efore we had supermarkets, designer brands and Internet shopping, people were more self-sufficient, more integrated as (real, not virtual) communities, and less dependent on imported food. Today, with the rise in world food and fuel prices, with personal, corporate and national debt reaching near unmanageable proportions, with quality and reliability on the slide, and with idle couch potato culture seemingly on the up, it hardly seems surprising that more and more people have drawn a line of consciousness in the sand and declared enough to be well and truly enough. And it feels liberating. “We’re poisoning ourselves with the food we eat; all this imported, processed stuff. And also with the chemicals we put on our crops,” said Roy Ormond as we sat drinking tangerine tea at Harmony Garden Herbal Farm on the lush slopes of Rose Hill Estate near the rural hamlet of Bellevue Chopin. “And
we’re lazy,” he continued. “Few people work in the fields, hardly anyone hikes in the forest; no-one seems interested in any of that any more. Man was made to move.” Since childhood Roy and his wife Cherry have grown up with natural, organic produce and they have become experts at cultivating it. On their farm they grow wholesome food from good earth, and an incredible variety of herbs that seem to fix any ailment. “I’ve never taken tablets in my life,” smiled Roy.“Not even Paracetamol. All the answers are in nature.” We wandered around his hillside farm and he pointed out cures for everything from fainting fits to flatulence, from warts to worms. I was mesmerized. Roy is the founder and president of the Bellevue Chopin Organic Farmers Movement, a community of like-minded people who grow good food in a natural way. They are able to feed themselves, sell

“Biofuel,” he grinned. “Enough to brew a pot of tea, if you like.” The equipment in
the composting station was funded by the European Union and the Dominica Organic Agricultural Movement (DOAM). One of DOAM’s most active members, Regina Joseph, has a farm above the village of Salybia in the Kalinago Territory where she intercrops organic bananas, ground provisions, and a wide variety of vegetables and herbs. She also grows vetiver and larouma, plants that are traditionally used by Kalinago for soil erosion management, thatching and basket making. Barefoot, and dressed in shorts, a beatenup oversized tee shirt, and a woolen cap, Regina showed me around her farm. Although she was working incredibly hard, she also had an air of contentment,
a smiling satisfaction with a lifestyle that made her self-sufficient, healthy and happy. On the subject of food, her words echoed those of Roy. “What goes into all that processed food? I have no idea. We must eat what we grow and grow what we eat. Organically. Not with all those chemicals. Everything here is good for you.” The rains fell, and as we sat chatting together beneath a makeshift shelter that looked out across the Kalinago Territory, it seemed to me ironic that the people who chose to reject all the trappings of the modern age have now become the pioneers of the future. locally and export abroad; they also open up their farms as eco tourism attractions. Just down the hill are Petronald Green and Gordon Royer, also members of the movement. Gordon runs Broad Meadow Farm which has an organic composting station. Busy turning and aerating several piles of compost with a pitchfork, I watched a man completely at one with his environment. When he had finished he showed me a contraption he had recently constructed; it consisted of a bucket of cow dung, a rubber pipe and an inner tube. Striking a match and opening the inner tube valve, he lit a blue methane flame.

