The Carol Stream Park District Board of Commissioners consists of seven individuals who are elected by residents to represent the community’s best interests. The charge of the Board is to set policies that will guide the Park District. Board members serve a four-year term and receive no compensation for the time they give. They come from a variety of backgrounds and share one important trait - a commitment to serving the park and recreational needs of our community.

Board Meetings
Regularly scheduled meetings of the Board are held on the second and/ or the fourth Monday of each month according to a schedule adopted by the Board yearly. Please check our website for our current meeting schedule. Regular Board Meetings begin at 7:00 pm.

Join us on this guided journey through Chicago’s indoor heated Pedway! The Pedway is a network of underground tunnels that connect skyscrapers, stores, restaurants, hotels, and train stations. This seminar will educate you regarding the contents of food labels, how to read them and understand them to ensure you make healthy food choices. Fencing is an excellent sport for all ages. It develops coordination, builds strength, speed and endurance, requires good sportsmanship, and builds quick decision-making skills. It is a near perfect-blend of highly aerobic work that simultaneously requires explosive, strength-based movement. A special league registration packet must be filled out to register for all leagues. Packets are available at Fountain View Recreation Center, the Simkus Recreation Center, at csparks. org, or request via mail (call 630-784-6100). Color Guard Adult
Color Guard is a sport that works within a marching band to add a visual aspect to the music. Learn the basics behind Color Guard with an introductory class in flag spinning. You will learn how to do basic moves like drop spins and flutters, and put them together into a musical routine. Registrants need to purchase their own 6’ silver aluminum pole and practice flag or bring their own to class. The Park District continually strives to reduce such risks and insists that all participants follow safety rules and instructions that are designed to protect the participants’ safety. However, participants and parents/guardians of minors registering for the above listed programs/activities must recognize that there is an inherent risk of injury when choosing to participate in recreational activities/programs. You are solely responsible for determining if you or your minor child/ward are physically fit and/or skilled for the activities contemplated by this agreement. It is always advisable, especially if the participant is pregnant, disabled in any way or recently suffered an illness, injury or impairment, to consult a physician before undertaking any physical activity.
WARNING OF RISK Recreational activities are intended to challenge and engage the physical, mental and emotional resources of each participant. Despite careful and proper preparation, instruction, medical advice, conditioning and equipment, there is still a risk of serious injury when participating in any recreational activity. Understandably, not all hazards and dangers can be foreseen. Depending on the particular activity, participants must understand that certain risks, dangers and injuries due to inclement weather, slip and falls, poor skill level or conditioning, carelessness, horseplay, unsportsmanlike conduct, premises defects, inadequate or defective equipment, inadequate supervision, instruction or officiating, and all other circumstances inherent to indoor and outdoor recreational activities exist. We cannot accept registrations over the phone. Please make sure we receive your registration form and payment by the indicated deadline otherwise your spot will not be guaranteed. Trip Refunds
We understand that trip cancellations sometimes cannot be avoided. Cancellations will be accepted prior to the payment due date. After that, refunds will be given if you find a replacement or a participant on the waitlist takes your spot. If a friend is taking your place on a trip, they must be paid and registered for the program with the park district in advance. Passengers who are not on our roster will not be permitted to attend.

The park district strives to provide trips and activities for everyone. Most Forever Young programs are accessible; however participants using walkers or wheelchairs should confirm the trip location’s accessibility in advance. SPECIAL NEEDS WDSRA Programs
WDSRA provides a fun, safe environment for more than 4,500 children, teens, and adults to choose from over 1,500 programs, trips, and special events throughout the year. Programs everyone to participate at their own ability level. We offer a wide range of programs to reach a variety of interests, including: soccer, special Olympics, drama, music, wheelchair and adapted sports, art bowling, dance, overnight outings, baseball, week-long trips, social clubs, camps and much more.
Inclusion Services
Two week advanced notice is required for those requesting assistance in order to participate in park district programs. Without two weeks’ notice you may not be able to participate. Inclusion is designed to provide the least restrictive environment while providing the maximum opportunity to participate in a program. There is no charge for WDSRA’s support. If you would like assistance, please indicate that special accommodations are needed on the park district registration form. If you have questions, contact WDSRA at 630-681-0962.

