City park gets year-round Oppenheimer program aims staffmg- at jobless Spanish-speakers

BY ROBERT SARTI Neither rain nor snow nor budget shortfall shall stay Oppenheimer Park from its appointed task. That task is to help keep the peace this winter in the downtown eastside. Starting this week, Oppenheimer becomes the first neighborhood park in Vancouver to be open yearround with full-time staff. The park staff intends to target the growing number ofjobless Spanish-speaking immigrants and refugee applicants in the neighborhood. But the city social planning department - not the Vancouver park board - will be paying the shot. Mayor Gordon Campbell said an experimental multicultural- program employing Spanish-speaking workers in Oppenheimer last summer proved a success in reducing tensions. A move to "green" the kitchen at Carntgk, which serves hundreds of Vancouwr's poor every day, has helped the cafeten'a turn a slight profit and boosted morale along the way. Muggs Sigurgeirron, president of Carnegie's board of directors, sap environmental action-from composting kitchen waste to phasingout plastic and polydynne--came naturally to people who use the centre. But you never said a word about how you're going to fight corruption when you owe your status of privilege which you want so much to keep, to its practice. The e x c l u s i o n a r y element o f s u c h femini s m i s n o t i l l e g i t i m a t e , n o r even unnece s s a r y . The p o i n t is t h a t , among f e m i n i s t o f t e n l e s b i a n communities, which a r e a l most u n i v e r s a l l y more a c t i v e , more product i v e , a n d more a b i d i n g t h a n male homosexual communities (when i n f a c t male homosexual conununities e x i s t a s a n y t h i n g more profound t h a n what c o u l d be t h e games room a t C a r n e g i e ) , t h e r e have a r i s e n a number o f t h i n k e r s and a c t i v i s t s whose s i g n i f ic a n c e is g e n e r a l , and who a r e aware o f t h i s f a c t too offhandedly. What i s m i s s i n g i s t h e p o s s i b i l i t y y e t o f a mentor r e l a t i o n s h i p between r a d i c a l f e m i n i s t s and men, o r beLween them and many women.