It is undeniable that Dominica is an island with an abundance of positive qualities that make it a very special place. Among those things, Dominicans are most proud to name the island’s almost untouched natural beauty, its overflowing talent pool in all areas of creative and performance art, and the warmth of its people. Dominicans are proud of their festive events including many village feasts, the island’s annual Carnival “Mas Domnik”, the ‘World Creole Music Festival’ – now in its 15th year, and recently to add to the already attractive allure there is now ‘Jazz and Creole’.
A beautiful location to inspire familial and friendly socializing, the right blend of jazz and creole music to set and keep the mood, a little additional cultural fair on the side, scrumptious food, drinks to suit your palate, and a relaxing atmosphere all combine to formulate the perfect event. This is Dominica’s Jazz and Creole Festival. The one-day festival (held on the 12th June 2011), through its vision and philosophy has created an ambiance totally different to any already in existence on the island. With a view of the mountains in the distance and the ocean just below, patrons are encouraged to relax, bring along family and enjoy the soothing and creative musical vibrations. Blankets, chairs, coolers, food baskets all add to this positively enjoyable atmosphere which so far seems to be attracting a more laid back and mature audience. Conceptualized by the Discover Dominica Authority, the event is now in its second year after having started quite quietly last year. A lack of adequate marketing and publicity meant that people were largely
unaware of its existence. That, however, is about to change. As part of its marketing strategy, regional and local media persons were fully on board this year and can attest to the fact that this will be an event worth looking forward to. With a few tweaks and a bit of focused planning, it’s certain that this new calendar event will rival the best of festivals in the region. This year’s lineup featured mainly local acts, with Pan and Sam and Shades of Green opening the festival. The versatile Michele Henderson was accompanied by her Antillean band, with legendary Martinique pianist Ronald Tulle, along with double bassist Alex Bernard. Just as exciting and inspiring as the local acts were the international performers who brought their star power and magnetism to the stage. St Lucian saxophonist Babara Cadet thrilled the crowed through her stories, songs and incredible musical prowess, while Cuban born Alfredo de la Fé and his band literally had the crowd chanting “otra, otra… (more more)”. The Cabrits National Park is among the World’s Protected Heritage sites and the 18th century, 260 acre Fort Shirley has proved an idyllic setting for this event. Northerners are only too happy to get in on the act as the venue is located in the island’s second largest town of Portsmouth.

onths ago, I came across a 1900s image of Dominican women washing clothes in a river, spreading them out to dry on large volcanic rocks. With climate change currently a hot topic and global calls for increased renewable energy use, the photograph was a reminder that we have always utilised abundantly available natural elements, the sun, wind and water. Back then, Dominica was at the forefront of technology, with estates using wind, but mainly fast flowing rivers to drive nearly 60 mills; two even produced electricity for the owners’ consumption. So over a century later, how is Dominica now utilising renewable energy?

Renewable Energy (RE) is energy generated from a natural source which cannot be depleted or is naturally replenished relatively quickly e.g. solar, hydro, wind, biomass and geothermal. For electricity generation, RE sources are a better alternative to non-RE sources such as coal, oil and natural gas, because they produce significantly lower or no greenhouse gas emissions and will never run out; and with our trade winds, hours of sunlight and numerous rivers we seem ideally suited for RE generation.

Dominica’s sole, privately owned, electricity company, Dominica Electricity Services Ltd (DOMLEC), is not new to RE and installed its first hydro generator in 1952. It currently has three working hydroelectric power stations and has investigated other sources such as wind, photovoltaic (PV) solar and ocean thermal energy conversion (OTEC). Among homeowners, thermal solar (using the sun’s heat for water heating) appears to be the most commonly known, but not widely installed, RE system. Only a few residents self-generate electricity from RE sources to fully or partially power their homes, mainly through wind turbines or photovoltaic (PV) solar electric panels (using sunlight to make electricity). I am aware of just a couple of households that have up-and-running hydro systems. Quite a few hotels use solar water heating and a handful use solar water pumps and outside lights, but the most impressive RE installation to date has been the 225 kW wind turbine recently erected at the 22 acre, 28 room, Rosalie Bay Resort which opened in 2010. The owners report that the turbine currently provides a good percentage of the hotel’s energy requirement and further improvements are being

