Province announces change to allow digital proof of insurance Leslie Cholowsky Editor

The Province’s Associate Minister of Red Tape Reduction, Grant Hunter, made an announcement on Monday, Aug. 12, that will allow vehicle insurers to provide clients with digital proof of insurance. Now clients can display ‘digital pink cards’ on a mobile device, or carry the traditional ‘pink card,’ whichever they prefer. The Insurance Brokers Association of Alberta (IBAA) says it was happy with the news. CEO George Hodgson says, “Digital pink cards are securely stored on a phone in the custody of the phone’s

owner and safely away from thieves if a vehicle is broken into and/or stolen. “This is a great step forward.” Local Insurance brokers agree. Forestburg Agencies’ Greg and Susan Lemay say, “We are excited for this change. We have been anticipating this for more than a year and the Centre for Study of Insurance Operations (CSIO) has been working with us and our broker management system to implement the change.” Marcy Lazarick of James Insurance Group says, “We know that this will make things much more convenient for our clients who aren’t able to stop in or don’t have access to a printer. “Our current broker management sys-

tem is set up to deliver electronic pink cards by email and we are working on an online portal so that clients can access all of their insurance documents and pink cards from any computer, tablet or smart phone.” The insurance companies will be responsible for creating and providing applications for enabling digital proof of insurance, and the timeline for implementation will depend on the insurer, but local brokers are ready to move forward. The Lemays say, “Our customers have been wanting the change for less insurance paper and this is a positive step. It’s important to remember we will still offer the paper documents for those cus-

Lougheed Ag. Society pulled off another amazing experience for visitors at the 96th Fair on Saturday, Aug. 10. The parade featured some local youth, like the Battle River 4-H Club members pictured below left, and the little bride and groom above on the Elegant Events float stole the hearts of everyone on the parade route! There were tons of fair entries to “ooh” and “aah” over, and riders and drivers of all ages showed off their equine skills in the arena. The cattle show gathered some sharp-looking trios, and the pet parade was an exercise in adorable. The Wildcats had a great day, too, with a close 9-8 win over Amisk, and 5-1 win over Rosalind.

County Council votes to move forward with regional broadband Leslie Cholowsky Editor

Flagstaff County Council passed a resolution on Wednesday, July 17 to confirm their participation in Phases I and II of the Regional Broadband Project, with an increased requisition of the total $42,000 project cost if necessary, due to partial participation from member municipalities. Council had approved participation in the proj-

ect in a prior resolution, but have now made firm a decision to shoulder the bulk of the cost to do so should the need arise. Of the municipalities who voted not to proceed with the Regional Broadband project, Sedgewick Council changed their decision and voted unanimously to participate in Phases I and II of the project. Forestburg Council approved a motion for the increased budget for

the project. Daysland will review their original motion at their Aug. 26 Council meeting, but both Hardisty and Killam again declined to take part. In a letter dated July 15, Hardisty Council says, “Council also reviewed the request of the FIP Committee as per the motion of FIP Member, S. Armer regarding the reconsideration of those municipalities that de-

cided to not participate in Phase I and II of the Regional Broadband Project. Council reviewed accordingly and with the uncertainty of FIP members deciding on their ability to commit to a project to move it forward, whether it is financial or a priority for their community at that time, the Town could be spending money that would never see the project come to light due to financial impact of members pulling out

Communities mourn loss of local firefighters Leslie Cholowsky Editor Some local volunteer fire departments were flying their flags at half mast to honour Wheatland County volunteer firefighter John Garvin Jr., who passed away at the scene of an accident due to an unrelated medical condition, on July 27. Like our local firefighters, Garvin was an active volunteer in the community. Just three hours before the call came in, he could be found at the Rockyford rodeo grounds, preparing for the rodeo happening that weekend. He had just driven one of the fire trucks in the parade. Just days later, Forestburg Fire Department lowered their flag to honour the loss of a member of their department, volunteer firefighter Rick Scheler, who passed away on July 30. Scheler joined the department in March 2017, becoming member 174. “In just over two years Rick became

one of our ‘always Firefighters...’ he was always attending training, responding to events, helping at fundraising events, and doing extra work around the hall,” says the department. Just days later, Heisler Fire Department members mourned the

loss of one of their own, Scott Heisler, who passed away on Aug. 3. Heisler had been a member of the Heisler Fire Department for a number of years, serving his community. We join both communities in mourning their losses. A volunteer fire-

fighter runs toward danger when the rest of us run away. They see us at our worst, and they serve our communities to the best of their abilities. Let us extend to the families, friends, and firefighter brothers and sisters our deepest condolences at this time.

