Town Commissioner Tracy Wesolek fought back tears as she listened to Waxhaw leaders offer encouragement and support. Wesolek shared with friends last month that she was diagnosed with stage 2 breast cancer. She underwent surgery recently to remove the cancer. She's now receiving treatment to ensure it doesn't return. Town staff and commissioners wore pink in honor of Wesolek and Breast Cancer Awareness Month during the Oct. 13 virtual meeting.

Developer decreases density of housing project by Yustin Riopko Contributor

Sun Valley Marketplace developers are dialing back the density on a proposed housing project they've been talking to town council about since spring. Council members have been considering a rezoning that would let LandDesign get to work on a community of 188 townhomes, 312 apartments and 135 senior independent living units. Now, Dean Harrell says Sun Valley Marketplace LLC is cutting the number of townhomes in half. “We have deleted 94 of the townhomes,” Harrell said, “and we would just leave that parcel there for inventory for years down the road.” This cut reflects a 14% reduction in density

Harrell explained the number of apartments will remain unchanged, calling 300 a "magical number" for apartments. Harrell also differentiated between a standard 55+ community and the 135-room senior living facility planned for Sun Valley Marketplace. “There are no children allowed to live there,” Harrell said. “It's all age-restricted to 55 and older, unlike an age-restricted community, which can by federal guidelines have some children in there. This one is all adults.” Council members will reopen the public hearing at their Oct. 27 meeting.

Tax Administrator Vann Harrell said virtually every property in Union County is going to see an increase in value in 2021, given the growth of the real estate market since the last reappraisal in 2015. Harrell's staff is preparing for the next reappraisal cycle to begin Jan. 1, 2021. He expects residential and commercial properties to see an average increase this coming year of 23% to 27%. Rural land values could rise 25% to 30%. The county plans to hold a public hearing for the schedule of values on Nov. 2 with commissioners adopting it on Nov. 16. Harrell described the schedule of values as the “cookbook for creating property values throughout the county.” It's a large document that establishes rates and procedures for every reappraisal cycle. County staff builds the document using more than 33,000 sales and regional construction cost indices. “It is designed to capture the current value of the real estate market,” Harrell told county commissioners Oct. 19. “We do not project where we think markets are going. We look back at the sales that have occurred since the last reappraisal – particularly the last two, two-and-a-half years – and we build the schedule of values based on what the market has done.” Assessment notices will be mailed to property owners by the end of February. Taxpayers can appeal if they don't agree with the reappraised value of their property. That process involves an informal review with staff. Residents still not satisfied can appeal to the Union County Board of Equalization and Review. The deadline for appeals is projected to be May 25, 2021. The county offers tax-relief programs that help elderly or disabled property owners as well as disabled veterans. County Manager Mark Watson described the duties of the reappraisal team as necessary and not easy work. He said a lot of effort was put into the process, including the procurement of tools for aerial photography to ensure accurate appraisals.

id you just start singing the theme song from the 80s/90s sitcom “The Golden Girls?” If not, I bet you are now. Oh, how I loved that show. I grew up watching those four silver-haired ladies go through one life adventure after another and it really made me excited to grow older. I still watch it to this day and laugh out loud at least twice an episode. What I loved most about that show was the friendship those retired roommates shared. Three of them were widowed and one of them was a divorcee who still had to deal with her toupee-wearing ex-husband. I can’t be certain but part of me believes that my love of newspapers was born from that show because they often placed personal ads and phony funeral announcements in

their local Miami-based publication. Either way, the show gave me a chuckle and still does to this day but the theme song was quite possibly the best part. I do have a point to this, and it’s not about silver-haired ladies with impeccable fashion sense living in Miami back in the late 1980s. I want to say thank you all for being a friend, truly. We launched our Voluntary Pay Program nearly four weeks ago and I was, honestly, quite hesitant about it. I know the state of our local economy and the struggles that families are dealing with in this moment. This year has been hard and that’s an understatement. So, when I decided to launch our VPP, I did so with some trepidation. I wasn’t entirely sure what to expect as far as the response we might receive from the community. To say I’ve been humbled is an understatement. Between the letters we’ve received along with the many donations from loyal readers like you, I’ve never felt so honored to be a part of such an incredible community. I’ve read the notes that you all have sent many times

over. I’ve saved them all. Some of them made me tear up and others gave me much needed laugh. Thank you for taking the time to write, it really means more than you know. A slap in the face Biden’s halfhearted speech was an insult to state voters by Pat McCrory Former N.C. Governor

