Settlers Find Fertile Soil & Expansive Grasslands I

n the early 1800s, settlements began to take place in the area that would one day become Ellis County of Texas. The few settlers who lived in this region trapped animals, sold their pelts, and traded goods with Indians. The earliest Indian inhabitants of this area were the Tonkawa Indians. In 1848, Larkin Newton, his wife and eight children settled in what is now known as Ellis County. In this community, the Newtons raised three more children and helped the colony become a county. Over the years, Newton operated a gristmill, served as postmaster and surveyed land. At about this same time, William Hawkins settled at the mouth of the Waxahachie Creek, known today as Hawkins Spring. Hawkins became Ellis County’s first Chief of Justice.

With the coming of the railroad, Midlothian grew and was incorporated in April 1888. During the mid-19th century, cattle raising was the most profitable business due to the fertile soil, expansive grass lands, and mild climate. When the railroad arrived, new markets could be reached. Suddenly, large scale farming was possible which required new equipment, local brokers, warehouses, mills, and cotton gins. As a result, between 1870 and 1880, the population of Ellis County almost tripled. By the early 1890s, Midlothian’s population had grown to over 600 people and 25 businesses. Ellis County became known as one of the nation’s leading cotton growing areas.

Ranchettes

The Midlothian community extends beyond the city limits of Midlothian. Many local residents who consider Midlothian home and send their children to Midlothian schools live outside the city limits. Unlike many communities with homes in the immediate extraterritorial jurisdiction, these are the more valuable and modern homes found in Midlothian. These ranchettes reside on five to ten acres and are tucked away in the countryside in small neighborhoods of five to ten homes. Values range from $250,000 to $1 million-plus.

Executive Homes

The custom homes of Midlothian are scattered throughout the countryside on one to three acres. One can drive along tree lined country roads and discover these beautiful neighborhoods. Many are just outside the city limits. The price range for these homes are from $200,000 to $400,000.

Uptown

Many newer Midlothian neighborhoods consists of homes on large residential lots. These homes are found close to our elementary schools and within the city limits. The values of these homes are from $125,000 to $235,000.

Old Towne

“Original Midlothian” is bordered by 14th Street on the east, US 67 on the west, the Union Pacific Railroad on the north and US 287 Bypass on the south. This area reflects two communities in one, an older “Original Town” of walkable streets that seamlessly blends with the downtown area of boutique shops, professional offices and local restaurants; and a newer community of traditional neighborhoods of single family homes built in the late ‘80s and early ‘90s in a suburban neighborhood setting.

Multi-Family

Apartment options range from efficiency units to newer luxury upscale apartments complete with attached garages and access to a community pool and gym. A number of duplexes are also available. u

Country Quality of Life with Urban Amenities I

n 1888, Midlothian became an incorporated city and in 1980, the City of Midlothian became a “Home Rule City”. Under “Home Rule”, the city operates with an elected mayor and six elected at-large council members. Midlothian has an excellent bond rating resulting in substantial savings on capital investments needed to maintain a high quality of life. Contributing factors to bond ratings are the strength of the local tax base and the city’s financial management practices. High ratings with agencies, such as Standard and Poor’s and Moody’s, mean lower costs on bonds, a primary tool in building Midlothian’s future. As it continues to grow and prosper, Midlothian aims to maintain its vision of “blending a country quality of life with urban amenities, enriched by exceptional schools, churches and neighborhoods where innovative partnerships of citizens, businesses and governments respond to community needs.” A city staff of over 160 employees forms the basis for one of the best managed cities in Texas. City employees are committed to outstanding customer service, combining teamwork and creativity to provide a wide array of services. The Midlothian City Hall, located at 104 Avenue F, is open Monday through Friday to provide information and answers to citizens’ questions and concerns. Midlothian Police Department The mission of the Midlothian Police Department is to positively impact the quality of life throughout the community by providing the highest standards of service to Midlothian’s citizens. To achieve this, the department is committed to forming practical partnerships with the citizens to resolve problems, reduce fear, preserve the peace and enforce laws. Through quality training and high professional standards, they provide a safe and pleasant environment for Midlothian. Midlothian consistently ranks in the top three communities in the DFW Metroplex as one of the safest places to live according to the Uniform Crime Report from the Federal Bureau of Investigation (FBI) crime statistics. Midlothian Fire Department The Midlothian Fire Department proudly protects the people living in an area of 115 square miles that includes the City of Midlothian & Ellis County Emergency Services District #2. They currently operate out of three stations: Station #1 at Avenue E and 8th Street; Station #2 at FM 1387 between Midlothian Parkway and Walnut Grove Road; and the newest Station #3 on Tower Road just west of FM 663. The department has a combination of paid and volunteer firefighters. Warning sirens also alert residents in the event of bad weather or other emergencies. 8

