Sometimes the downside of vacation is missing amazing community events Ally Anderson Killam News

Howdy my fellow Killamites. Long time no see. It has been a rather crazy last few of weeks in which I have been so busy that I haven’t had time to write my column. My apologies for that. I think things are starting to settle down enough that it won’t slip my mind anymore (and I won’t run out of time in the day to do it either!) Part of that busy-ness that I was experiencing was taking a much needed vacation. Eric and I, along with his dad, Kerry, and Michelle and his two brothers, forged on through some horrible weather to get to Panorama in BC. I say horrible weather as we drove through three separate hail storms, enough rain to drive you crazy, and a bit of wind. But once we got to our cabin, it was like none of that crappy weather mattered. It, like most vacations, was too short. We had a lot of fun walking around the resort area, playing card games, reading through my books too fast, relaxing by the pool, and just enjoying the serenity in the mountains. I was really bummed to

have missed the Annual Charity Auction and Garage Sale. Many of you know that Eric and I are huge advocates of this event every year, and it was not an easy pill to swallow when we found out a month after booking the time away that it was the same weekend. Sorry Alice, I wasn’t there to keep you from buying too much. Hopefully you found a decent replacement for me to get into a bidding war with! From what I have heard, there’s a chance it could have been the last year of the event, but it was once again well attended. The money goes to so many great causes around this area! I sure hope we kicked it out of the park this year with how much was raised! Another thing we happened to miss was the Snowbirds flying into the regional airport. Now that is something we are so lucky to have had! It is not a common occurrence for them to pick such a small area to host a show, but we are some of the luckiest ones to have been picked! From BC, Eric and I were worried the weather was going to shut the show down, but from what I hear it cleared up enough for some fantastic

sights. Right when we got back home, we covered the Bruce Stampede (and had to make their programs!). I saw a couple local faces at the event, but I had my face behind a camera the entire time. What fun that was! Even if it was mucky and there were huge puddles everywhere, it was still a beautiful day for the pro events on Sunday! Make sure you mark your calendars for this weekend as Forestburg is celebrating its 100th anniversary. It is going to be an action packed weekend with so many things to do and see, and one of our great communities celebrating such a milestone! You can find out more about what is going on during the event in the Classifieds.

We will have a souvenir edition to pick up all over Forestburg, as well as some will be at the Killam office in case you just cannot make it down. They will arrive Friday afternoon. Eric and I did a lot of research in our archives to find some fantastic news, cool photos, and great tidbits about Forestburg’s past. A big thanks to Susan Lemay for letting us borrow her original history book for us to get some ideas as to where and when to start looking. If you see any of these beautiful people around this week, be sure to wish them a happy birthday: Kiana Piche, Aug. 1; Catherine Skaar, Allan Child, and Coreen Murdock, Aug. 5; Bud James, Aug. 6.

Happy anniversary to those celebrating this week: Denis and Marge Boutin, Kimberly and Brad

Snowbirds Meet and Greet an opportunity for keepsake photos and signatures Leslie Cholowsky Editor

Every Flagstaff municipality along Highway 13 got a loud reminder that the Snowbirds were coming to town on Tuesday, July 23, as the Tutors roared overhead, with a special fly-over and a few fancy manoeuvers at the Flagstaff Regional Airport between Killam and Sedgewick, and a general smoke-andbuzz flyby for everyone else. The Snowbirds travelled to Camrose afterwards, about an eight or nine minute flight, where they landed and parked their jets for the night. Just hours later, Snowbirds pilots and technicians stepped off a bus at the airport to attend a two-hour meet and greet barbeque hosted by the Battle River 4-H Travel Exchange group. There were some great opportunities to get souvenir postcards signed, Snowbirds posters, and even a merchandise booth selling Snowbirds gear. The Snowbirds pilots, excepting Captain Steve McKeen, were all present, visiting and answering tons of questions, while 4-H-ers were kept busy on the barbeque, feeding an estimated 300 people. A short program, emceed by Reid McKinnon, allowed Flagstaff County Reeve Don Kroetch an opportunity to congratulate the Iron Creek Flying Club members and community at large for pulling off such