Faster internet a game-changer

Are we practicing good digital citizenship? I’ve often wanted to pull my hair out when I come across social media posts that are inflammatory, aggressive, and sometimes, downright libellous. I’ve also heard, too many times to count, that “If it’s on the internet, it’s free to use,” while people are helping themselves to other people’s art, photography, or designs for their own use. Recently I’ve become aware of groups like the Global Digital Citizen Foundation, whose goal is to develop digital citizenship and to provide resources for education worldwide. They have six main tenets for practicing digital citizenship. These are: 1. Respect for Yourself - This begins with the identity you create to present yourself in digital domains. How often do we see social networking names that are suggestive and questionable, or images posted to social sites that are provocative, revealing, or unflattering? 2. Responsibility for Yourself - The words and images you post online are not going to be exclusive to your intended audience. It is impossible to guarantee anonymity or privacy online. Be aware that your posts can be used by others, and sometimes in negative ways. Social networking sites, blogs, wikis, Twitter, and instant messaging services allow you to openly express your ideas and opinions, but the nature of these places is to gather an audience. At some point, many of us either have found or will find ourselves the targets of bullying and online abuse. It is crucial to know that you don’t have to try and deal with it on your own. Tell someone you trust like a friend, parent, teacher, employer, counsellor, etc. 3. Respect for Others - Be aware that your words and images online have power, and in many cases are permanent once you have posted them. As responsible global digital citizens, we must always demonstrate respect for other people. A good general rule to follow is this: If you wouldn’t say it in person, don’t say it online. We know how easy it is to post a thought on a social media site, or to make and dedicate an entire blog to any subject. This makes it far too easy for anyone to create gossip and innuendo and spread negativity if they choose. Remind yourself to stay above the fray and encourage others to post responsibly. 4. Responsibility for Others - Every social networking site, instant messaging tool, chatroom, wiki, blog, and social media domain has a “Report Abuse” contact. Don’t be afraid to use it! We can protect others by reporting behavior that is inappropriate, abusive, or unacceptable. Another example that is common to us is in email. Again, think before you send and share! Don’t forward emails that are derogatory. You can stop the chain by deleting the message instead of passing it on. Choosing to do nothing as a person is flamed in a threaded discussion, or attacked by a troll in a chatroom, encourages the attacker and empowers them to continue. You do not have to passively contribute to this negativity. You have the ability to report abuse and to encourage respect and consideration in all discussions online. Whether you, a friend, or even a stranger are the target, you should feel like you can do something about it. If you see someone being abused online, consider what it would feel like if you were the recipient of such abuse. 5. Respect for Property - There is so much information out there, and there are so many amazing materials to share. Think of the number of people who have given their precious time and know-

This past week, at our sister paper The Weekly Review, of which I am also the Publisher, we made the decision to sign up for the Town of Viking’s new super high speed internet service. Boasting both download and upload speeds of (up to) 50 Mbps, it certainly did not disappoint once we got it installed. I did a Speed Test on Monday, and both the download and upload speeds overdelivered - in the 60-70 Mbps range. “City speeds” if you will. Don’t know what I’m talking about? Well, here in Killam, I have the Telus 15 package, the best available with the current infrastructure. It boasts download speeds of (up to) 15 Mbps (usually around 13.5) and upload speeds of 1 Mbps (usually around 0.8). So, to put that in really plain terms: I can now upload a file over 50 times faster in Viking than I can in Killam. But can’t I just wait the extra few seconds/minutes, you might ask? See, there’s a problem with that thinking. Sure, I can. But as our society becomes more reliant on internet services, our infrastructure needs to keep up. What may have seemed trivial 15 years ago, could literally now determine whether or not someone chooses to move their business, or their family, to a certain municipality.

