THE CHAIRMAN BOARD OF GOVERNORS

I am delighted to welcome to Pure Grenada - the Spice Isle of the Caribbean - all the delegates and observers attending the 48th Annual Meeting of the Board of Governors of the Caribbean Development Bank. I also express pleasure in acceding to the Chairmanship of the Bank’s Board of Governors 2018 Annual Meeting. The Annual Meeting is occurring at a time of unprecedented global economic, political, social and environmental changes, which present both potential challenges and opportunities to the Caribbean’s collective advancement. Indeed, 2017 was an acutely challenging year for the Caribbean, marked by the passage of two of the most powerful hurricanes on record, which wreaked mindboggling devastation to several Caribbean countries and caused many deaths. The damage inflicted by hurricanes Maria and Irma brought to the fore the daunting reality that climate change poses an existential threat to our humanity.

The year’s meeting aptly focuses on the multi-dimensional perspectives of resilience in the context of the 2030 Sustainable Development Agenda and appropriate strategies for resilience building and transformational change. Indeed, building the region’s resilience to climate change, natural hazards and environmental changes is not only a necessary and urgent development imperative, but it is also a fundamental requirement to ensure our basic survival as a people. We have no choice as a region but to pursue climate-smart development, as we forge ahead to build a climate-resilient Caribbean. The Caribbean Development Bank is well placed to lead the region’s efforts towards a resilient and prosperous Caribbean. Indeed, it is the region’s sole indigenous development institution with an important mandate that remains as relevant for the current moment as it was nearly half a century ago when the Bank was established. I look forward to the regional dialogue over the next few days. As we discuss the contemporary development issues that our countries face, and as we devise responses to address them, we must be mindful that these are not ordinary times, and, as such, ordinary solutions would not suffice. Therefore, this year’s Annual Meeting cannot be business as usual. I trust that through the meetings, seminars and the caucus of Governors, you will leave with a renewed sense of collective resolve to accelerate the achievement of a more resilient Caribbean. THE PRESIDENT CARIBBEAN DEVELOPMENT BANK

This year’s Annual Meeting will embrace the theme, “Resilience”. The theme is anchored in the 2030 Sustainable Development Agenda and the commitment by the Caribbean Development Bank’s Borrowing Member Countries (BMCs) along with other United Nations member countries to pursue 17 Sustainable Development Goals to end all forms of poverty, fight inequalities and tackle climate change by 2030, while ensuring that no one is left behind. The goal to end poverty must go hand-in-hand with the pursuit of strategies that build resilience to climate change and other external vulnerabilities. Our BMCs operate in a zone that is ranked the second highest in the world in terms of climate vulnerability and is characterised by more intense and destructive meteorological systems. Most recently, two back-to-back hurricanes in 2017 caused damage estimated at 225% of gross domestic product (GDP) in Dominica; and more than 300% of GDP in the British Virgin Islands as well as significant infrastructure damage and loss of life in other affected BMCs. The 2018 Annual Meeting Programme, therefore, seeks to explore the multi-dimensional perspectives of resilience in the context of the 2030 Development Agenda; and appropriate strategies for resilience building and transformational change to solve the Caribbean’s major development challenges.

PLACE AND DATE The Forty-Eighth (2018) Annual Meeting of the Board of Governors of the Caribbean Development Bank (CDB) is being hosted by the Government of Grenada on May 30 and 31, 2018. Preceding this will be the 281st Meeting of the Board of Directors on May 28, and on May 29, a Meeting of the Procedures Committee of the Board of Governors and the 35th Annual Meeting of Contributors to the Special Development Fund. MEETING ARRANGEMENTS Accommodation CDB has made arrangements with the Radisson Grenada Beach Resort, Coyaba Beach Resort, Spice Island Beach Resort, and Mount Cinnamon Resort and Beach Club to have a block of rooms available. Conference rates are available on the Annual Meeting website. Hotel Policies Delegates are expected to adhere to the reservation policies of the respective hotels. Unless otherwise advised, individuals are responsible for paying all personal room, tax, and incidental charges upon check-out. Guests will be asked to verify their departure dates at check-in, at which time changes can be made. Any late check-out requests are based on approval from the Front Desk Manager the night before and may attract additional charges. Airport Reception Delegates will be met on arrival at the Maurice Bishop International Airport by personnel of the Host Country, in those cases where arrival information has been supplied in advance. It is therefore important that delegates indicate accurate flight arrival dates and times when completing their registration forms. For airport reception, changes to arrival times must have been communicated to AnnualMeetings@caribank.org no later than 72 hours prior to the arrival date. Transportation Transportation will be provided for Delegates from the designated hotels to the Grenada Trade Centre and to all official functions. Transportation will also be provided, as required, for the Accompanying Persons’ Programme. Participants must wear their Annual Meeting identification badges in order to use transportation services. A copy of the transportation schedule will be posted at each hotel and will be available on the Annual Meeting app. Delegates not staying at the designated hotels will be responsible for their own transportation to and from the airport and to and from the meeting venue and other events.

PLANNING FOR YOUR TRIP Staff of CDB and the Host Country Secretariat will be on hand throughout the event to provide assistance. In addition, an Information Desk will be located in the reception area of the Grenada Trade Centre. Banking The official currency of Grenada is the Eastern Caribbean dollar. The United States dollar and most major credit cards are also accepted throughout the island. Full banking services are available at banks located in close proximity to hotels and the Grenada Trade Centre. The opening hours are: Monday - Thursday Friday

Electricity The electricity supply in Grenada is 220 volts. However, hotel rooms have both 110 volt and 220 volt outlets.