an amazing event for Flagstaff. MacKinnon introduced all the pilots and technicians present, then handed the stage to Major Denis Bandet, Pilot of Snowbird #1, otherwise known as “The Boss.” Bandet, too, commented on the incredible job done by organizers to take advantage of a last-minute opportunity to host the Snowbirds. He talked about the Snowbirds being members of the armed forces, saying, “Most Canadians never have the opportunity to meet a member of the armed forces directly, so we act as their ambassadors.” Bandet said it was an honour to serve on the Snowbirds team, dedicating their performances to acknowledging and honouring all Canadian Armed Forces pilots on active duty. Bandet presented framed and signed 2019 Snowbirds official posters to Flagstaff County, the Iron Creek Flying Club, and to Terry Hamilton (for Battle River Implements) for the key part he played in bringing the Snowbirds to Flagstaff. Bandet said in parting that he would believe the weatherman only tomorrow evening just before the performance. The Snowbird personnel took the opportunity to relax afterwards and have a little fun with the photo backdrops, grab a bite to eat, and took endless selfies with guests.

As Terry Hamilton accepts a framed and signed 2019 Snowbirds poster from “The Boss” Major Denis Bandet, granddaughter and emcee Reid MacKinnon looks on with pride.

Teen “sexting” has negative mental health impact (continued from July 24 Edition) Metz says victims or parents seeking information can talk to any of Victim Services, RCMP, or FFCS. “We need to reach our parents, and grandparents. We need to tell them to have these conversations, and tell them how to educate their children. “If parents are taking this seriously, we hope this will filter down to the kids, and hopefully reduce the incidents that we’re currently seeing right here.” Norton says, “This is not something that has just started in our area. It’s already happening, and it appears to be on the increase.” Metz says for her, it’s important that victims of these types of incidents have someone to talk to. “I don’t care if you talk to me, as long as you talk to someone.” She says Flagstaff Victim Services distribute vehicle air fresheners with emergency numbers on the back, like: Flagstaff Victim Services 780-385-3551, FFCS 780-385-3976; Kid’s Help Line 1800-668-6868; Suicide Prevention Line 1-833-456-5566, and the Crisis Line 1780-482-4357. “I know some people will hop in their vehicles to escape for a while, and having these numbers on hand might make a difference to someone. At the end of the day, it doesn’t matter which line you use, help will follow.” For individuals or families dealing with these issues, Metz says, “We have some amazing counsellors in our area.” Both say parents are free to come and talk to them about it. Norton says, “I’m the Community Resource Officer, that’s what I’m here for.” Both Norton and Metz agree that children today face incidents that most of their parents never had to deal with. “Trauma imprints on the brain, and is there forever. “Imagine the terror an individual feels when they get that notification: “screenshot taken”,” she says. Norton says, “I think of all the victims I’ve seen. This is a big deal, it is

important. It is a violation.” Metz says, “Everyone deserves to feel safe, loved, and secure. I think education is the key.” Both Metz and Norton agree that it’s very important not to approach the issue by trying to use shame. U of C Associate Professor Dr. Sheri Madigan agrees, “Parents and educators should move away from shaming and instead have open conversations with teens about both healthy relationships and digital citizenship, which is how to be safe, legal, and ethical online.” Norton says, “Parents need to be talking about this. We’re not dealing with four or five incidents in the past few years; it’s four or five times in the past few months.” Some parents feel more secure by installing software on their children’s devices that will allow them to track certain activities. “Sometimes these can be keyed to certain high risk phrases or activities so that they send a notification to a parent.” Some of these parent apps operate in plain sight, where parents make children aware that these tools are in place, and some can operate in the background, hidden. Common Sense Media is a website that talks about parenting, media, and “everything in between.” Find more information about sexting at www.commonsensemedia.org/blog. Hardisty Rodeo Association deserves a pat on the back There’s no doubt that the Hardisty Ag Society is a worthwhile and productive group of volunteers, doing great things for the Town of Hardisty. However, last week I accidentally credited them, and congratulated them, for another great rodeo weekend (one in a very, very long line of successful rodeos) when I should have given credit where credit is due, to the Hardisty Rodeo Association. This dedicated, hard-working group of volunteers deserve every bit of praise possible for bringing together a weekend of outstanding entertainment that brings hundreds of people into Hardisty and into the Flagstaff Region, and has done for seven decades. My apologies to everyone who is part of the Hardisty Rodeo Association. Leslie Cholowsky - Editor

