Canexus appeals to Lamont County for cancellation of 2015 property taxes Michelle Pinon Editor
It’s no secret now that Canexus is facing fiscal challenges, and company executives are looking at ways to reduce its debt load at the Bruderheim based operations terminal. Less than a week after Canexus announced the sale of its oil by rail facility to Cenovus Energy, Lamont County council was dealing with a request by the corporation to have its 2015 industrial property taxes cancelled. Interestingly enough, council went in camera last Tuesday to discuss the request, before making an out of camera motion later that afternoon. Back on April 29, 2015, Canexus Vice President of North American Terminal Operations Grant Van Shaik, wrote a letter that was addressed
to Lamont County Chief Administrative Officer Al Harvey, requesting the cancellation. The letter had been circulated to council, and was provided to the Lamont Leader upon request. The letter stated, “We ask the municipality consider the above and cancel any 2015 property taxes associated with the unit train facility and subsequently phase in the taxes starting in 2016 at 50 per cent and the remainder evenly over the next two years.” The above, that was referred to in the letter, was the previous paragraph that: “Section 347 of the Municipal Government Act allows a municipality both the ability to defer or cancel taxes, and the ability to phase in taxes. Cancellation, reduction, refund or deferral of taxes: 347 (1) If a council considers it equitable to do
so, it may, generally or with respect to a particular taxable property or business or a class of taxable property or business, do one or more of the following, with or without conditions: (a) cancel or reduce tax arrears; (b) cancel or refund all or part of a tax; (c) defer the collection of a tax. (2) A council may phase in a tax increase or decrease resulting from the preparation of any new assessment. In the letter, Van Shaik outlined the “significant challenges” the corporation is facing. Those challenges are: •Market demand for our services have been negatively impacted by the rapid and severe decline in the price of oil and the narrowing of price differentials across key markets. •Project cost overruns and schedule delays
have had a significant negative impact on our profitability. •The process of starting up a new asset in a brand new business sector has been extremely challenging. Our business is not yet operating at full capacity and as a result we have endured ongoing losses at the facility to continue in 2015. The letter went on to say, “As a result of these challenges, Canexus has sustained ongoing operating cash losses over the past five years and has not generated any returns on the capital we have invested. We expect our losses at the facility to continue in 2015.” Despite those losses, however, Van Shaik stated: “Canexus is committed to Lamont County and our operations. Over the past five years Canexus has spent over $500 million on new facilities in Bruderheim,
including over $100 million on local and regional businesses and over $10 million on annual wages and benefits. A total of 22 of our employees reside in Lamont County and its communities, 26 per cent of our current workforce. In addition, Cancexus has contributed $6.9 million in taxes and development fees to Lamont County. Our goal will always be to continue our professional relationship with the county and pay our fair share of taxes, however, in the current operating environment, we ask the county to partner with us in 2015 and the upcoming tax years in a manner that reflects our loss in value. Canexus is concerned that additional property tax for the unit train facility could significantly impact operating results starting in 2015, and we urge Lamont County to support the
long-term sustainability of the Bruderheim facility. Reeve Wayne Woldanski wanted to know how the request would affect the seniors and education portion of the tax requisition. Coun. Daniel Warawa said he would like some information from the assessor, and the remainder of councillors agreed. Then coun. Roy Anaka made the motion to defer the request from Canexus for a section 347 cancellation, reduction or deferral of taxes subject to a report from administration detailing the assessors comments and recommendations. The requisition impact on school and senior for 2015, '16, '17 and '18 comment from legal and a review of what other communities have done when approached with a similar request. The motion passed unanimously.

