MINT HILL – When golfers at Pine Lake Country Club formed the Chipping In Fore charity earlier this year, they didn’t know which cause to support. But after two community members lost their son in a mass shooting April 30 at UNC Charlotte, the choice became obvious. Chipping In Fore held its first golf tournament Oct. 21.

Stay safe on Halloween There's no better time to catch up on the sex offenders living in the neighborhood than Halloween, the very holiday in which kids have traditionally knocked on doors and asked for candy. The N.C. State Bureau of Investigation maintains a registry that allows users to see where registered sex offenders live, as well as photos and conviction information. Not counting incarcerated people, Union County has 229 sex offenders, including 131 in Monroe, 22 in Waxhaw, 22 in Indian Trail, 16 in Wingate, 18 in Marshville, 13 with Matthews addresses, one in Stallings and one in Mineral Springs. More than half of the offenders living in Indian Trail and Waxhaw were convicted of crimes involving children. Ten of the Indian Trail offenders were on the website for convictions involving indecent liberty with a minor. One resident was convicted of attempted rape or sex offense in 2004. Nine of the Waxhaw offenders were convicted of indecent liberty with a minor. Three men were convicted of second-degree rape. CHARLOTTE – Charlotte City Council members need more information from their planning staff before deciding whether to start pre-project development on the proposed LYNX Silver Line. Council members have lots of questions for the city’s planning staff about funding for the project. Pre-project development will cost $50 million, which will come from the Charlotte Area Transit System budget and current sales taxes. CATS Deputy Director

John Muth said $9 million is programmed in the current fiscal year. There will be checkin points with the council and Metropolitan Transit Commission about progress. Many council members were concerned about voting to start pre-development with the absence of a definitive cost for the entire project and concrete federal and state funding. MONROE – Union County is continuing to work with towns and villages to improve critical intersections. The county is applying for $100,000 in planning funds this month from the Charlotte Regional Transportation Planning Organization to begin the design and determine cost estimates for five intersections. The county came up with a list of 15 critical intersections earlier this year to improve. It received funding to develop designs and cost estimates for six of those intersections already. The county plans to partner with municipalities to split the local match requirements for these five additional intersections: • Bonds Grove Church and Waxhaw-Marvin Road

Bjorn Hansen, the county's transportation planner, said partnering with municipalities helps reduce the county's cost for the local match, while also showing the CRTPO that the projects are part of a county initiative. The CRTPO is comprised of elected leaders across Union, Mecklenburg and southern Iredell counties to allocate federal transportation dollars. The county will find out if it obtained the funding in February. Three of the intersections are unsignalized, while the

N.C. 75 and Potter Road has traffic signals but no turn lanes. The intersection at Poplin and Unionville-Indian Trail roads was a surprise to Hansen. “We weren't even expecting to evaluate (it) through this process until we got a significant amount of citizen input on the needs of this intersection,” Hansen said. “It has a lot of turn lanes already, but due to a curve issue, there have been a lot of crashes. It has a lot of turn lanes but it's not working. It's probably going to be retrofitted as something else.” The process will allow transportation planners to evaluate crash history and traffic volume data to come up with viable alternatives. Those will be taken to the public for feedback. A preferred design will be identified with cost estimates. “It allows us to weigh in on what's the best, most feasible and most useful improvement to that location,” Hansen said. Projects that are further along CRTPO plans to spend $55 million in smaller-scale intersection projects over five years, Hansen said. The agency is accepting funding applications from municipalities through Oct. 31. Decisions will be made in 2020. Waxhaw approached Union County about putting up $100,000 toward a roundabout at N.C. 75 and Old Providence Road once the project reaches the construction phase. The town see INTERSECTION, Page 4A

has already committed $320,000 toward the $2.2 million project. Commissioner Jerry Simpson said during the Oct. 21 board meeting that he hoped something could be done about the access to the convenience store at the intersection. “People believe when they are coming out of the convenience store that they are on the highway and they have access to all lanes of traffic,” Simpson said. “Sometimes you don't know if that person is sitting in the convenience store parking lot, so they may come shooting across in front of you as you turn left.” Hansen estimated that the intersection has seen more than 60 crashes in a five-year period, which was the highest among all the intersections they evaluated for funding. “It is a scramble area,” Hansen said. “Safety is a huge component. Especially with a roundabout, you have a terrific amount of flexibility to revise access to any location at that inter-

section and still provide them with full access, particularly with left hand turns which are problematic. The N.C. Department of Transportation wants to add left turn lanes on N.C. 84 and Rocky River Road, a signalized intersection in Monroe that Hansen said has a high number of crashes. NCDOT estimates that it can fund $750,000 of the project, according to Hansen. The NCDOT has reached out to Union County and Monroe about each chipping in a $50,000 match to push the $2 million project through. Commissioner Richard Helms mentioned how the price tag for the project seemed high. That's because the CRTPO requires a “pretty healthy contingency,” Hansen said, noting that unspent money goes into a pot for other projects. Assistant County Manager Brian Matthews said commissioners set aside $500,000 over five years for projects such as this. To this point, commissioners have funded one project: $200,000 toward a roundabout at N.C. 200 and Rocky River Road.

