CHARLOTTE – A proposal to transform Ballantyne Corporate Park into more of an open village received praise from members of the Charlotte City Council, but the project also garnered some concerns during the April 20 public hearing. Council members Dimple Ajmera, Julie Eiselt, Malcolm Graham and Renee Johnson each expressed concern about how much affordable housing was included in the project known as Ballantyne Reimagined.

They also had questions or concerns about how the proposed 4,100 housing units would affect enrollment at nearby schools. A staff report to the council estimates the proposal will generate 775 students through three phases of development. Students would attend Endhaven Elementary, Community House Middle and Ardrey Kell High – schools already overcapacity. MATTHEWS – Danielle Coe describes her dog, Charone, as protective, happy and lovable, but what makes the German Shepherd different from other dogs is his military service. Charone spent nine years as a military working dog for the U.S. Air Force, serving on the Ramstein Air Base in Germany and the Ali Al Salem Air Base in Kuwait. His work consisted of safeguarding personnel and their families on base. Danielle's husband, Chad Coe, served as Charone's handler. Danielle and Chad were able to adopt Charone after the dog retired from the Air Force last year due to his aging hips. “As a pet, he was just happy to be in retirement,” Danielle said. “He just fell right into being a stay-at-home pet.” Not long after retiring, however, they found a lump on Charone. The vet confirmed he had cancer. “This happened very suddenly,” Danielle said. “Nobody was expecting it for him just out of retirement.” Charone has been struggling so much that Danielle had to make an appointment to put him to sleep April 22 at Sun see CHARONE, Page 5A

Well, Charlotte City Council welcomed public comments April 20 for a rezoning project that could transform 454 acres in Ballantyne from a business park into more of a village environment. Elyse Dashew, who chairs the Charlotte-Mecklenburg Board of Education, urged the council to keep what's best for the schools in mind during the public hearing. Dashew didn't specifically say she was concerned about how housing would affect overcrowded schools in the Ballantyne area, but that's the impression I got from her comments. And when city council members asked her how they could better work with CMS, she really didn't give them a good answer. Ed Driggs, who represents the Ballantyne area on the city council, has also expressed a desire on multiple occasions to work closer with the school board to make better decisions for the community. I'm certain a school leader told him in one instance, “we already communicate.” That may very well be true, but I don't think the people that are doing the communicating are sharing their information with elected leaders. So, the desire for greater collaboration continues to linger in board meetings. From my experience reporting in three counties, school districts complain about local governments approving housing projects, local governments complain about schools being overcrowded and county leaders complain about how much money it costs to build or renovate schools. It's all connected.

Stafford Corrugated Products may expand in Indian Trail MONROE – Union County commissioners have awarded economic incentives to convince Stafford Corrugated Products to stay in Indian Trail to build a new manufacturing and distribution building in the Old Hickory Industrial Park. Commissioners approved a grant April 20 of up to $115,000 paid over five years beginning in fiscal year 2022 based on the company’s $5 million investment and the hiring of three or four new employees. The county expects the project will generate $182,725 annually in property taxes over the grant cycle. Ron Mahle, of Monroe-Union County Economic Development, told commissioners that Stafford Corrugated Products approached his office in 2016 about a potential expansion with discussions resuming in late 2019. The firm, which specializes in manufacturing and distributing products for the corrugated box industry, sought incentives to build a 50,000-square-foot building in the industrial park, according to Mahle. “That structure will serve as its headquarters for all of its sales, marketing, production and distribution needs,” Mahle said. The company has been located in Indian Trail since 1994. It employs 25 people.

INDIAN TRAIL – Sheriff’s detectives filed charges against four suspects in connection with a shooting last month in the 2000 block of Enderbury Drive. Deputies responded to a Bent Creek home at 10:55 pm March 17 to find a 21-year-old male in the front yard suffering from a gunshot wound. Witnesses described numerous shots being fired from a vehicle in the roadway, officials said. The house was struck by gunfire several times. A neighbor’s home was also struck by a projectile. Ricardo Hernandez Sandoval and Noe Gomez Jr., 18, of Indian Trail, were arrested on

charges of assault with a deadly weapon with intent to kill and discharging a firearm into an occupied dwelling. Two juvenile suspects, ages 17 and 15, face similar charges, officials said. Detectives also arrested Michael William Berhalter, 60, of Indian Trail, on a charge of altering, destroying or stealing evidence of criminal conduct.