The friendly staff of the library is constantly striving to provide their patrons with the most up-to-date information and entertainment with an inventry of over 30,000 items including books, audio books, movies, music and nearly two dozen computers. Meadows Library is one of the fastest growing libraries in the state. Even more movies, books, audio books, magazines, scholarly journals and reference materials are available online with a membership to the library. The library’s subscriptions to four different databases make reliable and current information readily available to students and adults alike. A. H. Meadows Library maintains its small town feel by providing an inviting and friendly atmosphere for everyone to enjoy. Events, such as Story Time, draw a large number of the community’s youngest generation complete with parents in tow. The library began as a small school library thanks to a generous donation to the school district by A.H. Meadows in 1985. Today, the library is still a joint venture of the Midlothian ISD and the City of Midlothian. A.H. Meadows Library offers card holders a statewide library card, the TexShare card. This card allows library users to borrow materials from more than 500 participating public and academic libraries throughout the state of Texas. Meadows also subscribes to the TexShare databases, a valuable collection of magazines, scholarly journals, reference books, and websites available for research to card-holders on any Internet-connected computer.

Kimmel Park

Located in the center of historic Midlothian on 2.1 acres, this park is one of the oldest in the community offering a charming gazebo, benches, basketball court, playground, picnic tables and lots of shade trees. The park is utilized for a number of community-wide functions such as the Annual Easter Egg Hunt.

Heritage Park

Located next to Midlothian City Hall, this downtown park is landscaped with shade trees, beautiful flower beds, and a walking path. The park is a designated public Wi-Fi location and is home to the Larkin Newton Log Cabin, open to the public daily and at special events by the Midlothian Historical Society.

Hawkins Spring Park

Located at Midlothian Parkway and FM 1387, this 22-acre community park is a hub of activity during soccer season with six irrigated soccer fields, concession stand, picnic tables, walking trail, and playground.

he Parks and Recreation Department strives to provide beautifully landscaped parks and athletic facilities with diverse recreational, environmental, cultural, educational and leisure opportunities that benefit all ages. People come to Midlothian for a variety of reasons, but a great quality of life that includes plenty of green space is what makes them stay. u

Civic Center Park

This neighborhood park is located behind the Midlothian Civic Center. The park has five acres of large multi-purpose fields for organized sports and activties. The central location of this park allows for a variety of uses the citizens of Midlothian enjoy.

Jaycee Park

This 10-acre community park is busy in the spring with five baseball/softball fields, bleachers, concession stand, playground, and public restrooms.

Mockingbird Nature Park

One of the newest additions to the Midlothian park system, this 62-acre nature park features a hiking trail, butterfly garden, pond, bluebird nextboxes and a native grass area.

Midlothian Community Park

This newly designed recreational park on 155 acres features a natural wooded creek area, walking trail, playground and picnic areas for citizens of all ages to enjoy. Once completed this park will feature trails, picnic pavillions, a splash park, playgrounds, soccer/football fields, baseball/ softball fields, basketball and tennis courts, concessions, restroom facilities, a fishing pond, and amphitheatre. The Midlothian Senior Activity Center The Center is a home away from home for many seniors and gives new purpose and direction to many who spend time there. Midlothian cherishes its senior citizens. It is this appreciation for our older generations that prompted the citizens of Midlothian to build the Center. Located on Mt. Zion Road, between the Midlothian Conference Center and the new Navarro College Campus, the Senior Center was designed to be open and spacious both inside and out. There are plenty of windows for natural light on the inside and a large comfortable patio with several table and chairs outside. The Center has plenty of room for crafts, games, dining, and good ole’ “remember when’s.”

