News from Talgarth by Cllr. William Powell Powys County Councillor for Talgarth Over the last few weeks, we have welcomed many visitors to our town and its beautiful hinterland, which has so much to offer. The weather has fallen some way short of a vintage summer this time but local events such as Brecon County Show, Talgarth 2015 Sport, Brecon Jazz and the Fringe, the Three Cocks Vintage Rally and the Green Man Festival have all been real successes – enjoyed by locals and visitors alike. At the time of writing, preparations are being finalised for what promises to be a very special Talgarth Festival of the Black Mountains, as we celebrate our twentieth anniversary. Once again this year, I have taken the opportunity in the last few summer weeks to follow up on casework issues brought to me by local residents. These include healthcare and housing issues, regeneration initiatives and of course the latest thinking on the former Mid Wales Hospital site. Clearly, it is never possible for all views to prevail, but it is important that all views are heard, respected and fed into the decision making process. In the case of the former hospital, we have a unique opportunity to help shape things by taking an active part in supporting the site owner, Phil Collins, in his preparation of a Development Brief. Given the significance of the site, this is required by the Brecon Beacons National Park Authority, which was confirmed by the Planning Inspector following the Public Inquiry on the Local Development Plan (L.D.P.) This wide ranging exercise is due to be launched in the coming weeks, and it will be all the more meaningful in supporting appropriate development on the site if we commit ourselves to taking a full part. I would urge all interested Wye Local readers to look out for details of how to get involved.
Following the successful legal challenge in July against the precipitate closure of Gwernyfed High School by Powys County Council, which was initiated by a young Talgarth Mum, we have gained crucial time to take stock and to bring forward a better plan. We owe it to the pupils who have recently received their A level, AS and GCSE results after all their hard work, as well as to the dedicated teaching staff, not to squander that opportunity. The recent confirmation by Powys County Council that there will be Year 12 provision at Gwernyfed in September 2016 is reassuring and we need to build on that message of confidence. The recent by-election win by James Gibson-Watt, as the first Welsh Liberal Democrat County Councillor for Glasbury Ward this century, brings an additional strong and experienced voice to the debate over the future of Gwernyfed - and this can only be good news for the school. Last week also saw a very special event at Talgarth Fire Station, when I joined the entire Talgarth Crew, the Chairman of the Mid & West Wales Fire & Rescue Authority, together with our Mayor and Town Clerk in marking the retirement of Watch Manager Rob Williams after 35 years of dedicated service. Rob has been a credit to the service and a true pillar of our community. I would like to wish him a long and happy retirement. Hello from Westminster, I write with good news! For this month is the 7th month in a row that the claimant count has fallen in Brecon and Radnorshire. At just 1.3% of the population, more and more of us are getting jobs here in our area; encouraging our businesses to go from strength to strength. This is not just good news for our local economy, but is also good news for families across our constituency who now have the security that a job brings. Indeed, we now have the lowest claimant count in the whole of Wales – testament to the hard work of businesses and families across Brecon and Radnorshire. But we must not be complacent and I will continue to work to promote our area as the place to do business in Wales. These figures are good news and I welcome them with a smile - however, there are some choppy seas on our horizons. Lamb prices are falling and our farming communities are rightly concerned. With cheaper produce coming in from other continents some of our farms are feeling the pinch. I share these concerns and will be campaigning, alongside other Welsh Conservatives to promote Welsh produce across the whole of the UK and support our excellent farmers and rural economy.