Sheriff’s office finds skeletal remains in Indian Trail INDIAN TRAIL – The Union County Sheriff’s Office is waiting to hear back from the state medical examiner’s office regarding skeletal remains recovered April 15 near the Arbor Glen subdivision. Officials said teenagers walking in the wooded area near a creek found parts of what appeared to be human bones. Deputies secured the area April 14 and returned the next day to expand the search along the creek bed and undergrowth near power lines several hundred yards off of Hunters Trail Drive. Detectives, deputies and crime scene investigators, along with State Bureau of Investigation agents and medical examiners, recovered human bones and other items scattered along the creek bed.

K-9 finds burglary suspect at abandoned home MONROE – In search of a burglary suspect, Union County Sheriff’s Deputy Sam Clark and his K-9 partner, Kamil, tracked a 17-year-old male to the porch of an abandoned house off Faye Drive. The sheriff’s office received a call about a burglary in progress April 12 at the 4300 block of Old Waxhaw-Monroe Road. The teen matched the description of the suspect and had a backpack with several stolen items, officials said. Charges were filed via juvenile petition. The sheriff’s office didn’t release the teen’s identity.

Charlotte launches initiative to support small businesses CHARLOTTE – The City of Charlotte has launched an Open for Business initiative to support small businesses open during the COVID-19 pandemic and throughout the recovery. The public dashboard and application creates an avenue to connect residents with small businesses in Charlotte during Mecklenburg County’s stay-at-home order. The dashboard will include a directory of Charlotte small businesses and their operations including modified hours, changes to service, delivery and special offers. Small business owners can complete a brief application to have their business added. Business owners who have temporarily closed their business as a result of COVID-19 can also submit their information to be added once the stay-at-home order is lifted. The dashboard will be featured on the city’s small business resource webpage, open data portal and the CLT+ mobile app in the coming days. Small businesses added to the dashboard will receive the Charlotte Open for Business logo to display in their storefront.

Victory in Europe Day, generally known as VE Day (United Kingdom) or V-E Day (North America), is a day celebrating the formal acceptance by the Allies of World War II of Nazi Germany’s unconditional surrender of its armed forces on 8 May 1945.

On Aug. 31, 1949, Defense Secretary Louis Johnson announced the creation of an Armed Forces Day to replace separate Army, Navy and Air Force Days. The single-day celebration stemmed from the unification of the armed forces under one agency -- the Department of Defense.

The red poppy is a nationally recognized symbol of sacrifice worn by Americans since World War I to honor those who served and died for our country in all wars. It reminds Americans of the sacrifices made by our veterans while protecting our freedoms.

Memorial Day is a somber holiday dedicated to honor military fallen, with a special focus on those killed during military service or through enemy contact.

The instrument of surrender signed 7 May 1945 stipulated that all hostilities must cease at 23:01 (CET), 8 May 1945, just an hour before midnight. Since that time would be already 9 May in the USSR, most Soviet states including Russia celebrated Victory Day on 9 May.

Armed Forces Day is celebrated the third Saturday in May.