Take what we do - already very media reliant and heavy on graphics. We can wait a couple minutes for our big visual files to upload to an email or server. But, what if we wanted to start producing more videos? What if every file we produced went to a cloud backup? Then we’d be talking 30 minute upload times or more and constant office disruptions (large uploads can affect the speeds of other users on a network). In Viking, those files would take a fraction of the time. It’s that big of a difference. A standard TV and streaming device comes in 4K picture quality nowadays. I can tell you, 4K is hard to stream sometimes when your download speed is only 15 Mbps and below in a shared household. Imagine telling a teen they can’t use the internet right now because you’re streaming the new season of GLOW. Catch my drift? This isn’t targetted at any specific municipality, but serves as a general reminder that modern internet is an important part of remaining attractive to would-be investors and families. Waiting for a telecommunications company to come along and upgrade for free is a great way to get left in the dust. Hats off to Viking for their forwardthinking. ERIC ANDERSON

Words and images have always had great power, and our online conduct brings great personal responsibility for protecting and teaching our youth, our community, and our world the power of civility and respect. Producer responsibility for recycling getting closer in Alberta Leslie Cholowsky Editor

The Alberta Urban Municipalities Association (AUMA) has reached out to Flagstaff Waste Management about recycling, asking them to participate in a “rigorous data collection study relative to recycling of paper and packaging materials.” The AUMA, cities of Edmonton and Calgary, other municipalities and the Canadian Stewardship Services Alliance are reviewing a potential fu-

ture for an Extended Producer Responsibility (EPR) paper and packaging program in Alberta. An EPR is defined by the Recycling Council of Alberta as: “an environmental policy approach in which a producer’s responsibility for a product is extended to the postconsumer stage of a product’s life cycle.” The project came out of a Notice of Motion brought before Calgary City Council asking the city to work with AUMA, the province, industry, and Alberta municipali-

ties to develop a “baseline analysis that can inform the design of a provincial EPR Paper and PackaGing Program.” EPR makes producers responsible for the postconsumer stage of a product’s life cycle, away from municipalities and general taxpayers. EPR programs can be mandatory, or adopted voluntarily (like retail take-back programs, for instance the Wild Rose Co-op plastic bag collection bins). The federal government says, about EPRs,

“Governments may adopt producer responsibility to achieve a greater recovery of secondary materials or as a means to divert materials from disposal. “Legislated producer responsibility programs reflect the “Polluterpays” principle, since producers are made responsible for the waste management costs of their products.” The AUMA reports that to date, 31 municipalities have endorsed the notice of motion. The project team hopes

Recently, there have been a number of articles claiming that due to a “technology upgrade,” Alberta students would not be able to apply for Alexander Rutherford scholarships until late fall. Several articles have pointed out how this will negatively affect students, and how NDP advanced Education critic David Eggen called for something to be done “as soon as possible” by the Minister of Advanced Education. What has not been reported on as frequently, however, is that the problem has been fixed. The Rutherford Scholarship will no longer have any delay, and students will be able to receive their scholarships without delay. “Effective immediately, the Rutherford Scholarship is open and accepting applications. Students and parents can rest assured that all eligible students will receive their awards on time and as normal without any delay or interruption,” said Advanced Education Minister Demetrios Nicolaides in a statement regarding the

delay. Furthermore, Nicolaides said that the delay was something that never should have happened in the first place. “I want to be clear: the Rutherford Scholarship should never have been