LETTER Recycling should fall to producers Dear Community Press, I wanted to commend Mrs. Cholowsky on her editorial in the July 24 edition of The Community Press. Her article was titled “Recycling efforts wasted because of contamination.” Her conclusion, in my opinion, was spot on. She made the point that producers and manufacturers of products that have the potential to have negative consequences on the environment, like all types of plastic, should be held responsible for their cleanup. As the world moves forward sup-

porting eight billion people and all of the “stuff” that those eight billion consume and discard, this concept is becoming increasingly important. Not only should the responsibility of recycling fall onto the producers of the recyclable product but also we need to re-evaluate how we package and present products in the marketplace. A vice grip on display in the hardware store does not need a plastic container that requires a jack hammer to remove. Yours truly, Ken Eshpeter

Students get opportunity to be extras on film set in Sedgewick Emily Tanton Student Reporter

Central High Sedgewick Public School (CHSPS) was the setting for a short film over the weekend, with crew from Gruvpix Inc. in Edmonton coming down to raise awareness of alcohol and the effects it can have on a person’s life. Ryan Northcott, Executive Producer at Gruvpix, has had huge success in the past with his documentaries and this upcoming film will be his first experience with scripted work. Northcott is passionate about this project and the

chance it gives him to expand his creative capabilities. The short film follows an impoverished boy who is trying to make it away from his small hometown as well as his alcoholic father. A tragic accident flips their family upside down and the main character must learn to live with the lie that the family created to protect him. When Northcott began his search for the perfect setting he began to make calls and his grandmother, Helen Tanton, was more than happy to arrange places for Northcott to begin filming.

“We were drawn to Sedgewick through family connections, we could have chosen any small town but none would be as accommodating and welcoming as Sedgewick has been.” CHSPS is being used as the school, but with the floors being waxed the camera crew needed to adapt and film the classroom scene in the school’s shop. Northcott worked hard to find mostly local kids for the extras in the film and managed to bring awareness of an industry that those growing up in Sedgewick don’t often have the chance to take

part in. Along with the school, Northcott will also be filming in the Sedgewick Community Hall for a prom scene, in front of the Wild Rose Co-op Rec Centre, and on a road east of Sedgewick where a car accident will be staged. Northcott is using this film as a learning experience, having never gone to film school he has had to base all of his learning off of his experience, but he has hopes to put his

movie into some film festivals. About seven years ago he was offered a job doing business things for his friend’s production company and that is how he became immersed in the film industry. Through hard work he has produced awardwinning documentaries as well as produced commercials. Northcott is an advocate for small town success and believes no matter your what expo-

sure to an industry is, with enough drive you can achieve anything. “Just make stuff. It doesn’t matter if you have money, what kind of camera you have, or if you have fancy lighting; if you have a cool idea, none of that will matter. “Some of the best Indie films were made off of no money and if you’re passionate about it, just go and do it with whatever means you have, because at the very least you’ll learn from it.”

AHS urging ATV safety Summer weather is seen by many as an invitation to explore the outdoors, and with that invitation often comes the addition of an All-terrain vehicle (ATV). Alberta Health Services would like to remind Albertans to make ATV safety a priority. Alberta Health Services recommends that to protect children who are

under 16 years of age, parents and caregivers should ensure they do not drive o ride on an ATV, including those marketed as child-sized. ATVs can pose a significant risk to their users, especially those under 16 years of age, as they likely do not possess the strength or skills to properly operate an ATV. Over one year ending

April 1, 78 children were seen in Alberta’s two pediatric emergency departments due to ATV-related injuries; 31 required hospital admission and one died. Alberta Health Services also recommends that people ages 16-and-older take precautions to ensure their ATV outings are as safe as possible. See ATV P26