More positively, and continuing on the theme of our local economy, there is now a clearer picture regarding the hospital site at Talgarth. I held a public meeting in which around 80 residents met with myself and the developer to put across their concerns and hear more about the opportunities on the site. The meeting was a great success and hopefully we will no longer be at a stalemate and the site will once again be of use to the local community. Finally, congratulations to all our students who recently received their exam results – I do hope you all achieved what you hoped to! ASTER – MICHAELMAS DAISY The Aster is the classic autumn flower for gardens large and small. Most varieties start to flower in late summer and continue into late October. The peak flowering time in the British Isles is either side of the 29th September, Michaelmas Day – hence their common name. Historically, Asters have always been valued as cut-flowers and huge numbers are produced by the world wide cut-flower industry. Asters come in all sizes from 15cm (6 inches) to 2.5 metres (8 feet) with the most popular garden forms around 1.2 metres (4 feet). Flowering sprays can be bushy mounds, pyramids, graceful spires or flattopped heads of short sprays. Asters also come in a wide range of colours from pure white through pink, violet, lavender and purple. For the smaller garden the ‘Island’ series of ‘Barbados’, ‘Samoa’, ‘Tonga’ and ‘Bahamas’ are great value plants for borders or even pots. Most Asters prefer a sunny site and are not too fussy about soils as long as they don’t dry out in hot summer spells. They are reliably perennial growing each year in spring from woody clumps at their base. Every few years in early spring they can be lifted and divided to make more plants for spreading around the garden. Asters are not difficult plants to grow apart from the need to support the large forms and to spray against mildew for those in the novi-belgii (New York) group. Don’t let them put you down! We’ve looked at self-sabotage here before – now let’s look around us! Recently I was sat around a table with some of my clients. We were discussing how to succeed with our healthy living plan and how we’d only do so, by clearly identifying what might hold us back. I asked for their ideas about what could stand in their way (so you can then do battle with each issue) - and the answers were enlightening to say the least! And, I often notice through talking to my gals - how true! We learn so much by each other. It seems the more successful you are, the more those around you might have something to say! Have you noticed that when you’re making bad food choices, puffing up a hill or generally disregarding yourself no one says a word, but as soon as you start to hit the gym, run, make good decisions when you’re eating out, or look buff it’s often remarked upon?! (I was saying that WE’RE seen as the freaks)! Check out these statements: “Don’t lose any more weight – you
look like you’re on drugs!”…”all you do nowadays is hit the gym”… “You’re getting boring to eat out with”…”Go on – have a little drink. Loosen up a little!”…”do any more weights you’ll start to lose your femininity”… Rest assured – if you’re hearing these kind of statements you’re on the road to success! You’ll lose the old lifestyle (and possibly these ‘friends’ ha!), and start to mix in more supportive circles. Indeed as your confidence grows you may even start to unsettle an insecure partner – I always remember a quiet, unassuming woman who used to come to aerobics who discovered she could MOVE (boy could she – a natural dancer – she had no idea this was buried so deep)! She gained confidence, got a belly button piercing to express this - and then poof! - disappeared. Months later I spotted her and asked if she was ok? Her hubby had insisted she stopped exercise as the baby missed her for this ONE slot away in the week. Don’t let the insecurities of others undermine you. Keep at it and see you at the finish line! The Thoughts of a Greengrocer September can be a lovely month with cool misty mornings and glorious days. It is a time of plenty with the crops all coming to full ripeness. However, if you look around at greengrocers you will see in their faces a different outlook. There is a saying in the trade that applies very much to this time of year; it is that “bean time is lean time” and this can certainly be true. So if you see me looking glum, don’t worry, I’ll be back on form in October! The new season English apples have started with both Discovery and Bramley in the market on 10th August. The Discovery can be a little sharp but it is a lovely apple. When buying Bramleys be careful as some of the growers will try to offload the remains of last year’s crop at a lower price - the problem is that once out of cold storage the rot sets in very quickly and is not necessarily visible so when you get home you find the apples unusable. Local Opal plums have been good and local greengages should be on the shelf by the time this magazine is published.