Since 1982, the government has assisted various external organisations with wind energy studies, but to date there have been no turbine farm implementations despite the significant potential identified. There are also no large PV solar implementations, but an initiative which appears to largely go unnoticed are the solar powered street lamps along the Goodwill Road and those recently installed on the new Goodwill/Bath Road bypass.
In August 2011 the government granted approval for West Indies Power (WIP) to begin exploratory drilling in the Soufriere Valley and by 2012 we should be closer to knowing whether the $US80 million investment for a 15MW geothermal plant will be realised. Also in April this year, further to agreements between Dominica, Guadeloupe and Martinique, a contract was awarded to an Iceland drilling company to begin exploration in Wotten Waven. This US$450 million project is being initially funded by the Agence Française de Développement (AFD), the European Union and the Government of Dominica in the hope of a 120MW geothermal plant providing electricity to Dominica and the other two islands via submarine cable.
One of the most exciting RE developments is geothermal energy; continuous, steady, natural thermal energy, generated from the earth’s core, 24/7, 365 days of the year. Since 1984, the Bouillante plant in Guadeloupe has been the only geothermal plant in the Caribbean providing nearly 10% of Guadeloupe’s energy needs. For quite some time there has been speculation about Dominica’s geothermal potential, estimated by a 1998 US Department of Energy study as 1,390 MW, enough RE power for Dominica’s present
So after such a promising head start at the turn of the century, what has hindered Dominica in the RE generation race? The main deterrent is the initial cost. Other factors for homeowners and businesses include; lack of information, upfront research required, lack of qualified and experienced consulting, installation and maintenance personnel, back-up electricity sources required when there is no wind, no sun or low rivers, aesthetics, and damage threat from hurricanes.
Local community and younger generation understanding and buyin are essential to achieving any significant and sustainable increase in RE up-take; so too is access to affordable financing. Sustainable living initiatives, led by local conservationist Errol Harris, include, RE introductory workshops, hands-on installation training and grass roots projects including primary school solar and hydro installations and student field trips to RE sites. Small Credit Union loans for the purchase of RE equipment can also be arranged.

made. The hybrid RE system is complemented by 96 rooftop PV solar panels and 3 solar water heating panels, adding to the hotel’s commitment to eventually have 100% self generated RE.

DOMLEC’s priorities are to ensure electricity demand is safely met and that it remains financially viable. Deregulation, geothermal investigations by competitors, a small population and poor financial climate impacting revenue, issues with storing excess RE and RE systems’ inability to respond rapidly to demand fluctuations are additional reasons why DOMLEC’s RE developments appear to be on hold. Incentives of long-term financial savings, mitigating global warming and the fear of further oil price hikes are seemingly not enough to offset these considerations.

The government has pledged its support in seeking alternatives to fossil fuel generation, and in 2006 a new Electricity Supply Act was passed which opened up the market to others interested in generating, transmitting, distributing and supplying electricity, including independent RE generators. It has also established an essential Independent Regulatory Commission (IRC). In the 2008 budget all import duties on RE self generation equipment were removed and in May 2010 the IRC and DOMLEC agreed to allow small independent RE generators to interconnect to the grid and to be paid for the excess electricity they fed back. There are only two known cases of interconnection so it is early days as to how well the process is working.
All these initiatives are commendable but more can be done to encourage the average Dominican citizen, businesses, hoteliers etc to seriously consider RE generation, especially the more affordable and accessible solar water heaters. Incentives include: education programmes, access to interest free or reduced rate loans, tax breaks, technical expertise assistance from donor countries with proven RE generation track records, access to subsidised quality RE generation equipment from donor countries like China and Europe on the cutting edge of RE equipment production, special feed in tariffs and investigation into carbon credit subsidies. DOMLEC has approved net billing, but net metering would be a laudable next step, whereby independent RE generators are paid the same retail price for RE energy fed back as for energy consumed. Also, even with the “duty free” status, anyone importing RE generation equipment is still faced with additional 19.5% charges on the cost of the equipment and shipping; environmental service charge 1.5 %, customs service charge 3%, and VAT 15%. The government has yet to publish its RE roadmap policy documents but it is imperative that we move away from imported fossil fuel energy production and increase our RE use not only for environmental concerns but for long term economic and energy security as well. In June this year, including the fuel surcharge, domestic customers paid between US$0.38-0.40/kWh for electricity which is among the highest rates in the Caribbean and even the world. It should be mentioned that RE generation has its own environmental issues and risks which need to be carefully considered. Dominica maintains a sensitive ecological balance and as many of our RE source sites are in rainforests or protected forests reserves, thorough environmental impact assessments are essential.
It would be great if the Nature Island could once again be at the forefront of responsible RE generation and it is not hard to imagine a future where we might all drive electric vehicles, heat our water by thermal solar, light our streets with solar lights, have a state of the art RE research and development centre, have a highly skilled and experienced RE workforce, where we become world leaders in energy conservation and the use of energy saving appliances, design energy saving conscious homes and buildings, where we are among the first nations who generate all our electricity from indigenous, safe and clean RE sources and maybe even supply our neighbours too.