Alliance residents race to a refined rummage sale Libby Whittall 780-888-5097

Alliance libbywhittall@gmail.com

Last year, at the Alliance Santa days, I was asked to judge the floats and hand out prize money. I can’t remember who got second and third, but it was a snazzy little stock car covered in bright green Christmas lights that really caught my attention. Sitting inside was a seemingly timid young woman with dark curly hair. Tierra Ulrich, she said her name was and this was the stock car she raced in. I was so impressed to see a young female in such a traditionally male sport that I immediately handed her first prize. I don’t think that’s how you’re supposed to judge a parade, but, in my defense, her green lights were lovely in a chaotic sort of way. Driving by her dad’s the other day, there were stacked up race cars in the yard, so I knew something interesting was up. It wasn’t long before some race day pictures started to pop up on Facebook. I wondered if Tierra had raced too, so I contacted her and, hearing yes, asked for an interview. Tierra, 13, is a thoughtful girl and attends Theresetta School in Castor. Her dad is the bus driver. This is the second year Tierra has driven her little hot rod at the Edmonton International Raceway, but she learned to drive machinery by helping out on the family farms. She drives stock car in a division called Future Stock which is for 12 to 16 year olds and she is the only girl. Five cars total were on the track, including her dad’s stacker car to make things more interesting for the crowd. I was imagining her dad’s stack car pushing aside all the other cars to clear a way through the field for his daughter, but Tierra laughed and said no, he actually was no help at all. I asked how she ever got

involved in such a sport, she said just heard about it, came home, and told her dad she wanted to do it; leading the way for him to also join in the fun with his stacker car. She says the sense of family and camaraderie she feels with her racing friends is the best thing about the sport. The Alliance United Church Women had their annual major fundraising rummage sale this past week. I excitedly showed up first thing Wednesday morning to do my part in supporting this worthy cause by buying. There were so many great donations, I got pretty excited as I filled my bags. Several other women and I, including our Rev. Dianne, spent a few hours finding great clothes for each other. I took home almost a whole new wardrobe for $30, plus some great stuff for the house. The rummage sale took in over $300 and I know the money will go to a very worthy cause. The Argyle Women’s Institute (WI) had their annual garden and tea party last Friday in my beautiful formal garden. The WI has had what they referred to as “Pink Teas” since the days of the suffragettes who were demanding an equal voice in the creation of modern society. Back then it was both illegal and frowned upon by the strong patriarchal hierarchy for women to be involved in

political matters. The women avoided detection by calling their politically motivated meetings “Pink Teas." I was busy all week pulling out fine china, counting teapots, washing tablecloths, and doing all the other work an occasion of this caliber requires. Fortunately, the garden was still intact on the day of the garden party, with dozens of tall blue delphiniums and purple veronica waving in the breeze. The very next day, Saturday, was that nasty wind and hail storm, which devastated the tender flowers; breaking off most of the hundreds of delicate stems. Such is life on the Canadian prairies, we can work our hardest to create a paradise, but it is Mother Nature who calls the shots. Phylis Alcorn adds that on Friday, July 26, Mabel (Sleeth) Hazard from Calgary, her daughter Teena, son David, and his wife, from Red Deer, came to Alliance where they met Phyllis and Bill Alcorn for lunch at the Valley Inn. Later they toured the Village, the cemetery, and the old homestead east of town, plus the site of the Argyle School, which Mabel attended. Her father, Jimmy Sleeth brought his family here from Spondon, Alberta in 1934 to settle on the “Standbridge place” three miles east of Alliance, where Mike Bullee now resides.

Sedgewick resident visits school she helped start in Papua New Guinea Sandra Erickson Ph: 780-384-2030

Sedgewick email: sedgewicknews@gmail.com

Wow, did the snowbirds ever put on a fantastic show this past week. As soon as it was over, our four year old asked when we would go see them again. I hope you didn't miss out. The Polege family has had a busy summer. Lois has just returned from a three week visit to Australia and Papua New Guinea (PNG). This was a reunion of sorts, returning to the school which she helped to start more than 20 years ago. It was a wonderful trip, meeting many old friends, coworkers, and former students. Brisbane was a great city to visit, people were very friendly and their winter is like our spring. The water buses were a fun way to get around. Cairns was a tropical city. She had the chance to tour the Missions Aviation Fellowship base at Mareeba. The Chief Pilot and his wife, Marcus and Julie Grey, are old friends from the PNG days. The first week in PNG was spent at a remote mountain village. Imane is a beautiful spot; it’s at least a four-day walk from any road so the team had to fly in. The people were very friendly and generous, even though they live a difficult life, surviving on subsistence farming of sweet potatoes and other vegetables. Two nurses accompanied the team and they

