Diversification key to regional economic growth Michelle Pinon Editor Even though the economic picture isn’t as rosy as it was a year or two ago, development isn’t at a stand still either, that according to Alberta HUB. Bob Bezpalko, executive director of the 36 member non-profit alliance, told The Lamont Leader there is still $30 billion worth of investment in the region. “All of our communities are being looked at for investment.” While the time frame for some of the industrial projects have been set back, there hasn’t been
an exodus of companies, and Bezpalko is still very confident about the economic outlook in the region. “We’re always looking for opportunities
on projects,” said Bezpalko, who works closely with LCREDI Executive Director Doug Sullivan, Lamont County Manager of Economic Development Jim Newman, and representatives with all of the local municipalities. “All our members are focusing on diversification,” stated Bezpalko, “and are looking to get away from the boom bust cycle in the oil industry.” While oil and gas is in a down cycle, Bezpalko said he has received inquiries regarding investment opportunities in the value added petrochemical industry. “Lamont County is very strong in agriculture, and we’re trying to put together information for people.” He adds that people are very focused on locally grown food, and he says there are opportunities in that area. There is also more interest in tourism and manufacturing opportunities, and he sees several opportunities opening up in those industries as well. Another upside to the low Canadian dollar

Transportation and infrastructure are always top of mind for Alberta HUB members, and they, along with other Albertans will have the opportunity to provide
their input online until Sept. 14. Bezpalko said Alberta HUB has received grant funding to conduct a transportation study for the entire northeast region in the near future. The study will encompass highways, airports and rail
lines. The key, added Bezpalko, is gaining an understanding of the issues and then finding ways to address them effectively. He expects the study to take about 16 months to complete, and said the results of the study will be shared
with all 36 members of Alberta HUB after that. Bezpalko takes the glass half full approach, and says reassuringly that, “Things are still happening; maybe not as fast, but there is light at the end of the tunnel.”

The Music And Passion Of Charlie Gargus Michelle Pinon Editor
When Charlie Gargus attended the National Ukrainian Festival five years ago, it was to see his father Peter Gargus inducted into the Ukrainian Musicians Hall of Fame. This time around, Charlie was there to accept a Lifetime Achievement Award that was presented by the Ukrainian Musicians Association. Gargus, the current Mayor of Mundare, said that it was very humbling to receive the award in person during the three day festival (Aug. 1-3) that attracted around 20,000 music lovers. “It was a celebration with the family at a great festival in D a u p h i n , Manitoba, and I had a chance to reflect on the gift of music that was instilled in me by all those Gargus brothers that played at weddings so many years ago, especially Peter.” Gargus was proud to receive the award and thanked the organizers of the association for their hard work and efforts, plus the help of his wife Debby who has helped him organize the annual Ukrainian Music Workshop in Mundare for the past 10 years. Gargus was also proud of fellow Lifetime Achievement Award recipients, three of whom are from the area. Those recipients include: Joe Hrycyk of St. Michael, Jimmy Watsko of Lamont and Ernie Shupenia, who founded the Prairie Rose Band. The Lifetime Achievement Award is bestowed upon musicians that have spent 50 or more years involved in Ukrainian Music. Our family met Charlie at the first Ukrainian Music Workshop held in Mundare in April 2005. I spent my