We are looking for caring people with a desire to give a little. Volunteers are needed to assist in a variety of programs from sports to crafts to special events. Our programs are fun and exciting. Bark Park Off Leash Dog Park Passes and Village Dog Licenses
Conceal & Carry
Passes for the Carol Stream Bark Park, and Village of Carol Stream dog licenses, are available to purchase at Simkus Recreation Center. Proof of rabies vaccination must be shown to purchase a village license.
On January 1, 2014 the new Illinois Conceal and Carry law took effect. Under the law, weapons are still prohibited from all government properties and public parks. To reflect this law change new ‘no concealed carry’ signage will be displayed at our parks and facilities.
Just Play Party Wagon
Fishing
Wow the crowd at your next party or picnic with our Just Play Party Wagon! The fun-making trailer is stocked with 10 lightweight tables, 100 lightweight chairs, a 10’ by 10’ pop up canopy, a super-sized charcoal grill and bean bag games. Electric Vehicle Charging
A free electric car charging station is now available for use in the parking lot at Fountain View Recreation Center! The dual station can charge two vehicles at the same time, and will be available for use during Fountain View Recreation Center opening hours. Installation of the charging station will be funded through a grant, and by a $2500 donation from Carol Stream’s Joe Cotton Ford.

Catch and release fishing is encouraged in all park district waterways. State fishing regulations and licensing also apply. Ice fishing in any park district lake is strictly prohibited.
Boating
Boating is only permitted in Armstrong Park, Mitchell Lake, Weeks Park, Evergreen Lakes and Heritage Lakes. No district permit needed. Boaters are responsible for the safe and proper operation of the watercraft. No homemade crafts or motor boats.
Memorial Trees
Purchase a living memorial tree for a loved one to be planted in one of our parks. Prices range from $155-$385, and 10 tree varieties are available. Call 630-784-6100 for details.
Recycling in Parks
Over 100 green recycling cans, marked with a recycling symbol, are available around park district parks and playgrounds. Please place recyclable paper, plastic, and glass in recycling cans, and place trash in garbage cans.
Garden Plots
Slepicka Homestead Park has sixteen ground-level plots and six raised garden beds available to rent. Slepicka Park is located at 1301 Lily Lane, Carol Stream. Call (630) 784-6100 for more information about reserving a plot or visit the Simkus Recreation Center to register for your plot today!

YOUR PARKS Picnic Shelters
Planning a party, reunion, picnic or wedding? Reserve a picnic shelter in one of our parks for a great outdoor outing anytime from April through October. Reservations can be made beginning February first for that calendar year. If a shelter is not reserved it is available for anyone to use at no charge. Call (630) 784-6100 for more information.
Park District Director Named New Head of Forest Preserve The Carol Stream Park District announced earlier this year that long-time Executive Director, Arnie Biondo has accepted a position as Executive Director of the Forest Preserve District of DuPage County. Biondo came to Carol Stream Park District in 1995 from the Indianapolis Parks and Recreation Department. While in Carol Stream, he led the district through significant improvement initiatives and capital projects. Emphasis on customer service, communication, innovation, and efficient use of operating capital are hallmarks of Biondo’s tenure. Notable achievements include two National Gold Medals for Excellence, state accreditation, awards for excellence in financial reporting, and two successful referenda. Major park development projects completed under Biondo are McCaslin Park, Red Hawk Park and Slepicka Homestead Park. These parks added 75 acres of open space, new high quality sports fields, and miles of connecting trails including the newly completed Steve Ravanesi Trails which links the Carol Stream trail system to the Great Western Trail. Recreation facility projects include the renovation of Coral Cove Water Park, acquisition of Elk Trail Recreation Center and the newly opened 90,000 sq. foot Fountain View Recreation Center. The new facility was one project approved by nearly 60% of voters in February 2010. Fountain View features a large gymnasium, fitness center, indoor pool, a track, and meeting rooms. Fountain View will be the first full-size public recreation center in Illinois to attain the Leadership in Energy Efficiency Design (LEED) status. Biondo was instrumental in leading the District to a number of costsaving partnerships with other Carol Stream agencies, including the Village, school districts, Wayne Township and the Library. The partnership with Glenbard High School District produced the allweather turf football/soccer field at Weber Stadium. Asked about his time at Carol Stream, Biondo said, “This was a dream job come true. I have worked with terrific residents and the best Park Board Commissioners. It has been a true privilege to contribute to the betterment of a community like ours.” Park Board President Tim Powers commented, “Arnie’s boundless energy and incredible foresight will be missed greatly by the park district. The residents of DuPage County will benefit from his knowledge and dedication to provide the finest agency possible for us all.”