The main crop potatoes will all be coming right by September and the scraping new potatoes will be coming to an end. I have noticed in the last year or two that some of the supermarkets seem to pride themselves on having everything available out of season and this now applies to new potatoes. Please don’t be fooled - once there has been a frost there are no more “new” potatoes, only stored potatoes which change over time and are not at all nice in the spring. Towards the end of this month we’ll start seeing new season swedes and, if lucky, some really nice main crop dirty carrots and parsnips. I hope that this year is better than last for Quinces and I always look forward to unusual varieties of apple being brought into the shop. Although there will be no more bank holidays till Christmas we still have autumn to look forward to, and that is often the best season of the year so I hope you enjoy it. was driving near Hay when suddenly his car coughed, spluttered and cut out, but he just managed to coast into a field gateway. Golden-ringed dragonfly The picture of a female Golden-ringed Dragonfly on a Marsh Thistle was taken at Llangorse Lake in June. It had recently emerged and must have been asleep as it allowed the photographer, Keith Noble, to approach very close. The ovipositor for thrusting eggs into the gravel of stream beds may explain why dragonflies have been called horse-stingers.
Golden-ringed Dragonflies may spend as long as five years as nymphs, hiding in the bottom of a stream with just small eyes exposed, and dashing out to grab prey. Watch out for another of these filmed beside the Camlais stream on Mynydd Illtyd for a four-part Brecon Beacons series with Iolo Williams to be shown on BBC Wales next year. This is just one of many important Brecknock dragonfly sightings this year. Bill Jones has a fine site about dragonflies especially in south Wales, www. dragonfly-days.co.uk - well worth viewing both for his photos and useful information. The above image has been puzzling Hay History Group members for some time. It seems to be dated sometime after 1900, certainly pre-motor car, and is of interest on several aspects. The scene is taken in Broad Street, Hay, outside the post office which was built in 1896 by Thomas Wallis, postmaster - now the fish and chip shop. Firstly, what is the event that is presented before us, and the date? The man running down the middle of the road is the focus of attention with the town boys running alongside. He seems to be following the pony and trap. It is obviously a pre-planned event as there are spectators all along the street with the proprietors of the shops and public houses looking on. There is another figure on the extreme right of the picture running ahead. Could this be a race of some kind, maybe on fair day?

Secondly, there is a large building, rising far above the surroundings, shown on the far right behind the tree with its rafters bare, with all the slates missing. I believe that it is the flannel factory. The site it stood in was between the tannery and the pond for the water mill - now the Mill Bank development. George Dearden owned the flannel factory and normally employed about 80 people with more for seasonal work. The coming of the railway in 1863 allowed in cheap cloth from Yorkshire which adversely affected the sale of the local cloth. The factory was therefore closed to avoid bankruptcy.

Mindfulness Starting in September, on Sunday mornings at Cusop Village Hall, from 10am to 12noon. Different people talk about it in different ways, but to me, at least, it’s a way of training the mind, through the practice of meditation, so that the mind doesn’t get caught up in its whirlwind of thoughts, feelings and emotions, many of which can be quite negative and harmful. It’s seeing these thoughts, feelings, and emotions as they really are; transitory, changing, and NOT facts, enabling a clarity of mind and a feeling of balance which is all too easily lost in the busy-ness of everyday life. Royston Community Hall Bronllys The new committee took over the management of the Hall in November 2014 and after months of hard work with fantastic community support for weekly coffee mornings, an Open Gardens event in June with tea and cakes served in the hall, car boot sales, some very generous individual donations and other fund raising efforts, the committee was able to apply to Powys County Council Regeneration & Development Fund for match funding to enable the urgent treatment needed to eradicate rampant dry rot and save the hall. We have secured a grant of £7500 and are about to start commissioning the necessary work However our job is not finished, we now have to raise more money for a Kitchen and further refurbishment. Readers of Wye Local will remember reading about the big plans of a small Baptist Chapel at Penyrheol. Friends and members of Penyrheol had plans to convert the dilapidated Stable alongside the Grade 2 listed Chapel into a kitchen and meeting room with accessible toilets for Chapel and community use. The views from Penyrheol in the foothills of the Black Mountains above Felindre are stunning and being on a public footpath, the Chapel