Overview
T
he 52nd Annual Meeting of the Board of Governors of the Caribbean Development Bank will take place June 1-16, 2022. The Annual Meeting will bring together the Bank’s highest decision-making body to discuss key development challenges facing the Region and innovative solutions. The Meeting will be held under the chairmanship of the Honourable Charles Washington Misick, Premier of Turks and Caicos Islands and CDB Governor for the British Overseas Territories. The theme of this year’s Meeting is “Measure Better to Target Better: Adaptation and Resilience”, reflecting the Bank’s thrust to promote greater use of knowledge-based decision-making to anticipate and address the Region’s economic and environmental challenges. The schedule of events has been designed to span the gamut of sustainable development.

TURKS & CAICOS ISLANDS 22ND WILLIAM G. DEMAS MEMORIAL LECTURE The Lecture Series seeks to honour the thought leadership of CDB’s second President, William G. Demas, by bringing into the spotlight issues and initiatives of significance to the economic development of the Bank’s Borrowing Member Countries. One such initiative is an outcome of the 2021 Caribbean Community (CARICOM)-Africa Summit when Heads of State and Governments of CARICOM and Africa committed to deepen trade, investment, and financial linkages between two regions which already share strong historical and cultural ties. This year’s William G. Demas Lecture will be delivered by Dr. Akinwumi A. Adesina, President of the African Development Bank Group (AfDB). AfDB has been playing a leadership role in the ongoing transformation of Africa through the implementation of its High-Five Strategy as well as the Boost Investment Programme to promote and accelerate social and economic development on the continent. AfDB can provide a significant platform to realise the aspirations of the CARICOM-Africa Summit, and therefore, becomes a natural partner for forging closer ties and stronger relations between the two regions. The William G. Demas Lecture affords President Adesina a platform to share perspectives and his wealth of experience on driving and financing the common development goals of the two regions. The Lecture takes place annually as part of the Annual Meeting of the Board of Governors of CDB and highlights the best intellectual discourse on topics of relevance to the Caribbean Region.
KEYNOTE SPEAKER BIOGRAPHY Dr. Akinwumi Adesina President of the African Development Bank Often described as “Africa’s Optimist-inChief”, African Development Bank Group President Dr. Akinwumi A. Adesina (1960) is widely lauded for his visionary leadership and passion for Africa’s transformation. Formerly the Nigerian Agriculture Minister, Dr. Adesina was first elected President of the African Development Bank Group on 28 May 2015. He was unanimously re-elected for a second five-year term on 27 August 2020. Dr. Adesina graduated with a bachelor’s degree in Agricultural Economics (First Class Honours) from the University of Ife (now Obafemi Awolowo University), Nigeria, in 1981. Dr. Adesina holds a master’s degree (1985) and a PhD in Agricultural Economics (1988) from Purdue University, United States of America, where he won the Outstanding Ph.D. thesis award for that year. Dr. Adesina won the prestigious Rockefeller Foundation Social Science Fellowship in 1988, which launched him into his international career. A bold reformer, as Minister of Agriculture in Nigeria from 2011 to 2015 Dr. Adesina turned the agriculture sector of Nigeria around within four years. TURKS & CAICOS ISLANDS wallet system, which directly provides farmers with subsidized farm inputs at scale using their mobile phones. Within the first four years of its launch, this electronic wallet system reached 15 million farmers, dramatically transforming their lives. With Dr. Adesina at the helm, the African Development Bank Group achieved the highest capital increase since its establishment in 1964 when on 31 October 2019, shareholders from 80 member countries raised the general capital from $93 billion to a historic $208 billion. The African Development Bank Group responded boldly and swiftly to the Covid-19 pandemic. On 3 April 2020, the premier development finance institution launched a landmark $3 billion Covid-19 Social Bond followed by a Crisis Response Facility of $10 billion.

Dr. Adesina has been recognized with numerous awards. On 19 October 2017, the President was conferred with the World Food Prize, also known as the “Nobel Prize for Agriculture”. On 29 February 2020, he was named African of the Year 2019 by one million readers of the African Leadership Magazine. On 14 December 2020, the Academy of Public Health, the flagship body of the West African Institute of Public Health, announced Dr. Adesina as one of the winners of its 2020 Distinguished Fellowship Award for his successful efforts in helping Africa to curb the impact of the coronavirus pandemic. On 2 February 2022, the President was conferred an Honorary Doctorate by the Federal University of Technology in Nigeria in recognition of his global leadership in agriculture, food security, development finance, and good governance.

