Seun (8) kritiek na fietsongeluk Die Herald het oor verskeie gebeure in sy uitgawe van 20 jaar gelede berig. ‘n Skoolseun van Danie Theron was in ‘n bedenklike toestand in ‘n Johannesburgse hospitaal nadat hy met sy fiets voor ‘n motor beland het. Ian Reynders (8) van Carleton Jonesrylaan 14, was na skool met sy fiets op pad huis toe, toe die ongeluk vlak by die skool gebeur het. Volgens geskokte omstanders het hy reg voor die motor beland en is na ‘n harde slag, etlike meter ver deur die lug geslinger. Hy het op die sypaadjie te lande gekom. Geskokte skoolmaats en personeel het toegekyk terwyl nooddienspersoneel Ian op die toneel behandel het. Sy ouers, Wilma en Jan, is deur onderwysers van die skool gaan haal en het kort voor Ian in die ambulans gelaai is, op die toneel aangekom. Sy suster Melinda, wat in standerd 2 in dieselfde skool is, was

onbewus van die tragedie en was reeds tuis toe hulle die nuus ontvang het. Ian het glo sy fiets se bande laat pomp voor hy huis toe sou gaan. ‘n 29-jarige skofbaas van Glenharvie is dood nadat hy in ‘n motorongeluk op die Fochvillepad betrokke was. Mnr. Luke Foxcroft van Du Toitsloofstraat 22 en twee vriende, mnr. Frans Boshoff en Geoff Surrol, was op 25 Augustus omstreeks 21:30 op pad na Glenharvie toe die ongeluk gebeur het. ‘n Polisiewoordvoerder het gesê mnr. Foxcroft het na bewering beheer oor sy voertuig verloor, waarna dit gerol het. Nooddienste is ontbied en het bykans ‘n uur gespook om die passasiers te bevry. Mnr. Foxcroft is later op die toneel dood. Hy word deur sy vrou Sonja en twee kinders oorleef. Vier motorongelukke het tot ‘n besige naweek by die nooddienste in Carle-

tonville bygedra. In ‘n botsing reg van voor wat die vorige Saterdag omstreeks 21:30 in Khutsong tussen ‘n minibus en ‘n motor plaasgevind het, is vyf mense ernstig beseer. Een van die passasiers is met die noodhelikopter na die Baragwanath Hospitaal vervoer. Ongeveer twintig passasiers het ligte beserings opgedoen. Nog ‘n botsing reg van voor het by die kruising van Reinecke- en Coronationstraat gebeur. Vier mense is lig beseer in die botsing. ‘n Motorfietsryer was by die kruising van Annanweg en Reineckestraat in ‘n botsing met ‘n minibus betrokke. Die man is in die Lesley Williams Hospitaal opgeneem. ‘n Man wat ‘n vrou op ‘n kleinhoewe naby Carletonville wreed aangerand het in ‘n poging om haar te verkrag, is enkele minute na die voorval deur die polisie in hegtenis geneem. Volgens ‘n

woordvoerder van die polisie was die 36-jarige vrou, wie se naam en adres nie bekendgemaak mag word nie, Sondag alleen op die kleinhoewe naby die dorp. Sy het omstreeks 22:00 wakker geword van ‘n lawaai in die huis en het aanvanklik gedink dit is haar broer wat teruggekom het. Volgens die polisie het ‘n vreemde man haar met die vuis teen haar kop geslaan. Die man het na bewering sy broek tot by sy knieë afgetrek. In ‘n poging om van die man te ontvlug, het die vrou terugbaklei. ‘n Stoeiery het tussen die man en sy slagoffer ontstaan.