Pig roast near Alliance leads to a small adventure Libby Whittall 780-888-5097

Could you imagine my delight when I received a personal invitation to Connie Beingessner’s annual potluck pig roast held this past Saturday? I excitedly RSVP’d “Yes!� immediately. The request was to bring a salad and I volunteered to bring roasted beets and feta over greens, my new favourite. Friday dawned before I remembered I had neither beets, nor feta, nor greens. A quick trip to the local grocery produced feta cheese, but no beets or lettuce. After spending money on a big jug of feta that was going to expire in a few days, I was totally committed to completing the recipe. I could drive to Killam Co-op, my usual grocery store, but last time I was there, there were no beets that I could find, so the trip could potentially be wasted. Besides, the last beets I bought there were from South Bend Colony anyway, which is pretty close to me and far closer than Killam. We are so lucky here in Alliance to have George Kubota the Hutterite, who comes around with his shiny white fridge and

freezer truck delivering fresh produce, frozen chicken, and eggs to us. I wondered if I could reach him and would if he’d have any beets and lettuce I could purchase? I called his daughter June, who passed on that I needed beets. It wasn’t long before it was arranged for me to drive over and buy what I needed Saturday morning. It’s a beautiful drive down Hwy 602 to RR #123. The views to the South are lovely and the trip was quick. Following Kubota through the colony, I passed a tidy and utilitarian compound with flowers planted in front of the homes. Children waved to me from a secure playground and their plain clothing reminded me of all the years I dressed my sons the same way. I was deeply impressed seeing a woman scrubbing her painted front steps and immediately thought how dusty my own were. My chosen remedy to the problem of dirty steps is to paint them dusty purple and just accept that Mother Nature is far more determined than I. We pulled up in front of a large industrial metal building and, leading the way, Kubota opened the door to a vast cooler. It was bright white and loaded with fresh produce

all in absolutely perfect condition and perfect order. I took a deep breath of the fragrant cool air and admired the white buckets filled with sliced potatoes for the people’s communal evening meal. There was a big pile of washed beets all bagged and ready to go and I also ended up buying a massive head of perfect white cauliflower and a similar one of broccoli. Kubota gave me a quick tour around the facility he runs for the colony and, again, I was impressed with the perfect order. It brought to mind the old adage: cleanliness is next to godliness, both of which seem represented here. Back to Connie’s party; I got my beets roasted and salad made and got dressed in what I hoped was appropriate clothing for a pig roast. This event was a huge step forward for me towards resocialization after living in the remote wilderness in almost complete isolation for seven years. I parked my vehicle where I could make a fast escape, if necessary, and courageously walked alone into what I would call a mini family folk festival. There was fabulous live music on a great stage with people sitting around laughing or singing, children and dogs every-

where, and, of course, the amazing smell of the pig cooking in the gigantic smoker. I was immediately embraced by the group and ended up chatting with people familiar with Yellowknife. The salad and dessert tables were ready to go when I wandered over to watch Connie and her hubby cut up the beast that was 300 lbs pre-

slaughter. I was just there for a moment when he nicked himself and had to stop, calling for a volunteer. That’s apparently my middle name and, before you knew it, I was up balancing on a small child’s chair with a sharp knife in hand, relishing the smell of the wood smoke, hands deep into a charred, very hot pig carcass. My fingers ended up a

bit burnt, but I figure the tasty bits I claimed before they fell through the grill to the dogs stationed below was a fair exchange. For the month of August I am filling in at the Alliance Library and I’m sure to have lots to share about that new endeavor. Stop by, get a library card, and check out the great collection of books if you get the chance. Maybe I’ll see you there.

Ag Minister consults with local farmers in Camrose area Leslie Cholowsky Editor

Alberta Agriculture and Forestry Minister Devon Dreeshen was in Camrose on Thursday, July 25, to meet with local

farmers and ranchers from all around the constituency. Camrose was the first of a series of consultation meetings the minister is embarking on, gathering feedback on farm and

ranch safety and workplace legislation. In July, Dreeshen said, “Alberta farmers need common-sense rules that promote farm safety – not process, not red tape. “We’re going to repeal

Bill 6, and I plan to meet with farmers this summer to develop the legislation to replace it.” Camrose MLA Jackie Lovely says, “We are committed to restoring balance, fairness, and common sense to the regulation of Alberta’s agriculture sector. “Farm and ranch operations have unique needs that are unlike other industries. “We need legislation

that balances the unique economic pressures of farming with the need for common sense, flexible farm safety and employment legislation.” Lovely says about 89 people attended the meeting; Dreeshen said, “We were blown away by the huge turnout in Camrose to talk about the repeal and replacement of Bill 6!” Lovely says, “Those who were in attendance

The Battle River Watershed Alliance (BRWA) and Alberta Parks are hosting a festival at Big Knife Provincial Park on Saturday, Aug. 17.

