MESSAGE FROM THE CHAIRMAN OF THE BOARD OF GOVERNORS efforts by regional Governments and Institutions, such as the CDB, our people are now more aware and conscious about preservation and conservation. We have a moral obligation to protect our environment and to ensure that we build and develop a planet which is habitable not only for future generations, but for our precious resources and wildlife.

It is with great pleasure that I welcome all the Delegates and Observers to this FortyNinth Annual Meeting of the Board of Governors of the Caribbean Development Bank (CDB). Our beautiful twin island Republic of Trinidad and Tobago presents a dual offering to visitors. Trinidad, as the Caribbean’s premiere commercial and entertainment centre, while Tobago, as an ecological destination, offers you adventure and relaxation, in a pristine environment. It is an honour for Trinidad and Tobago to host this meeting and I also express great pleasure in acceding to the Chairmanship. I wish to implore that this meeting provides member countries with the opportunity to engage in discussions to not only strengthen the Bank’s profile in the Region but also to ensure that the pertinent issues affecting our region are holistically addressed. This Annual Meeting holds special significance for our Region’s development, as we continue to be challenged by external vulnerabilities. However, the Region is expected to experience an increase in economic activity which augers well for our development agenda. Targeted policy interventions have helped to reduce unemployment across the Region and we will continue to undertake rebuilding efforts geared towards shoring up resilience. This is especially important given the heightened impact of climate change which has resulted in more intense flooding, drought and extreme weather across the Region. Through concerted

A major opportunity for the Region is seeking to transition towards a sustainable economy by building on our potential for economic growth. The business-as-usual approach to our consumption must be transformed to ensure the preservation of the marine environment. Currently, there is tremendous strain on the oceans, from plastic pollution to sargassum seaweed. The plastics and styrofoam products that end up in the waterways and eventually reach the oceans are adversely affecting marine life. We have seen where countries around the Region have taken a step in the right direction by banning the use of these products while others are following suit. Our global commitments speak to ensuring that we do more to protect our marine life in an inclusive and sustainable manner where our oceans and economic development are not mutually exclusive but rather complement each other. Our union through CARICOM, has proven to be an invaluable asset in demonstrating strength in numbers by presenting a united voice on many. Moreso, and given that globally we are seeing a radical shift towards more isolationism and nationalism as opposed to integration, inclusion and co-operation. It is important now more than ever that there is renewed emphasis on regional integration. The CDB continues to serve as a useful, unifying, relevant and key development partner in addressing regional issues. As the Bank prepares to celebrate its fiftieth anniversary next year, a more targeted effort must be made to leverage the rapidly advancing technology, as it seeks to place digital transformation and innovation at the top of its agenda, so

as to add greater value to its members and partners. The Bank is therefore not only a repository of funding but must be commended for the technical knowledge and expertise that are provided to member countries. The financial and technical assistance provided throughout the years have resulted in fulfilling the development agenda of not only Trinidad and Tobago but also the Region as a whole. It is therefore necessary to capitalise on this instrumental resource. This 2019 meeting, is aptly themed “Transformation.” We continue to witness several global “disruptors” to development which impact our Region. These include the age of digitisation, technological innovation as well as migration, all of which, pose challenges as well as opportunities. The Region must therefore transform what we do and also how we do business, so that we do not merely adapt, but seize avenues for advancement. Embracing the United Nation’s Sustainable Development Goals as an indicator for transformation will

also complement our national and international development agendas. I urge you to also consider the transformations necessary for the diversification of our economies, to build entrepreneurship and innovation, particularly among the youth, to improve governance and to mitigate and build our resilience as countries and a Region. Our discussions over the course of this Meeting must therefore focus on the interventions required to make these critical transformations a reality, given that they are fundamental to our survival and prosperity. I wish the various meetings and seminars to be held every success. I also make an appeal for you to offer innovative solutions to the development issues we face. Let us channel and use the creativity we possess as one Caribbean people as a catalyst for our Region’s advancement and ultimately for a better quality of life for our citizenry. May your stay in our beautiful isles of Trinidad and Tobago be enlightening and enjoyable.