The village of Pointe Michel, (La Pointe in Creole), is worth a visit! It stands on a raised delta of volcanic debris overlooking the sea, bubbling with lively, culturally proud and very welcoming people. It prides itself on producing the first female Prime Minister of Dominica (and the Caribbean), Dame Mary Eugenia Charles, and the renowned Lady of Song, Ophelia Olivacee Marie. The once exuberant First Serenade Band hailed from this village and the style of its women have been forever immortalized in the 1967 calypso “Pointe Michel Girls”. From the earliest days of French settlement, the Roman Catholic faith was strong in La Pointe. At first the parish of St. Luke was served from Roseau but eventually in 1852, La Pointe got its first resident priest, Fr. J. S. Féron. The ruins of the first stone church can still be seen in the cemetery. Later, the present majestic church was built on the hill above. In 1908, Fr. Verlooy, C.S.s.R. became parish priest and towards the end of his ministry, he repaired and enlarged

There’s lush vegetation, vegetable gardens, a small animal husbandry site and an ‘Enchanted Garden’ for quiet reflection. Among other treasures worth viewing are its Hall of Fame, featuring outstanding cultural icons and sportsmen and women, and a staff appreciation gallery. It is here that Sr. Annita Peter, F. J. the school’s Principal (winner of two “Principal of Excellence Awards” in 2009 and the prestigious “Principal of the Year Award” for 2011), had the vision to construct a traditional building to house the school’s Museum.
The old museum, with its beautiful collection of artefacts acquired over the years, was housed in a room which was accessible only to the school’s staff, students and a few visitors. The plan was to enhance the museum by making a permanent display in a traditional house for the benefit of the students, as well as the enjoyment of local and foreign visitors. Due to the generosity of Mr. David Carbon, a former proud parent of the school and the organization ‘Food For The Poor’, the idea of a traditional house for the Museum turned into a reality. Why a Museum at a school? Well, why not? Part of the rationale for this Museum is the focus on the integrated approach to learning, already adopted at this innovative school. The museum will add a practical and tangible component to

I first met Keith and Janet Heath while touring the facilities at their family-run guesthouse called Titiwi Inn. I found out that under their sister operation, Titiwi Marine, they also offer innovative ‘Stayn-Cruise’ packages, partnered with their lovely ocean front 3-bed apartment. As a boating enthusiast, this was of immediate interest to me! The added benefit that Keith (AKA ‘Yardee’, due to his Jamaican heritage) had a Pro-Line 32ft sport/ fisher boat for charter sounded like fun. Immediately, I suggested that my wife and I charter ‘Ma Honey’ for a day trip.

Ma Honey can be chartered for fishing, whale watch, snorkeling, sandy beach tours, sight seeing tours, celebratory cruises, or simply bobbing about on the water for no particular reason. It was not hard for us to rally a few friends to share the experience, the obligatory ‘captains rum’, and some excellent food that would soak it up. Our chosen day excursion was a meander down the south west coast. We stopped at ‘Champagne Reef’ one of Dominica’s most famous dive sites and a perfect point for us to do a spot of snorkeling. After some time swimming through the champagne bubbles a phenomenon caused by the underwater hot springs,
we hopped back on board. Keith throttled down the twin 225 Optimax engines and an exaggerated G-Force smile ripped across our faces. The conversation flowed easily as did the Kubuli beers, and the sun cooled by the trade winds, blew our cares away. Yardee informed us that his boat is used for all kinds of charters. “I’ve had marine biologists, professional expeditions and experienced fishermen and women on board, as well as the average person wanting an exciting day out. It’s a very sturdy boat, even in choppy waters, with the ability to speed, chase, fish and trawl. It’s serious fun!” Yardee insists. As if I needed any encouragement!
As we stopped at Scotts Head for brunch, a plastic bag blew overboard, not wanting to pollute the pristine waters I dived in to retrieve it, and that was my sole ‘catch-of-the-day’. As the afternoon wore on, we laughed, ate and joked. And as nice as it was I was just as excited about the trip back to town, Yardee gave me a nod and unexpectedly I took the helm, slicing through the water, engines powering, cameras in action, what more could friends and family want from a day out. This charter excursion truly was a day out to remember. Secure your hat, splash on some sunscreen and grab your camera, but for goodness sake leave the plastic bags at home.