Opinion High Hopes Occasionally I will receive emails intended for the Lamont Leader newspaper in Lamont, Iowa. Such was the case recently when I opened an email letter from the Hillary for America campaign on June1. It stated: “Friend— Thank you for all of your support. I’m so glad to have you join this campaign.” I wasn’t aware I had joined her campaign; but I do appreciate the fact Hillary is having “honest conversations” with people about their hopes for the future of America. It was just over a month ago the majority of Albertans placed their hopes in Rachel Notley and other NDP candidates during the provincial election. Both Notley and Clinton have vowed to fight for families, and it will be interesting to continue to see how those election promises will turn into concrete announcements and programs in the months and year to come. Change was welcomed by many, but there are others who are waiting in the wings for the new NDP government to make its commitment and show its commitment to the energy sector which drives the big money economic engine of the province. Hopefully, the wait won’t be long, so the cog in the wheel can start rotating faster once again. As Hillary is imploring, now is the time to step up, work hard, and make things happen.

By Hazel Anaka As news broke about the tragic shooting of Edmonton police constable Daniel Woodall on June 9th, I was shocked and horrified. And incredibly sad. I vaguely remember the last such
shooting in Edmonton: the Ezio Faraone murder nearly twenty-five years ago and it seems like this one came far, far too soon. These events seem to be happening with scary frequency. The 2005 Mayerthorpe massacre of four Mounties stole our innocence and changed Canada forever. Who would have believed it could happen again? Yet, just a year ago three more officers were killed in Moncton. Then an unarmed Cpl. Nathan Curillo was gunned down in cold blood as he stood guard at the National War Memorial. We’ve barely

We can’t let that happen. We mustn’t get used to the images of the women widowed, the children left fatherless, the parents and siblings left bereft. Police officers who daily risk it all to do their jobs deserve our respect and gratitude, even when they come home safely. When they pay the ultimate sacrifice, our gratitude must be made visible. signing a book of condolences, tying a blue ribbon, laying a floral tribute, donating to a fund, or thanking a police officer. We need to respect the tears and emotional tributes from the police chief, mayor, co-workers, friends. We need to look beyond the immediate outpouring of love, respect, and attention and understand that for those closest to the fallen officer/s, the road of grief is long and lonely. It reminds us that while some bestow hero status on celebrities and Hollywood characters, this is real. A real guy doing a real job for all of us. In a short conversation with Lamont County’s peace officer Steve Crosby, I learned that he knew Woodall. They’d worked together in Vice. And he was just simply a good guy. Not one of those people who magically morph into one when they die.

Sometimes, lost in the discussion, the anger, the outrage, the sadness is the issue of the shooter. As details about the decline of Norman Raddatz’s life emerge, we learn about a troubled man dealing poorly with life challenges. Does this excuse a vicious act? No, but perhaps it helps explain it. It reminds us there are many untreated mental illness cases among us. As a society how long are we willing to allow first responders to pay the price of that neglect? I wonder where the tipping point is, from where I sit.

On June 7, members of the Lamont United Church celebrated the special milestone during its regular Sunday service. They prayed that, “Through community inclusion, both locally and world-wide, we are committed with guidance from the Holy Spirit, to sharing and spreading the gospel by living our faith in Jesus Chirst, with love, fairness, friendliness and acceptance.” Inclusion is a guiding principle in the church, and Pastor Brill said there is a strong core of parishioners who have a strong presence in the community. Reaching out to people is more important than ever, and Pastor Brill says they do that hosting the annual community Remembrance Day ceremony, sponsor the hot lunch program at Lamont Elementary School, and hold monthly suppers in the church social centre. The Lamont United Church has a long history in the community, and on Nov. 16 and 17, members celebrated the 82nd anniversary of the first service held in Lamont, and the 50th birthday of the United Church of Canada. The local church also donates to Kindered House and the Bissell Centre in Edmonton. During Lamont Light Up festivities they accept donations of hats, scarves and mittens for people in need.