were able to treat over 100 patients through the few days they were in the area. One of the village women had built a brand new eco-lodge and had even set up bamboo pipes so that there was "running water," rather than climbing down the cliff to the river. It was very rainy, which made climbing the mountain up and down between the lodge and the clinic pretty challenging, but someone always was available to help. The biggest adventure may have been getting out of the village. The flight was delayed for a day and a half and then the plane got stuck in the mud! They pulled out the tow ropes and, with enough people pulling, dragged it out of the mud so that it could take off again. The second week was spent in Lae, where the team did some maintenance work, including painting and woodwork, at Lae Christian Academy. There was also an in-service training for the staff. Even though it was the middle of their three week break, 20 teachers showed up - that's dedication. The team also did a children's program at several churches. The best part was that, in a city nicknamed "Rainy Lae," it didn't rain until the day Lois left. But, actually, the very best part was connecting with so many old friends. Lois had to make a quick trip home, because there was a party waiting. On Saturday, July 20, her mother Donna had a somewhat-delayed 80th birthday party at the Sedgewick

Community Church of the Nazarene. A special guest was Donna's cousin, Eileen McNab from Ottawa, who was celebrating her 90th birthday by driving across Canada with her daughter Ann to get to the party. Eileen's daughters Grace Dunlop and Kay Rouselle, her granddaughter Renee with husband Alex, and great grandchildren Ethan and Rory also came for the party, joining about 70 guests for a special day of celebration. On Sunday morning Eileen and daughters headed for California to visit another daughter - this is one 90 year old with no intention of slowing down. Thank you to Lois Polege for sharing your recent adventures and happy belated birthday to Donna and Eileen. Glad you had a great party and the chance to celebrate together. Whist results are in for the games that took place on July 18 and July 25. On July 18, there were four tables. The men’s high was Bob Taylor, mystery was Lamont Taylor, low was Dick Knapp, and travel was Arnie Meyers. Ladies’ high was Lorraine Musfelt, mystery was Martha pope, low was Edith Lunty, and travel was Aileen Drozdowski. On July 25, there were six tables and three more peo-

ple. The men’s high and travel was Dick Knapp, mystery was Grant Cherum, and low was

Kathy Schlosser. Ladies’ travel was Vivian Sparrow, high was Vivian Frikus, mystery was Shirley Swan-

son, and low was Gail Moss. There was a great lunch and everyone had a wonderful time.

RCMP investigating reports of stolen vehicles and firearms Leslie Cholowsky Editor with files from Cpl Trent

Cleveland Killam RCMP Detachment

Killam RCMP Detachment members responded to 95 occurrences from July 10 to 24. Members received four false 911 calls, all were cleared without having to attend. RCMP responded to four animal calls. One of these was a report of cattle on Highway 872 near Township Road 422. In Daysland, a dog complaint was made due to a large breed aggressive dog running at large. No incident occurred, and the dog was found by its owner and taken home. A similar complaint in Killam occurred when a large breed dog was loose in that town. In this case, the owner was found and given a warning. A found cat was reported to RCMP. A 40-year-old male from Hardisty was charged with two counts of Assault, one Unauthorized possession of a firearm or prohibited weapon, and one charge of Assault causing bodily harm. He will appear in Killam Court Aug. 6. A complaint from Forestburg resulted in a 44-year-old male from Whitecourt being charged with uttering threats, Assault, and Mischief under $5,000. The suspect was released on a $700 cash bond to appear in Killam Court Aug. 6. Killam members assisted Edmonton City Police on two cases, serving subpoenas and taking statements. Police assisted the

Sedgewick Fire Department with an RV Fire reported initially to an off-duty RCMP member. RCMP were called to assist EMS with an injured male in Amisk who was being uncooperative. A Breach of Peace complaint had members attending and de-escalating the situation. A complaint of breach of recognizance for a 43year-old male from Edmonton resulted in a warrant being issued for arrest. Police are investigating a break and enter to an Alliance business. Video evidence is being reviewed. Members are investigating three break and enters to residences in the region. A break-in at a rural resident is part of an ongoing investigation by the East Central Crime Reduction Unit. A break in at a Strome residence resulted in the theft of multiple firearms and handguns. Cst. Norton processed this scene in his role as property crime examiner, and members are investigating. A residence in Sedgewick was broken into, resulting in the theft of weapons taken from gun cabinets in the house, as well as a bow. A forensic unit from Red Deer was dispatched to gather evidence and process the scene, and this matter is presently under investigation. Killam members were asked to perform a child welfare check in Strome and found all okay. A complaint of dangerous operation of a motor vehicle was made to police. Members followed up and did not have enough grounds to lay