he yachting sector is fast becoming a key part of Dominica’s expanding tourism industry. Yachties from neighbouring islands and around the globe are recognizing that the unspoilt, tranquil waters around the island are perfect for discovering nature’s charm and beauty by boat. Important safety and security improvements have been made in the areas of Portsmouth and Newtown/Castle Comfort just outside the capital Roseau to provide visiting yachts and pleasure vessels with a higher standard of facilities and anchorages. The Dominica Marine Association (DMA) was created to promote and bridge the communication gap between local business operators and the marine public at large. All DMA members share a common goal of promoting Dominica’s boating industry through strong business practices to ensure all services meet or surpass expectations. The DMA’s president is Hubert J. Winston, who owns and operates the Dominica Marine Center, which is also home to the Dominica Yacht Club and the Junior Sailing Program.

The DMA operates ‘mooring fields’ along the west coast of the island, inside the Portsmouth/Prince Rupert Bay area, at Mero beach and just south of Roseau. The mooring fields are sub-operated by smaller community yacht service associations such as the Portsmouth Association of Yacht Security, and the Mero Community Development.
Several other operators around the island offer visiting yachts fresh water, shower facilities, provisioning and additional services. These operators include, but are not restricted to: The Anchorage Hotel, Drop Anchor Bar & Restaurant, Titiwi Inn and ALDive in the Roseau area; Sunset Bay Beach Club and Mero beach along the west coast; and in Portsmouth Big Papa’s Restaurant, Blue Bay Restaurant and Cobra Tours & Yacht Services. The Dominica Marine Center (DMC) was established in 2006 to accommodate Dominica’s burgeoning leisure and tourism yachting sector. Located just south of Roseau in Newtown, the center offers a fuel/water dock, dry docking facilities, a duty free ship chandlery and provisioning services.
Other ocean based activities such as whale watching, sport fishing, diving and kite surfing are all on the increase and there are discussions underway for Dominica to stage its first Sailing Regatta in 2012. There are great things on the horizon for Dominica’s yachting industry.

achting in Dominica is on the rise, but it is still in its initial stages compared to its popularity in other Caribbean islands. Identifying that the yachting and recreational watercraft sector would be an excellent addition to enhance Dominica’s tourism product, as well as providing other economic benefits to the island, the Dominica Yacht Club (DYC) was established in 2005. Club membership is comprised of a group of yachting enthusiasts who are either from Dominica or have close ties to the island. The goals of DYC are to:
• Promote sport fishing, boating and sailing in Dominica • Promote the sport to the youth of Dominica through the Optimist program and other such programs • Encourage the development of yachting facilities for local and visiting yachts in Dominica • Work with both the private and public sectors to offer incentives to importers of boats • Establish an annual Dominica sailing regatta

