Ag disaster declared Poor pasture land, lack of livestock feed, enough proof for Lamont County KERRY ANDERSON After a suggestion from the Ag. Services Board (ASB), Lamont County decided to call this growing season an agricultural disaster. T h e decision came following an August 5 special meeting of council, in which ASB chairman and Deputy Reeve Dan Wa r a w a said it was r e c o m mended by both ASB Deputy Reeve, and the ASB Chairman Dan Warawa North East Drought Committee, in which Lamont County is a member. Although Councillor Warawa said there is no guarantee or even suggestion of funds available at this point, he said council felt it was most prudent to make the emergency declaration. “Rain has been sporadic in the county,” said Warawa. “We have a variation of soils. Even marginal soils, if we get a more normal four or five inches of rain in June will get a good crop.” He pointed out that although some farmers got a decent amount of June percipitation, many got almost nothing. “June 28 and 29 we got one and seven-tenth inches in two days, but that was almost too late.” But Warawa was also hesitant about calling this year a disaster. He said cerials are shorter, same with oil seeds, but barlies are lodging.

The deciding factor was with livestock and pasture land, he said. “One producer north of Mundare usually get 859 bales from his pasture land and this year only got 249. On Highway 16 and RR181, a guy who usually gets 159 bales only got 39 this year,” said the Deputy Reeve. Taking that into account, Warawa said feed prices have gone from $45 a bale to $200. The agricultural emergency could not be called previously because regulations state that all councillors need to

be present and some were away on holidays or other commitments. So when Aug. 5 finally came around and all county councillors were able to attend, the group made its declaration at a special meeting. The declaration will enable producers to participate in any programs that the provincial or federal governments may put in place in the future in order to provide aid. Lamont County will continue to be in contact with the both the Provincial and Federal Governments on issues

affecting the agricultural industry. Producers are encouraged to consult Agriculture Financial Services Corporation (AFSC) or visit their website for updated information on assistance programs. The declaration also points to moisture deficiency, excessive heat and a larger than normal grasshopper population resulting in poor crops throughout the county as reasons for council’s decision.

Lamont County stated that it has called a state of Agricultural Disaster due to the livestock industry in the county. Livestock producers like here at Highway 29 and RR183, are short of feed and costs to purchase has quadrupled.

Davies and her husband live in Bruderheim, where she has been on council twice and enjoys the friendly atmosphere of living in Lamont County.

Opinion We need another Ralph Klein, not a PST Although I am quite sure the NDP was just as surprised as we were when they won a majority in early May, we have given our new Premier a little slack on the political noose - remembering that being in opposition is the easiest job in the world; leadership is not. But it’s time to get down to business. Just because the price of oil is low, doesn't mean the Province should continue to operate a deficit budget. Though the NDP doesn't have much of an example to follow, if they look way back to the days of Ralph Klein they can find some excellent financial constraint. Premier Klein faced low oil prices for half of his 14 year term (under $30/barrel), and was left with a $22.7 billion deficit by his predecessor Premier Don Getty. Oil never went over $30/barrel until seven years into the Klein rule. But somehow Klein balanced a budget which hadn't been balanced for some seven consecutive budgets. Coincidentally enough, it has also been seven straight budgets in Alberta presently in which no balanced budget was presented. Mind you, politicians would have you believe differently. They often budget for a massive deficit and then tell tax payers they balanced the budget… failing to remind you that they balanced it to the massive projected deficit. Premier Klein tried to put an end to this when he passed a balanced budget law meant to avoid future deficit budgeting in Alberta. However, subsequent PC governments after Klein ignored the law and proceeded with their patented deficit budgeting. Klein didn't complain about low revenues he could do little about, but rather he sliced and diced spending which was something he could do something about. He not only balanced the budget but wiped out the $22.7 billion Alberta was in debt. And he did it without raising taxes. Premier Notley has already vowed to increase business tax 20 percent from 10 to 12 percent, though her spin is that it is a 2 percent increase. Ahem, another math problem! I for one hope Rachel Notley takes this Ralph Klein approach rather than what I fear she will do: increase taxes and attempt to put in a Provincial Sales Tax. On that note, Premier Klein also took care of that possibility during his time in office when he passed the Taxpayer Protection Act which is a law stating any Alberta government wanting to implement a PST must first put it to a provincewide referendum. Now that would be a most interesting vote, don't you think? Kerry Anderson

