The Ryley Community Hall parking lot spilled over to the Main Street on Thursday, Dec. 5, as residents from Ryley and surrounding areas came out to participate and support Ryley Pool’s fundraiser – a Christmas Turkey lunch with all the trimmings. Thrilled with the great turnout, Susie Williams, Ryley Pool’s Aquatic Manager said, “We always look forward to this event, and this was our seventh year. We’re very fortunate to get the support that we get from all the swimmers and community members.” Williams said all the kitchen staff volunteered their help, and stepped up to make the event a seamless one. Speaking about her experience with the sport, and all the milestones along the way, Cross said it’s been a great run for her so far. “Hockey has been good,” Cross said. “I am having a great season so far; my team has been really strong and we are

Loose Ends: Under B for butter

Carol Livingstone Tofield Mercury Columnist

I’ve been craving butter tarts ever since a lady at my hairdresser’s talked about hers. I haven’t had any good

ones since I left home eons ago to live and work on my own. Store-bought pastries calling themselves butter tarts aren’t. If you buy a pack of six there might be one raisin in one of them; no promises. Mom’s tarts were delicious. I thought that I had her recipe so I wiped the drool from my chin long enough to look for it. Hubby is the chief inhouse baker and could easily follow it. I checked under B for butter, T for

tarts, even M for Mom’s; no luck. Then I called my sister, always more of a baker than I have ever been (aka: she’s not as lazy), but she confessed that Mom’s butter tart recipe had never been in her possession. She did remember that mom used corn syrup and currants in hers. Apparently, currants are less sweet than raisins, and if you’ve ever eaten a butter tart you know extra sweetness is redundant. Unless, you

like it when your teeth curl. Time for my most faithful resource, where you can find anything and it’s all true – Google. Imagine my surprise to learn that butter tarts are a Canadian confection. Okay, something not even Justin can screw up! But they lost me when they called butter tarts with chocolate chips a ‘classic’ Canadian recipe. What? Not even a chocolate addict like me could do that! Okay, we can use

Ryley theft associated with Camrose break and enter Sgt. John Powell Tofield RCMP

During the past week Tofield RCMP responded to 47 calls for service. Included in the calls for service were four motor vehicle collisions, a 911 hangup and a false alarm. On Dec. 4, a resident of Ryley reported an attempted theft of a vehicle from his residence. The caller advised when he checked his vehicle in the morning, the ignition had been damaged. Nothing appeared to be missing from the vehicle. On Dec. 4, a resident of Ryley reported his white GMC Silverado was stolen from his residence in Ryley. The same vehicle is believed to have been involved in a busi-

ness break-and-enter in Camrose. The vehicle has not yet been located. On Dec. 5, Tofield RCMP received a call of a possible impaired driver on Hwy. 14. The vehicle was reported to have been swerving badly almost colliding with oncoming vehicles. RCMP members attended and located the vehicle. The vehicle was stopped and the driver was showing signs of impairment however passed an alcohol roadside screening device. The driver, a 45year-old male from Strathcona County was found to have a suspended driver’s licence and was arrested and charged with driving while suspended under the Criminal Code. He

On Dec. 5, Tofield RCMP received a call of a possible impaired driver on Hwy. 14. RCMP members attended and located the Jeep Wrangler and conducted a vehicle stop. The driver showed signs of impairment and provided a sample of his breath into a roadside screening device. The result was a fail. The driver was arrested for impaired operation of a motor ve-

about this? And another using Canadian rye whiskey. Mix it with bacon . . . hey; I could start a new tradition. I’d call it the Triple B Tart – butter, bacon, booze . . . Or maybe not. Hubby said he’s on board. So why isn’t he sweating over a hot stove? Did he think I meant tarts for Christmas? No, I want them right now, as in today or earlier. Thank you for the thank yous!