Aan die einde van die wedren sal spesiale medaljes oorhandig word,” het Venter dié week die publiek uitgenooi. “Die Rotariërklub probeer om soveel as moontlik te help en te werk in die gemeenskap, maar dit hang altyd af van hoeveel hande beskikbaar en gewillig is. “Diegene wat belangstel om deel te wees van hierdie vervullende organisasie, kan my enige tyd kontak,” het Venter verder genoem. Kagiso Segone A man was shot during a business robbery in Wedela on Sunday night 6 September. The incident took place at a tavern known as ‘Emm Dee’ at 1149 Tugela Drive around 19:25 when four men who were allegedly Sotho-speaking entered the tavern with firearms. According to Wedela Police the suspects pointed their guns at the cashier as well as customers who were in the tavern at the time. The suspects demanded money from the cashier and fled on foot. the suspects with his vehicle. During the chase the suspects fired shots at the vehicle and Mr. Matlala was hit in his back.The suspects managed to get away and Mr. Matlala was taken to hospital. According to member of a Jazz band who was present during the robbery, two men entered first and pretended to be patrons. When the third suspect entered the two suspects put on balaclavas and then took out their firearms. They ordered everyone to lie down on the floor. They took all the money in the register and left. The suspects have not been arrested and a case of robbery and attempted murder were opened.

Members of the community only heard gunshots and were shocked by the incident. They also expressed fear of the Basotho’s as some are notorious criminals who are known for carrying firearms. Their current trend is also business robbery, “We are afraid to go out now as we don’t feel safe, but luckily I did not go out that night,” said a member of the community who refused to be named. Apparently the Emm Dee tavern has been robbed before.

Three criminals were heavily sentenced for their crimes recently. The suspects appeared at the Carletonville regional court for conviction and sentencing on 15 August. Jeremiah Tlhapi who was charged with robbery with aggravated circumstances received a sentence of 15 years. Thulani E. Nkonyane was charged with illegal possession of firearm according to Section 3 of act 60 of 2000. He also received a sentence of 15 years. The third accused was Sibulelo Ladlakuva who was charged with robbery with aggravated circumstances. He also received a 15-year sentence. The Carletonville SAPS indicated that it would like to thank Constable Michael Maaka, the detective who brought the men to justice, for his good and dedicated work.

Let’s talk about It- Identity Crisis Kagiso Segone I have noticed an issue which most people are struggling with - an “Identity Crisis.” I would like to discuss this matter from my own experience. Most people have a problem of identifying themselves and who they really are because today’s world is so diverse to a point that it has actually lead to “culture shock.” The world is conflicted because there are too many different cultures as well as sub-cultures that somehow set us apart as people. In the midst of all these cultures there are also some new emerging subcultures that causes more confusion, especially to young people. We are constantly introduced to new products and services as well as lifestyles through our social interactions with others. The influence that we receive from the outside world may build or destroy us. That is why it is important to be informed to be able to make your own decisions using your own mind instead of someone else making the decisions for you. It is important that we as people begin and continue to assess ourselves and where we stand.

I believe that it is important that we also educate ourselves as much as we can because that is where we will gain the power to think independently. The main problem that causes issues such as identity crisis is the fact that most of us do not know our real history which leads to a lack of knowledge-of-self. I have noticed that most young people end up going astray because they do not have a stable foundation (self knowledge) and are distracted by the external influences especially from the media. It is very important that the subject of history is implemented in our education. Many young people are suffering with an identity crisis. I have also figured that one of the biggest challenges in today’s life is being your own complete self. We are constantly bombarded with images that tell us what we or who we should be and leads to a loss of self-worth. We cannot continue to strive towards being like someone else because the best person that one can be is themselves. We must move towards encouraging people to love themselves as they are. You must be your own alter ego.

Public protector looking into huge housing irregularities Adele Louw The public protector is currently looking at huge irregularities with lowcost housing in Wedela. Problems with low-cost houses in Wedela recently came to the fore when a resident, Mr Tisco Tunzani complained that a house in this township that had been allocated to them is occupied by someone else. Despite the fact that Tunzani has a title deed for the house, he and his family have never been able to move in and they have to rent another home elsewhere. He also cannot apply for a new house as, according to the government, he already received his house. When the Herald originally asked the Merafong City Local Municipality about the matter, a spokesperson indicated that they are looking into the Tunzani family’s problems. A community activist, Mr Mzwandile Maila of the Khutsong Crisis Committee (KCC), however indicated during the past week that there was much more to the Wedela housing problem matter than meets the eye. According to Maila, he has proof that the Tunzani family has asked local councillors for assistance but they were ignored. In the end, the Tunzani family had to take out some of their own money for private legal assistance on the matter. Maila further indicated that similar incidents happened in Khutsong South Extension 4. Although the KCC tried to take the matter up with the department of local government and housing’s