Need a New Truck? Get the ride YOU WANT!

charges. A complaint of driving while disqualified or suspended saw members exercise discretion and call an alternate driver to remove a vehicle from a parking lot. A complaint was made about the operation of a dirt bike in Forestburg. Members are aware of the individuals involved, and no laws were broken. The unit is allowed to operate the vehicle for the shortest route out of town. A 39-year-old male from Killam was charged with failure to comply with conditions. He was arrested and released on a $500 no-cash recognizance. Two complaints were received of failing to remain at the scene of a collision. A 69-year-old male

was issued a violation ticket in one instance, and in the other, members had insufficient grounds to lay charges. Four false alarms saw members attend three times; all were unfounded. A complaint from Hardisty about harassing communications is presently being investigated by RCMP. Two found wallets were turned in to the Killam Detachment and returned to their owners. One complaint of littering is presently under investigation by RCMP. Members responded to two Mental Health Act calls, in one, a 68-year-old female was apprehended and transferred to the Centennial Hospital in Ponoka for evaluation. A second individual was

transported to a local hospital for assessment. Police received four complaints of mischief throughout the region, all involving minor damages resulting from attempted break-ins to outbuildings, mostly between Sedgewick and Daysland. RCMP members laid 16

provincial violation tickets during this period. Members charged a 57year-old female in the Hardisty area with impaired driving after the individual provided samples of 2.00 and 1.90, more than twice the legal limit. Police dealt with a See RCMP P26

When all nine Snowbirds fly in formation, it’s a breathtaking sight. It is a truly amazing experience to see these skilled pilots perform aerial manoeuvers in mid air, seemingly just inches from certain disaster, as captured above by Flagstaff photographer Joe Hartung during “Snowbirds over Flagstaff” on Wednesday, July 24. Hosting the Canadian Snowbirds Team in Flagstaff is something everyone should be proud of. It’s estimated that well over 2,000 people took in the show, including residents from all over Flagstaff and beyond. The Iron Creek Flying Club hosted the event, with hours and hours of superb volunteer coordination and preparedness allowing the night to go off without a hitch, despite the weather attempting to throw a wrench into the performance. Snowbirds Advance Pilot Cpt Robbie Hindle predicted before the show that there would be a “Snowbirds bubble,” a clear spot in the sky, and he was right.

Municipalities reviewing regional broadband project Leslie Cholowsky Editor At the end of 2018, Flagstaff Intermunicipal Partnership (FIP) heard that the Battle River Alliance for Economic Development (BRAED) was working on a broadband preparedness project. In March of this year, BRAED prepared a report for the FIP region for a potential regional broadband system, that would not only allow the region’s residents access to true highspeed internet, but also a potential source of utility revenue, balanced by a big infrastructure price tag. This initial report was prepared based on information gathered through the BRAED preparedness project, with rough cost estimates but not specifics as to the actual costs of infrastructure needed to bring a fibre network county wide. FIP committee members voted to invite Craig Dobson from Taylor Warick Consulting to make a presentation to explain the project further. In his presentation on May 6, Dobson brought to light new agriculture technologies and the advance of digital-based companies, with valuations that are four to eight times higher than more traditional, industrial companies. He pointed out that Canada sits in 29th place globally for internet development. Dobson gave specific examples from other regions of Alberta where businesses and students face difficulties due to non-existent or slow internet service. Dobson told FIP members that nationally, Alberta ranks 10 out of 12 based on average urban and rural download speeds, with rural speeds less than half those available in urban areas. Dobson’s firm worked with the province’s only community based fibre network in Canada, based in Olds, and offered to bring that experience to the table should FIP be interested in pursuing broadband coverage for Flagstaff. The town of Olds owns and operates its own infrastructure, selling the service to residents as a utility. Dobson looked at broad-