EDITORIAL Kerry Anderson Tofield Mercury Publisher

One of the best things about writing an opinion piece is when it touches people. I get contacted on occasion by people who have said that what they had read may have affected how they thought about things, or maybe even helped them in a personal way. Don’t get me wrong, I have been contacted on the contrary as well – many times. A lot more in fact. With those people, I ask them to write their opinions down and we will run them as a letter to the editor. It’s only fair that if I am allowed to write down my opinions publicly, that readers have the same right. Even if it totally disagrees with my views, it will be run

as long as it legally isn’t hurting someone else (feelings excluded, we’re all allowed to disagree). I won’t give names because some of these encounters are very private, like the one instance many years ago when a woman I barely knew came into the office with outstretched arms to give me a huge, teary-eyed hug. She told me that something I wrote bonded her family back together. How’s that for a great day? I am sure nurses, EMTs, doctors, teachers, and many other professions experience this too on occasion. It’s few and far between in this business, but it is moving when someone takes their own time to contact me just to say that somehow I have made a difference in their lives. It’s so rewarding. This has happened to me quite recently, when someone who read about my colonoscopy escapades decided to do themselves a

who has done you wrong can be momentarily satisfying. But that feeling fades quite quickly, and what is left is a hollowness and maybe a feeling of guilt. We all have our moments, right? My personal policy has always been to take the time to let people know if something happens that I believe might be exceptional. I have thanked em-

ployees, let managers know about outstanding service (especially from young people), and have sent little gifts and thank you cards. What a great feeling knowing I may have made someone’s day. It’s a much better than maybe having ruined a day for someone. Readers have certainly been making my days a lot better recently. Thank you for that!

Letter to the Editor Dear Editor, Thank you for the coverage of the Gravity Dance Force Christmas Show on December 1st. I just need to let you and the Tofield Mercury Readers know that the caption for the front page picture needs a correction please. While I was having a wonderful time dancing in the show, I was not there in my capacity with my work at Sunshine Villa. The Mercury is so good about publishing news from my job at Sunshine Villa, that I see how the link of my

name and Sunshine Villa can happen. However, I was not leading Sunshine Villa Residents in a tap dance at the performance. In this case, the dancing was all about being a part of Gravity Dance Force Studio with our Adult Tap Dance Class, otherwise known as the Older Ladies Tap Dance Class! Our class is so lucky to have Miss Twyla Taylor teach us and encourage us in tap dance. She keeps us dancing and tapping. She invited our class to join

in the Christmas Show. Dancing at that performance with me were tap classmates – Susan Rasmussen, Lynn Gates, Lorraine Donovan, and Graye Kimmel. We are a wellbonded group, together through a love of dance.

Christmas spirit at Tofield School Kylie Kuflay Student Reporter

As the holiday season began, the Leadership Class at Tofield School started deciding on how to bring more holiday cheer into the hallways of the school. “We have a winter themed spirit week,” said

Rayanne Beatson, Grade 10 student. “Other than spirit week we plan to continue decorating the hallways at school.” Beatson remarked that they have already strung Christmas lights up in the senior high hallway, and they have put a couple up in the lounge. Other than the lights; the group

I think it keeps us active and it brings the school together.” Anderson hopes the wallpaper backgrounds for the bulletin boards in the lounge continue because they bring more colour and life to the area. “We are having a pajama day during spirit week which I am excited for as well as pictures with Santa!” remarked Anderson. Ryley Pool’s Christmas Lunch

Continued from Page 2

“Each year we try to rotate the help we get from our board members, so that no one’s overworked,” Williams explained. “We’re really happy with the attendance; because of the community support, we have been able to raise more than $2,000 this year.” Funds will be used for various maintenance projects for the Ryley Pool. “We want to cover and repair the sidewalks to the pool, which have been slippery and could do with some maintenance,” Williams added. “We’re also going to replace doors at the facility, including the main entrance door.” The lunch was held in conjunction with the Village Market, a monthly event. “Hosting it on a Thurs-

day, helps us to get support and participation from the vendors and all those who come to shop at the Market, it’s a winwin,” Williams stated. “We’re very grateful for this comunity and everyone who made it.”

Steak Night chance to celebrate new chiller for Holden Complex

A group of those involved with upgrading at the Holden Complex, including a recently installed ice chiller, and invited guests pose for a group photo after the celebration during the Holden Ag Society's fundraising Steak Night Saturday. PATRICIA HARCOURT PHOTO

Patricia Harcourt Steak Night at the Holden Complex Saturday night was a chance to celebrate the installation of a new chiller that will allow for many more hockey games and other winter activities in the years to come. "Tonight we are celebrating the completion of our new chiller!" said Carrie Hrabec, secretary of the Holden Agricultural Society. "This project has been at least three years in the making. "A lot of hard work and a lot of fundraising has been done to achieve this," she said. "We want to say 'thanks' to Beaver County, Village of Holden and the