fraud and corruption unit, nothing came of the matter. It was only later, after the KCC had laid complaints about the housing issues at the office of the public protector (PP), that the matter was investigated. As part of these proceedings, a meeting, led by a PP senior investigator, Ms Sinthia Reddy, was held in the Gauteng office of the PP in Johannesburg on 1 September. According to Maila, the municipality, represented by housing manager Mr Lemmy Jofile, promised their commitment in sorting out the matter. As a result of these revelations, the Herald also asked the municipality for more information on the issue. “This matter has been under discussion with the public protector since 2014. The municipality has submitted a detailed report to the public protector regarding the alleged wrongful beneficiaries in Wedela. The report was submitted in March 2014 and the recent meeting was part of continuous follow up discussions to try to resolve the matter. The background to these allegations is as follows: The Wedela Developer Driven Individuals Subsidy Scheme (DDIS) 89 housing project was approved by the North West Department of Local Government and Housing in 1997, who appointed Stocks & Stocks as a developer on the project. The allocation of beneficiaries was apparently done by officials and councillors of the disestablished Wedela TLC. Merafong City Local Municipality was established in 2000, amalgama-

ting Carletonville TLC, Fochville TLC and Wedela TLC. Merafong City Local Municipality received numerous complaints pertaining to the wrongful allocation of beneficiaries and the illegal sale of RDP houses. Allegations of the involvement of officials and councillors of the disestablished Wedela TLC were widespread. During internal investigations, it was established that the Wedela TLC opened criminal cases against some officials, councillors and community members for fraud and corruption. These cases were dismissed by the Fochville Magistrates Court due to insufficient evidence. The then chief executive officer/town clerk of Wedela, the late Mr. JJ Murray, dealt with the matter. Due to the magnitude of the complaints and the inability of Merafong City to establish the facts, seeing that the project was implemented by the North West Department of Local Government and Housing, through Stocks and Stocks, Merafong City Local Municipality approached Gauteng Department of Local Government and Housing to investigate the allegations through a housing occupancy audit. The Gauteng Department Local Government and Housing appointed a service provider in this regard. A physical survey and audit was conducted and a report was issued in February 2012 which was submitted to the public protector’s office. A total of 1742 stands have been audited of which 514 dwellings correlated with the beneficiary list, 306 were left by the approved beneficiaries to “caretakers”

Die afgelope paar jaar is daar toenemend probleme met onwettige immigrante in ons omgewing wat veral op myngebiede soos Blyvoor toesak. Volgens die polisie en ooggetuies kan dié mense onder meer aan hul kenmerkende kleredrag van groot komberse uitgeken word. Intussen is daar baie immigrante in die omgewing wat nuttige take in die omgewing verrig. Baie van dié mense kan aan hul ywerigheid en vriendelikheid herken word. Hoewel dit nie altyd moontlik is om vas te stel of al dié mense heeltemal wettig in die land is nie, verrig hulle verseker take wat ander se lewens makliker maak. Terwyl ons met kopsere sit oor mense wat uit ander lande na ons omgewing kom, is verskeie Europese lande besig om onder ‘n ‘vlugteling-krisis’, wat sommige kenners as gevolg van die omvang daarvan as die “storie van ons tyd” beskou, te stei-

