CAMBRIDGE, Ont. - The goods and services tax has finally made its way into Ontario jails and prisoners at the Waterloo Detention Centre say there wil! be trouble because of it. Piisoners were told they have to pay seven per cent more for tobacco, newspapers and other personal items after a ruling- that they are no longer covered by an exemption for the pr_ovintial government. Prisoners said the tax could cause tr~ubfebecause it pushes the cost of pouches of tobacco, the most economical way to smoke, beyond $10, the amount prisoners receive in a weekly allowance. With GST added, pouches nc N cost $10.65.

Every September register for courses exception and it feels something about the new people and programs in the Learning Centre. Over the last two years many people have worked hard to improve their academic skills and have completed the G.E.D. exams successfully. Many of these learners have asked to have credit courses offered here so that they can work towards a recognised graduation diploma. In response to these requests Social Studies, English, Math and Science courses are currently offered. Constance Brissenden leads the Social Studies, English and Creative Writing groups. Constance has a rich, diverse experience with teaching and group facilitation as well as continueing personal experience as a writer. If you have an interest in any of these areas please come and talk,to Constance. Two other new faces in the Centre belong to Debbie Bryant and Sharon Johnson. Debbie has just been hired as a Community Literacy Outreach Worker. She will be working to help create an awareness of the programs and opportunities available in the Learning Centre and in other agencies in the downtown eastside. Debbie has worked with many activist groups over the years and still holds a parttime position with the Native Education Centre. Sharon Johnson is co-ordinating the morning literacy drop-in program (Tuesdays to Fridays, 9:OO-12:OO) which offers a friendly, safe environment for learners to develop skills in reading, writing, and math with a focus on analysing literacy skills from a critical perspective. There are many possibilities to explore, develop, and share skills and interests in the Learning Centre - why not come up to the third floor and talk to the tutors, learners and staff about getting involved.

T h i s w i l l i l l u s t r a t e the blatant disregard f o r human needs & t h e i n c r e a s i n g i n s e c u r i t y more women & c h i l d r e n a r e e x p e r i e n c i n g i n their daily lives. Three o f u s , members o f t h e C a l g a r y Pove r t y Focus Group, went w i t h L i s a & h e r son t o t h i s a p p e a l on S e p t . 5 , '91. We were adv i s e d by a n o t h e r member o f o u r group t o tape record t h e proceedings. When we e n t e r e d t h e room we saw f i v e ext r e m e l y w e l l - d r e s s e d women. They a b r u p t l y asked u s o u r names E emphasising t h e MRS. ' gave u s o n l y t h e i r l a s t names. When asked t h e y r e f u s e d t o g i v e u s t h e i r f i r s t names. L i s a t o l d them we were going t o t a p e r e cord t h e p r o c e e d i n g s . These women of t h e appeal board r e f u s e d t o a l l o w i t & t h e r e c o r d e r was t a k e n o u t o f t h e room. A f t e r some d i s c u s s i o n t h e y decided t h a t a c o u r t r e p o r t e r c o u l d be appointed t o r e c o r d t h e i I proceedings b u t t h i s would t a k e 3 weeks. (Remember t h a t L i s a was homeless w i t h a c h i l d with s p e c i a l needs & was being d e n i I ed h e r s o c i a l a s s i s t a n c e cheque. The nppe a l board knew i t was i m p o s s i b l e f o r h e r t o w a i t t h e 3 weeks f o r a c o u r t r e p o r t e r . ) One o f t h e f i v e was a s o c i a l worker p r e s e n t t o speak f o r t h e s i d e o f A l b e r t a Soci a l S e r v i c e s . She s t a r t e d t o speak about Lisa a s though L i s a was n o t p r e s e n t , a s though s h e was an o b j e c t . Lisa i n t e r j e c t e d & t o l d t h e a p p e a l board t h a t s h e d i d n ' t have a c c e s s t o t h e i n f o r m a t i o n t h a t was : I b e i n g r e a d about h e r . The appeal board not e d t h a t t h i s was a l s o t h e f i r s t time t h a t t h e y had h e a r d t h i s i n f o r m a t i o n & t h i s , i n t h e i r minds, somehow made t h e p r e s e n t a t i o n unbiased & f a i r . It seemed t o s i t p e r f e c t l y w e l l w i t h t h e i r c o n s c i e n c e s t h a t L i s a & Ben were w i t h o u t income & s h e l t e r ; a s though somehow s h e d e s e r v e d h e r p o v e r t y & i n s e c u r i t y .

' T h i s ' l l b e a hungry w i n t e r f o r L i s a & Ben. The board would n o t answer any q u e s t i o n r e g a r d i n g t h e i r o c c u p a t i o n s o r t h e i r 1st names. The board had no t r o u b l e u s i n g o u r 1st names & e a r l i e r , i n t h e w a i t i n g room, we were a l l r e q u i r e d t o s t a t e o u r occupat i o n s . T h i s was c e r t a i n l y n o t a board o f p e e r s . Both myself & o t h e r members o f o u r group b e l i e v e t h a t p e r s o n s a f f e c t e d by high r a t e s o f p o v e r t y should be appointed t o t h e appeal board & c h o i c e of members t o s e r v e on t h e board should n e v e r be a question of p o l i t i c a l patronage. Appeal b o a r d s should n o t even e x i s t . Policy & r e g u l a t i o n s should not leave p e o p l e homeless & w i t h o u t income i n t h e f i r s t p l a c e . L i s a & Ben's c a s e was c l e a r .