Joe Biden’s cursory visit to Durham on Sunday was a grave disappointment. Between its shocking brevity and its heavy reliance on stock messaging, it sent a clear message that Biden doesn’t care very much about North Carolina voters. The people who showed up for the event in person – as well as those who tuned in to watch Biden’s speech on television or online – spent more time waiting for the candidate to appear than Biden spent behind the podium. After keeping his audience waiting for about half an hour, the former vice president only spoke for just over 15 minutes. That’s less time than it would have taken someone just to drive to his speech from Raleigh. And it wasn’t as though Biden came prepared to speak directly to the interests and concerns of North Carolinians. For the most part, his speech was a collection of well-worn talking points that he routinely uses when speaking to a national audience, with the words “North Carolina” sporadically – and generically – thrown in. Rev. Tony: Rotary's Four Way Test has many applications Tony Marciano Reverend

he Four Way Test has been a part of Rotary for over 70 years. The author is Herbert J. Taylor, who wrote the test, not for Rotary, but for a troubled business he had taken over. In 1932, Herb took over a nearly bankrupt cookware manufacturer called Club Aluminum Company of Chicago. The company owed $400,000 more than its total assets and was barely afloat. He took an 80% pay-cut and invested thousands

of dollars of much needed capital into the company to cover operating expenses. Looking for a way to turn around the culture of the company, Herb searched for a means to inspire his employees to build a better connection with customers. Herb first wrote a statement of the things employees “should think, say or do” in their business dealings. The Four Way test. Of the things we think, say or do: 1. Is it the TRUTH? 2. Is it FAIR to all concerned? 3. Will it build GOODWILL and better friendships? 4. Will it be BENEFICIAL to all concerned? Many were skeptical of the Four Way test. One colleague told Herb that if he followed the maxims, he

would starve to death. Others dismissed the test as naïve and simplistic. Nevertheless, Herb made the Four Way Test the basis for decisions large and small at Club Aluminum. He promoted it among all of his employees. From advertising, to production, to sales, all company actions were measured against the Four Way test. Just five years after Herb instituted the Test and still deep in the Great Depression, the company’s indebtedness was paid off. For many years into the future, the firm earned millions in profit. In 1942, Rotary adopted it as part of its culture. I’ve had a few instances where I’ve had to implement the Four Way Test. More recently was on a phone

County seeks new behavioral health provider Union County plans to notify the state of its intent to disengage with Cardinal Innovations to align with Partners Health Management for Medicaid-covered behavioral health services. Deputy County Manager Michelle Lancaster told commissioners Oct. 19 that as many as 34,000 people receive such services in Union County. She was particularly concerned about foster children. “Unfortunately, a lot of kids who enter the foster care system are in need of complicated and complex behavioral health services, so this is an area that is of utmost importance to the county and to me in my role with Union County.” She has been in talks with Cabarrus County as well as Partners Health Management about issues Union County has had over the years with behavioral health. She said Union County better aligns with the values Partners Health Management represents. Partners Health Management CEO Rhett Melton said those values entail putting citizens first by listening to their needs. And those needs differ by county. “He and his organization are committed to being true community partners focused on community-based solutions, which I think we're about here in Union County,” Lancaster said of Melton.