day as chaperone writing pysanka. Since then we have attended the workshop each of the past ten years it has run. Over the years my family has had the pleasure of learning Ukrainian tunes on violin, guitar, dulcimer and keyboard. We also met instructors we subsequently employed, jammed with classmates, shared the art of pysanka writing, and visited local museums. A group of chaperones spent a few years paying an annual visit to Harvey Spak, a resident of Mundare and iconographer who warmly welcomed the company and shared his coffee and knowledge of the art. On profiling Charlie, I turned to his family for the history that brought Charlie to his inherent passion for continuing the traditions of Ukrainian music. Charlie grew up in Lamont, the eldest of 6 children. His father Peter was an avid musician, fiddler and composer. Peter, a firm believer in setting rhythm as ground work for musical training, set Charlie at the drums with the “Swingsters” band at the tender age of six! Although a couple nights Charlie was found sleeping among the instrument cases, by eight years old he was hooked and kept the beat all night. Over the years four of Charlie’s siblings joined the band, and eventually Charlie’s son Jarod joined, bringing three generations to the stage! The band recorded several CD’s and LP records over their long tenure of 57 years, retiring in 1998. Over the 40 years Charlie performed in the group he moved from drums to banjo, guitar, bass and second trumpet. His loss of half of two fingers on his right hand didn’t deter him a bit, and
when he inherited his dad’s coveted violin at age 50, a new passion for fiddling was ignited! Charlie dedicated himself to learning and practicing as much as he could. He started violin training under Heather Soldan, and played with his dad Peter at every opportunity. In 2001 he discovered the Alberta Society of Fiddlers Fiddle Camps. It was the fall of 2004, after attending ASOF camp and the Athabasca Jamboree, Debby recalls Charlie saying “All this music I’m learning at fiddle camp – the Ottawa Valley, Celtic ... its great, but nobody’s doing Ukrainian Music.” He continued, “We’re going to have a music workshop in Mundare!” The idea of hosting a one day workshop specific to Ukrainian Music was something Charlie just couldn’t shake. Passionate to keep the Ukrainian tunes alive, and the passing of his father, his desire and purpose was brought to an urgent pinnacle. Determined, Charlie and his wife Debby set to the task of hosting the first ever Ukrainian Music Workshop in Mundare in April 2005. Ten years later, people as young as six to 80 still travel to Mundare each year on the second Saturday in March from across Alberta, Saskatchewan and even Toronto to learn distinctly traditional Ukrainian tunes. Instruction to roughly 75 students has been offered primarily in violin, and keyboard, but also included accordion, dulcimer, guitar and ballad classes over the years pending demand and available instructors. “They’re not all of Ukrainian heritage,” Debby says, “but they all want to learn Ukrainian music.” Each year the workshop wraps up
with a sold out Ukrainian feast prepared by the hands of ladies group in Mundare and donations from the local Stawnichy’s Sausage house and a concert showcasing the tunes learned that day. The evening ended in a traditional circle jam for musicians and guests alike to enjoy. Charlie has participated in the Grand North American Fiddle Championship (2012-14) hosted by the Alberta Wildrose Fiddlers in Radway bringing home a First place, two years a row plus winnings the Twin Fiddles Category with his cousin Tom Gargus. Also, he participated in the Athabasca Harvest Gold Fiddler’s competition, winning second place in the Open Category. Although the camp has come to an end, you can still catch Charlie performing with his Silver and Gold Trio at Seniors lodges, the Ukrainian Cultural Heritage Village, Andrew’s Baba’s and Borshch Festival, the Garlic Festival, among others. Charlie’s passion has him practicing, playing, helping organize events or teaching traditional Ukrainian music on violin, mandolin and guitar to students of all ages. If anyone is yearning for some toe tappin’ traditional Ukrainian tunes, just look up the Mayor of Mundare, I’m sure he’ll be happy to oblige! “Charlie absolutely loves Ukrainian music,” Debby says. “He gets lost in it. Musical Jamboree a fantastic success Michelle Pinon Editor Things couldn’t have been better. In fact, things were absolutely fantastic from Orest Homeniuk’s point of view. He is, of course, referring to the Zhoda Community Centre’s Jamboree that was held on Saturday, Aug.8th. “We had a fantastic turnout. We couldn’t have asked for a nicer day,” added Homeniuk as around 100 people came out to enjoy an afternoon of music. “There were always people on the dance floor.” Helping out on the musical end of things was Mundare musician
Charlie Gargus, who put together a back up band to play that afternoon. “We really appreciate his efforts.” Altogether, there were about 17 other musicians on hand to lend their talents as well. A lot of people in the crowd were former students of Zhoda School, that was later converted into the community centre. Besides having a nice visit, attendees got a chance to tap their toes and dance the day away, with many of them asking if they could have a Jamboree each and every month. While that isn’t possible, Homeniuk said they will definitely have another Jamboree some-