Picnic Shelter Locations Armstrong Park North #1 (small) This covered picnic shelter includes four picnic tables and access to the ball fields and KidsWorld Playground. (Rentals available until June 1, 2014) Armstrong Park North #2 (large) This is the Park District’s largest Picnic Shelter, however it is unavailable for rental during 2014 due to construction in Armstrong Park. Bierman Park Includes a covered picnic shelter, one 110V electric outlet, six picnic tables and access to a playground and a volleyball court. Port-o-lets are available for your convenience. Tents are not permitted on this site. Hampe Park Includes a covered picnic shelter, eight picnic tables, bathroom facilities and access to playground area. It is also adjacent to the X-Tream SK8T skate park. Red Hawk Park Includes a covered picnic shelter, six picnic tables and playground area adjacent to shelter . Bathroom facilities are a short walk from the shelter. Slepicka Homestead Park Includes a covered picnic shelter, four picnic tables, portable restroom, walking path, bocce ball, bag toss, and chess/checker boards. Alcohol is not permitted in Parks or Picnic Shelters.

WAIVER REGISTRATION/BROCHURE WAIVER & RELEASE IMPORTANT INFORMATION The Carol Stream Park District is committed to conducting its recreation programs and activities in a safe manner and holds the safety of participants in high regard. The Carol Stream Park District continually strives to reduce such risks and insists that all participants follow safety rules and instructions that are designed to protect the participants’ safety. However, participants and parents/guardians of minors registering for the above listed programs/activities must recognize that there is an inherent risk of injury when choosing to participate in recreational activities/programs. You are solely responsible for determining if you or your minor child/ward are physically fit and/or skilled for the activities contemplated by this agreement. It is always advisable, especially if the participant is pregnant, disabled in any way or recently suffered an illness, injury or impairment, to consult a physician before undertaking any physical activity. WARNING OF RISK Recreational activities are intended to challenge and engage the physical, mental and emotional resources of each participant. Despite careful and proper preparation, instruction, medical advice, conditioning and equipment, there is still a risk of serious injury when participating in any recreational activity. Understandably, not all hazards and dangers can be foreseen. Depending on the particular activity, participants must understand that certain risks, dangers and injuries due to inclement weather, slip and falls, poor skill level or conditioning, carelessness, horseplay, unsportsmanlike conduct, premises defects, inadequate or defective equipment, inadequate supervision, instruction or officiating, and all other circumstances inherent to indoor and outdoor recreational activities exist. In this regard, it must be recognized that it is impossible for the Carol Stream Park District to guarantee absolute safety. WAIVER AND RELEASE OF ALL CLAIMS AND ASSUMPTION OF RISK Please read this form carefully and be aware that in signing up and participating in the programs listed, you will be expressly assuming the risk and legal liability and waiving and releasing all claims for injuries, damages or loss which you or your minor child/ward might sustain as a Result of participating in any and all activities connected with and associated with these programs (including transportation services and vehicle operations, when provided). I recognize and acknowledge that there are certain risks of physical injury to participants in these programs, and I voluntarily agree to assume the full risk of any and all injuries, damages or loss, regardless of severity, that my minor child/ward or I may sustain as a result of said participation. I further agree to waive and relinquish all claims I or my minor child/ ward may have (or accrue to me or my child/ward) as a result of participating in these programs against the Carol Stream Park District, including its officials, agents, volunteers and employees. I have read and fully understand the above important information, warning of risk, assumption of risk and waiver and release of all claims. If registering on-line or via fax, my on-line or facsimile signature shall substitute for and have the same legal effect as an original form signature. Participation will be denied if the signature of adult participant or parent/guardian and date are not on this waiver. REGISTRATION DATES: Residents
may begin registering upon receiving the activity guide. Non-Resident registration begins Mar 3.