MONROE – Union County is drafting a letter to Gov. Roy Cooper to request he lift the statewide stay-at-home order to allow counties the authority to decide on such restrictions for stopping the spread of COVID-19. Commissioner Frank Aikmus added a discussion item to “reopen Union County” during the board's April 20 meeting. He suggested to colleagues they write to Cooper, reasoning that county leaders know their constituents better than state leaders. “I think right now we're conducting a surgery with a machete versus a scalpel,” Aikmus told colleagues. “My concern is Union County as a whole is suffering. Our businesses, our community members here are at great risk, and I fear this has become more of a political issue.” Commissioners supported the idea. Cooper issued the stay-at-home order from March 30 to April 29. The order allowed only essential businesses to continue to operate and reduced the size of gatherings to 10 people. Commissioner Stony Rushing said the stay-at-home order is doing damage to the economy by not allowing non-essential businesses to operate. Rushing also described enforcement of the order as subjective. “When you look at the threat of people being fined for attending church services in their vehicles and just completely subjective and silly enforcement of this throughout the country – I think it is time that we make it a local decision and what we think is important to Union County,” Rushing said. Commissioners directed county attorney Jason Kay to draft the letter and allow board members to give input before it is sent to the governor. Union County declared a state of emergency in response to COVID-19 on March 16. The county confined public access to buildings, such as the government center, from 8 a.m. to noon beginning March 18. Two days later, the county announced it was closing all of its buildings and facilities to the public starting March 23. Before Mecklenburg County had its first case at a long-term care facility, the health department held a conference call with such centers to review response to COVID-19, including restricting visitation, reporting cases and isolating patients. Mecklenburg County offers guidance on controlling the infection at centers experiencing outbreaks. Such measures include contact trace interviews and isolation plans. Union County reported that 12 of its 15 new cases reported April 15 were directly related to outbreaks at two centers. CHARLOTTE – Ten long-term care facilities across Mecklenburg and Union counties have reported COVID-19 outbreaks of two or more cases this month. Mecklenburg County may have reversed its stance on identifying facilities that reported outbreaks, but Public Health Director Gibbie Harris told reporters April 20 that the number of cases at each location won't be released at this time. “That information is not useful to the public and it is not necessary, I don't believe,” Harris said. “You have to remember these nursing homes are people's homes. So my recommendation would be for the towns, city, county and school district to work together to create an online dashboard that updates the community in real time on school construction and development. The dashboard should show where each school stands in terms of enrollment and building capacity, as well as the number of housing units in every development project proposed (at time of application) and approved for each high school cluster. Such a dashboard would probably be expensive given the sheer data involved, but it would remove a lot of guesswork and needless discussion from zoning and school construction issues. It would also make for more data-driven decisions. Let me offer a more affordable set of suggestions. Town, city and county leaders need a few things from CMS. First, they need a copy of the district's annual budget and any approved capital planning documents. Specifically, they need a prioritized list and timeline of where schools will be built and renovated over the next five or 10 years. Second, they need to receive a schedule from CMS that details important dates in capital planning. It would be helpful for town, city and county leaders to know when CMS staff plans to give any presentations related to construction or renovation, as well as classroom capacity, to the school board. They also need to know dates for key decisions. This gives elected leaders an idea of school board meetings to attend or the time frame in which they need to reach out to school

board members with feedback. Third, local leaders need to get minutes or key points from these meetings. CMS can appoint someone on staff who is responsible for maintaining this or school board members representing districts could step up. Or staff could send relevant documents and minutes while a school board member explains to their counterparts on town, city and county boards some of the nuance behind the key decisions. In turn, CMS could use key data from the towns, city and county. I think it would be helpful if CMS received updates from the towns, city and county on the number of housing units proposed in every new rezoning application. They should also receive updates on this stat as rezoning projects are approved. It would probably be helpful if school board members knew the timetables for each rezoning decision affecting projects within their districts. Union County Public Schools has a facility committee that discusses school construction in depth. In recent months, the committee has focused a meeting on a specific high school cluster, say Porter Ridge High School. A district employee will break down the building capacity at each school within that cluster and the number of housing units for each proposed and approved development nearby. This process creates a very sharp school board. All of the information I've recommended the towns, city, county and school board share is readily available, but I understand how there are so many hours in a day. I'm just not sure calling for another meeting or creating another intergovernmental relations committee is going to be as productive.

Danielle said she went to McDonald's to get Charone two bags filled with hamburgers so he can enjoy himself as much as possible in his final days. But Charone hardly has any appetite, his breathing is getting heavy and he is losing mobility. “He's just not himself,” Danielle said. “It's just very hard to watch. We just don't want him to suffer anymore.”