For t h o s e o f u s who v a l u e human knowledge, t h i s i s t h e r e a l harshness of t h a t e x c l u s i o n a r y e l e m e n t - t h a t many o f t h e most a s t u t e e x a m i n e r s o f e x i s t e n c e and p o l i t i c s and s o c i e t y r i g h t now a r e c u t o f f from u s . Yet t h e p o s s i b i l i t y f o r r e l a t i o n s h i p s l i k e t h e one I mentioned i s i n c r e a s ing because those f e m i n i s t s a r e h i n t i n g t h a t t h e i r r e s p o n s i b i l i t y i s , on a l e v e l f a r deeper than those i n s t i t u t i o n a l i z e d r e s p o n s i b i l i t i e s they r e j e c t , a f t e r a l l , t o a l l p e o p l e i n a l l s i t u a t i o n s . Such a development c o u l d n o t have happened w i t h o u t t h a t e x c l u s i o n a r y e l e m e n t which was r e s p o n s i b l e f o r t h e c o n s t r u c t i o n of s u c h v i t a l and c r e a t i v e communities i n t h e f i r s t place. P e r h a p s t h e r e i s a j e a l o u s y o f knowl e d g e h e r e , and I am t o o s h o r t - s i g h t e d t o s e e t h a t t h e f e m i n i s t i s o l a t e d from men can i n f l u e n c e s o c i e t y g r e a t l y even i n t h e d e p t h of t h a t i s o l a t i o n . Surrender?? The K a n e s e t a k e p e o p l e a r e a n honoura b l e people. They worked f o r a l l abo r i g i n a l peoples. T h e i r b a t t l e was n o t won though. The v i o l e n c e t h a t o c c u r r e d t o end t h e 78 day s t a n d o f f i s j u s t a n o t h e r example of a b i t t e r atcitude directed a t the aboriginal minority of t h i s land. The f e d e r a l government d i d n o t addr e s s any of t h e c o n c e r n s p u t forward by t h e s e p e o p l e . The power p o l i c y of "might makes r i g h t " h a s won t h r o u g h t o s q u a s h human r i g h t s i n t h i s c o u n t r y . N a t i v e A f f a i r s m i n i s t e r Tom Siddon h a s made t h e comment t h a t t h e f e d e r a l government h a s made some m i s t a k e s . Prime M i n i s t e r B r i a n Mulroney, on t h e o t h e r hand, h a s r e f u s e d t o c a l l f o r a p u b l i c commission t o examine t h e e v e n t s t h a t occurred. U n t i l t h e f e d e r a l government b e g i n s t o r e c o g n i s e t h e i n t e r e s t s of t h e abo r i g i n a l p e o p l e s of t h i s c o u n t r y , more o f t h e s e t y p e s o f o c c u r a n c e s w i l l become e v i d e n t . Land c l a i m s and s o c i a l programs have t o be t a k e n o f f t h e back b u r n e r . The r i g h t s of t h e a b o r i g i n a l p e o p l e s have t o b e t a l k e d a b o u t . . t h e y c a n n o t b e t r e a t e d a s a d v e r s a r i e s . The c a u s e i s a n a t t i t u d e of n e g l e c t ; many people, not only a b o r i g i n a l s , continue t o s u f f e r w i t h t h e e f f e c t - being t r e a t e d a s 'second-class' c i t i z e n s . Our governments, b o t h f e d e r a l and p r o v i n c i a l , must change and r e c o g n i z e new p o l i c i e s c o n c e r n i n g t h e s o c i a l s t r u c t u r e from c o a s t t o c o a s t . New p o l i c i e s and new a p p r o a c h e s a r e needed t o resolve these attitudes. The governments s t i l l d o n ' t recogn i z e t h a t che Mohawks have a r i g h t t o s h e d i s p u c e d a r e a and were defending t h a t a b o r i g i n a l r i g h t ; c h i s is what t h e governments r e f u s e co acknowledge. I f t h e Mohawks a r e g u i l t y a s t h e Bourassa governrnenc, a l o n g w i t h t h e conservatives, b e l i e v e , then t h e government s h o u l d i n v e s t i g a t e t h i s whole i n c i d e n c . . r i g h t from t h e Quebec p o l i c e s t o r m i n g t h e Mohawk b l o c . k a d e u s i n g a l l t h e f i r e power t h e y c o u l d m u s t e r . During c h i s i n v a s i o n one of t h e Quebec p o l i c e w a s s h o t . Evidence h a s i t t h a t no one i s s u r e where t h e b u l l e t came from. The Mohawks were q u i t e p r e p a r e d , a n s w e r i n g t h e i r f i r e w i t h a h a i l of t h e i r own bulletrs. T h i s i n c i d e n t c a n n o t go u n n o t i c e d , e s p e c i a l l y i f t h e army i s o r d e r e d i n . I f t h e r e a r e criminal charges l a i d on t h e Mohawks, a l l o t h e r i n c i d e n t s need t o b e f u l l y i n v e s t i g a t e d .

One s u c h i n c i d e n t i s t h e s t o n i n g by he n e a r b y community, who were i n no d o u b t v e r y u p s e t , o f t h e c a r a v a n of Mohawk e l d e r s and c h i l d r e n a s t h e y drove through c h i s a s s a u l t of stoni n g , a b u s e , damage of p e r s o n a l p r o p e r t y , erc. I n v e s t i g a t i o n s done by Army I n t e l l i g e n c e i n f o r m t h e p e o p l e o f Canada t h a t many of t h e w a r r i o r s on t h e Oka b l o c k a d e a r e n o t Mohawk. Here t h e p e r s o n c a l l e d "spud Wrench'' was a Mohawk. b u ~r e g a r d l e s s c , f who i s on t h e blockade t h e i s s u e remains t h a t l ina b o r i g i n a l r i g h t s must s ~ i l be s t a t e d i n t h e constitution o f Canada.