Letter to the Editor Lamont County CAO opinion - without prejudice Regarding a NEW CAO for Lamont County. Okay, so he's a lawyer, there's four demerit points in it's self. I'm glad he has hands on experience “fire fighting”, God knows this county needs that on the bureaucratic level, he enjoys riding motorcycles. Good for him and a plus, he does not project the image of your average “Hells Angels”. Before the old balance went I too enjoyed a bike ride or two. taxpayers dollars on high priced help, that generally does little to contribute to our actual benefit. Face the facts, all the daily grunt work on any level of government is the average civil servant, sitting at a boring desk keeping the cogs and gears of government revolving and greased to continue going, because that's their job. Like the federal government the (overly) high priced help may have a gild edged title, but in reality they are just a title “We pay dearly for”. To what end? The local cog greasers keep the whole

Rural students in Lamont County have 2 chances at $1,000 KERRY ANDERSON Lamont County students from rural areas have an opportunity each year to win two $1,000 scholarships as part of the Centennial Scholarship Program, yet the number of applications is always lower than expected. This year, there has only been one scholarship application h e a d i n g toward the deadline of Aug. 31. Most years since 2005 when the county first began offering up the funds to assist rural students in pursuing further education, only a handful of students applied. "The winners aren't picked solely on academic achievement," said Lamont County Communications Coordinator Heather Atkinson. "The judges are usually looking for a well-rounded application." Criteria for the application include: Lamont County rural resident, excluding towns or villages with their own separate government; high school graduate registered to commence their first year of study at a recognized Alberta postsecondary institution; be able to demonstrate past

commitments to the community and education; show citizenship and rural community involvement, positive extra-curricular activities, show financial need; have past academic performance; and show career goals and employment history.

Applications and guidelines for the Centennial Scholarship Program can be found by contacting Lamont County or going to its website. Applications will be judged by a panel consisting of the reeve, or an designate, one other

county councillor, the county manager and executive secretary. The

successful candidates will be presented their $1,000 cheques at a coun-

ty meeting which they will be invited specifically to attend.

Horsemanship It’s in the blood for the Korobko girls KERRY ANDERSON Mother and daughters team of Jennifer Korobko, Brooke (8) and Leigh (6) are serious horse-people who ride and race almost daily as part of their lives. "I have ridden since I was a little kid," said Korobko, who grew up south of Tofield, but lives on a farm between Chipman and Lamont. "My girls have both been around horses since they were about three days old." Korobko has 14 horses at her home, where she breeds, rides and trains the mares and stallions with her two daughters. "The girls are riding their butts off. Really doing well for their age." Leigh has really improved this year, and just recently Brooke won fifth overall for the year in the Jr. Rodeo Association for barrel and pole bending. Mom has many awards as well, and is presently training a new horse for barrel racing. Jennifer says the trio is part of the Lakeland Rodeo Association

(LRA), and have been doing barrels in Lamont, Ponoka, and Vermilion recently. "We go all over the province." Her daughters have been in lead line classes and ride gymkhana. "We ride all year round," said Korobko. "We've got to keep the horses in shape." During the winter months the Korobkos can be found riding in Willingdon, with the Rose Country Roping and Riding Club. At the Summer Sizzler Rodeo in Lamont held recently, the girls could be seen trick riding as part of the half-time show, plus doing some barrel racing. They love horse riding so much they even holiday with horses at the Ya Ha Tinda Ranch near Sundre - the only federally operated working horse ranch in Canada. "I am pretty proud of how good they have become," said Mom. "They are both competitive, but they love it and try to do better every time they practice."

Mom Jennifer Korobko, Brooke 8 and Leigh 6 have been around horses virtually since the day they were born. The trio loves riding and racing.

Hundred$ of thousand$ more for Lamont communities if casino funds were distributed evenly Andrew Lions President pushing government - 15 kms and Andrew would see $30,000 plus more yearly KERRY ANDERSON Things have certainly changed for service clubs across Canada, and in Lamont County clubs like the Andrew Lions are struggling to attract younger members to keep the group alive going into the future. When the club began in Andrew it was strictly for men. Ladies who wanted to join a service club had other options. A branch of the Lions for ladies was called the Lioness Club which has disbanded in most areas of the world. Presently Lions Clubs, including in Andrew, welcome women members. "Our memberhship is 26. We're 40-50 percent female members now," said President Dave Diduck. "We have an aged membership averaging 60 (years old) plus. "It would be nice to recruit some younger people. But they are so involved these days with their children," he said, it's difficult to get them to join and take over fund-raising projects so important to the community. The Andrew Lions