Three Veterans of the Second World War received commemorative pins and certificates for their service to Canada during special commemorative tributes in Andrew and Lamont on Friday, June 12. Leon Benoit, Member of Parliament for Vegreville-Wainwright made the presentations on behalf of the Honourable Erin O’Toole, Minister of Veterans Affairs, in honour of the 75th anniversary of Canada’s participation in the conflict. Among their family, friends and community members, Fred Yakimchuk, Larry (Lawrence) Wilson, and Albert Engman were
presented with a commemorative lapel pin and certificate of recognition in honour of the extraordinary role Canadians played in the Allied victory. “I sincerely hope you will wear the pin with pride...and display your certificate of recognition in a place of prominence...as a daily reminder of the profound respect and gratitude we all share for you,” stated Benoit. He personally thanked each of the WWII Veterans for their service at home and abroad. “On behalf of Prime Minister Stephen, the Government of Canada and our local community, I thank you for your service. It is due to your remarkable contributions that our great
nation is strong and free.” Back on September 10, 2014, the Government of Canada launched the tribute to mark the 75th anniversary of Canada’s entry into the Second World War. The tribute, added Benoit, is a symbol of “our country’s enduring pride and gratitude to all those who served” during the conflict. “As a proud and grateful nation, it is our responsibility to remember all those who served our country during the Second World Warincluding the more than 45,000 Canadians who made the ultimate sacrifice for our shared values of freedom, democracy, human rights and the rule of law,” stated Benoit.
“Between now and 2020, our government will commemorate the many Canadian milestones and celebrate the great contributions that were made by our young nation during the two World Wars. This includes a new national tribute that will honour the achievements and sacrifices of Canada’s brave Second World War Veterans.” All of the Veterans were especially proud to receive the honour, and Larry Wilson said a few words after the presentation at the Rainbow Seniors Centre in Andrew. “It’s so easy to forget today that the Empire is a thing of the past...We’re not part of the empire anymore. We’re standing on our own two feet thanks to
the hard work and diligence of people in places like Andrew.” Wilson, who was a Merchant Marine with the Royal Canadian Navy Fleet Air Arm, pointed out that most of the sailors came from the Prairies. “It is easy to forget, but we are proud and it is a proud day to celebrate with the people around us.” Fellow Andrew recipient Fred Yakimchuk was also proud to receive the honour. “In October I’ll be 96,” said the proud husband and father, who has been married to
Helen for the past 70 years. Lamont recipient Albert Engman, had also mentioned his late wife June, a war bride he was married to for 65 years before her passing a few years ago. “Wear the pin with pride,” stated Benoit, to which Engman replied, “I do.” Engman received his basic and advanced training in Camp Borden at the A11 Machine Gun Training Centre. Engman guarded prisoners at Camp Wainwright for six months before the end of the war.

Cenovus Energy purchases crude oil rail facility from Canexus for $75 million Michelle Pinon Editor
Cenovus Energy has bought Canexus’ Bruderheim area crude oil rail terminal for $75 million. Lamont County councillor Robert Malica said the announcement, made on June 4, is good news. Cenovus spokesman Reg Curren, agreed during a telephone interview on June 12. “We were customers and now we’re owners,” said Curren. According to Cenovus, “The acquisition is part of Cenovus’ strategy to create a portfolio of transportation options designed to maximize market access and capture global prices for its oil.” Curren said acquiring the rail facility will afford Cenovus the flexibility to get its product to market when it can’t get into the pipeline stream. “Obviously, getting a higher price is what we’re after. It will benefit the company, its shareholders, Albertans and Canadians.” Bob Pearse, Cenovus Executive VicePresident, Markets, Products and Tr a n s p o r t a t i o n ,
explained that, “Ownership gives us additional flexibility to get our growing crude oil production to market and allows us to reduce the risk to Cenovus due to pipeline congestion. It also increases our ability to access niche markets not served by pipeline.” The acquisition is subject to certain conditions, but is expected to close on Aug. 31. Curren said Cenovus is working closely with Canexus to make the transistion as smooth as possible in the coming months. Curren added that while Cenovus will own the rail loading terminal, it will be be operated by a third party. As far as staffing levels, Curren said they don’t have any sense on that right as the moment since have yet to go through the period of transition. But as far as the transaction goes, “We’re thrilled to be in the area...We believe it is great news for the local economy,” added Curren. Cenovus has existing pipeline connections to the Cold Lake and Access crude oil pipeline systems as well as its links to the Canadian Pacific and Canadian
National rail lines. Cenovus currently transports production volumes from its Foster Creek steam-assisted gravity drainage operation to Bruderheim on the Cold Lake pipeline. The terminal also has the ability to be expanded at a relatively low capital cost if changing market conditions make rail economics attractive. Additionally, there is undeveloped land included in the transaction that provides significant potential for Cenovus as it evaluates a number of possible value-added products. Canexus stated in a news release that all net proceeds will be used to pay down bank debt. “The NATO (North American Terminal Operations), includes the unit train and mainifest operations, pipeline connections as well as certain above and below ground storage capabilities. NATO identified as a non-core asset after a portfolio review in August 2014, at which time the corporation hired financial advisors to begin a process to sell the asset.”

