Derailment near Chipman
Grain cars lie piled up on one another after 18 cars derailed on the CN tracks east of Chipman early Sept. 29. There were no injuries or fire reported although the highway was blocked in one direction for hours as the mess was cleaned up.
18 CN grain cars leave tracks - no injuries, no hazardous goods BY JOHN MATHER Eighteen grain cars were derailed as they travelled as part of a train moving along the tracks adjacent to Highway 15 near Range Road 181 on Sept. 29. The derailment occurred at approximately 5 a.m. near Chipman, Fort Saskatchewan RCMP reported. Police said there were no injuries at the accident and no hazardous goods were spilled. In an email from CN media relations and public affairs Sept. 30, it was reported the tracks had reopened to traffic at 6:30 p.m. Sept. 29, but the clean up process was still ongoing and expected to be
completed in the next few days. The cause of the accident is still under investigation. Alexandre Boule, a senior advisor, with CN Media Relations and Public Affairs, further stated in his release that while safety is a main priority for CN, when a derailment occurs the company has emergency plans to deal with the situation. He said in general CN handles most accidents by themselves but in some situations third party contractors are brought in when necessary. He concluded by saying the damaged cars would be examined and where possible repaired.

Bruderheim Racks up three Communities in Bloom awards BY JANA SEMENIUK Communities in Bloom presented Bruderheim with three notable awards at their CIB National symposium on Sept. 28 in Yarmouth, Nova Scotia. Bob and Sherry Cote, volunteers for Bruderheim’s CIB committee, traveled east at their own expense to attend the ceremony and accept the awards on behalf of Bruderheim. The awards included the Nutrients for Life School Garden Award, the National Award for municipalities with populations under 2,500, and the Scott’s Youth Involvement Award. The Nutrients for Life award began two years ago with winners receiving a $500 bursary towards the support of their school garden. “Our community made this recognition happen,” said Patty Podoborozny, Chief Administrative Officer
for Bruderheim. “The CIB initiative is supported by volunteers, town officials, Elk Island Schools, and our local non-profits.” In all categories, entrants were judged on six criteria; floral displays, environmental
action, landscape, heritage conservation, tidiness and urban forestry. CIB is a Canadian nonprofit organization committed to fostering civic pride and environmental responsibility through community involvement.

Women Rising wins Provincial award BY JANA SEMENIUK The Women Rising group, a non-profit operating out of Bruderheim, has been awarded the 2019 Minister’s Award of Excellence at this years Alberta Urban Municipalities Association (AUMA) conference on Sept. 25. “I’m pretty excited,” said Bruderheim Chief Administrative Officer Patty Podoborozny. “It’s a huge win for council and residents.” In March, Podoborozny entered the group into the provincial competition which has been presenting awards for the past 18 years. Among 33 applications for six different categories, Bruderheim’s Women Rising was chosen for the Smaller Municipal-
ities award. “This award speaks volumes about our business community in Bruderheim,” said Bruderheim Mayor, Karl Hauch. “The Business Incubator and Women Rising programs provide a significant benefit for our community and region - we are extremely grateful to the Provincial Government for partnering with us to make these programs a reality.” Women Rising is a program that was created as a compliment to the Bruderheim Infinity Business Centre in early 2018 with the objective of encouraging and expanding existing businesses while attracting new business to the area as well.