The Battle River Watershed Festival is a great way to experience and learn more about the watershed with the whole family. Activities include hikes through the park, complete with geocaches to

watch out for, storytelling of the natural and historical highlights of the region, and canoe trips over the Battle River. There are also a variety of games and crafts for kids, including face painting and an obstacle

course. The canoe trips are set in 30-minute time slots, and are guided by special guests Caroline Boddy and the Golden Prairie 4H club. Other special guests include the Beaverhill Bird

Observatory and Historian Fraser Beebe. There will also be a lunch of a weiner roast and saskatoon pie. The lunch is provided free of charge to all those who attend. The festival will be a

fun-filled day great for exploring and celebrating the Battle River Watershed. Those interested can see more details through the Facebook event page for the Battle River Watershed Alliance.

The Canadian Junior Angus Association hosted its 20th annual Showdown on July 18 to 20. The Showdown is a competition for youth Angus enthusiasts, in which there are 15 different competitions, each divided into three age divisions. This year’s showdown was held in Barriere, BC, and saw 111 participants and 112 head of cattle take part in the activities. Showdown is organized by Canadian Junior Angus every year, and rotates to locations throughout the country. Among these participants were several individuals from Forestburg. They included Keely Adams, Kasey Adams, Halley Adams, Lexi Dietrich, and Jed Curtis. All of them did very well competing at the Showdown, each coming home with several awards. In the Conformation Competition, cattle are judged based on physical structure and bovine makeup. Kasey Adams exhibited Red Ter-Ron Brandy 127E, and received Canadian Class Champion and Grand Champion Female in the Owned Division. Kasey also exhibited Red Ter-Ron Torque 128G, and received Grand Champion Bull. Halley Adams exhibited Riverfront Rosebud 811F and received Reserve Grand Champion Female in the Owned Division. Jed Curtis exhibited Faith and received Reserve Grand Champion Female in the Commercial Division. Showmanship was judged as well as conformation, and in it participants were judged on their showman skills. Lexi Dietrich was intermediate reserve champion. Keely Adams, Kasey Adams, and Lexi Dietrich’s team placed second in the Angus Cook-Off. The event also had Grand Aggregate awards. These awards were given to the participants who were the most accomplished overall in the Showdown. The winner is determined based on how an individual performed in the previous competitions. Kasey Adams was the junior division Grand Aggregate winner, Lexi Dietrich was the reserve intermediate Grand Aggregate, and Halley Adams was the reserve senior Grand Aggregate. Flagstaff Scottish Club hosts a pipes and drums band camp The Flagstaff Scottish Club recently hosted a unique band camp held over three days in Sedgewick. Scottish Club cofounder Karen Robinson says, “We brought in four instructors; two from Calgary, one from Medicine Hat, and one from Lloydminster. “Two were for bagpiping, one for snare drumming, and one to teach tenor drumming and the base drum.” She says it was an intense immersion weekend of classes and practices. “Members camped on the premises of the Flagstaff Scottish Club with food and refreshment provided. “We learned piping and drumming techniques, marching techniques,

impress the community at our upcoming Gathering of the Clans Highland Festival. “We are hoping our community will support and feel the pride in having their own pipe band!” The Battle River Pipes and Drums was formed in November 2018 and practice every week in Sedgewick. “We have approximately 15 pipers and six drummers and are always open to new members.” If you attended a parade in the Flagstaff re-

gion this year, chances are you’ve already seen them in action. Robinson says it is very costly to train, outfit, and dress a pipe band. She says the group actively raises money by working various events and other fundraising, but are very appreciative of any donations! “Our budget, to get our band with 21 members; trained, outfitted in their instruments, and provided with uniforms is $85,000. “That's a lot of fund raising!”

would leave the province, leaving some motorists without proper coverage. Hodgson says the premium cap has led to the cancellation of more than 100 contracts between insurance companies and independent brokers, which limits options available to clients looking for insurance.

