Editor, Everyone knows there is too much traffic at Main & Hastings. In response to the "dangerous situation" police have started handing out jaywalking tickets to people who step off the curb after the pedestrian signal has started flashing. Most of the people 'ticketed can't afford to pay 25 dollars to anyone, let alone to a police force supported by taxes. The police are once again .blaming the little guys for problems created by the big guys. Not only does the excessive sale of new & more powerful cars produce dangerous levels of traffic, but nitrous oxide from exhaust fumes is a major contributor to acid rain & the "greenhouse effect" which is killing the future of our planet The villains are not those who crowd the sidewalk trying to cross... but the executives & salesmen of large corporations who promote & profit from increasing car use; & those who enjoy the luxury of wheels & to hell with the consequences. But. ..the police ticket poor people for jaywalking, again proving that their approach to urban problems is short-sighted & self-serving.

Today's Social Credit government of B.C. is quite proud of the fact that they defeated the federal government policy on the protection of the environment by siding with the forestry ministry. They defeated the fisheries department (under the federal government) by supporting the thoughtless forestry companies which show little concern for the protection of the salmon spawning rivers. As a matter of fact, it has been proven that almost all forest product companies have no sympathy I for the fishing industry. The reason for this may be that Canadians, for the most part, are not fish-eating people. One can not expect any consideration for the fishing industry from non fish-eating people. For some people in the world, fish is the staple of their very healthy diet. But for most Canadians, especially ' the politicians, fish is not even a part of their diet, As a result, the fishing industry of the west coast is in a hell of a situation. The Canadian west coast fishing, 'm in the past, was controlled by canneries who, naturally, were motivated only by profit. Fish should be I treated in the same way that fresh vegetables are handled - never overcooked. But the canneries were cookI ing the fish too long - using the cheapest method of preparation. They cared nothing for the taste, colour, texture or shape. They just canned them and cooked the hell out of 'em. Now the picture is completely changing. The fish-eating people with money are coming to buy all the west coast fish. They want them on ice, if not fresh. They do not want them canned because this destroys the value of the fish. We must accomodate the fish eaters, not the potato eaters who insist the

fish should be cooked over thirty minutes. We should realize the fact that there are people willing to pay for our beautiful fish from the west coast. We should accept the responsibility of protecting the environment which provides the renewable resource. The fight against other industries that try to destroy the fishing industry should be kept up by fishermen instead of leaving the fight to environment people. Fishermen today are not quite like the fishermen of the past. They seem to be better educated; they seem to understand the environment and conservation than fishermen in the past. But then there are those who are completely profit motivated and don't give a damn for the environment or conservation! They simply want to get as many fish as possible in a restricted zone or at a restricted time. They ignore any restriction as long as they can get away with it. The more money invested, the more fish they have to catch. That policy always conflicts with conservation. A smaller boat with less mechanical power may be capable of catching fewer fish but the work is satisfying. The Canadian west coast is perfectly suited for small fishing boats but in the past the profitmotivated canneries and fisheries changed all that. But it was not only them; also the fishermen, other industries, the cities, the farms, factories, the forestry industires and the mines. They all helped to destroy the beauty of the Canadian west coast where salmon, herring halibut were abundant only a few years ago. Now look at it. There is a fished out situation in salmon, herring &

GARY COLLEY & VANCOUVER UNEMPLOYMENT ACTION CENTRE (Gary was the mover 6 shaker at a meeting at the Alex Centre on Wednesday, November 23rd to talk about welfare rights & appeals: Cutbacks? Fightback!)

GARY'S BEGINNINGS Gary began working as a counsellor for hemophiliacs until being hospitalized in 1975 for a double knee transplant. Gary could not sit still during his two year stay in hospital, and he quickly became known as the patients' counsellor. In 1977 he went back to work in the private sector, where he counselled seniors having problems with CPP and DVA. Simultaneously he was studying a welfare aid course. In 1982 Gary began working as an PAW. Soon, he was a Rehab Worker. Shortly thereafter Gary becrrme a victim of the Socred Restraint Program, along with thousands of others, and vae subsequently laid off. Once again, Gary found hlmlef in the role of advocate, For the folloving four years he worked with the Vancouver Unemployment Action Centre, which was hutrumental in the 1983 Solidarity Movement. In June, 1988, the Centre loet ite rent-free apace and Gary continued working from his home advocate. This included such projecfa as aa Organize the buddy in M8uriru that no 'lient vent
VICTORIES "Every victory stands out because every victory is important," says Gary, "as long as the client receives what s/he needs." Gary's reputation preceeds him. Gary was able to win silk sheets for one disabled client in order that she could roll over in bed. Gary equates the value of this victory with someone getting a food voucher if s/he needs one. This "client first" perspective makes Gary a winner in their eyes. "Even a client can teach an advocate something," Gary said as he shared a victory where a client prepared her own defense for a tribunal. She pointed out the discrepancy in the wording of the law and its implications. (See.Victori.8 re: eingle parent maintenance before deductions.) She had the Ministry mollified and won the case1 Gary ehared thie victory with Karen b w e , and Eeren was able to win several tribunals based on thie defense. This is a good case in point for interactive advocacy. GARY ON FUTURE IN B.C. W T future ~ ~ looks grim because of the apathy of people in voicing their disapproval of government policy. I hope t o be a b l e t o work w i t h e s p e c i a l l y t h e wonderful people who have been a b l e t o complete G.E.D. programs through Carnegie, many of whom may w e l l have found o u t t h a t t h e y a r e q u i t e good a t " t h i s mathem a t i c s s t u f f " , f o r i n s t a n c e . Why n o t go f u r t h e r ? Some may a l r e a d y have t u t o r e d t h e s t u f f and t h u s d i s c o v e r e d an a d d i t i o n a l dimension t o t h e i r capa c i t i e s . A College o r u n i v e r s i t y d e g r e e w i l l o n l y t a k e them f u r t h e r i n c a r e e r , achievement, etc. For t o o many of u s from disadvantaged backgrounds t h e road i s u n t r a v e l l a b l e , s o " g e t t i n g t h e r e " simply does n o t apply. Whereas f o r t h e good o l d m i d d l e - c l a s s e r s and o t h e r s , a t t h e w o r s t t h e road i s j u s t less travelled. Loans, m i n i - s c h o l a r s h i p s , every form of f i n a n c i a l a i d you can imagine - i t ' s a l l t h e r e , b e l i e v e i t o r n o t and i t ' s n o t t h a t d i f f i c u l t t o g e t ; i t ' s downright e a s y f o r t h e most p a r t . G e t t i n g o n e ' s a c t t o g e t h e r a s f a r a s study h a b i t s , essay writing and meeting assignment d e a d l i n e s i s p a r t of l e a r n i n g . Why do w e have t o t h i n k i t ' s "beyond" u s ? G.E.D. .maybe, but u n i v e r s i t y ? ? ! I n any c a s e , what good i s a d e g r e e t h e s e d a y s , r i g h t ? WRONG. T h a t ' s t h e B I G LIE r i c h peop l e s a y t o poor p e o p l e t o keep t h e c o m p e t i t i o n down. (Then t h e y sneak o f f t o Oxford and Harvard.) This i s p a r t i c u l a r l y t r u e f o r t h o s e of u s from m i n o r i t y groups. Carnegie i s d i s p r o p o r t i o n a t e l y Native i n stable clientele.