Community Facility Enhancement Program (CFEP) for your grants. Hrabec also paid tribute to past president Christine Suchy "for starting us on this journey," and to board treasurer Gail Alger "for all the work to attain our grants." Tributes also went to the members of the Agricultural Society Board "for helping with the steak dinners, concessions, etc. to raise money," for this project. Project Manager Clint Zemlak was given kudos as well "for all the footwork (done) here. He has worked on the dressing rooms, on the concession reno, the ice chiller and new lines

on the ice," she said, noting the Zemlak family has worked hard "to keep this complex going and we appreciate it. "He has worked tirelessly on this building," Hrabec added, with one new dressing room completed and two more in the process of being completed. Gene Hrabec, who is also Division 3 councillor for Beaver County, received special mention for cooking the steaks for the fundraising steak functions held monthly at the complex. Keeping the complex going has been the work of the ag society over many years. The complex started up in 1974 and has been a core part of the village

by hosting a variety of functions over the years. "The Holden Ag Society has worked really hard to keep this facility going for the Holden area with an updated kitchen, environmental review, recreation side update, new dressing rooms, new condenser and now a new chiller. "Thank you for all your support," she concluded, to cheers and applause from those present. On hand was new ag society President Lucy Upham, as well as county councillors Barry Bruce (Division 4), Dale Pederson (Division 5) and Kevin Smook (Division 1). The Village of Holden was represented by

Mayor Mark Giebelhaus. Also on hand were Berg Chilling Sytems' owner Trent Davis and

services manager Neil Styre, and others involved in the project over the period of years.

County Council update Patricia Harcourt Beaver County Council was asked by administration to provide direction with respect to support for the Friends of Ryley School Society’s Christmas Turkey Dinner. The county received a request for funding from the society for financial support for their turkey dinner. However, the request fell outside the parameters of the Community Support Requests Policy. The Community Sponsorship Policy stated that schools within Beaver County can request up to $200 worth f promotional items every year, said Community Development officer Susan Lungal. She suggested substituting the funding request for promotional items. Council agreed with the suggestion and passed a motion to provide $100 to each school in the county for the same purpose. Viking Health Foundation Request Tabled Beaver County Council tabled a request for financial support from Viking Health Foundation pending further information. “The Viking Health Foundation has submitted a request for financial support to assist with costs associated with its physician recruitment package, stated Assistant CAO Margaret Jones. She told council that under the Health Foundation Support Policy, the foundations can be assisted in various ways: - Written endorsements to accompany grant sources; - In-Kind support for advice on available funding sources: - Door prizes, silent auction items, etc. for fundraising events; - Grant funding - A budget of $20,000 is available in the 2019 budget for support to both the Tofield and the Viking Health Foundations. The funding is shared between the two foundations based on population. The Viking Health Foundation is eligible for $7,133. In 2015 the Viking Health Foundation received a Community Support Grant of $2,500 for the helipad project, and in 2014 it received Health Foundation Support Grants of $14,266 for 2013-14. Jones said the request did not come with the back up information that is required in the form of financial statement demonstrating financial need, a

business plan, annual reports showing the benefits of previous projects, and matching funding from the Town of Viking. Jones also pointed out that Alberta Health Services is responsible for physician recruitment. “It is unclear what influence the Viking Health Foundation will have on the selection of replacement physicians at the Viking Health Centre, she said. Division 5 Councillor Dale Pederson said he was “in favour of this consideration. And Division 1 Councillor Kevin Smook said that, although the original spirit of the request was for recruiting doctors, “it could be used for other things. Smook, who sits on the Tofield and Area Health Foundation Board, agreed it was the province that recruits doctors. But the committee at his end of the county that was formed to recruit physicians morphed into an attraction and retention committee which “is different from recruitment. Reeve Jim Kallal (Division 2) said that, “health services on the east and west end of the county are vital, and felt the county should have financial input. However, he said the county should first see presentations from the foundations before committing. Pederson replied that the Viking and area health foundation board was willing to come to the county to make such a presentation. Deputy Reeve Gene Hrabec favoured tabling and getting the financial information as per the county policy. “I do believe we need to support it, he said. “I just think we should have all of the information in front of us. “Health services play an important role in Beaver County, added Kallal. Smook agreed: “It’s money well spent. A motion to table the request pending further information and presentation was carried. County Policing Costs to Rise Deputy Reeve Gene Hrabec reported that policing costs for the county are due to rise as the province increases the amount local jurisdictions have to pay. “We will pay for policing in the New Year, he said, noting “this will be a budget issue for the county’s 2020 budget. Costs are expected to rise from 10 per cent to 30 per cent over the next See COUNCIL BCC3