Lancaster said Rutherford County disengaged from another behavioral health provider to align with Partners Health Management in 2018. Union County will get public input on the move and launch a transition team with community partners and stakeholders. Lancaster doesn't anticipate a disruption in service. She expects enhanced services and additional service providers will be made available with the move. County Manager Mark Watson called Lancaster a “champion for those who can not speak for themselves regarding behavioral health services.” “I have watched her work tirelessly for many months being an advocate for foster care children who otherwise would seemingly slip through the behavioral health services crack – I use that term very generally,” Watson said. “She has been tenacious seeking those services in making sure not only the children receive what they are entitled to but also that their caregivers are up to speed on what they are entitled to and how to get those services.” Commissioner Frank Aikmus said there have been nagging questions about the quality of services received by citizens. “I am very proud of Michelle for her hard work and keeping her finger on the pulse of this situation, sourcing a good alternative,” Aikmus said. “I believe the partnership with Partners will serve the citizens of this county in a positive way for many years to come.”

Girl Scouts collect 4,800 pounds of food

The Girl Scouts Hornets’ Nest Council safely collected more than 40,000 pounds of food to help fight hunger in the region during its annual Community Food Drive for Second Harvest Food Bank of Metrolina. The event began Oct. 10 with 575 of girls from area troops participating. Girl Scouts from Union County collected 4,800 pounds of food. The drive consisted of seven food donation collection sites across the eight-county footprint of the Hornets' Nest Council, including Hunter Farm in Weddington on Oct. 19. Donations were transported to Union County Community Shelter. "With the onset of the COVID-19 pandemic, food insecurity has become a crisis that is impacting many of neighbors,” said Angela Woods, CEO of the council. “I am extremely

Man wanted on attempted murder charges Union County sheriff's deputies are searching for Shaun Marquis Sturdivant, 39, in connection with an Oct. 18 shooting that occurred in the 900 block of Clark Street near Wingate. Officials said Sturdivant and the male victim were arguing in the roadway when Sturdivant walked away, retrieved a handgun and began firing at the victim. The victim was struck in the leg. His injuries were not life-threatening. The sheriff's office said Sturdivant should be considered armed and dangerous, noting a 1998 conviction of murder as well as robbery with a dangerous weapon. Sturdivant was released from prison in 2016.

Children’s author loads 'Relish' with joy, teachable moments

The force is strong at the home of Greg and Elizabeth Thomas and their neighbors don’t seem to mind. Every Halloween, the couple transforms their front yard into a scene featuring characters from the “Star Wars” franchise, and each time, the display gets bigger and bigger. The Thomases, who have lived on Kelford Lane in Heritage Woods for 12 years, are used to people stopping by to take pictures or compliment their decorations. “We look forward to it every year,” said a neighbor walking his dog. “We aspire to have a theme like you.” “It’s awesome,” said a boy across the street. The couple said the decorations bring joy to the neighborhood and resonate with people of all ages races and ethnicities. “Outside of liking ‘Star Wars,’ that’s why we do it every year,” Greg Thomas said. At first, the display was small with just a few characters from the movies. Now, their front yard is home to over a dozen fan favorites like R2-D2, BB-8, Jabba the Hutt, Baby Yoda, stormtroopers, Tusken Raiders, Darth Maul, the Mandalorian, droids, Jawas and Han Solo in carbonate. Emperor Palpatine guards the front door, making sure no rebels get inside. “He’s more menacing in the daytime,” Greg said. Lights and a fog machine add to the ambiance at night, but Greg said Halloween is when the display will really come alive. He plans to project one of the “Star Wars” movies onto the front window of his home. Elizabeth Thomas is often revered for supporting her husband’s over-the-top Halloween tradition, but the reality is she’s just as into it. Elizabeth said she grew up watching “Star Wars” and became even more of a fan after meeting Greg. Elizabeth said she admires how much time and effort he puts into making the characters and enjoys seeing them come to life. “It’s a form of art,” Elizabeth said. “It’s creativity.” “Everything is either a mask or things he pieced together, like little pieces and parts,” she added. Waxhaw seeks major park grant for updates by Justin Vick justin@cmgweekly.com