receives many visitors and yet it is a most peaceful place. Secretary, Janet Matthews, told us “thanks to the generosity of many individuals and organisations we have now completed this work and plan to celebrate and thank all involved in whatever way at a special Harvest and Dedication service on Saturday September 26th at 3pm. On this special occasion, we welcome Rev’d Judith Morris who is General Secretary of the Baptist Union of Wales to lead our Service before builder, John Morgan hands over the key of the Stable to the Trustees. Janet added, “we invite all who wish to come”. The Stable has already been used as a rehearsal room by Hay Community Choir, by walkers from Talgarth Walking Festival, 3 brides before making their special entry into Chapel, upwards of a 100 cups of tea at Chapel Anniversary and refreshments for Talgarth Male Voice Choir. Members are hopeful BBNP will also use the new facilities for a special art session early in Sept. News from... Bryngwyn RDA It’s been a busy summer so far for Bryngwyn Riding for the Disabled (RDA) Group. To add an extra string to our bow, we trained a team of volunteers to be able to offer carriage driving, and our first client enjoyed a rewarding session earlier in the year. This new venture opens up opportunities for those riders who may not be able to mount a horse or pony but who are keen to be involved in some other way. In June our carriage driving horse, Samson met HRH Princess Anne at the RDA carriage driving jamboree in Stow-on-the-Wold. He was accompanied by his owner Elizabeth, volunteer Jasmine and driver Mark. He looked very handsome and a good day was had by all. Our now annual fun day also took place in June. We were blessed with good weather, and all those who attended enjoyed riding and carriage driving demonstrations, a variety of games and stalls,
archery, a car boot sale and BBQ. The day raised £1400 for the group which will help us to continue to provide riding opportunities for both current and new clients. Many thanks to all those who gave their time, attended or supported in any way. In July the group were able to secure a week in a charity shop in Kington. We were able to raise over £1800. Thanks to those who donated items for us to sell and supported the event. As a charity, we rely on fund-raising activities and donations to keep the sessions going so all and any contributions are much appreciated. Bryngwyn RDA offers riding for both children and adults with learning and physical disabilities in beautiful surroundings. This would not be possible without our small but dedicated band of volunteers who provide safe and rewarding sessions. Glasbury Get Together Club July afternoon club meeting was held in Anna’s lovely garden. With thanks to Anna, we were able to arrange a Treasure Hunt and Cream Tea. From feedback received, it went very well and was enjoyed by everyone. After a wet morning, we were blessed with a lovely sunny afternoon, it couldn’t have been better. Our next meeting will be on Wednesday 23rd September 2.30 - 4.30pm in Glasbury Village Hall. We are pleased to welcome Lydia and Janet, who will be talking about the Bronllys Hospital project and giving updates on progress. That makes up for the fact that the dodgy weather did not encourage growth of vegetables. It has been overall dry and cold - such that the slugs were persuaded to take shelter in last year’s stray potatoes! However, things are improving. We do have a considerable stock of onions and garlic for sale now, in addition to other veg and even kale seedlings; also the pumpkins will be making many people happy at the end of October! We are really pleased with the number of people who have visited and bought from us this year; we also welcomed many who came to look and ask

Hay Town Council This has been another busy period for the Town Council as the transfer of assets from Powys County Council continues along with work on the development of the Town Plan. Both sets of public toilets have now been refurbished and are open for use. There have been some initial teething problems but the company responsible for the operation of the facilities are very responsive and are working hard to get things running as they should. The council has now agreed that the Sports fields and pavilion should be leased to HADSCAL who will act as an ‘umbrella’ organization with the various
Sports clubs forming a management committee to oversee the day - to - day running of the facilities. The details of the lease, committee set up and facility operation and maintenance are still to be agreed but a meeting between all parties will be taking place soon. We are continuing to work with representatives from the Brecon Beacons National Park Authority and Powys County Council on the development of the draft Town Plan. The issues identified as a priority by residents have been reviewed and a series of objectives identified, together with the short, medium and long-term actions necessary to achieve these. The initial draft of the plan is well underway and we will be consulting more widely with residents during September. Please look out for information about this and let us have your input.