MESSAGE FROM THE PRESIDENT OF THE CARIBBEAN DEVELOPMENT BANK

Since 2013, CDB's Annual Meetings have been conceptualised under the broad umbrella of the Caribbean Growth Forum, with its emphasis on removing the constraints to dynamic growth in the Caribbean region. Increasingly also, the Annual Meeting has been directing closer attention to the Region’s commitments under the Sustainable Development Agenda and Caribbean imperatives to realise the goals set to be achieved by 2030. The four main events for each of the past five Annual Meetings have been closely integrated; and the subject matters debt, climate change; green growth; the blue economy; energy; road safety; public private partnerships; tertiary education, transportation, youth and youth unemployment; tourism; building social resilience; building resilient cities - have led to increased focus on the main constraints to Caribbean growth and development as well as the policy imperatives. At the same time, the Governors Roundtable offers Governors an opportunity to consider strategic shifts which can equip the Bank to play a more pivotal role in assisting its Borrowing Member Countries (BMCs) to redress the constraints to growth. The theme of this year's Annual meeting is “Transformation”. It represents a logical extension of and progression from the 2018 theme when the emphasis

was on resilience-building. Building resilience to climate change and other external vulnerabilities is an imperative if the Region is to make significant strides in ending poverty; but realising this goal, also calls for the pursuit of a comprehensive set of transformational strategies that cover all areas of human activity; challenge existing social values and norms; and lead to, at times, radical changes in attitudes, behaviours and belief systems. Mr. Callum Cameron, of Proud Engineers, has been invited to deliver the Twentieth William G. Demas Memorial Lecture and he is expected to bring fresh and new insights into the discourse about the challenges to and the opportunities for transforming the Caribbean for sustainable economic growth and development. The findings and recommendations of related CDB-financed studies will be presented during three seminars - From Vulnerability to Resilience: You Choose; Agriculture: A New Paradigm; and A Digital Caribbean. The theme of the Vybzing Regional Youth Outreach Programme (Vybzing 2019) is Youth-Led Innovation, Regional Transformation. This year’s expanded programme is the Bank’s response to feedback received from the youth across its BMCs. Participants in Vybzing 2019 will engage in dialogue with CDB and create innovative solutions to the Region’s critical development challenges. I invite you to view these solutions during a guided tour of the Youth Innovation Vision Wall, which will be on display during the Meeting. We thank the Government and people of Trinidad and Tobago for hosting this year's Meeting, and we look forward to seeing you in Port of Spain at what promises to be another stimulating and enjoyable Annual Meeting. ABOUT THE REPUBLIC OF TRINIDAD AND TOBAGO1 The twin island Republic of Trinidad and Tobago is the southern most island in the Caribbean archipelago, located just off the north-eastern coast of the South America mainland. The larger of the two islands, Trinidad, has a boot-like shape, measures 37 miles (80km) by 50 miles (60 km), and is noted for having an ecological and geographical diversity that is unmatched in the Region. The capital city, Port of Spain, is the business centre of the Caribbean, housing the headquarters for a number of local businesses, a myriad of restaurants and nightlife entertainment like no other. The sister isle of Tobago is a stark contrast to Trinidad. Considerably smaller in size, Tobago is well-known for its coral reefs, pristine blue waters and white sandy beaches, and is perfect for leisure activities and an immersive experience with nature. MEETING ARRANGEMENTS Online Registration

The different categories of invitees would have received invitations to the Annual Meeting, with a link to the Annual Meeting website and the registration page. Registration forms must be completed and submitted online no later than May 17, 2019. Invitations are normally addressed to the Head of Institutions but an institution may be represented by more than one person. Head of Institutions are therefore asked to share the registration link with representatives they have identified so that each representative can complete and submit individual registration forms. Accompanying Persons (spouses, children or guests of delegates) are also required to complete separate online registration forms. Full registration details can be found on the Annual Meeting website.

Passport Requirements

A person who is neither a citizen nor resident of Trinidad and Tobago and who is a citizen of a country that requires a visa for entry into Trinidad and Tobago must be in possession of such. Citizens of CARICOM countries (except Haiti), the European Union, British Commonwealth countries, the United states, who intend to stay in Trinidad and Tobago up to 90 days, do not require a visa. A detailed listing of countries and visa requirements for entry can be found at URL http://www.immigration.gov.tt. A passport which is valid for six months from the date of entry into Trinidad and Tobago and a return ticket are also requirements for entry. Haitian nationals who are bearers of Diplomatic and Official Passports are exempted from visa requirements.