Places of Worship Nearly 30 churches from 12 different religious affiliations offer weekly worship services in Midlothian, but the message of hope doesn’t end in the pulpits. These houses of worship are committed to a wide variety of interfaith outreach programs and celebrations.

The Center is more than just a meeting place for Midlothian’s seniors. Many health and wellness services are available to those who do more than visit. Programs are presented on many topics of interest to seniors such as legislative updates, nutrition, and healthcare, as well as legal and financial services. Field trips to the Public Library, Dinner and Dancing, visits to Metroplex parks, museums, and points of interest like the State Fair allow seniors to continue to be a part of the community. The calendar of events includes computer classes, arts and crafts as well as entertainment like Bingo and live music. The Senior Activity Center is a place all ages have come to appreciate and love. Volunteerism . . . the Key to Success The Ministerial Alliance, one of Midlothian’s interfaith programs, is very active in the community. Among the many activities and projects, this organization significantly contributes to MANNA House and provides board management. MANNA House coordinates more than 1,200 cases of assistance in a given year. This includes assistance from school supplies for needy children, to utilities assistance for troubled families, to home visits to senior citizens. u

Midlothian Chamber of Commerce Annual Events The Midlothian Chamber of Commerce is proud to spearhead such events as the Midlothian Business Expo, the Spring Fling Arts & Crafts Festival held at Heritage Park, and the annual Fall Festival that takes place every October. The Chamber also partners with the City of Midlothian, the Downtown Business Association and other organizations to promote other productions like the 8th Street Dance, Fourth of July Celebration, and the Southern Star Christmas Celebration and Light-Up Parade.

With Midlothian’s unprecedented growth in the last few years, the community has witnessed a substantial surge in a variety of healthcare services offered to Midlothian residents. Baylor Health System Baylor is committed to expanding services to meet the needs of Midlothian’s rapid growth. In 2005, the opening of the Baylor Family Medical Center at Midlothian was a complement to existing community medical services in the county. The Baylor Health Care System recently announced the purchase of 83 acres of land at I-35 and US Hwy. 287 in Waxahachie and the plans to build a new hospital. Their current hospital is the largest in Ellis County. In Midlothian, medical specialty services may be found at the Midlothian Healthcare Center on Midlothian Parkway. The center specializes in cardiology, family medicine, internal medicine, pediatrics and rehabilitative services. Baylor Institute of Rehabilitation - Outpatient Services offers physical and occupational therapy utilizing state-of-the-art rehab and cardio equipment.

Methodist Health System In 2006, Methodist Health System completed the Methodist Mansfield Medical Center, a full-service hospital, just 10 minutes west of Midlothian. This facility features advanced emergency room and surgery facilities, a cardiac catheterization lab, a women’s pavilion featuring Level III NICU, labor & delivery and postpartum facilities, intensive care unit, inpatient dialysis, and full-service radiology. The Midlothian Independent School District celebrates over a century of excellence in education. Reaching higher, gaining momentum, and moving aggressively describe what is presently happening in the district. This progress is the establishment of academic standards, improving student achievement, and continually finding new ways to ensure that every child succeeds in learning. The schools retain a long history of recognition for student achievement and excellent student discipline. the Future Midlothian Education Foundation The Midlothian ISD Education Foundation is a 501(c)(3) nonprofit taxexempt organization consisting of volunteer community and business leaders. The Board is a separate legal entity from the Midlothian ISD but cooperates with the district to enhance and enrich educational opportunities for Midlothian ISD students and staff. PURPOSE The Midlothian ISD Education Foundation (MEF) has been created to support the educational programs for both students and staff of Midlothian ISD. The Foundation will provide funds for educational programs and activities that either have not been funded or have been underfunded because of budgetary constraints. ACCOMPLISHMENTS With the generous donations and the support of the MEFâ&#x20AC;&#x2122;s annual fundraisers, the companies and residents of Midlothian have