Council Continued from BCC2 three years, he estimated. Hrabec also reported that the Beaver Foundation Board upon which he sits as a county representative “is working hard on a tight budget.” The foundation oversees lodges and manors for seniors in the county. “All the committees we’ve been sitting on the budgets have been tough this year,” he said, adding the afternoon’s budget discussions county council was scheduled to make would also be difficult. Incorporation Concerns Ongoing Hrabec said the responses he received from Beaver Municipal Solutions regarding the incorporation of BMS into Claystone Inc. were still problematic for him. “I still have concerns,” he said, stating he wanted to put it into a motion the issues he had with the municipally controlled corporation. “I would prefer time lines be set,” he said, “it’s critical these questions be answered before going to a public meeting…My ques-

tion is when would it be practical? I assume BMS doesn’t want to drag its feet.” Reeve Kallal expressed his ongoing concern about the Good Neighbour Grant and his position that the Village of Ryley gets too much compared to the county. Under the grant, BMS gives two-thirds or $77,000 to Ryley and one-third or $37,000 to Beaver County. BMS suggested Kallal’s request for further funds be deferred until 2021 so the new MCC could deal with

it. “I consider that stalling,” he said. “I don’t see why they can’t decide this with the old board.” Kallal said that the county needs the funding. “I think that’s a very unfair way to resolve that request.” The issue of cumulative effects of county residents living adjacent to the landfill was also discussed, including the mud tracked onto the highway, the birds and other vermin around the landfill, odours and noise. “If they can’t answer any

Notice of the 43rd

cumulative effects questions,” said Hrabec of BMS, “then that’s a deal breaker.” “I think we’ve been crystal clear,” said Kallal, about what the issues the county has with the landfill and its incorporation. “BMS is dancing around (the questions), pushing it to 2021,” he said, calling it “baloney…Beaver County is 49 per cent owner (of the BMS landfill) and we’re getting pushed around.” Kallal agreed with Hrabec, “Nothing’s going ahead until this is dealt with.”

Beaver County Council is pleased to announce the approval of the Beaver County Strategic Plan (2020 – 2030). The Plan was approved unanimously at the Council Meeting of November 20, 2019. The Strategic Plan serves as an aspirational guiding document created to maximize the collective efforts of our community and achieve the most beneficial results possible. Strategic plans have always been useful to align collective effort but have historically been under-utilized to drive decision-making. There are numerous reasons for this but one of the biggest contributors has been our growth. When times are relatively good, it can be difficult to understand the need to focus on a long-term plan with short, medium, and long-term targets. As the community is likely aware, Beaver County is facing numerous significant challenges as we look to the future. These include expectations from a new Provincial Government, an assessment base that is shrinking in some key areas, and global influences that are being felt much closer to home than ever before. In times like these, a long-term plan for prosperity is critical for our future success. This Strategic Plan is different than many others that have preceded it and many others from other municipalities. Our Strategic Plan has goal statements and complementary results as the drivers for future decision- making. These elements provide more clarity than has ever been seen in our Strategic Plans and raises the bar for common understanding and subsequent expectations for success. As Reeve Jim Kallal has stated “this version of the Beaver County Strategic Plan sets a new standard for clarity of purpose while also being laser-focused on accountability for results. I am proud of the community’s collective efforts to get us here and excited to see Beaver County as a leader among other municipalities.”

Holden 4-H Beef Club December report

Zane Gunderson & Kate Albrecht Club Reporters

The Holden 4-H Beef Club held their last meeting of 2019 on December 5, at the Holden Complex. We started the meeting off by going around the table asking each member to stand up and tell everyone what they were doing over Christmas holidays. Chores and hanging out with family seemed to be the most popular. On December 1, the Beef Club had eight members attend the Regional Volleyball Tournament held in Vermilion. A total of 17 teams from

all over Alberta played some intense games of volleyball and had a blast. It was nice to know some kids can put their cowboy boots to the side and bring out the sneakers and show their athletic side, and glad everyone had a great time. At this meeting we also discussed some upcoming dates for the new year. Our annual pancake supper held at the Holden Community Hall will be on February 25. This is our main fundraiser for the 4-H year, so come out and support our Club and have some delicious pan-