Driver ploughs through wall after swerving for dustbin Adele Louw On Tuesday morning a driver ploughed through the wall of a house in Carletonville when he lost control of his vehicle after swerving for a municipal dustbin left in the road. According to bystanders, a man driving an SUV in Bluebell Street was turning into Freesia Street when he suddenly saw a municipal rubbish bin in the road. He swerved to miss the bin but lost control of his vehicle. The SUV only stopped after ploughing through the fence of a nearby house. People at the scene showed the Herald how the driver had closely missed hitting a large tree on the sidewalk. “If he had hit the tree, the driver and

his passenger might have been dead or seriously injured,” one of the bystanders remarked. A woman at the scene, who did not want to be named, showed the Herald how the vehicle bumper had just touched the side of a wendy-house in the yard. The premises into which the vehicle burst is used for home schooling and children apparently played at the spot where the vehicle came to a standstill only minutes before the accident. “I am terrified by what could have happened if the children were still outside,” the shocked woman told the Herald. According to the bystanders, they believe that the accident would not have occurred if the rubbish bin had not

been left in the middle of the road. Apparently municipal workers often take dustbins from the sidewalks where they are put out by residents and put them in the road to be emptied into the municipal dumping truck easily. Afterwards the bins are not put back on the sidewalks where they were found, but left on the side of the road. Residents of other areas such as Carletonville Extension 9 have complained about the same problem in the past. When the Herald did a quick survey along the streets near where the accident happened, rubbish bins that were left in the road were also found in amongst others Erica Street, Lantana Crescent and Cosmos Street.

“The accident raises questions about the driving ability and –behaviour of the driver. If the driver came around the same corner and a group of school children were in the street the chances are that we would now have dealt with a fatal accident. In this case the fact that the driver alleges to have swerved for an empty rubbish bin, narrowly missed a tree and burst through a garden wall at speed will be further investigated by the driver’s insurance. The matter of where the refuse collection personnel leave the refuse bins will be taken up with the refuse section,” a municipal spokesperson replied to questions about the matter later the same day.

‘Residents must pay their accounts,’ says municipality Adele Louw The Merafong City Local Municipality warns that residents must pay their outstanding municipal accounts or make arrangements to pay it off. According to the political spokesman of the municipality, Mr Slums Kgangetsile Magodielo, credit control is currently implemented in all areas and customers who are currently in arrears are reminded to pay their outstanding balances or make payment arrangements in order to avoid termination of services. A customer who wants to settle their outstanding debt can apply for interest write-off. Households are given a maximum interest write-off of R20 000 and businesses and farms are given up to 10% interest write-off of the outstanding balance or the greatest between R20 000 or 10%. Households with a combined gross monthly income of R2 800 should apply for indigent approval. All approved indigents will be excluded in the credit control process, however, if an indigent household exceeds the monthly indigent subsidy allocation for free basic services and fails to pay the excess amount of services consumed normal credit control actions in line with the council’s Credit Control Policy will apply. The last payment date for payment of accounts is the 7th of each month and credit control process is executed

after this day. Communities are discouraged from tampering with municipal service connections. These include pre-paid and conventional electricity, and water con-

nections. Council is losing a substantial amount of money due to tampering and this has a detrimental effect on the ability of council to achieve quality service delivery. Meter readers must be given

Merafong City Local Municipality Executive Mayor Cllr Maphefo Mogale Letsie handed over a pedestrain bridge, fencing, roads and a storm water system to the community of Greenspark at Fochville on 2 September. The executive mayor, cllr Maphefo Mogale Letsie, West Rand District Municipality MMC for roads, storm water and public works cllr L.Mutuwane and Merafong City Roads, Storm Water and Public Works MMC Cllr M.Dyonase and other councillors, members of the ward committee, community development workers (CDW’s) EPWP and members of the community were part of the significant event. For a number of years, pedestrians have been crossing the R500 from Greenspark to Fochville in order to gain access to the central business district of Fochville and to return to Greenspark. As the R500 is a major road with two lanes in either direction, this is a very dangerous practice and numerous accidents and fatalities have occurred as a result. It has become imperative to provide safe access for pedestrians by constructing a pedestrian bridge across the R500 and erecting a fence on the eastern side of the R500 to guide pedestrians to the bridge and to prevent them from crossing the R500 elsewhere. Shortly after construction on the pedestrian bridge commenced, the project was stopped by SANRAL. The reason for this was that the road to be traversed by the pedestrian bridge is residing under the jurisdiction of SANRAL in terms of provincial road P61-1 having been declared as a national road R500 on 28 September 2012 as per Government Gazette No. 35719 (Notice No. 784). All the necessary authorisations and approvals for construction at the time were already obtained from Gautrans, but Gautrans evidentially was unaware of the road being declared a national road at the time of considering and approving the applications. In May 2014, community protests brought all work to a standstill for several days, further contributing to construction delays to the extent that the contractor could not meet the scheduled completion date. Completion of this project has now established a safe pedestrian link between Greenspark and Fochville with the fencing along the national R500 road that will prevent pedestrians from crossing the dual