Notice of application to be filed for approval to renew the electric franchise agreement between thee Village of Chipman and FortisAlberta Inc. Application summary: The Alberta Utilities Commission expects to receive an application from FortisAlberta Inc. to renew its franchise agreement with the Village of Chipman, following the submission deadline indicated below. The franchise agreement will subject to further renewal, continue to allow FortisAlberta Inc. the exclusive right to deliver electricity to the residents of Chipman for approximately 10 years with two five-year extensions from the effective date of the franchise agreement. The franchise fee rate rider percentage will remain the same at 0 per cent from 0 per cent effective January 1, 2016. The average monthly franchise fee for an average residential customer is forecast to remain at $0.00. The franchise fee is calculated based on distribution charges. An average residential customer uses about 7,500 kilowatt hours per year. RCMP respond to three break and enter complaints F O R T SASKATCHEWAN, AB On June 11th, 2015, the Fort Saskatchewan RCMP responded to 3 calls for service in regards to Break & Enter complaints to residence’s on 46 Street, in Bruderheim, AB. Between 10:00 p.m. on Wednesday June 10th
and 8:00 a.m. on Thursday June 11th, the suspect or suspects gained entry to unlocked garage man doors and a locked out building, stealing items such as alcohol and a mountain bike. The investigation continues, however the Fort Saskatchewan RCMP are

Lamont Mayor Bill Skinner says the upcoming community fair and perogy festival will be one “action packed” event for residents. Skinner, who also, chairs the fair planning committee, said Saturday, June 20 promises to jam packed with
fun for the entire family. The event will kick-off at 11 a.m. with a parade on main street. To get everybody revved up before the tractor pull event at 1 p.m., there will be bird house building, a pancake brunch sponsored by the Lamont Lions Club and Market Square with an estimated 40 vendors at the arena. There will be entertain-
ment throughout the afternoon with beer gardens for the adults. Perogies will be featured during supper between 5:30 and 7 p.m. One very special attraction will be the Strathcona Mounted Troop Musical Ride between 7 and 8 p.m. Then the entire family can dance the night away to the live music of 5 Star until midnight. Fireworks are slated to
start at 11:15 a.m. With a full slate of activities, there will be something for everyone at the inaugural event, so grab your ear plugs and come on down to the best show in town. Robert McLeod, winner of six Guinness world records and eight world championships in flying disc or Frisbee, spent June 1st working with Andrew School students. The day began with him talking to students from kindergarten to grade 6 on various topics including bullying and peer conflict. Physical education classes then headed outside for demonstrations with the Frisbee and time to practice their own skills. Everyone enjoyed the fresh air, exercise, and meeting Rob’s sidekick, Davy Whippet.

St. Michael Archangel Roman Catholic Church celebrated its 100th anniversary on Sunday, June 14. Around 250 people gathered to celebrate the centennial in St. Michael. His Excellency Bishop Paul Terrio celebrated the mass along with parish priest Father Ashok Mascarenhas, and several other priests from the archdiocese. Parishioner Chris Klita welcomed one and all who filled the church to the rafters and beyond as several pews were placed underneath a canopy for the overflow crowd outside the main entrance of the church.

