EI Youth Ranch teen facing attempted murder charge - final decision expected March 23 Victim forever damaged - can’t believe light sentence for first youth’s guilty plea KERRY ANDERSON After his trial wrapped up in December, one of the teens charged with attempted murder of an Elk Island Child and Youth Ranch (EICYR) worker will have a decision brought down tentatively on March 23. On Feb. 5, 63-year-old youth worker Heather Vanderzee was brutally attacked by two youths (14 and 15 years of age) who were living at the ranch. Just after 1:00 am when EMTs arrived, they determined the victim’s injuries were so bad that they called STARS air ambulance and lifted her to Lamont Hospital. Vanderzee was stablized, treated and eventually released. She has ongoing facial injuries and permanent brain damage, not even being able to even remember the attack. The two under-aged teens fled the scene and were later captured. Both had long histories of criminal behaviour and were well known to police. Neither name can be released due to the Youth Criminal Justice Act. Both have been tried separately. Originally charged with attempted murder, among other crimes, one of the teens pled guilty to
lesser charges of robbery and two counts of breaching a youth sentence. He was sentenced to 303 days in custody (time served) plus probation for nine months. He had a previous history of violence against workers at EICYR and testified against the other teen at his December trial. During testimony, he said he was rummaging through the ranch office for keys to a truck and looking for money so the two could get away. Meanwhile he said the other teen was brutally beating Vanderzee and he could hear the thumps. He reportedly said he had never seen that much blood. Contrarily, the other teen testified that he did nothing and actually tried to give Vanderzee CPR after the other teen attacked her. He added that he was forced into the stolen vehicle and the other teen threatened the same would happen to him if he said anything. Vanderzee said she was disappointed by the first verdict handed down, and awaits the second verdict. A former resident of the Elk Island Youth Ranch said he was not surprised by the attack. While there he said it was pretty typical of kids to get into fist
fights and be disrespectful to staff; adding these youth are sometimes involved in gangs and violence because they are mostly raised in abusive situations or abandoned by parents. Another former employee said she quit because of safety issues due to a lack of security. There appears to be a high rate of staff turnover, due to these security issues, she added. The Province recently changed the Youth Ranch to “conditional status,” meaning the province will have more direct control of the daily operation. The Youth Ranch has stated that it has increased staffing and is working with Occupational Health and Safety and Children’s Services to review this tragedy so that it never happens again. The Elk Island Child and Youth Ranch promotes itself as an intensive treatment program under the Child, Youth enhancement Act from the ages 10-24 years old. It began operation in the year 2000, and claims many success stories by satisfying many physical, mental, emotional and spiritual needs of its youth.
Fort Saskatchewan RCMP release results of Lamont Esso death investigation - still don’t tell public what happened KERRY ANDERSON After weeks of investigation into an “altercation” which happened at Lamont Esso on Jan. 6 leading to a man’s death, Fort Saskatchewan RCMP have concluded that no charges will be laid. According to their Feb. 5 news release, RCMP say “Investigators from the RCMP’s Serious Crimes Branch (SCB) and the Fort Saskatchewan RCMP Detachment conducted a thorough investigation into
a verbal altercation involving two men at the Esso station in Lamont. “A comprehensive review of the file by RCMP investigators, as well as by the Alberta Crown Prosecution Service, has determined that criminal charges will not be laid in this matter. The police investigation into allegations of criminal conduct in this case has been concluded.” Due to the police refusing to say what reportedly
happened and asked Esso employees to do the same, nobody is officially aware of what took place. Yet Staff Sgt. Mike McCauley (acting Fort Saskatchewan RMCP Commander) said: “... It is a lesson for us all that even a verbal argument can have dire consequences... Our hearts go out to the victim's family who have lost someone dear to them." “Additional information will not be provided at this time by the RCMP,” said the statement.

Lamont updating employment standards MAUREEN SULLIVAN The Committee for Corporate Services for the Town of Lamont met on January 30, to discuss updating the town's employment standards to meet new provincial guidelines. While in general Lamont's policies and procedures were meeting and exceeding minimum standards and were in line with most municipal governments, a few of the standards
had to be tweaked. Employees will be eligible for current and new leaves after 90 days rather than a year. This includes Parental Leaves including Maternity, Paternity and Adoption. Overtime and standby hours will change from being able to bank up to 40 hours for one month to being able to bank these hours to be used with in 6 months. These hours can then be used by the employee as
time off or be paid out at the approval of their supervisor. When called out on standby they will be paid for a minimum of 3 hours. This will not apply if they cannot work the three hours. The smoking bylaw will be changed to include vapeing and electronic devices and may have to be amended to include cannabis in the future. The committee headed by Dave Taylor, will take these changes back to the council to be voted on.