TURKS & CAICOS ISLANDS PRESIDENT’S CHAT SERIES The President’s Chat is an initiative introduced in 2021 to create a public forum in which the CDB President engages with regional and global thought leaders and decision-makers in discussion about key development issues of relevance to the Borrowing Member Countries (BMCs), in layperson terms. The Chat offers an important platform from which the public can interact directly with leaders to improve their understanding of the issues, their role in the development process, and the means through which they can contribute to improving development outcomes. It also provides CDB with a vehicle for communicating how its work is improving, transforming, and sustaining the livelihoods of Caribbean people. In the first President’s Chat, the CDB President was joined by Prof. Emeritus Dr. Compton Bourne, CDB’s Fourth President, in discussing the application of lessons of the past to addressing the current and future development challenges of the Region.
The Honourable Mia Amor Mottley, Prime Minister of Barbados and CDB Governor, was the special guest on the second edition of the Chat. Prime Minister Mottley tackled the subject, “Marshalling Finance for Development” and examined options for funding the development priorities of the Region, with a view to enhancing macroeconomic stability and building more resilient and sustainable economies, especially in the wake of the COVID-19 pandemic. For the 2022 Annual Meeting, the third President’s Chat will be conducted as a hybrid event in Barbados and will feature a discussion between the Presidents of four MDBs. The President of CDB will be joined by President Akinwumi A. Adesina of AfDB, President Mauricio Claver-Carone of the Inter-American Development Bank (IDB), President Werner Hoyer of the European Investment Bank (EIB) and Former President of CDB, Dr. Wm. Warren Smith, CD. In addition to discussing significant development priorities facing their regions, they will exchange views on the critical role of MDBs in driving and coordinating reforms towards the achievement of the SDGs.

HON CHARLES WASHINGTON MISICK, OBE PREMIER TURKS AND CAICOS ISLANDS The Honourable Charles Washington Misick is the 5th Premier of the Turks and Caicos Islands, Chairman of the Board of Governors of the Caribbean Development Bank (CDB) and CDB Governor representing the United KingdomOverseas Territories (a rotational position, which Premier Misick is holding for the second time). Premier Misick has served TCI with distinction. As the Chief Minister (19911995) he presided over the Progress Through Partnership programme which became the bedrock of social and economic transformation of TCI, resulting in the establishment of the TCI Community College, the National Insurance Board and the transition of TCI to economic independence. He has also held a number of Ministerial portfolios throughout his civic

career, including Finance, Investment and Trade and Tourism. The Premier is currently Minister of Public Policy and Strategic Management. The Premier has had a highly successful career in the private sector spanning a variety of fields, including Auditing and Accounting, Banking, Offshore Finance, Property Development, Resort Management and Real Estate Brokering through his forty-three-year-old company, Prestigious Properties Ltd. His unabating passion for his country and the Caribbean is driven philosophically by his desire to empower people, protect and preserve their culture, and sustain their future. Honourable C. Washington Misick has two postgraduate degrees - an MSc in Project Management from Salford University UK and an MBA from the University of Cumbria UK. He is also certified in public financial management, dispute resolution, and public policy analysis. In 2000 he was made Officer of the Most Excellent Order of the British Empire (OBE).

DR. HYGINUS ‘GENE’ LEON PRESIDENT Dr. Hyginus ‘Gene’ Leon is the sixth President of Caribbean Development Bank (CDB), the regional development finance institution based in Barbados. He was elected at a Special Meeting of the CDB Board of Governors held on January 19, 2021 for a five-year term, and assumed office on May 4, 2021. Dr. Leon has over 30 years of experience in economic development and has directed macroeconomic and financial policy support to government authorities in Africa, the Middle East and Central Asia, and the Caribbean.
He worked with the International Monetary Fund (IMF) for more than 24 years, serving as Mission Chief for Tanzania, Zimbabwe, Nigeria, Bahamas, and the Gulf States of Oman, Qatar, and United Arab Emirates, as well as IMF’s Senior Resident Representative in Jamaica and Nigeria. Prior to his engagement with the IMF, Dr. Leon was an Associate Professor at State University of New York at Old Westbury in the United States. He has also served as Director of Research at the Central Bank of Barbados and Country Economist at CDB. Dr. Leon holds a Doctor of Philosophy (PhD) in Economics from the University of Southampton in the United Kingdom and a Bachelor of Science Degree (B.Sc.) in Economics from the University of London also in the United Kingdom.