Opinion We need a leader who will unite Canada
A strong Alberta is a strong Canada, as they say. To prove the point, some intellectual projections and comparisons have been made to drive the point home. In an analysis of what Canada would have looked like without Alberta going through an economic recession since 2014, University of Calgary economist Trevor Tombe calculated that it has cost Canada $130 billion per year roughly enough to eliminate the entire federal debt sitting at $700 billion. But that is if Alberta was still booming. The study results released Monday also looked at how Canada's economy would have fared if Alberta's recent recession had never happened and, instead, the provincial economy had simply matched British Columbia's growth from 2014 to 2019. The point of the study is to show people how a plodding economy in Alberta slows down the whole Canadian engine as well, typically without many Canadians outside of Alberta even realizing it. From 2014 onwards if Alberta had just kept up with BC, it would have lowered unemployment rates nationally so that in August a real 5.7 percent rate would have been 4.9 percent. As well, he contends that if Alberta’s economy had matched BC’s, Canada’s gross domestic product would have increased by 2.6 percent or $44 billion. Had Alberta not had an oil boom for the 20 years leading up to 2014 another 411,000 Canadians would have been without work. Yes, Alberta is that important. Inter-provincial trade throughout Canada prior to 2014 was approximately $380 billion per year, with Alberta accounting for $75 billion of the total or nearly 20 percent despite a population of less than 12 percent. With a significant portion of that drying up, the study shows, it impacts other provinces as well as the government. Taxation totals are estimated at a loss of roughly what the Federal debt of $14 billion was this past year if we had even been able to keep up with BC. Another way Alberta’s economy impacts other parts of Canada, is that prior to 2014 some 150,000 Alberta workers actually lived in other provinces. They used the money they earned in Alberta to support their families elsewhere and pump much of that money into their own provincial economies. Political rhetoric pitting one province against another, or even the federal government against Alberta, dissuades Canadians from the realities that our economies are interwoven. Alberta affects BC, Ontario, Quebec and the rest. Instead of Ontario vs. Alberta, or Quebec and Ontario vs. Western Canada, we need a strong Quebec, Ontario and Western Canada. It’s time to look past regional interests and toward a united Canada. We need a leader who will put all of Canada ahead of their political gains. United we stand, divided we fall. Kerry Anderson
LETTER TO THE EDITOR Policy wishlist from Canadian Taxpayers Federation The Canadian Taxpayers Federation recently released its policy wish list in advance of the 2019 federal election. “We believe these 19 policies – some small, some big – will leave more money in the pockets of Canadians, give them better value for tax dollars spent and hold our politicians more accountable,” said CTF Federal Director Aaron Wudrick “We encourage all parties to steal any and all of these proposals as part of their 2019 campaign.” Spending and fiscal management Balance the budget: The Trudeau government promised to balance the budget in 2019-20, but is now projecting a deficit of $19.8 billion. Canadians should demand every party present a plan to return to balance as soon as possible.
Core spending review: A pledge to undertake a core spending review to identify the least efficient five per cent (approximately $16 billion) in government spending. End corporate welfare: Eliminate more than $3 billion in taxpayer subsidies for business, and instead put that money towards deficit reduction and/or broad-based tax relief. Scrap the media bail out: Media independence is critical to any functioning democracy, and efforts to make media dependent on taxpayer handouts obviously undermines that independence. Ensure pipelines get built: The pipeline deficit has meant a loss of over $6.2 billion in federal revenues since 2013, or $3.6 million dollars per day. The Trans Mountain expansion should get built and sold
so that taxpayers are made whole once again. Reform government sector pensions: defined-benefit pension plans are expensive and unsustainable in the long run. Government workers should be moved over to defined-contribution (RRSP-style) plans. Simplify the Income Tax Act: The Income Tax Act is over 1.1 million words and 3,200 pages. Undertake a multi-year review, like the Carter commission, to examine the entire tax code with the primary goal of simplification, which would greatly streamline tax compliance and enforcement. Taxation Eliminate the federal carbon tax: Allow provinces to pursue their own climate change policies that are tailored to their regions. Continued on Page 5

FROM WHERE I SIT: It’s a start
BY HAZEL ANAKA A person would just need to be awakening from a coma to have missed the increasing din and outright panic around climate change. No doubt, everyone knows about sixteenyear-old climate activist, Greta Thunberg and her bold presentation/accusation/challenge at the United Nations. And no one will have missed the day of climate change marches around the globe. Though, I do confess to some cynicism about the effectiveness of the marches. It would take a sociologist or similar researcher to tell us if

these mass demonstrations have any real consequences, large or small, short or longterm. It’s not that long ago that people were rallying for the #MeToo movement. Or camping out in support of the Occupy movement raising awareness of the concentration of wealth in one percent of the population. Protest marches are a tool of the young. And while I don’t doubt the very sincere motives of many of them, for others it may just have been a day off from school with friends. They can’t vote and effect change that way. Like generations before them, they found something threatening their way of life. Racial intolerance, the Vietnam war, Black Lives Matter. I do not doubt that something sinister is afoot and action is needed now. I guess I just hope there is some meaningful personal action taking place other than creating and carrying pithy placards. I know that the prob-
lem of climate change is huge and complex. I know the next generation will bear the brunt of the crisis. I know what it’s like to feel overwhelmed and powerless. I know what it’s like when your very livelihood relies on the stability of climate. I’m also old enough to know that what’s happening climate-wise isn’t normal or just an anomaly; the trends are worrying. So, this kid is taking some personal action. And no, I don’t “want a medal or a chest to pin it on” (for the benefit of the young, that line is an old timey insult). It’s my way of saying we can each find ways in our own lives to do things differently and maybe, just maybe make a smidge of difference. Here goes with some ideas: • As soon as my disposable makeup remover pads are gone I’ll be using Micellar water exclusively. It works surprisingly well, even for waterproof mascara if you buy the right

End tax-on-tax double taxation for goods such as gasoline: Taxes should be transparent, and not imposed by stealth, and these taxes currently cost Canadians more than $2 billion annually. Repeal the escalator tax on alcohol: Hiking taxes automatically through a formula buried in legislation circumvents political accountability, and sets a terrible precedent that will invite governments to use this mechanism for other taxes. No new sugar or fat taxes: As with many other taxes designed to shift behaviours, taxes of these types are regressive