Sir Oliver thrills Lamont Grade 1 class owl art. Sir Oliver is a rescue owl from the Alberta Society for Injured Birds of Prey, also known as the Strathcona Raptor Shelter, in Sherwood Park. He has been cared for since April 2011 when he and his brother were brought into the centre. T h e ASIBP cares for injured and orphaned birds of prey, mainly large birds such as eagles, hawks, and owls, with the intent of releasing them back into the wild. They also help people learn about birds of prey by giving Alexandra Janssen
On Thursday, January 25 Sir Oliver, a great horned owl, flew into the Lamont Elementary School’s grade one classroom for a visit. For the past month the grade one students have been busy researching, writing reports and creating
them opportunities to see and experience these large birds first hand. The Grade 1 students were thrilled to be able to observe a great horned owl so closely. Mrs. Janssen, the grade one teacher, said that “giving students the opportunity to see an owl up close and even pet it was such a fabulous experience. Our grade one students really enjoyed researching information about these amazing animals but seeing one up close is inspiring and I hope that some students will want to learn more about them or maybe even volunteer at an organization such as ABIBP when they are older”.
Acting Lions President Ross Cossey and Secretary Terry Cossey present Steven Warawa with his scholarship.
BY TERRY COSSEY The Chipman Lions Club annually supports local graduates in their pursuit of a secondary education. On January 23 the Lion's awarded two locals with $1000 scholarship. Steven Warawa has completed his Bachelor of Commerce Degree at the University of Alberta and has now enrolled in his first year at the U of A in the Faculty of Law. Ross Cossey, Acting President and Terry Cossey, Club Secretary presented the scholarships.

FROM WHERE I SIT: Unpack and Examine
BY HAZEL ANAKA “Warm, funny‌ unbearably moving.â€? Such is just some of the high praise for Fredrik Backman’s debut novel, A Man Called Ove. Like one of life’s sweetest surprises, I stumbled on this book entirely by accident. During a visit to the Canmore library I checked out the book sale rack. I was drawn to the book’s somewhat plain title and different cover design. On the copy I ended up buying, we see a very low horizon, wispy clouds, and the back view of an older
man. Not until now did I notice the cat rubbing up against his legs. The back cover copy uses words like ‘grumpiest man’ and ‘curmudgeon’ and ‘old-fashioned clarity of belief’ and ‘idiots.’ What’s not to love, I thought. And while I don’t admit to be curmudgeonly I saw and heard myself—over and over and over again—within the pages. I believe most men and women of a certain age exhibit these traits to a greater or lesser degree. Some of us may even be married to one. For the record, a curmudgeon is defined as “a bad-tempered, difficult, cantankerous person. Who among us hasn’t ranted about the idiots around us, the unflinching rigidity of bureaucrats (white shirts), the virtues of our chosen make of car, the bonedeep certainty of our beliefs? We might be dead wrong. We might be espousing opinions
whose origins we no longer remember or understand. We might be making asses of ourselves. Yet it never occurs to us that we may just be plain wrong. I can say unequivocally that this is the best book I read in 2017 and I read or listened to 105. Considering it was translated from Backman’s native Swedish, it is impeccable in its language and structure. Each chapter could easily stand alone as a short story but together they create a masterpiece greater than the sum of its parts. The cast of human characters is richly drawn. Even the cat grows on me as Backman imbues it with human emotion and thought. This book made me laugh out loud and nod in recognition. Yet as the inevitable end drew near I cried like a funeral mourner. I didn’t want this book or its people to end. I’ve since learned that an award winning
foreign film was made based on the book. In September it was announced that Tom Hanks would star as Ove in an American remake of the movie. As good as Hanks is, I doubt that any movie will do the book justice. Now of course, I want to read everything else Backman’s written. With titles like My Grandmother Sends Her Regards and Apologies and Britt-Marie Was Here and similar cover art I expect the same technical skill, meaningful subject matter, simple style, humour, and cry your eyes out emotion. It doesn’t always materialize with follow-up titles but here’s hoping. In the meantime I’ve got some opinions and beliefs to unpack and examine, from where I sit.