Mundare main street to be transformed into stage for performers Michelle Pinon Editor There will be a whole new energy surrounding Canada Day in Mundare on July 1st. That’s because the Town of Mundare will be bringing in world class street performers to entertain patriotic spectators throughout the evening. Shelley Switzer, artistic producer of the Edmonton International Street Performers Festival, and now the Mundare Street Festival, is very excited to take part of the show on the road. Switzer says it’s pretty rare
that professional entertainers of this caliber and talent come to a small community to perform. “What’s really exciting is that the Town of Mundare really looked at how they wanted to celebrate Canada Day, and who they wanted to include in the celebration.” The Mundare Street Festival will cater to people of all ages, and Switzer predicts its will be a really joyous type of gathering the evening of July 1st. She is also encouraging residents living throughout the region to experience the funfilled interactive performances. “We’ve got some really
great acts coming to town.” The line up includes magician Ron Pearson, who was born and raised in Edmonton and has been performing magic professionally for more than 25 years. Aytahn, is a comic vaudevillian and circus artist who has been seen live by over a million people around the world, adds Switzer. Other feature performers will include singer Andrew House, pianist and accordianist Jason Kodie, aka Mr. B, actor and writer Heather Swain, and Hilby The Skinny Juggling German Boy. “You will laugh and laugh
and laugh some more,” promises Switzer. The performers are scheduled to take to the streets at 6 p.m. While the shows are complementary, Switzer says the performers do make their living on tips, and she encourages folks to bring plenty of twoonies with them. “You contribute into their hat at the end of their act.” Switzer says it’s one of the only arts where the audience truly decides the value of the performance. So, come one, come all!” There will be food vendors and crafters on main street as well, and the fireworks are set
to go at 11 p.m. So, come one, come all!”

he was in his home riding and broke the news during special appearances in Mundare, Two Hills, Andrew, Lamont and Bruderheim. Benoit, who was first elected to Parliament as a Reform MP in 1993, said he had “mixed emo-

tions” about stepping down, and personally thanked supporters and non-supporters alike for the honour and privilege of serving the VegrevilleW a i n w r i g h t Constituency for the past 22 years. “I was first elected to Parliament in 1993 as a Reform MP, which then morphed into the Canadian Alliance, and was proud to become part of this new Conservative Party of Canada in 2003 led by one of Canada’s best leaders ever, Prime Minister Stephen Harper. It has been a privilege to serve with him.” Benoit went on to say, “It has been such an incredible honour and pleasure to have represented the salt-of-the-
earth people of the constituencies of Vegreville (1993-1997), Lakeland (1997-2004) and my current riding of VegrevilleWainwright which I will continue to represent until October 19. My constituents have been so supportive and respectful even when our points of view have occasionally differed!” Benoit said he never expected to be a politician, but bought a membership to the Reform Party in 1988 when Preston Manning was leader. Benoit, who was helping organize and execute the election at the constituency level, was listening to some of the candidates speech and thought that maybe he should get involved in the election process. He decided to run him-
self, and he earned the confidence and trust of voters from then on. He is thankful for the volunteers who helped work on his election campaigns as well as the staff who have served with him at his Manneville constituency office. “It’s a team thing.” Benoit said he is especially proud of legislation he initiated in regards to farmers being allowed to control gophers with liquid strichnine, and standards with the Canadian Auto Institute and the right to repair all vehicles and tax deductions for mechanics who need tools as terms of employment, as well as his work on pro-life issues and helping young women make informed choices,
and encouraging better palliative care for terminally ill patients. “I have been lucky to be part of seven teams of MP’s who entered public service with the common objective of making our country a better place in which to live and putting Canada in a position of having a greater influence in global affairs. It has been a wonderful, humbling opportunity and I will truly miss all of my colleagues current and past. “Finally, I thank all of my current and past staff for all of the great work you have done for me, our constituents and for this truly great nation of ours, Canada.”