nity centre since Homeniuk, and a new executive took over six months ago. “It takes a
little bit of work, but the executive and directors are doing a very good job.” On Oct. 24th they
will be holding a Harvest Dance, and on Dec. 5th a Turkey Bingo.
Adam Stock memorial fundraising concert returning to Lamont who passed away from colon cancer last fall at 16 years of age. Part of his legacy is his kindness and generosity for others, and a special concert in his honour will be held in Adam Stock lives on. So does the spirit of Adam Cripps, Lamont on Saturday, Aug. 22 starting at 1 p.m. at the Lamont Ag. Grounds. The concert is a fundraiser for Adam’s Army Fund that was established to support other families with youth who have cancer. This will be the second year Adam Stock will be held in the community. Last year nearly 300 people attended the concert, which raised more than $14,000. There is a great line up of talent ready to entertain the crowd as well as a vendors market. Headline performances will be held by Justin Hogg, Daniel Arsenault, Candace Brown, Olivia Rose, Northbank Stranglers, Rellik, Savage Playground and Alterra. The event is held with support from the Alberta Cancer Foundation, and the minimum donation for entry is $5. Lamont County council updated on Bruderheim annexation proposal Michelle Pinon Editor Members of Lamont County council were updated on the Town of Bruderheim’s proposed annexation during the August 11th regular meeting. Patty Podoborozny, Chief Administrative Officer of the Town of Bruderheim and Municipal Intern Jordan Panasiuk made a presentation on the proposal that encompasses an area of just over 1,100 acres and affect 21 landowners. While several steps have already been taken in the annexation process, several more remain. The next step is notification of intent to annex lands to the Municipal Government Board.
Then the town will have to develop a satisfactory transition plan that mitigates the concerns of affected residents. Those concerns are: mill rates and assessment, limitations to land use and paying for garbage collection.

Opinion Charity begins at home Ever since Lamont resident Randall Rush won the $50 million Lotto Max this year, I jokingly say aloud: Who is Randall Rush? It comes up anytime the subject of money enters a conversation. That probably seems strange to most people. What was strange last week is that I received a phone call from a man named Nick, asking if I knew how to contact Randall Rush. He explained that he wanted to phone Rush because he knows of a couple of charitable organizations in Africa that Rush may want to support financially. Rush announced during his press conference on February 6th, (the day he claimed his winnings), that he planned to dedicate his life to a new charitable organization that will focus on feeding hungry and homeless children across the world. He spoke of setting up a trust fund, so that the interested generated from the account would be funnelled into this charity. “This money can go a long way in foreign countries, so if I could make someone’s life a little happier—that would be great,” stated Rush. Nick recommended Rush donate to the Kibara School for Girls in Kenya, or the Edna Adan University in Hargeisa, Somaliland. So, if you’re reading this Randall, I’ve got Nick’s phone number for you to call him at. Interestingly enough, I read an email from Canadian NewsWire about five Canadian teachers who are helping build a school in Ecuador with the support of Staples Canada and Free The Children. “Every day, teachers make a significant difference in students’ lives, helping them learn and grow,” stated Pete Gibel, senior vice president of merchandising at Staples Canada. “We’re celebrating teachers and are honoured to help them make an even greater impact on education through our Teacher Appreciation Contest. The contest winners are teachers from Ontario and Quebec. The teachers travelled to Ecuador on Aug.1st, and spent nine days working on the school building project in the community of Mondana. So while it’s nice to help people in foreign countries, it’s also nice to support local charitable causes, projects and organizations in our communities throughout Lamont County. NDP’s wait and see approach on drought falls short
So far this summer, 19 counties and municipal districts have declared agricultural disaster areas due to the effects of drought. The list grows weekly. Alberta’s agriculture minister recently acknowledged that 80 per cent of farmers are affected by low moisture levels and grasshopper infestations. But while