One of our primary goals was to launch a Junior Sailing Program with Optimist sailing dinghies. The first Junior Sailing Program ran in October 2009. Funded for the Junior Sailing Program has been raised by donations, the DMC, and from a small fee charged to the participating children. For 2012 there are 2 or 3 planned programs, each offering a fantastic 1-2 week competitive sailing course for children between 7 and 15 years of age. The programs will be run during the summer by a volunteer crew, including Hubert Winston, Billy Lawrence (instructor) and Adina James (coach). Children wishing to participate should be able to swim before they sail. There is a preparatory swimming course for children whose swimming skills are borderline. In the previous years there have been 6 to 12 students attending each program, with two spotters and the instructors on hand. Children wear life jackets and their boats carry flotation devices. Sailing is a great leveler and this is of real benefit to the children. They discover the true joy of sailing, and they learn to improve their physical skills. Learning to sail builds confidence and self-reliance, develops the mental faculties and keeps the children fit. It instills values such as sportsmanship and respect for the sea, improves balance and coordination and is a good opportunity to make new friends.

e took a drive over the scenic mountain roads until we arrived at our destination, a corner of paradise in Stowe, near the beautiful fishing village of Fond St. Jean. Charming, simple, dramatic and stunning. No one word can do Zandoli Inn justice. The dramatic terrain of the south-eastern coast of Dominica was definitely preserved when Zandoli Inn was built. Mr. David Burton is a man from town, who in 1976 at the young age of 16 went to the hills of Dominica. He said he left town as he had ‘different ideas’, and has been there ever since. Times were different then. The Rasta people of the hills were not accepted as a part of society and were shunned by authority. Being dreadlocked in Dominica was a real risk. David says “my mother had to come live with me in the bush to help protect me from persecution”. But the hills of Dominica were good to David and soon he became a family man. His wife bore six children and he helped deliver them all, in the bush. David educated some of his children at home for many years, but when he realized his own academic limitations he enlisted help and sent his children to school.
All his children have excelled. Some gained scholarships and bursaries, including one who was the 1998 island scholar. Three of David’s children have degrees. The youngest is a high school teacher, another is an artist who speaks and writes Chinese having studied art in China. Another is currently studying in Morroco. Each child’s individual achievements are impressive by any standards. The family is now grown, and is spread around the world where they are proud to share their Dominican roots. From designing hand painted t-shirts to spread his message, to running a shop in town, farming the land and selling cane juice and flowers - David has supported his children’s education with his entrepreneurial skills.“There is a financial
reality to education” he explains. David’s lush hillside paradise is in the village of Wotten Waven, which is 700 ft. above sea level and a short 4 mile, 20 minute drive or bus ride from the capital. Paradise Yard, an art gallery and fully functioning horticultural haven is a nature lover’s leafy paradise where David takes time to hone his personal talents as an artist and his practical skills. His flower gardens are beautiful; experts from all corners of the world have visited to wonder at his anthurium hybrids. His florist business has been in existence for thirty two years supplying flowers to weddings, shops, hotels and more. His gardens host a fishpond, rabbits, and other ongoing projects. He is soon to open his gates to school children, and there will be a tour designed for anyone interested in this haven of creative vision. It is a work in progress. The vibe is authentic, the creativity is strong, and David gives thanks to Jah and his wife. David’s wife, as with most family units is the Queen and the backbone of this success story. Dominica is one of only two island states in the Caribbean (the second being St. Kitts & Nevis) which offers, in return for a direct contribution to the state, a unique concept for the acquisition of citizenship, second passports and the option of permanent residence in one of the most stunningly beautiful

The Government of Dominica operates a programme under which citizenship is granted to persons who qualify under strict criteria (which includes an exacting due diligence process), set by the Government’s policy guidelines. Dominica’s citizenshipby-investment programme requires the applicant/s to make an economic contribution to the country. In exchange, applicants and their families are granted immediate full citizenship. The Government views this programme as one component of its national capital mobilization portfolio to fund its ultimate goal of national development. The benefits of this programme include the advantages of tax free status, allowing the applicant/s exemption on foreign income from capital gains, gift, wealth and inheritance taxes. The option of a second passport includes visa-free travel to many countries including the United Kingdom. There are currently two types of application in the citizenship
programme and with both types the applicant/s must pay legal, professional and government fees in addition to their economic contribution. The first is for a Single Applicant, which requires an investment of $75,000USD. The other is for a Family Application for the applicant, spouse and 2 dependent children under 18 years of age which requires an investment of $100,000USD.