Hodgson indicated earlier in the year that the IBAA and insurance business leaders hope to meet with UCP government officials this summer. Lemay says, “We are hoping a task force formed by the IBAA will work with the Alberta Government to ensure consumers have access to

effective and affordable automobile insurance while maintaining a viable automobile insurance market in the province.” He adds, “As brokers, we are caught in the middle explaining the rules, rates, and regulations imposed by the insurance companies and the Alberta government.”

Hopefully you had a chance to enjoy the 96th annual Lougheed fair on the weekend. The village was buzzing with activities and, luckily, no alligator sightings were reported during the pet parade. Maybe I'm the only one so excited to see the sidewalks being repaired in town, but as a mom with a stroller and a four year old riding his bike, I'm thrilled. It can be a real hassle to get on and off the street in an efficient matter with the sidewalks not being level to the street at most intersections. I'm sure you noticed the changes at the corner of the health unit and former county administration building in town. I even have my hopes up; more might follow. As for the crosswalk by the golf course, it must be

decoration only, as barely anyone bothers to slow down and let people walk across. Those few who do, thank you! I recently joined the team at the ATB agencies in Sedgewick and Hardisty on a casual basis. Therefore, Tyler and I got invited to take part in the James Insurance Group staff appreciation event at the Bruce Hotel last weekend. If you've ever been, you probably know what all the fuss is about. We were so stuffed. I've never been and thoroughly enjoyed the delicious food and great company. The next concert for Sedgewick has been announced for October. I'm sure you have seen the article in last week's edition of the paper. Tickets are on sale, so make sure to grab yours early. While there are no Alberta Open Farm Days events taking place in Flagstaff this year, there are events happening in nearby Rosalind and Halkirk this weekend. Lazy T Farm hosts Brett and Jenna Hauck and Tony and Clara Nibourg will offer a free farm tour about eight kms north of Halkirk off Hwy 855, check for exact tour times. That evening, Lazy T Farm will host a sold-out Long Table Dinner where Chef Jason BartonBrowne will prepare a feast using local produce from Lady’s Hat Farm,

meats raised by Redtail Farms and Lazy T Farm, and featuring beverages from the Balzac Craft Brewing Company. After dinner, paying guests will enjoy an open house with a campfire, music, and more craft beer, with camping spots available. Application deadline approaching for RMA scholarship for rural students James Cox Staff Reporter

The Rural Municipalities of Alberta (RMA) has a $1,000 scholarship program for rural students who are entering into post-secondary. The program was established as a way to encourage rural Albertans to pursue further education in order to better serve their communities in later years. There are five RMA scholarships given each year, given to one applicant from each RMA district. The 2019 application deadline is Aug. 31, so students going into post-secondary next year should apply as soon as possible. In order to qualify for the scholarship, you must be a resident of a municipality within the RMA, of which Flagstaff County is a part, and be registered for your first four years of post-secondary schooling. It is important to note that residents of towns, cities, or villages are not eligible for the scholarship. Interested students need to submit a letter outlining your goals in pursuing higher education, your high school transcripts, a brief resume showing your community contributions, and written confirmation of residence in your municipality. Hi everyone. How was your week, wet? I'm not going to talk about the weather today. As I drive along the highways and side roads I see so many Tim Horton and McDonalds cups along the roadside I get a little perturbed. How many of you have ever done a highway clean up? If you haven't you should take part in one; it’s not a easy job. I guarantee you will never throw a cup, paper, or even a gum wrapper out the window again. Take note, I know what I'm talking about. So please, if you are enjoying a drink, etc., please keep it in your vehicle

until you get home or find a garbage container, this will certainly help to keep Alberta clean. Let us do our part. Pete and Sharon LaFortune have returned home after spending a month visiting with friends and families in BC. Sheldon and Noreen Steil and friends have returned home after spending a week camping and fishing in Northern Saskatchewan, driving to a certain point and then quadding the remainder of the way. Fishing was good, they say, having a good feed every day. Like here, the weather was not the greatest. Visiting with Mickey and Moira Heisler and families were Moira's four brothers from New Brunswick and area. Attending the funeral of their nephew Scott Heisler, they returned

home on Tuesday.