the province realizes the severity of the situation, it has still fallen short of establishing a disaster recovery program (DRP) to address the crisis. Our PC Caucus believes the parameters to establish a DRP have been met, and in failing to do so, the Alberta government is effectively telling the 19 counties and MDs that they are not facing a true agricultural disaster. The government is basing its weak response on the effectiveness of crop insurance. While we agree that insurance provides a solid safety net most years, there are times when it isn’t enough. It is pretty clear that 2015 is such a case. We believe producers facing the greatest loss of yearly revenue, as well

as cases where insurance will not cover extraordinary losses, require immediate capital assistance. Unfortunately, the NDP government has taken a wait-and-see approach to the crisis, which we believe is unacceptable. Most of the 19 counties and districts that have declared disasters have provided the province with specific recommendations for assistance, such as disaster loan programs, freight subsidies, payment deferrals, and excluding 2015 crop yields from the crop insurance long-term average for individual farms. These recommendations are good fodder for a government truly wishing to assist farmers. We urge the Alberta gov-

ernment to assess the municipalities’ recommendations in creating a DRP to address the drought, and work with the federal government to set up a similar disaster program to the one the province establishes. And it needs to fast-track this process. Our PC Caucus will continue to echo the concerns of Alberta’s hard-hit counties and MDs until we are confident the NDP government is doing everything it can to assist our province’s farmers and producers. EIPS announces key hirings The Elk Island Public Schools (EIPS) Board of Trustees is pleased to announce that Dennis Dykau has accepted the position of Corporate Secretary and Candace Cole has accepted the position of Treasurer with the school division. Each will begin their new roles the week of August 24. As Corporate Secretary, Dykau will work closely with the board and senior administration in fulfilling the statutory duties as set out in provincial legislation. He will engage with municipalities regarding school lands and school sites; assume responsi-
bility for the preparation and execution of contracts, leases, and agreements; arrange for safe keeping of all official records and documents; and serve as the division’s Freedom of Information and Protection of Privacy (FOIP) coordinator. Dykau has over 30 years of experience with EIPS, including assistant principal and principal positions at various schools and most recently as Director of Certificated Staffing within EIPS Central Administration Building. As Treasurer, Cole will be responsible for the overall financial
administration of the division. She will provide fiscal management to ensure policies, processes, and procedures exist to support Board priorities in an accountable manner. The Treasurer coordinates and monitors all business services in support of the educational goals of the Board for the division and provides the Board with information required for sound financial planning. “Candace brings a wealth of diverse experience to her role as our Treasurer from the past years she worked with EIPS and her recent experience