Hotel Accommodation

Arrangements for hotel accommodation have been made with the Hyatt Regency Trinidad and accommodation bookings must be made directly with the hotel on or before Friday, May 17, 2019 to access the agreed conference rates.

Hotel Policies

Guests are expected to adhere to the reservation policies of the respective hotels. Note also that all late check-out requests will be subject to availability and there will be a charge of 50% of the rate for delegates who wish to check-out after 12:00 p.m. and prior to 6:00 p.m. and the full rate for departure after 6:00 p.m. Since it is expected that the hotel will be at full occupancy during the period of the Annual Meeting, you should confirm all requests for late check-out at the earliest convenience. Delegates, unless otherwise advised by CDB, are responsible for their own guest room, tax, incidental charges and any other charges. All charges incurred must be paid upon check-out. The invoice will be presented in Trinidad and Tobago dollars at the hotel’s rate of exchange on the date of the transaction.

Delegates will be met on arrival at the Piarco International Airport by personnel of the Host Country, in cases where arrival information has been supplied in advance. For airport reception, it is therefore important that delegates indicate accurate flight arrival dates and times when completing their registration forms. Any changes to arrival times made after May 17, must have been communicated to email address AnnualMeetings@caribank.org no later than 72 hours prior to the arrival date. If your first point of entry into the country is the A.N.R. A Nursing Station in the Sangre Grande Room, at the Hyatt Regency Trinidad will be open during the hours of 9:00 a.m. to 6:00 p.m. for the duration of the Meeting. All medical and first-aid needs outside of those hours should be addressed to the Host Country Conference Coordinator, Ms. Melanie Noel, at 1-868-722-4721. Arrangements have been made with the hospital’s Primary Health Care Clinic, the Port of Spain General Hospital, for priority treatment of any delegates requiring emergency medical attention. Delegates are advised to carry on their person, in cases of any emergency, a list of their prescribed medications as well as a list of drugs they may be allergic to. DOCUMENTATION AND SPEECHES There will be recording facilities in Regency Ballroom 1 at the Hyatt Regency for “live” recording of statements by Governors. Commencing on Wednesday, June 5, 2019, the recorded videos may be viewed in designated areas at the Hyatt Regency Trinidad.

Written Statements

In addition to the videotaped statements, Governors are required to submit a written form of their statements for publication on the Meeting’s website and on the Bank’s website. Written statements should be prepared using word-processing programmes that support the Document Content Architecture format usable by Microsoft Word. The Bank’s official language is English. To ensure the publication of statements during the course of the Annual Meeting, Governors should supply text to the Data-Processing Supervisor by Tuesday, June 4, 2019. MEETING ROOMS A limited number of meeting rooms will be made available for use by Delegations. Reservations should be made through CDB’s Manager, Administrative Services Unit, at email address theobad@caribank.org. Early submission of requests for the use of meeting rooms is recommended in order to avoid conflicts in the scheduling of meetings.

PROTOCOL/LIAISON SERVICES Protocol/Liaison Officers will be assigned to all Governors. Host Country personnel will be available to assist Delegates throughout the meeting. Contact can be made through the Host Country Secretariat Operations Centre during normal hours of operation in the Point Lisas Room. SECURITY ARRANGEMENTS Security will be provided by the Government of Trinidad and Tobago for the duration of the Meeting. Delegates are reminded that the identification badge must be worn at all times. This will allow access to meetings (based on pre-determined participant status), working areas and official social events. Identification badges are not transferable. Lost or misplaced Annual Meeting identification badges must be reported immediately to the CDB Administrative Services office located at the Hyatt Regency, Sapphire Room.