According to City Manager Marcus Jones, the phases of development are not unique to Charlotte. Every municipality is required to go through these phases, including pre-project development, in order to get federal funds. He said once the project gets to the 30% mark of pre-project when designing, they will have a better idea of the total cost. Muth said planning staff would not recommend moving forward from pre-project development to project development until the full fund-

ing picture of the project was known. Councilman Tariq Bokhari said the lack of information and conversation about the topic among city council makes him hesitant to vote on the matter in two weeks at the city council meeting Oct. 28. “Ultimately, we’re going to get to a point where we run out of money and we don’t know where to go because we haven’t had these conversations and we’re going to look back and it’s going to be a long way back to where we started,” he said. Bokhari said until those conversations are had, he thinks moving this forward is “incredibly reck-

less.” Mayor Vi Lyles said it is important to have a conversation with the board, transportation staff and planning staff, along with representatives from Matthews, Indian Trail, Stallings and other towns that will be affected by the development of the Silver Line. Lyles also reminded the council that they approved the CATS budget earlier this year and will have to decide whether there will be a Silver Line. Councilman Larken Egleston said if the city claims to commit to having a robust transit system, it needs to understand that risks will need to be taken.

Parlier, 19, was one of two students to die in the shooting. Four others were injured. The shooter, 23-year-old Trystan Andrew Terrell, 22, was sentenced to two life sentences after pleading guilty to numerous charges including murder. Though Montemurno did not have a personal connection to the Parlier family before planning the tournament, he said just being part of the community made him want to be part of the process. “Because of the people that are part of this Pine Lake community, it was an easy decision to say yes to join and try to help and see who else we can touch and motivate to get behind these types of things,” Montemurno said. “I’m

glad I did.” Moving forward, Chipping In Fore tournament organizer Eric Miller said the charity hopes to continue helping people and causes in the community. Scholarship to help those following Parlier’s desired path UNC Charlotte has launched a scholarship in honor of Ellis “Reed” Parlier, one of two students killed in a mass shooting April 30 at UNC Charlotte. Students can apply for the Ellis “Reed” Parlier Memorial Scholarship through Feb. 15, 2020. UNCC estimates the typical award will be $18,000, depending on available funding. Graduates from the Central Academy of Technology and Arts in Monroe will have first preference for the award. That’s where Parlier graduated from in 2017. Students must also have a grade point average of at least 3.0 with preference given to students planning to pursue a bachelor’s degree in computer science with a concentration in artificial intelligence, robotics or gaming.

A couple of years ago, we put a clown on the cover of Union County Weekly. At the time, Indian Trail leadership was going through some inner turmoil. After the council fired their town manager, Mayor Pro Tem David Cohn, who is arguably Union County's most quotable man, famously said, “I've read on Facebook accounts where we are the clown council. We definitely look like clowns and I apologize.” Things are much better in Indian

Trail. The board works much better together and they have a town manager that everyone on the council respects. So how do we avoid putting clowns in office? Here are some characteristics that clowns don’t have. Research: Members of councils and commissions should be wellversed on the ins and outs of a community's development ordinances, as well as small area plans. It's not enough to know the zoning designations. Leaders should really try to understand the rationale that went into how staff and boards construct-

ed current zoning codes and maps. Staying updated: It's one thing to understand how the town arrived at its current zoning, but it's also important to keep tabs on changing attitudes within the community. Plans approved a few years ago can easily become outdated in fast-growing areas throughout the Charlotte region. Elected leaders should be tapped into the pulse of the community. Town board races in Indian Trail, Marshville and Monroe will be especially competitive. Here’s a town-by-town look at the ballot: Fairview • Mayor: Phillip Thomas • Council (2 seats): John Biggers Jr. & Gary Wilfong Mayor Phillip Thomas as well as councilmen John Biggers Jr. and Gary Wilfong are running unopposed.

How and where to vote on Nov. 5 MONROE – Election Day takes place 6:30 a.m. to 7:30 p.m. Nov. 5 at precincts throughout the county. The Union County Board of Elections adopted a resolution on Aug. 13 affecting voters in a few communities: • Monroe voters in Precinct 025 (Rock Rest Elementary School) shall vote at Precinct 003 (St. Luke’s Lutheran Church, 909 Circe Drive, Monroe). • Marvin voters in Precinct 028C (Marvin AME Zion Church) shall vote at Precinct 028B (Marvin Elementary School, 9700 Marvin School Road, Waxhaw). • Wingate and Marshville voters in Precinct 036 (Crossroads AME Zion Church) shall vote at Precinct 008 (Wingate Community Center, 315 W. Elm St., Wingate). Residents who have not registered to vote by Oct. 11 may register and vote during one-stop voting. One-stop voting takes place 8 a.m. to 6 p.m. weekdays and 9 a.m. to 1 p.m. Saturdays through Nov. 1 at the Union County Library’s Griffin Room, 316-A. E. Windsor Road, Monroe.