Waxhaw leaders will enlist in an engineering firm to update its downtown park master plan so the town is better positioned to go after major grants. Town commissioners adopted such a plan just three years ago. Parks and Recreation Director Dena Sabinske said that plan didn't include the community corner and downtown connectivity. It could use some updated community input as well. “Grants that are highly sought after, you need the most updated plan

to help you get your point system up and help you understand the community needs and wants at this moment in time,” Sabinske told commissioners Oct. 13. “We're going to take these bones from this plan and update it to what our needs are now for Waxhaw.” Waxhaw has somewhat of a reputation for creating plans. In fact, the company charged with updating the downtown master plan, Benesch, recently helped Waxhaw create a parks and recreation strategic master plan. Scalea was first inspired to write “Relish” when he met a woman who was walking with her Dachshund at the Jersey Shore, near where Scalea was born and raised. He was eating a hot dog at the time – topped with relish. “With my audience being so young, I really wasn't trying to send a message,” said Scalea of the book’s themes, which include pet rescue and adoption. “Instead, I was hoping to bring out their emotions to the different situations Relish was experiencing. His innocent yet mischievous antics, his sadness and happiness. I leave the opportunity of lessons that may be present in 'Relish' to the parents. I wrote the book in a way that can encourage a parent to ask their child questions about Relish’s experiences – how a love between a child and a dog can be so powerful and lead to rescuing Relish from a doggie shelter – and the ensuing journey that follows.”

She covets the North Carolina Parks and Recreation Trust Fund, which provides grants for up to $500,000. While PARTF grants require a local match, they could help the town knock out infrastructure costs, she said. Such grants have been used to fund Crooked Creek Park in Indian Trail, Dogwood Park in Wesley Chapel, Fairview Park, Stallings Municipal Park and others. Waxhaw has never received one. Sabinske told commissioners that Benesch has a track record of securing $35 million in PARTF and Land and Water Conservation Fund grants over the past 20 years.

Jon Wood, a senior project manager with Benesch, said his firm recently helped secure more than $400,000 in PARTF grant funding for Monroe by preparing a plan for Belk Tonawanda Park's expansion. “There's still some paper involved, but there's going to be more design, more site plans that you'll get to see, touch and feel,” Wood said. The plan will serve as a transition between the parks and recreation strategic master plan and more schematic design plans for a

downtown park. The public will have a chance to provide input on that design. Town Manager Jeffrey Wells wants the public to know that the plan needs to be realistic. “We can't just jam all kinds of things into a piece of property like that,” Wells said. “We have to be very mindful. We want to do some really great, cool things and have some great ideas programmed in there, but we also have to be able to do it with what we realistically can spend on it.”

Why am I always propping my legs up? Many people with aching, throbbing, heavy legs have no idea that they may be suffering from a common problem with their leg veins. When the veins in your legs aren’t working properly your legs can feel weak and tired, and it may feel like you don’t have the energy you used to. Many people with leg vein problems find that they are often looking for a place to sit and may even find themselves propping their legs up to reduce leg discomfort. The most common condition affecting leg veins is venous reflux. In this condition the valves inside the leg veins have stopped working properly, which results in increased backpressure. Although this condition is generally mild and not life threatening there are degrees of severity, and some people can progress to develop more advanced problems including irritated or discolored skin, or wounds around the ankles. Millions of people in the United States are affected by venous reflux, and the majority of people don’t even know they have the condition! Venous reflux can affect everyone from young adults to the elderly and can affect both men and women. People with a family history of vein problems are particularly vulnerable. Other risk factors include being overweight, jobs or careers that involve prolonged sitting (with the legs hanging down) and prolonged standing. Women who have been pregnant are also at higher risk. The overwhelming majority of people with leg vein problems have great treatment options. If your leg veins aren’t working properly there are now multiple procedures that can fix this problem.