Storm damage tops $230 million, according to preliminary figures TORONTO, Aug. 13, 2015 /CNW/ - Insurance Bureau of Canada (IBC) reports that insured damage caused by the heavy rains, wind and a hailstorm that swept across parts of Alberta and Saskatchewan on July 21 and 22 is estimated at more than $230 million, according to preliminary figures from PCS Canada. Property Claim Services (PCS) is a Verisk A n a l y t i c s (Nasdaq:VRSK) business. In Alberta, a tornado was sighted north of Priddis in the Foothills District. Calgary was under a tornado watch and golf-ball-sized hail was also reported in the city. Nickel-sized hail was reported near Water Valley and Cochrane. Wind gusts up to 154 km/hr were reported in Hussar, Pollackville and Cereal. In Saskatchewan, strong winds brought down trees and utility poles in Regina. Kerrobert, in the westcentral area of the province, reported significant damage due to downed trees. Heartland Ag. Days has something for everyone Michelle Pinon Editor There will be something for everyone during Heartland Ag. Days in Bruderheim this weekend. The three day annual event is jam packed with activities for young and old alike. “It’s one of the most rounded fairs in the area,” said head organizer Cody Schoepp. He is even hoping to topple last year’s record breaking attendance! With chuckwagon and chariot races, sheep riding, mini saddle bronc riding, trick riders, pancake breakfast, slo-pitch tournament, ATV event and safety seminar, Fred Olson Memorial Parade, The Lord Strathcona’s Horse performance, Dirty Diamond Dive, live entertainment with the Tracy Millar Country Band and beer gardens
to round out the line up of events there is something to suit everyone’s fancy. “Come for the weekend, and stay for the weekend.” There is camping onsite for fair goers. “We are trying to make it as family friendly as possible. We’re really proud of that,” added Schoepp as admission is $5 per day, $10 for the entire weekend, and children 10 and under get in free of charge. “Our biggest goal is for folks to come and have a good time.” Each year during Heartland Ag. Days, the Bruderheim Ag. Society hosts the provincial finals for the Alberta P r o f e s s i o n a l Chuckwagon and Chariot Association. “We’re hoping to have 30 wagons and 30 chariots,” noted Schoepp. “The event brings out the raw
west feel to ag. days.” Adding to the raw west feel, will be sheep riding and mini saddle bronc riding. The mini saddle broncs is a new event this year, pointed out Schoepp. “It will definitely be an eventful time for the youngsters.” Riders, between six and 13 years old will be competing in the two day event. The three day slo-pitch tournament has been expanded to 16 teams this year, so fans will be able to take in more of the games. The tournament final is slated for 4:30 p.m. Sunday. There will be ATV mud bog and drag racing events this year. Willy Maess, with the Bruderheim Riding Association, (which is organizing the event), expects a lot of interest from what he calls “the weekend warriors”, who
camp out and ride their ATV’s as often as possible. In conjunction with the event will be safety seminars, hosted by the Honda Junior Red Riders. Maess said all of the gear and equipment for the sessions are supplied by the organiza-
tion, is open to children 12 and under, at a cost of $15 per child for a half hour session. The association will also be selling refreshments during the weekend, with all proceeds going towards the arena ice plant fundraiser.
Saturday will feature the Fred Olson Memorial Parade at 10 a.m. on Queens Street, and Lord Strathcona’s Horse at the ag. grounds at 11 a.m. There are plenty of kids activities, bouncy attractions, and the Re-max Balloon.

Together, we can keep the St. Michael Landfill a clean, environmentally friendly part of our planet! The St Michael Landfill site, St. Michael Regional Solid Waste Commission is a Class II facility that accepts non-hazardous materials. Every load brought to the landfill site is weighed and directed to the proper disposal area. Household garbage goes to the working face with separate areas for; antifreeze, batteries, concrete, electronic waste, household hazardous waste, metal, plastic fertilizer bottles, oil containers, paints, tires, waste oil, waste oil filters, and wood branches. The working face is compacted daily and covered. We do not charge for household refuse generated during the routine operations of a family dwelling. We want our Lamont County residents to be able to use the landfill safely and in an environmentally sustainable way for years to come so we require proof of residency. if you are new to the Lamont County Region, please bring a copy of your tax notice, power bill, natural gas or water bill with your municipal or civic address and/or legal description, as the land owners are listed in the computer. This will allow us to make sure people from out of our area arenʼt using your landfill as dumping grounds.
Recycling Itʼs good for the health of our earth! The St Michael Landfill Site operates a basic recycling program which is being expanded. There are designated areas that allow residents to drop off of recyclable items and keep these items from being landfilled.