band in the Flagstaff Region in three stages, a network infrastructure analysis, with deployment cost estimates for the four towns and four villages in the county, as well as connectivity for key community and industrial facilities, and wireless ISP towards to serve the “truly rural areas” and hamlets within Flagstaff County. The next two stages would be a broadband business case development, based on the cost estimate in stage one, exploring the options available for running the broadband service as a utility, like water, or gas, including financing options. Finally, after completing a business case specifically for the Flagstaff region, a broadband business plan would be developed, Dobson said, allowing FIP to decide whether or not to move forward, and to what degree. Dobson outlined that developing any of the phases would require “a close and positive working relationship with all communities within FIP,” as information about existing infrastructure and services existing in each member community would be examined. Dobson estimated that the proposed work could be completed at an initial overall cost of $53,000. On May 8, Flagstaff County passed a motion to apply for a CARES grant for the project, and to administer the broadband project through their Economic Development Department, however the CARES application intake was closed before this could happen. FIP passed a motion for members to take a recommendation back to each individual Council to recommend that the partners “proceed with undertaking a Network Infrastructure Analysis for all urban centres and the development of a conceptual passive fibre network design and costing for a county wide network as well as the development of a broadband business case for a region-wide fibre optics broadband system at a cost of $42,000. with the condition that all partners must participate in the project.” FIP sought agreement from all member munici-

palities to move forward in the development of a specific plan for the Flagstaff Region, based on a percapita cost to each member, with Flagstaff County responsible for $24,390.40 of the new total of $42,000 based on 2019 equalized assessment of the entire region. Flagstaff County Council voted to serve six months notice to leave FIP on June 12, which caused many communities to respond negatively to the request, as it required unanimous

participation from all partners, with Flagstaff County responsible for more than half of the total cost of developing stage one and two. Flagstaff County, however, explained Reeve Don Kroetch, felt that as the managing partner of the broadband project, that it should go ahead whether or not the county was part of FIP. Flagstaff County Council reiterated their support for the project with a unanimous vote to move for-

ward to the development of a business case and plan. In July, after the towns of Sedgewick, Hardisty, Daysland, and Killam had all voted against involvement in the project, it came to light during a July 3 FIP meeting that some communities had voted against the project partially because Flagstaff County had indicated their intention to leave FIP. FIP committee members discussed the issue at length during that meeting, with consideration

given to the possibility of infrastructure costs being covered by future grant funding. A motion was passed to have those councils who had previously rejected the Regional Broadband Project to reconsider their decision, as well as to direct FIP administration to prepare alternative costs to those communities interested in moving forward with the development of broadband service within their communities. OBITUARY

Dwayne Ivan Oberg

Dwayne passed away peacefully in his sleep on

July 26, 2019 at the age of 66. He was the fourth child of Ivan and Jean Oberg, born May 3, 1953. Dwayne is survived by his loving family: wife Joyce Oberg of Forestburg; sons Nelson (Callista) Oberg of Heisler and Aaron (Kimberly) Oberg of Forestburg;

granddaughter Zooey; sisters and brothers: Vivian Oberg of Edmonton, Linda (Edwin) Striech of Forestburg, Joyce (David) Biggs of Killam, Brian (Lenore) Oberg of Lacombe and Dale (Sandy) of Galahad; numerous aunts, uncles, nieces, nephews, other family and many dear friends.

A celebration of Dwayne’s life will be held at the Forestburg Community Hall on August 6 at 2 p.m. Donations in memory may be made to the Alberta Diabetes Foundation, Pleasington Historical Society or a charity of the donor’s choice c/o Stettler Fu-

Ask for wisdom ble coming and ducks; a simpleton walks in blindly and is clobbered.”(Proverbs 27:12 (MSG). We all know people that have been clobbered by trouble, and if we are honest we all have probably been clobbered at one time or another. One meaning of the word prudent is “wise.” Wisdom is a theme of Proverbs and Solomon, the author here, is writing that it is not enough to simply have knowledge but we need wis-

dom to see trouble coming and avoid it. It is one thing to have knowledge, but to be truly wise you need to be able to apply that knowledge to real life. In the book of James, God gives us some great news: “If you need wisdom, ask our generous God, and he will give it to you….” James 1:5 (NLT.) So if you find yourself getting clobbered in life, take a moment and ask God for the wisdom that He promises to give.

Faith Column Recently I watched my children play a game similar to a game I played as a kid. The game I played was dodge ball, the game they played was much more refined. When I played as a kid, I learned there is a time to dodge and a time to duck. “Duck or get clobbered,” sounds like an instruction from the game of dodge ball, but it is actually the from a passage in the book of Proverbs. The message reads: “A prudent person sees trou-

Remember me when flowers bloom early in the spring, Remember me on the sunny days in the fun that summer brings, Remember me in the fall as you walk through leaves of gold, And remember me in the wintertime in the stories that are told, But most of all remember Each day, right from the start, I will be forever near For I live within your heart. persons or vehicles during this time frame. RCMP also located a slip tank on the property that did not belong to the landowner, and was possibly brought in by the suspects. Police are hoping they can find the

owner of this unit, and asks anyone who has had a slip tank recently stolen to contact them. If you have information about these or any other incidents, please call the Killam RCMP at 780-3853509.

met, jacket, long pants, and gloves. Helmets are especially important. From 2002 to 2013, 41 per cent of ATVrider deaths were caused by head injuries, with 77 per cent of these involving not wearing a helmet.