Andrew racing enthusiast returns home to organize adrenaline pumping Sport Off event Michelle Pinon Editor
Nolan Stratichuk loves mud racing, and the former Andrew area resident will be bringing in some of the best drivers during the Canadian Mud Racing Organization’s (CMRO) sanctioned event in the community during Sport Off on June 26, 27 and 28. A mud bog racer himself, the 24-year-old Fort Saskatchewan resident, will not be behind the wheel during the event, but behind the scenes as head organizer.
excitement and helps boost the local economy.� He is just hoping to get some more volunteers to help out at this year’s event. “I just wish we’d get more help from the town and the younger generation. On a good year, Stratichuk says they have 70 to 80 vehicles entered in the sand drags and mud bogs during the three day extravaganza. On Friday evening, there will be a sand racing shoot out competition. “We take the eight fastest in the open class and eight fastest door slammers and do an elimination.� The driver of the fastest car taking home $2,000 and the driver of the fastest truck winning $1,000. On Saturday and Sunday there will be both mud bogs and sand drags in the afternoon. It’s hard to juggle work and volunteering, but Stratichuk knows all of the hard work will pay off for racers and fans alike. Stratichuk has loved going to the races since he was a child, and has been competing off and on for the last
few years. He purchased an old truck from a buddy when he was 18. “I started racing in mud rails. I just love it.� Being a member of the CMRO is very rewarding. “The club is like a family.� They all count on and help each other out as much as they can. The racers and their families and friends all cap out during competitions and Stratichuk loves the social interaction and commraderie they have forged in recent years. He does admit that racing is an “expensive hobby�, but one that he wouldn’t want to trade in for anything else. There are plenty of other activities featured during the three day event, and Stratichuk encourages folks to take in the pancake breakfasts, parade, farmers market, slo pitch action on the ball diamonds, kids activities, beer garden and fireworks.

Notes from the June 9, 2015 Council Meeting Strategic Planning Session Deferred from the May council meeting, County council accepted the revised strategic plan and administration will be working with the contractor to establish a date for the session. SE-2-53-18 Drainage Concern As the area in question appears to be a historically wet area, the County will monitor the area for the 2015 season and replace the culvert if it is determined that will solve some drainage issues. TWP 560 Upgrades Engineering Fees It is requested that costs for public consultation, stakeholder engagement and wetland/bird analysis be added to engineering fees to avoid any future problems in developing TWP 560. Council agreed to the request. Church Preservation Fund Reserve (Policy 4185) Council agreed to create a reserve for Church Preservation, in order to keep donated funds for that purpose separate from general revenue. RR 202 Operating Reserve (Policy 4186) It is recommended to establish a reserve for maintenance costs for RR 202 to provide funds for emergent issues that are non-budgeted in the future. Council approved the policy, with the financial contributions required to be presented to Council.
Delegation – RR 202 Clay Haul Concern A delegation was seen, with concerns about the clay haul on RR 202. County will looking into the clay haul and ensure work conditions are being met. Administration will also be doing research into the alternatives available for the collection of levies related to mineral soils. Fire Extinguisher Recharge for Staff and Ratepayers At a suggestion from the Health and Safety Committee, the county will work with OHS to extend the fire extinguisher re-certification service to staff and ratepayers at their cost. RR 200 As there has been a complaint on the condition of RR 200 north of Hwy 45, Administration will look into its condition and create a proposal for alternatives to repair. Intersection of Hwy 855 and Twp Rd 565 As there has been a concern expressed on the visibility at the intersection, administration will look conditions at the intersection and take the appropriate action needed. Canada 150 Program Lamont County will be making application to the Canada 150 program for a dock on the North Saskatchewan River. Donation Requests Lamont County will be donating $250 to the Lamont Tractor Pull, and $500 to the Military Families Resource Centre.

Construction Lead Hand Lamont County is currently seeking a full-time permanent Construction Lead Hand, reporting directly to the Construction Supervisor. Preference will be given to candidates with: Minimum of three (3) years direct work experience as a construction lead hand. Experience with the operation of twin engine scrapers, packers, track-hoes, dozers and graders. Must have knowledge of computers, GPS/GIS. A driver’s abstract will be required prior to employment commencement