given the MEF Star Patrol the means to award nearly $100,000 to Midlothian ISD teachers and students in the form of grants and scholarships since 2005. WAYS TO SUPPORT THE FOUNDATION The Foundation accepts general donations such as cash or pledges and may be done so to memorialize or honor family or friends. In-kind donations such as gifts of service or products are accepted. Planned giving in the nature of wills, trusts, life insurance, and other options as recommended by an estate planner may be considered as investment options. Higher Education Announcing the Midlothian Higher Education Center Building further on a solid reputation of educational excellence, community and college leaders came together on April 26, 2012 at the Midlothian Conference Center to celebrate the official formation of the Midlothian Higher Education Center (MHEC). Thanks to hard work and collaboration between public and private officials, the MHEC becomes just the ninth educational campus in Texas to be given the Multi-Institution Teaching Center (MITC) status. The last MITC to be established was the University of Houston System in 2000. The MHEC will present students with a broad array of courses and programs through the partnerships of Navarro College, Texas A&M University-Commerce (TAMU), Tarleton State University and the University of North Texas - Dallas (UNT). “The presence of the MITC means that students in Midlothian, Ellis County and the surrounding area will have access to a baccalaureate and graduate degree within a reasonable distance and at a reduced cost,” said Dr. Richard Sanchez, district president of Navarro College located in Corsicana, Texas. “By attending Navarro College for the first two years and either TAMU, Tarleton State or UNT-Dallas for the next two years, higher education opportunities will be financially feasible for both students and parents.” Sanchez added that the approval of the MITC also places Midlothian in an advantageous position relative to economic development and future growth. A major catalyst behind the success of this project, Rep. Jim Pitts, R-Waxahachie, tapped the MITC unveiling as the highlight of his political career. In 2011, Pitts was appointed to the joint oversight committee on higher education in Texas and was key in securing funding for the MHEC. “The Midlothian Higher Education Center will serve students from Ellis County, Dallas County, Tarrant County and beyond,” said Pitts. “Quite simply, this is one of the larger projects I have been involved in and one that I think will have a tangible and lasting impact. It has been so incredible to watch a project like this go from being the dream of forward-thinking leaders in Midlothian to a reality.” He went on to say, “I am of the mindset that affordable and accessible higher education is one of the keys to prosperity. Texas A&M UniversityCommerce is currently offering education and business degrees, and Tarleton offers degrees in business, psychology, criminal justice, manufacturing and industrial management. About the MHEC

Following the Texas Legislature’s allocation of approximately $3 million in the university’s budget to help fund its development, the MHEC will serve as a multi-institution teaching center in partnership with Navarro College, Texas A&M University-Commerce (TAMU), Tarleton State University and the University of North Texas - Dallas (UNT). The four institutions have collaborated to develop a plan for the MHEC, which will provide a seamless transition for students from Navarro College and bring baccalaureate and graduate degree programs to residents of the Ellis County area. Located at the corner of South Midlothian Parkway and Mt. Zion Road, Navarro College - Midlothian Campus is the fourth and newest college site in the Navarro College system. The 25,000 sq. ft. cornerstone building of the campus was constructed in 2006. Construction on the second building was completed in 2010 and is now open for classes. This newest building houses additional classrooms, faculty offices and a student lounge, and effectively doubles the capacity of the campus. Downtown Midlothian has been the city’s center for business since the “Trade Days” of the early 1800s. The Midlothian Downtown Business Association was created to enhance and promote the downtown district. Each cement plant in the Ash Grove family of plants competes for company recognition for safety performance, and in 2011 the Midlothian Plant again showed its commitment to safe operations by garnishing top honors for Safety Leadership. The Midlothian plant also enters several state and national contests and in early 2012, it was recognized by the Texas Aggregate and Concrete Association with first place honors in its category. These safety awards serve both as recognition for the efforts of all employees at the plant and as an incentive to continue our work with safety as a top priority.

The TXI Midlothian Cement Plant was recently awarded the 2012 Energy Star® certification for superior energy performance by the United States Environmental Protection Agency (EPA). The award places the TXI Midlothian Cement Plant in an exceptional category of high-performing, energy efficient cement plants in the U.S., based on the EPA’s strict energy-efficiency performance levels through the National Energy Performance Rating System.

Ash Grove employees realize the importance of community involvement and volunteering. Since 2009, employees have volunteered in Midlothian schools with tutoring and mentoring activities with students. Also, volunteering employees help keep Midlothian beautiful by adopting a street next to the high school to pick up stray trash off the streets. Recently, employees started to volunteer with Meals-On-Wheels of Johnson and Ellis County and Ash Grove donated to the fund designated for building a Meals-OnWheels kitchen in Midlothian that can better serve local residents.