have built so many of the structures associated with the town including the town administration building, the Andrew mallard statue, and the mini golf now being operated by the Picketts who own the Andrew Hotel. Diduck said back in the earlier days of the Lions, the Andrew club had a highly successful bingo which raised tens of thousands of dollars every year which had to be distributed annually. The legalizing of casinos seemed to be the end of the local bingos in most towns, and Andrew was one of the victims. Now the club works the kitchen for potato pancake breakfasts and partakes more minor fundraisers than in the days of the great bingos. "We work at the Camrose casino, but we only get to go every three years." Diduck said the set-up for service clubs is very unfair depending on the area you happen to live in. "If we were located on the other side of the North Saskatchewan River, we'd work at the

Just under 3,000 visitors came to celebrate Ukrainian Day on Sunday, Aug. 9. David Makowsky, head of community and corporate relations for the Ukrainian Cultural Heritage Village (UCHV), said “Ukrainian Day is an annual celebration of all things Ukrainian.” The event, hosted in partnership with the Ukrainian Canadian Congress-Alberta Provincial Council, commemorates the earliest pioneers who settled in east central Alberta while also celebrating the present Ukrainian community, explained Makowsky. This year marked the 124th anniversary of Ukrainian settlement in Canada. During the first half of the day, 967 pioneers names were added to the Centennial Pioneer Family Monument. “As of August 9, 2015, there are now 5,717 pioneers recognized on this monument who settled in East Central Alberta prior to the First World War. The Honourable Lois Mitchell, Lt. Governor of Alberta was in attendance and was able to bring greetings as the newest pioneer names were unveiled. Mitchell was also joined by Deron Bilous, Minister of Municipal Affairs and Minister of Service Alberta, who brought greetings on behalf of the Alberta Government. The Ukrainian Canadian Congress-Alberta Provincial Council also presented former MLA Ray Danyluk with the 2015 Michael Luchkovich Award. “The annual award is granted to former parliamentarians of Ukrainian descent for their significant contribution and dedication to the betterment of all Canadians,” noted Makowsky. There was plenty of lively entertainment on the band shell stage. The featured performers were from the Dunai Dance Ensemble of Edmonton. Additional performers included singer Sofiya Fedyna of Ukraine, Euphoria band and Zabava v koli bands of Edmonton, Svitanoik singers of Calgary, and Spivohrai Children’s Choir of Saskatoon.

Lamont County renovations well underway Entry through parking lot doors until February 2016 project completion

KERRY ANDERSON Lamont County staff, taxpayers, council and guests are enduring the inconvenience of a renovation while working toward giving everyone a more functional, updated and peoplefriendly facility by February 2016. The parking lot doors are being used, and a labyrinth of hallways and stairs are being mapped out to get people to their respective areas in the building with the help of friendly county staff as your hosts. Council budgeted $1.7 million for the project but the winning bid of $1.475 million was awarded to United Construction Company out of Acheson, Alberta, and paid through the

Government of Alberta Municipal Sustainability Initiative grant. When complete the front reception area will be on the main floor, and a wheelchair ramp will allow easy access for those with restricted mobility. A meeting room will be added to the main entry as well as a wheelchair accessible washroom. That will be the most noticeable change to the building however the most costly part of the renovation will be changing out the heating, ventilation and air conditioning system up to air quality standards set by Alberta Health guidelines. The renovation was certainly in order, as the structure was originally

Ukrainian Day celebrated at Cultural Heritage Village KERRY ANDERSON Beautiful, sunny summer weather helped draw large crowds to the Ukrainian Cultural Heritage Village on Sunday for the Ukrainian Day festival. Co-hosted by the Ukrainian Canadian Congress Alberta Provincial Council, the day pays homage to pioneers who settled in the area more than 120 years ago.. Although the theme museum is host to origi-

nal buildings, and employees in full costume playing authentic parts from the early 1900s - the day is by no means only a historical trip through time. It's a day for the family as much as it is a day of learning. Heartland area most interested in industry and environment More residents in and around Alberta’s Industrial Heartland are following industrial development activities now than four years ago. According to a recent survey conducted by Life in the Heartland, 72% of respondents follow industrial activities very or somewhat closely compared to 68% in 2011. A telephone poll of 400 residents from Alberta’s Industrial Heartland and surrounding region was conducted in June to determine public perceptions about industry and e n v i ro n m e n t - re l a t e d topics, how closely residents follow industrial development, and preferred sources of information. The data was compared to a similar survey conducted in 2011. “Comparing our most recent survey with the baseline data from four