Transit Study Open Houses to be held

Michelle Pinon Editor Dr. Bonnie Dobbs, will be on hand in Lamont and Bruderheim to discuss her findings on transportation needs in the area. Dobbs, was commissioned by the Capital Region Board (CRB) transit committee to assess the special transportation needs of seniors and persons with disabilities, and will be discussing the results of her study during two upcoming presentations. The Lamont, presentation will be held on Monday, Aug. 24 at the Lamont Curling Rink at 7 p.m. and the other presentation will be held at the Bruderheim town council meeting on Wednesday, Sept. 1 at the fire hall. “As the population ages, residents in rural communities who must travel to urban centres, and do not themselves drive, are hampered by a lack of alternate forms of transportation,” says Dobbs. “This research provides the first step toward understanding the adequacy and need for relevant transportation services for seniors and people with disabilities, which can then be addressed appropriately.” Also on hand for the presentations will be St. Albert councillor Wes Brodhead, who is the chair of the CRB transit committee. In the near future the CRB will be reviewing the lessons learned from the pilot project, and determine the best way forward understand the needs for the remainder of the capital region in order to carry out similar needs assessments in the remaining sub-regions in 2015/’16. According to the CRB, those assessments are dependent on matching funding from the province, the status of which is unknown at this time. The CRB represents 24 municipalities in the region, and its mandate is to focus on growth, transportation, housing and regional services.

Michelle Pinon Editor Even though Tatiana Pichota had her sights set on gold, she was still pleased with the silver medal she earned at the 3D Nationals in Carberry, Manitoba. Tatiana’s younger brother Olekci, 8, captured a bronze medal, while Clay Laronde placed seventh in his age category. Murray Laronde, head of the archery program with the Lamont Fish & Game Association, said the courses were beautiful, but rugged in nature; and competitors from all across Canada had to battle intense heat in the sand hills. Laronde said each day shooters faced a new course which made it extremely challenging, but he is very proud at how the local competitors battled the elements, the targets, and constant pressure throughout the tournament. Vince Pichota, father of Tatiana and Olekci, who accompanied then on their trip, was very proud of their accomplishments as well as Clay Laronde, especially given the extreme heat, hills and wind. They even had to watch out for snakes and poison ivy. Each of the rounds lasted between three and four hours, and the perseverance and skills of these young archers were sorely tested. They definitely represented Lamont County very well, and their results clearly speak for themselves.

The Finance Department of Lamont County is seeking a Tax Clerk. This position reports to the Director of Corporate Services. This individual will be responsible for taxation and accounting support functions. Lamont County South Basin Industrial Heartland Storm Water Management Report Opus Stewart weir was contracted to do a drainage study in the Industrial Heartland South Basin. OSW admits that the original model done was flawed, and a new model will be done at their expense. However, the new model will need an expanded area, therefore a change of scope is requested, and additional funds will be needed for the extended study. Council agreed to budget a further $85,400 for 2016 to complete the Storm Water Management study.
The ideal candidate will have: x 4 - 5 years of accounting experience with an excellent understanding of finance related processes. x Possess a certificate/diploma from an accredited accounting program. x Knowledge of assessment and taxation. x Exceptional knowledge of MS Office including Excel, Word, PowerPoint and SharePoint. Previous experience with Diamond Great Plains software would be an asset. x Excellent organizational, analytical, and interpersonal skills.
Drought /Disaster Status At the July council meeting, Council requested that Ag. Services work with AFSC to assess the status of crops and drought in the county. Ag. Services reports that county crops are generally in good shape, but there is little pasture, as hay hasn’t been growing. OGEETC Project Plan March 2015 – February 2016 Areas of focus, objectives of the committee, and deliverables for the next year were presented to Council. Council approved the project plan.

Library Board Grant Funding The province changed their funding formula, so in order for the Library Board to receive their full grant funding, the County must contribute an extra $471 per month. Council agrees to the additional funding. Signage There are many areas around the county that are in need of signage, and the Public Works sign program will be monitoring and replacing signs where necessary. Policy 5102 –Sale of Crushed Gravel/Pit run to Ratepayers The current policy states that the ratepayer’s residence must be in Lamont County in order to buy gravel. There have been some concerns from ratepayers who don’t live in the county, yet own land, who are in need of gravel for approaches etc. It is suggested that the wording of the policy be changed to be more accessible to those ratepayers. Administration will bring the policy back to council with proposed changes at the next council meeting.

Alberta Agriculture and Forestry has announced a reduction in the rental cost for the Water Pumping Program as a way to support producers as they manage dry conditions this year. Rental fees will be reduced by half for anyone who uses the program in the 2015/2016 fiscal year.