MEDICAL AND FIRST AID SERVICES There will be a Nursing Station at the Grenada Trade Centre which will operate during the hours of 9:00 a.m. to 6:00 p.m. All medical and first-aid needs outside of those hours should be addressed to the Host Country Conference Coordinator, Alva Browne, at (473) 440- 2640 or (473) 534-5887. Arrangements have been made with the hospital’s Primary Health Care Clinic for priority treatment of any delegates requiring emergency medical attention. Delegates are advised to carry on their person, in cases of any emergency, a list of their prescribed medications as well as a list of drugs they may be allergic to.

CREDENTIALS Governors and their Alternates must be duly accredited. Temporary Alternate Governors appointed for the Meeting, who have not provided accreditation information prior to registration, are requested to present their official credentials to the Vice-President (Corporate Services) and Bank Secretary (VPCS) on arrival in Grenada. The office of the VPCS is located in the Barbados Room at the Radisson Grenada Beach Resort.

DOCUMENTATION AND SPEECHES There will be recording facilities at the Grenada Trade Centre for Governors to record their statements “live”. Please contact Mr. Collin Cunningham at email address: cunninc@caribank.org or telephone 246-826-5614, to schedule an appointment to use these facilities. Commencing on Wednesday, May 30, 2018, the recorded videos may be viewed in designated areas at the Grenada Trade Centre. Written Statements In addition to the videotaped statements, Governors are required to submit a written form of their statements for publication on the Meeting’s website and on the Bank’s website. Written statements should be prepared using word-processing programmes that support the Document Content Architecture format usable by Microsoft Word. The Bank’s official language is English. To ensure the publication of statements during the course of the Annual Meeting, Governors should supply text to the Word Processing Supervisor by Tuesday, May 29, 2018. Word-Processing is located at the Grenada Trade Centre. MEETING ROOMS A limited number of meeting rooms will be made available for use by Delegations. Reservations should be made through CDB’s Manager, Administrative Services Unit, at theobad@caribank.org. Early submission of requests for the use of meeting rooms is recommended in order to avoid scheduling conflicts.

PROTOCOL/LIAISON SERVICES All Heads of Delegations will be assigned Protocol/Liaison Officers. Host Country personnel will be available to assist Delegates throughout the Meeting. Contact can be made through the Host Country Secretariat Operations Centre during normal hours of operation. SECURITY ARRANGEMENTS For the duration of the meeting, the Government of Grenada will provide security. Delegates are reminded that the identification badge must be worn at all times. This will allow access to meetings (based on pre-determined participant status), working areas and official social events. Identification badges are not transferable. Lost or misplaced Annual Meeting identification badges must be reported immediately to the CDB Administrative Services office, which is located at the Grenada Trade Centre.

MEDIA Members of the media must register online to be provided with Annual Meeting credentials. Media personnel must present their official press identification and Annual Meeting badge for admission to public sessions. Interviews may be conducted in the Media area adjacent to the Grenada Trade Centre Annex. Details regarding press briefings and news conferences will be issued via email. Free WiFi is available. TRAVEL AND SUBSISTENCE CLAIMS Travel and subsistence claim forms for Governors and Alternate Governors, Directors and Alternate Directors and Channels of Communications will be provided in their brief bags at registration. Claims for Governors, Temporary Alternate Governors, Directors and Channels of Communications (who do not possess a CDB-issued debit card) will be settled on a reimbursement basis within ten business days of their return to office. Please ensure that full banking instructions are included on the subsistence claim forms to expedite payment. Completed subsistence forms should be returned to the Administrative Services and Accounts Office, located at the Grenada Trade Centre, prior to departure from St. George’s. WILLIAM G. DEMAS MEMORIAL LECTURE The William G. Demas Memorial Lecture showcases the best intellectual discourse available regionally and internationally. This is the nineteenth edition of the lecture and, over the years, the spirit of William Demas’ scholarship has been upheld by distinguished lecturers who have all been committed to economic development. This year’s Keynote Speaker is Professor Mark Pelling of King’s College London. He will explore the topic: From Social Resilience to Survival-led Reconstruction. The lecture will be presented in Patrick Adams Hall at St. George’s University.

EMERGENCY EVACUATION INSTRUCTIONS FOR THE 48TH ANNUAL MEETING OF THE BOARD OF GOVERNORS OF THE CARIBBEAN DEVELOPMENT BANK Welcome to the 48th Annual Meeting of the Board of Governors of the Caribbean Development Bank. Please take note of the following important instructions in the event of fire, an explosion, building collapse or earthquake. Any of these emergencies can happen without warning and evacuation is expected. Attendees must take every measure to safeguard themselves at the first opportunity to get out of harm’s way, whether prior to, during or after the emergency incident. Radisson Beach Resort Conference Centre Evacuate through the front or rear entrance in a quick, but orderly fashion and make your way to the assembly point at Camerhogne Park, southward of the Centre, or any other point as may be directed by the Warden or Police Officer on site. Grenada Trade Centre Evacuate through any of the exits in a quick, but orderly manner and proceed to the assembly area at the Youth Centre Car Park southward of the Trade Centre, or any other point as may be directed by the Warden or Police Officer on site. Things to Note • If evacuating as a result of a fire, you will be directed to move up-wind. • Remember that any attempt to safeguard personal property may result in persons getting trapped and possible loss of life. • Upon notification of an emergency, the appropriate State department/agency will lead the response. Until the all-clear is given by the responding department/ agency, no one shall return to the affected site.