It’s only babies transitioning to drinking from a glass who need to control their fluid uptake or risk wearing the liquid. Farmers can get rid of unwanted hazardous goods BY JOHN MATHER Farmers across Western Canada, including Lamont County, are being asked to get rid of unused unwanted pesticides, livestock and equine medications in a safe and secure manner. A program, run by Cleanfarms , is designed to help area farmers do just that. The nonprofit organization delivers recycling and disposal solutions to
help farmers manage farm waste, including small and large plastic pesticide and fertilizer containers, seed and fertilizer bags, grain bags and twine. The program is run every three years in various regions of the country at no cost to farmers. In Lamont, farmers can bring their waste to be disposed of to Richardson Pioneer on Oct. 7 from 9 a.m. to 4
p.m. Smoky Lake is also part of the program and farmers there can take their waste to Nutrien Ag. Solutions on Oct. 8 during the same hours. All pesticides must be identified with a Pest Control Product number on the label, Cleanfarms added in a release. Commercial pesticides for golf courses and industrial and commercial pest control products, again identified with a Pest Control
Product number, may also be dropped off for proper disposal. Not accepted under the program are fertilizer, diluted solution, large quantities of unopened product and treated seed, needles, medicated feed, aerosol containers, premises disinfectants/sanitizers, veterinary clinic waste and medication, ear tags and aerosols. Long-time Chipman Mayor Jim Palmer resigns BY JANA SEMENIUK Jim Palmer has resigned as Chipman’s mayor after 36 years. Palmer handed in his resignation at the village’s last council meeting effective Sept. 10. Deputy Mayor Toni Nygren has assumed the role until a successor can be appointed at their next organizational
council meeting Oct. 15. “We’ve had Jim for 36 years serving on our council,” said Nygren. “We are going to miss him.” Chipman’s town council comprises of Mayor (previous) Jim Palmer, Deputy Mayor Toni Nygren, and councillor Morris Langevin. A by-election for the
position of councillor has been called with nominations being accepted up until noon on Oct. 16. No reason was given for Palmer’s resignation. Chipman is made up of 247 residents and located on highway 15 approximately 11 km southeast of Lamont.
LADY LAKERS WIN TOURNAMENT A member of the Lamont Lady Lakers volleyball team goes high in the air and her teammates watch to possibly return the ball during volleyball action between Lamont and the Boyle High School squad in quarterfinal action of the Lamont tournament Sept. 28. 1952 - 2019 It is with great sadness and much love that we say goodbye to our beloved wife, mother, and grandmother, Angela Fjeld, who passed away on September 25, 2019 at the age of 66 years. Angela is survived by her Husband, Lyle of 48 years, 2 sons, Shane (Melissa) and Robin (Jessica). She
also leaves to cherish her memory 4 grandchildren, Trent, Blake, Brady and Abigail. Angela will also be missed by her brothers and sisters, Andy Doucette, Hubert (Diane) Doucette, Lucille (Terry) Robins, Laurette (Dave) Peet, Laurent (Kathie) Doucette, and Annette (Norm) Nolette. Also survived by one brother in law, Dave Holyk. Angela also has numerous nieces and nephews who will miss her. Angela is predeceased by her parents Elmer and Antoinette Doucette, and one sister Diane, and a sister in law, Ellen. A Cremation has taken place, and a Celebration of life will be held on a later date. Memorial Donations in Angela’s honour can be made directly to Lamont Health Care Centre.

Students raise money for Terry Despite rainy, sloppy weather, Sept. 26, nearly 250 senior and junior Lamont High School students took part in the annual Terry Fox Run for cancer research. The students either ran or walk the course raising funds for the cause. While money is still being donated at the school office, a final total is unknown.

Suddenly 7 running in Lakeland BY JOHN MATHER After several weeks with no names coming forward in the Lakeland federal election, suddenly as of Sept. 30 the race is on. As of Sept. 24, only three candidates had been declared for the race to win the seat currently held by Conservative Shannon
Stubbs. Alain Houle, representing the People’s Party of Canada and Robert McFadzean with the Libertarian Party had declared their intentions to challenge Stubbs for the riding. But following the weekend, four more names were added to the ballot, according to
Elections Canada. Kira Brunner will carry the Green Party banner into the election, while Roberta Marie Graham will run on behalf of the Veterans Coalition Party of Canada. Jeffrey Swanson will run on behalf of the New Democratic Party, while Mark Watson will run for the Liberals in the
sprawling Lakeland riding. Currently little information is available on most of the candidates but the Leader will endeavour to have biographies and platforms
for all the candidates in the coming weeks. In Lamont, an all candidates forum is tentatively scheduled for Oct. 17 at the St. Michael Hall. No time has yet been set. The chamber said in a
release it will be contacting all the candidates once the nominations period ceases Sept. 30. The Lakeland riding covers 31,877 square kilometres and has 79,334 electors.