MEDIA Accredited members of the media must register online. Media personnel must present their official press identification for admission to the public sessions of the Annual Meeting. TRAVEL AND SUBSISTENCE CLAIMS Travel and subsistence claim forms for Governors and Alternate Governors, Directors and Alternate Directors and Channels of Communications will be provided in their brief bags at registration. Subsistence claims for Governors, Temporary Alternate Governors, Directors and Channels of Communications (who do not possess the CDB-issued debit card) will be settled on a reimbursement basis within ten business days of their return to office. Please ensure that full banking instructions are included on the subsistence claim forms to expedite payment. Completed subsistence forms should be returned to the Administrative Services and Accounts Office, located at the Hyatt Regency, Topaz Room, prior to departure from Port of Spain. Nelson Island Heritage Site Nelson Island is an island off Trinidad’s western peninsula, approximately 15-minutes away by boat. Nelson Island has played a significant role in the development of the social, political and cultural fabric of Trinidad and Tobago. During this tour, participants will re-live parts of Trinidad and Tobago’s history and see remnants of the island’s use by indigenous people and colonial powers, a processing depot and repatriation centre for East Indian laborers during indentureship, a sea plane base used by the Americans during World War II, the detention room used by Tubal Uriah Butler following the labor unrest of the 1930s, the incarceration of Jews around 1945 and for persons involved in the 1970 Black Power Movement. This is a walking tour that is offered in English only. Rum Tour and Tour of the Barcant Butterfly Collection The House of Angostura is one of Trinidad and Tobago’s top manufacturers of world renowned products that include the famous Angostura® aromatic bitters. This walking tour takes participants on a journey through the past, to learn the history of this company that was founded in 1824. Visitors can view a short film presentation (approximately 12 minutes long) that traces the roots of the Siegert family who invented the Angostura® aromatic bitters. A tour of the historical museum which follows will put you into the mood of the times in which this family lived and sets the backdrop for the rest of the tour. Much secrecy surrounds the manufacturing of the Angostura® aromatic bitters and visitors are given a quick glimpse into the ‘Bitters Room’ which is the only place in the world this product in created. Chocolate Tour and Tour of Lopinot Historical Complex This tour is takes place in the Village of Lopinot, near the foothills of the Northern Range, approximately 45 minutes drive from the Piarco International Airport. This tour highlights the cocoa farming life, gives participants rich insight into the history of the Village of Lopinot and will also allow participants to experience life in the Village. Participants will be greeted with parang music (T&T’s Christmas music) and dancing as they begin their journey into the history of this intriguing village. During the tour, participants will see how our local, unique brand of cacao was grown, harvested, ‘danced’ and converted from seed to beautiful dark chocolate. Participants will also enjoy a tour of the Cacao Estate of Count de Lopinot, the man who established the village. Trinidad Highlights Tour This Tour will begin with a drive around the Capital City of Port of Spain where you can admire the many historic buildings before arriving at the Queen’s Park Savannah. This massive, 200-acre (81-ha) park is lined by exotic trees, colonial-style mansions, and the handsome structure that houses the National Academy of the Performing Arts. Then drive on the North Coast Road to admire views of the Caribbean. Settle in at Maracas Bay, a sandy beach framed by mountain rainforests and dotted with coconut trees where you can take a walk, swim or relax on the beach, as well as sample our famous Bake and Shark.

Glass Bottom Boat and Tobago Highlights Tour Come and board one of T&T’s world renowned glass-bottom boats for a sail on the blue waters of the Caribbean Sea. During the sail, participants will view colorful fishes and enjoy the fresh sea breeze. Stop for a swim in the shallow crystal-clear Nylon Pool and then snorkel among exotic fishes (life jackets, masks, snorkels will be provided). Tour may also include a stop at the No-Man’s Land peninsula. Upon return to Pigeon Point Beach, participants can relax and have lunch at one of the beach front restaurants. Our tour then continues with a visit to the capital Scarborough and Fort King George for a panoramic view overlooking the Atlantic, the Botanic Garden and a stop in Plymouth & Fort James for another panoramic view, this time overlooking the Caribbean Sea. EMERGENCY EVACUATION PL AN

Should it become necessary to evacuate the hotel, you will be notified by a continuous siren as well as by an evacuation announcement. Upon hearing the evacuation announcement you should proceed in an orderly manner to the exit closest to you and make your way to the muster point, as directed by a security officer on site. An emergency response officer from Hyatt will assist you in evacuating. Once outside, conduct a head count of your group to be sure that no one is left inside. Should you believe someone is missing, notify the security officer stationed in your area. Do not return to the building for any reason until the fire services has given the “All Clear�.