Riders should be sure to check the weather and hazards that the trail could pose, and ensure that their ATV has the proper equipment and that all equipment is securely fastened and in proper working order.

Fifty-five per cent of those who died in ATV crashes from 2002 to 2013 tested positive for alcohol. ATV riders are encouraged to inform friends and family of their route, and also encouraged to carry a cell phone and first aid kit.

Sedgewick Golf Course is under investigation. Police had two vehicle thefts reported during this period, where a 2005 GMC Sierra, white, with licence plate 45-J450 was reported stolen from a rural area off Highway 36, and another when a 2004 Dodge Ram, blue, with licence plate CCC-6018 was reported stolen. Neither vehicle had been recovered as of the time of this report. A complaint of a vehicle being broken into, with the ignition punched and mis-

cellaneous items stolen is being investigated by police. Another complaint has police dealing with theft of $720 cash from a vehicle. Killam members are working with other detachments in the province on a complaint of theft and forgery regarding the misuse of a credit card. RCMP had 12 motor vehicle collisions over $2,000 damage, with no or minor injuries reported during this period. Seven were deer collisions.

Members were asked to perform four wellbeing checks; all individuals were located and found to be okay. If you have information about these or any other incidents, please call the Killam RCMP at 780-385-3509. well if grant funding from the federal government became available to help cover the initial costs. FIP has not had another meeting since asking all Councils to reconsider their initial decision to withdraw from the proposal to complete stages one and two, so the broadband discussion is still on the table at this time, with all FIP member communities being asked, “Would you reconsider participating in Phases I and II of the Regional Broadband Project?” and “Do you wish to continue your participating if the funding formula changes?” The next FIP meeting is scheduled for Monday, Sept. 9 when the committee will hear the responses from all councils in the region.

Some Councils have rejected the recommendation due to the potential costs of putting infrastructure in place. Olds spent an estimated $21,000,000 on their community broadband, but have been rewarded with the fastest internet speeds in western Canada, and have been said to have reported economic growth since then. It is expected that revenue from the system will allow it to pay for itself eventually over a period of time, and then become a revenue source like other utilities. Heisler welcomes new residents Maxine Badry Heisler P.

780-889-2113

Hi everyone, another week has rolled around. It’s hard to believe that it's only one day until the first of August. Time goes by so quickly, especially when everyone is so busy. It’s nice to hear that the gardens are coming along so well. I hear many are using their new potatoes already. It's so good to have fresh veggies and etc. from one’s garden. On my way home from my trailer on Sunday, I even managed to find some saskatoons to pick. They taste so good with a little cream and sugar or with ice cream. Last weekend was the Vermilion fair and the Bruce Stampede. A few people from Heisler ventured to these events. Welcome to our newcomers, who have come to live in our neat little village. It's so nice to see all the homes full again. Last Thursday night, the Heisler Spring Lake ball team ventured to Veteran to play the third game of the playoffs. Several supporters also enjoyed the game, but to no avail; the Veterans won the playoffs. Mickey and Moira Heisler have returned home after spending 10 days visiting their daughter Melissa in North Carolina. Ron and Mary Walker spent last weekend visiting with their son and family at Stoney Plain. Visiting with Pat Smith and family over the weekend was her

son Tim from Drayton Valley. Birthday greetings to: Felicia Doege, a former Leann Pfeffer, July 30; Bentley Allen, Sadie Wolbeck, July 31; Cory Martz, Aug. 1; Camron Bendfeld, Sue Wolbeck, Aug. 2; Shauna Larson, Aug. 4. Anniversary greetings to: James and Lorie Zimmer, July 30; Randy and Janice Wolbeck, Aug. 4. Thought for the week: never lose sight of the fact that old age needs little, but it needs that little so much. Have a good long weekend everyone, stay safe.