TURKS & CAICOS ISLANDS MRS. YVETTE LEMONIAS SEALE VICE-PRESIDENT (CORPORATE SERVICES) AND BANK SECRETARY Mrs. Yvette Lemonias Seale was appointed Vice-President (Corporate Services) and Bank Secretary of the Caribbean Development Bank in May 2012. She is the first female in the Bank to have risen through the ranks from an entry level position to that of Vice-President. As Vice-President (Corporate Services) and Bank Secretary, she is responsible, through her leadership, for the effective development and provision of advice and services relating to the Bank Secretariat function (including external relations with member countries) the Finance and Information and Technology Solutions Department, the Human Resources and Administration Department, the Legal Department and the Content Management and Disclosure Unit. She serves on all the senior management committees of the Bank and leads the team that interacts with the international credit rating agencies. Mrs. Lemonias Seale joined the Legal Department of the Caribbean Development Bank in 1995 where she took up the post of Legal Counsel.

She was subsequently promoted to Deputy General Counsel in 2003 and to General Counsel, the Bank’s chief legal advisor, in November 2008. She holds a Certificate in Legal Education from the Norman Manley Law School in Jamaica; a Master of Laws in Corporate Law from Cambridge University and a Bachelor of Laws from the University of the West Indies, Cave Hill. She previously worked with Clarke & Co., a leading corporate/commercial law firm in Barbados, as a senior attorney-at-law, where her areas of focus included international finance and banking, alternative dispute resolution, intellectual property law, employment law and corporate secretarial matters.

TURKS & CAICOS ISLANDS MR. ISAAC SOLOMON VICE-PRESIDENT (OPERATIONS) Mr. Isaac Solomon is the Vice-President (Operations) at the Caribbean Development Bank (CDB). In that position, he provides leadership and direction to the Economics and Projects Departments and the Corporate Strategy Division. In addition, he spearheads the Bank’s engagement with its borrowing members and development partners. Prior to joining CDB, Solomon held senior positions at RBC Royal Bank, the Eastern Caribbean Central Bank and the Government of St. Vincent & the Grenadines. Solomon has a varied background in education and training. He holds a BSc. (Hons.) degree from the University of the West Indies in Management, and a MSc. degree in Financial Management from the University of London’s Centre for International Education in Economics. He also holds the Certified Public Accountant (CPA) and Certified Fraud Examiner (CFE) designations.
Solomon held many directorships on the boards of a wide array of institutions across the region in the areas of finance, telecommunication, aviation among others. He has a long history of community involvement and served as District Governor for District 60B (Jamaica-Grenada) for the International Association of Lions Clubs in 2014/15. In his more recent roles, Solomon provided strong leadership and support to multi-jurisdictional and multi-functional teams. He has been recognized by his team, his colleagues and other senior executives as a practical, thoughtful and motivating leader. He is considered a trusted advisor and strategist and is passionate about Caribbean development in all its dimensions.

TURKS & CAICOS ISLANDS MR. DANIEL BEST DIRECTOR, PROJECTS DEPARTMENT Mr. Daniel Best is Director of the Projects Department at the Caribbean Development Bank (CDB). In this role, he is accountable for the management, pipeline development, appraisal and implementation of the Bank’s lending and technical assistance programmes across multiple sectors. Since becoming Director in 2015, Daniel has been credited for consistently leading his team to deliver strong results, significantly contributing to the Bank’s achievement of its critical targets. Before being promoted to his current position, Daniel held various leadership roles within the Projects Department, through which he led teams to achieve impactful results through infrastructure development across the Caribbean Region.

Prior to joining CDB, Daniel was the Regional Project Manager for a multinational commercial financial institution, where he successfully led the implementation of the organisation’s regional infrastructure strategy. Daniel is a Civil Engineer with a Master of Business Administration from the University of Durham and a Project Management Professional with over 25 years of experience.

TURKS & CAICOS ISLANDS MR. IAN DURANT DIRECTOR, ECONOMICS DEPARTMENT Mr. Ian Durant is Director of the Economics Department at the Caribbean Development Bank (CDB). Ian previously served as Deputy Director and an Economist in the Bank. He has done research on debt sustainability and debt restructuring and has worked on policy-based loans for Caribbean countries that involved debt restructuring. Prior to joining CDB, Ian worked in the Research Department of the Central Bank of Barbados. He also worked at the Caribbean Regional
Technical Assistance Center (CARTAC) as Macroeconomics Adviser, where he managed technical assistance and capacity building in macroeconomic programming and policy. Ian has a Bachelor of Science Degree from the University of the West Indies, Barbados, and a Master of Science Degree from the University of Birmingham, United Kingdom.