years ago provides valuable insight on trends and changes in people’s perceptions,” explained Vanessa Goodman, Chair of Life in the Heartland. “Knowing more people follow industrial activity, in addition to a sustained interest in environmental topics, helps us continue to provide the information our audience is looking for.” When asked where they obtain information, respondents selected local newspaper as their preferred source, with television ranking second, both in 2011 and 2015. While it is a popular spot during school time for field trips, the fun doesn’t stop during the summer and a number of events are offered throughout the warmer months, with a few big events planned for this month. The annual Bison Festival, heralded as “a celebration of conservation, culture, and cuisine,” is set to take place on Aug. 15 in the Astotin Lake Recreation Area. “Bison were nearly lost from North America but by the early 20th century, bison purchased from Montana and brought to Elk Island National Park began to slowly re-build their numbers. Today nearly every plains bison you see in southern Canada, whether in conservation or domestic herds, had an ancestor in Elk Island National Park. The event offers something for all in attendance with the chance to view the Iron Head Dancers perform an

indigenous dance, enjoy the live music of the Wardens, and take in “Bison will Rise Again,” the musical. As well, a bison craft fair with a variety of fares and the Bison Festival Kitchen featuring culinary demonstrations by local chefs will be on site. Family friendly fun activities include airbrush tattoos, a green screen photo-booth, bison hide tanning demonstration, pemmican making demonstration, bison displays and exhibits, and voyageur canoe tours. Bison backstage facility tours with hands-on experience and demonstrations about bison conservation are sure to be popular and there are educational talks about bison in the evening. Another popular activity is set to begin on Saturday, August 22. The Star Party Campfire at the pavilion allows participants to gather around the fire, gaze up

at the sky, and learn about Canada Park’s Dark Sky Preserve. Star Party Campfires will take place on Saturday, September 6, Sept. 12, Sept. 19, Sept. 26, and October 3 at 7 p.m. Other ongoing summer interpretive experiences inclde the bison campfires on Friday evenings at 7 p.m., A People’s Place, which educates participants on the people of the prairies on Saturday afternoons from 2 p.m. until 4 p.m., Bison Backstage tours on Saturdays and Sundays from 1 p.m. to 3 p.m. and Parks Canada in the Field, which is a walking tour featuring hands-on activities and demonstrations about forest, wetland, and wildlife conservation. And of course, Elk Island Park offers pleasant hiking trails, canoeing and kayaking, and equipped camping for all interested in visiting the unique park.

Sale of Crushed Gravel to Lamont County Resident Rate Payers

Landowner Beaver Control on County R-O-W Policy 6075 Policy 6075 was rescinded on May 7, 2014, by council motion 14-048; therefore, Ag Services requested direction in how to proceed. Policy 6070 Beaver Dam Flood Control states that Landowners can apply to the County for Beaver Dam removal at their expense for cost recovery. ASB requests that research on the costs associated with the service be done, along with what other Counties are doing, to be presented at the next ASB meeting. No Spray Agreement Policy The No Spray Policy was previously amended so only those certified organic can opt out of spraying. A letter was received for exemption from the No Spray Policy due to severe allergic reaction to sprays. ASB requests that a draft amendment of the policy for medical exemption be brought forward at the next ASB meeting.

AG Disasters Lamont County is in year 3 of being dry; it is not as bad as other municipalities, but still has bad areas. Cereal crops are average compared to other years, which were above average. However, Councillors have had calls from ratepayers about very poor hay fields; the price of hay has become very expensive, and livestock is being sold off. Therefore, ASB recommends council declare a State of Agricultural Disaster for Lamont County.

Following from the suggestion made by the Agricultural Services Board, which was based on conditions of pasturage and cost of feed for livestock due to the lack of rain during the spring and early summer months, Council has declared a State of Agricultural Disaster in Lamont County. This decision was made to raise awareness in all levels of government of the current situation many producers are facing due to drought. In the event that government aid is forthcoming, declaring the disaster enables producers to apply for aid. Producers are encouraged to contact AFSC for updated information on assistance programs.

The Water Pumping Program assists Alberta producers in securing water supplies for domestic, livestock and agricultural purposes.