carriageway at road level, thereby eliminating the high number of incidences of pedestrian injuries and fatalities experienced previously. However, the prevention of accidents and fatalities can only be achieved with the cooperation of the community if they refrain from attempting to breach the fence. They should actively make use of the pedestrian bridge, provided for their safety and making it much easier to traverse the stream previously spanned only by a very difficult-to-cross pipe bridge. The Greenspark Housing Project was completed in June 2013. It however soon became apparent that roads were impassable during the rainy season due to the prevalent clay in the area. This necessitated the municipality to urgently look into the possibility of having the roads surfaced and stormwater systems installed. During construction of the paved roads, local subcontractors were utilised to maximise the labour intensive content of the project in order to create as many work opportunities as possible. Due to the deep clay formations prevalent throughout the site, box cut excavations necessitated the removal of the clay to a suitable depth over the full area of the roads’ footprints. Dump rock material had to be imported to provide a platform for the sub base as with the importation of suitable road building material. Given the large distances involved for both the disposal of the clay material and the sourcing of the road building material, the duration of the roadbed preparation was under-estimated which gave rise to exceeding the planned duration as per construction programme. Community protests lasting several days as well as the difficulties the contractor encountered to secure the services of an asphalt laying contractor caused further delays. Despite all the challenges encountered, the project was finally completed during October 2014, which left the community with proper roads, a stormwater system and easier access to all properties. The project was further complimented by the streetlights that were recently installed.

Sinking street worries residents Adele Louw Some residents have mentioned to the Herald from the end of last year that they think a section of the busy Tugela Street might be subsiding. According to a councillor staying in the town, Mr Carlos Rebelo, several residents have also contacted him about

the matter. Although he has officially taken up the matter with the Merafong City Local Municipality, nothing has been done so far. Rebelo even showed the Herald emails he had sent to a relevant municipal official in February this year. The Herald visited the site with Rebelo on Monday afternoon.

One of the residents staying in the area, Mr Willem Lehmkuhl, indicated that some residents have been measuring how much the road was actually sinking. Although the subsidence was originally 50 mm lower than the rest of the road, it has become much deeper during the past few months. Residents of the area also showed a water leakage on one of the sidewalks next to the subsidence. They suspect that the subsidence might be caused by a water pipe leaking underground and that the leakage on the sidewalk might also be related to the issue. Apparently the subsidence originally started after some water leakages occurred on the opposite sidewalk. Rebelo later determined from the owner of the home at the site of the leakage that it had been reported to the municipality several times during the past three months. “My issue with problems such as this is that the municipality cannot now say that they do not have money for repairs as attending to such issues is basic service delivery which is their main task. It was also bad spending by the municipality that got them into their current problems,” Rebelo lamented. “The matter will be investigated and appropriate action taken,” a municipal spokesperson replied to questions about the matter on Tuesday.

Mineral Resources Practitioner Strata Control C-Upper

The incumbent will identify and locate geological features by means of Ground Penetrating Radar. Investigate fall of ground occurrences and adverse rock conditions and make support recommendations. Assess operations and procedures carried out by production personnel underground. Conduct rock quality designation analysis of borehole cores. The ideal candidate must have a (COM) Strata Control Certiﬁcate, at least 2 years’ relevant experience.