As of April 21, the family had raised €1,223,480. “My heart just leaped out of my chest,” Tobin said. “If I should do something at all, I should do it for something like this.” Tobin moved to the U.S. from Ireland in 2011, and lived in Baltimore, Maryland, before moving to Charlotte in 2016. He used to work at the Queen’s Cup Steeplechase in Mineral Springs, but is now studying at Central Piedmont Community College to become a substance abuse counselor. He reached out to Dan’s parents in Ireland and told them he wanted to run a marathon around his yard on April 24 to raise $5,000 for their son. The idea was inspired by Captain Tom Moore, a former British Army officer known for his philanthropic work. Moore recently made headlines for raising millions for England’s Department of Health and Social Care by

walking lengths of his yard before his 100th birthday. Tobin started his own GoFundMe page called “Do it for Dan Marathon in the garden” to collect donations. As of April 21, he had raised $3,225. The area around Tobin’s house is about 140 yards, meaning he will have to run 397 laps to equal a marathon. He said someone has already donated $50 for him to run three additional laps, bringing the total to 400 laps. Tobin plans to film as much of the marathon as he

can on April 24 to post on social media. “I hope whatever I raise is over and above what they need,” he said. “I’m happy to do anything to draw attention to it.”

MINT HILL – Mint Hill Madness, which usually takes place in May to celebrate the town’s founding, has been rescheduled to Aug. 6 to 8 due to uncertainty with COVID-19. Organizers could have canceled the family-friendly festival altogether, but decided to push it back instead, citing a

need to give people “something to look forward to.” “People need it. People are going to need something to get out and do,” said Sheryl Smith, executive director of Mint Hill Events. “They need that sense of community.” Mint Hill Events is a nonprofit responsible for planning and executing events hosted by the Town of Mint Hill. The group has been putting on Mint

Hill Madness since 2014, when the town took it over from the Mint Hill Chamber of Commerce. Smith said her team wrestled with the idea of canceling this year’s festival but decided it would be better for the vendors, musical guests, sponsors and attendees to reschedule. CHARLOTTE – As temperatures rise and summer approaches, it’s important to pay attention to how our dogs are handling the hot sun. Overheating can be dangerous, even deadly, but a Charlotte company that specializes in technology apparel for animals hopes to change that. Coolvio recently launched a Kickstarter campaign for its first product, bArctic. It’s a cooling shirt for dogs that converts 98% of all harmful UVA and UVB light into healthy red and near-infrared light. Plus, it doesn’t require any water. Scientists and a team of more than 30 business partners in North Carolina and the U.S. have already created and tested the newly patented fabric for the shirts. Now, they need backers to help cross the finish line into production and distribution. The manufacturer will only begin production if the $10,000 goal is met by May 15. As of April

Coad said the idea for the cooling shirt came last spring during a trip to the beach with her dog, Audrey. After just 30 minutes running around under the hot sun, Audrey was panting, laying down and drinking a lot of water. It seemed like she was overheating, so Coad wrapped her in the shade shirt she had been wearing. A few minutes later, Audrey was back up and playing for the rest of the day. “It was a game-changer,” Coad said. She told her story to the makers of her shade shirt, Lumiton, and asked, “Why don’t you make a cooling shirt like this for dogs?” to which they

