Old Railway Line Footpath.The spraying of ‘poo’ with fluorescent pink paint (biodegradable, of course) and the recent installation of dedicated dog waste bins has led to a dramatic decrease in dog fouling in this area. We are from Timbuktu, a town in Mali, so we are going to talk about Timbuktu, its houses and its mosques.

then some traditional plaits are put on for covering and attached with a rope. These houses used to have two doors without any window, and until now they are made the same way. These are the kind of house that some of us presently live in. Mud and Limestone Houses Timbuktu is located on sand and having mud here is a little difficult, so our people carry it in a lorry or cart from another side of the town, sometimes very far. Firstly mud, sand and dry gress are mixed to make bricks. Secondly these bricks are using for building houses. When the house is high, trunks of trees are put accross the house and small branches are put across those trunks and then traditional plaits will be put on those branches. Then the same mud is put on all of that for covering the house, and at last pipes are put on the roof which permit the water to pass when it rains. Thirdly the whole house is covered with limestone mixed with mud one more time, but this last one is for rich persons. Cement Houses There are a few houses built in cement here but it is growing as it is everywhere in Mali.