Alberta Party leadership candidates strut their stuff at Fort Saskatchewan meeting JOHN MATHER Alberta Party leadership candidates voiced why they would be the party’s best choice at a meet and greet at the Dow Centennial Centre in Fort Saskatchewan on Monday evening, Feb. 5. About 40 people from the Fort SaskatchewanVegreville and Strathcona constituencies gathered to hear Rick Fraser, Kara Levis, and Stephen Mandel outline their platforms. Current CalgarySoutheast MLA Rick Fraser said he was tired of what's happening in provincial politics right now. “It’s warring parties,” Fraser said. “The way they speak to one another, the politics and ideologies … what’s it doing? It’s dividing our communities right down the middle. It’s you’re either with us or against us.” Fraser recalled during his time in government, when he had to work through the High River floods, Albertans banded together. "We were able to put people before politics,” Fraser added. Working with Wildrose MLA Danielle Smith, Fraser along with other Albertans, were successful. "Leadership is about bringing people together, not dividing them," Fraser said. "It’s all about bringing the province together for the collective good. I’m committed to this province, and it's not us versus them or north versus south.” Calgary commercial lawyer Kara Levis believed in engagement. “I’m running for the leadership because it’s time our party put the province before politics," Levis said. "We have to engage all people of our province from youth to seniors.” She added while government must make careful use of provincial tax dollars, they we must “know where the money’s going and ensure we spend it wisely.”
"The province must maintain a stable revenue footing," she said. Levis also stressed all forms of taxation, and said that they should be examined from personal to corporate taxes and even “a dreaded point of sale value-added tax.” Levis doubted that this would make her popular, but she felt it was time to have a discussion with Albertans about such a tax. The Calgary commercial lawyer said this was one area where the Alberta Party could show leadership. She then added she wanted to field a strong group of candidates in
the next election and wants to set a goal of 20,000 party members by 2019 and 50,000 members by 2023. With these numbers the party could then reach out to both rural and urban Albertans. Former Edmonton mayor Stephen Mandel said he would like to take a look at problems across Alberta and being able to solve them in a practical way. “I’ve found that with many of the people in the Alberta Party,” he said. “They look at things … determine what the problem is and solve it, not driven by ideology or dogma, but by a desire

to find solutions to problems.” He said that way of going after the issues is what Albertans want. “Most Albertans are people in the middle, the kinds of people who want to see strong services for our children, education for our children, and support for teachers at all levels.” As the Alberta Party moves toward the next election Mandel wants to see policies that reflect what Albertans view as important. He said by developing Alberta in the areas of technology and medical research, the province will have to have a strong educational system including colleges, universities, and technical schools. “I’m passionate about our province,” Mandel added. He cited the nearby
Northwest Upgrader as a way to produce more value added products at home rather than shipping the raw materials offshore. “Value added is about diversification. We have some incredible industries in here with technology, medical research and agriculture.” “We as Albertans need to find solutions to all kinds of problems and I look forward to doing that.” Meeting attendee Matt Levicki of Lamont felt that the Alberta Party is a
“very good option” for Albertans going into the next election. He said he felt the NDP are a one-term party and with the merger of the Progressive Conservatives and Wildrose into the United Conservative Party has a lot of people second guessing their support. “I don’t think Jason Kenney has shown his true self to Albertans. I think the Alberta Party will establish itself as a real option in the coming years.”

Graymont to add to Lamont County facility JOHN MATHER Graymont Western will be adding a third silo and a foundation for a fourth silo at its Lamont County facility on Range Road 200, just north of the town, according to Kelly Windover, Applied Science Technologist. "Construction is planned for May with completion by August," Windover said. "The construction cost will be $4.9 million and employ up to 10 workers, but won’t result in any full-time staff increases." The new silo will allow Graymont Western to add a second size of product coming into the terminal by rail, Windoverfurther added. There were no appeals to Graymont Western’s development permit application when the appeal deadline passed on Monday, Jan. 29. Graymont is a supplier of lime and limestone products with operations in North America and New Zealand, bringing in quick lime and either loading it into trucks, or at the plant hydrating the lime, thereby trucking it out as hydrated lime to customers in the area. "The majority of cus-

Ukelele Day celebrated at Lamont Elementary MAUREEN SULLIVAN This February 2, Miss Oviatt's grade 5 music class from Lamont Elementary began to learn the ukelele. Coincidentally this happened to be International Play your Ukelele Day. Celebrated on February 2 of every year, the slogan is " bring the world together, four strings at a time". First observed in 2011, to celebrate you just play your ukelele for friends or family and enjoy. The ukelele or uke was
invented in Portugal in the 1880s and brought to Hawaii by sailors. It became popular in the late 19th Century in Hawaii. Ukelele means
jumping flea in Hawaiian. It is now a staple of elementary music classes as it is easy to teach and master and it is relatively
inexpensive to supply to students. So if you have a ukelele dig it out and play for someone you know today.