I recently had the pleasure of speaking with Camille Asmer, owner and certified Fear Free trainer of Sit, Stay, Play Dog Training in Charlotte, about how pets can still be trained (and entertained) when normal methods of socialization and training have become prohibited under stay-at-home orders. “Now is a great time to train our dogs,” Asmer said. “We’re home, with a little more time on our hands and dogs everywhere have got to be happy. responded, “Why don’t you make a cooling shirt for dogs?” So she did. Coad partnered with her friend, Remi Haygood, and the two founded Coolvio. Their first project would be working with designers and manufacturers in North Carolina to create bArctic. Unlike other fabric, the patented material used in bArctic shirts does not trap and absorb the sun’s energy. Instead, it converts it into healthy red and near-infrared light and emits it, releasing the energy and creating a cooling effect. This is the same healthy light used by veterinarians to reduce joint and muscle pain and inflammation, Coad said. Because the sun’s energy is released, the fabric doesn’t ever heat up. Coad said thermal images show a dog’s fur stays up to 31.1 degrees cooler when wearing a bArctic than when not. Unlike other dog shirts currently on the market, bArctic also doesn’t use any water. Dr. Berman said in an email that he can see bArctic being useful for dogs who have breathing issues or are at risk for overheating easily. “Since dogs do not sweat in the same way people do in order to regulate their body temperature, panting is the main way they regulate their body temperature,” he said. “By breathing quickly, they are able to quickly radiate heat in the air that they exhale and breathe in cooler air to help keep their body temperature normal.” Dr. Berman said many short-faced breeds such as pugs, bulldogs, boxers and shih tzu’s have a medical condition called Brachycephalic Airway Syndrome. These dogs have narrower than normal nostrils, an enlarged tongue, elongated soft palate and often a narrow windpipe. “This combination of anatomic features makes them inefficient at inhaling cooler air and exhaling warmer air and as a result, they are prone to overheating very easily,” Dr. Berman said. One client loves to teach tricks to her dog, for no other reason than it’s fun and she has time!” When asked about pet parents’ concerns about not being able to bring their pup to a class, Asmer said, “In general, training starts in your home anyway, where it’s quiet and there are few distractions. Later when the behavior is strong, we’ll begin to work outside on your deck or patio, your backyard, then the driveway, so there is a great deal of fun training that can take place.” In speaking with my own clients who have recently adopted during this pandemic, many of them have done so to provide a fun, bonding experience for their family while they have the time. With everyone at home, training can be much easier. Asmer believes training works best when everyone in the household is involved and is consistent. “Training also needs consistency from everyone in the home, so what a great time to get the whole family involved,” she said. “There are budding junior trainers out there and this is a terrific time to let them shine! I have a terrific 12-year-old trainer who loves to teach new things to her pup and she’s so much fun to work with.” To help her clients continue training beyond one of her virtual classes, Asmer has created a few DIY enrichment training methods and puzzles to keep your pup mentally stimulated, entertained and most importantly, well behaved. Here are a few she shared with me: • Teach tricks! They’re fun for dogs and humans. Find some tricks on YouTube by Kikopups/Emily Larlham. • Scent work: Ask your dog to stay or have someone hold his leash while you go just out of sight and hide some great treats. Release your dog to go and find them. Increase the difficulty the better he or she gets at searching. First hide the treat around the corner

Charlotte Water Lantern Festival • Originally scheduled: May 23 • Venue: Symphony Park at SouthPark Mall • Status: Postponed Like many spring and summer festivals, this one has its fair share of music and food, but the main attraction is visual in the form of lanterns floating on water. The event was postponed to Aug. 8. Wells Fargo Championship • Originally scheduled: April 27 to May 3 • Venue: Quail Hollow Club in Charlotte • Status: Canceled The golf tournament allows local fans the opportunity to support and watch up close the best players in the world. The PGA Tour canceled all events through May 10; however, pro golf will return to south Charlotte with the 2021 President's Cup.

The forgotten spring of 2020 COVID-19 has led to the postponement and cancellation of many of the Charlotte region's most cherished family traditions. It soured St. Patrick's Day, kept the Easter Bunny at bay and delayed several other festivals. Here are a few of the major festivals that were either canceled or postponed throughout the region.

BeachFest Matthews • Originally scheduled: May 8-9 • Venue: Stumptown Park in Matthews

• Status: Postponed It's bad enough that hanging out at the beach is frowned upon. It's a double bummer that this two-day beach music festival has been postponed to Oct. 16 and 17 – plenty of time though to perfect those shag dancing moves. Mint Hill Madness • Originally scheduled: May 15-17 • Venue: Mint Hill Veterans Memorial Park • Status: Postponed The town's signature festival is a tradition going on 37 years, so it was a sigh of relief for many that the event would not be canceled but postponed to Aug. 6 to 8. Attractions include outdoor concerts and fireworks. Paws in the Park • Originally scheduled: May 2 • Venue: Chestnut Square Park in Indian Trail • Status: Postponed This festival looked doggone promising with a pet look-a-like contest, K-9

demonstration and best trick contest. Pups will have to settle for cuddling indoors instead. They probably won't mind. A new date has not been announced. Kaleidoscope Festival • Originally scheduled: May 16 • Venue: Downtown Waxhaw • Status: Canceled This spring arts festival usually draws about 5,000 people to downtown. Last year's event integrated food really well with a Taste of Waxhaw theme. Artists and restaurants will have to keep their distance for now. Queen's Cup Steeplechase • Originally scheduled: April 24 • Venue: Mineral Springs • Status: Canceled The Charlotte Steeplechase Foundation was set to celebrate its 25th anniversary this year. The silver jubilee would have offered top-notch tailgating and horse racing while raising money for the Alzheimer's Association.
