Superintendent Earnest Winston said Charlotte-Mecklenburg Schools approaches the return to in-person learning mindful that COVID-19 remains a threat in the community, but he’s confident in the procedures the district has in place to reduce risks. “We won’t be able to eliminate all risk,” Winston said. “That is impossible, but we do believe we put practices and procedures in place to reduce that risk as much as possible.”

Students in K-5 and K-8 schools will return to an AA/remote/BB rotation Feb. 15. Pre-K and students on an IEP will return for a daily rotation. Mecklenburg County Public Health doesn’t plan on prioritizing which groups of front-line essential workers will get the COVID-19 vaccine first when North Carolina allows them to get the shots, according to Director Gibbie Harris. The state has outlined eight industries within Group 3: critical manufacturing, education, essential goods, food and agriculture, government and community service, health care and public health, public safety and transportation. “Depending on who you are talking to any one of those groups should be the priority,” Harris said. The health department is still putting together its vaccination plan, but Harris told county commissioners Feb. 8 that staff will create access points for all of the different groups to get it as soon as it is available. “We are not specifically looking to prioritize any subgroup within the group,” she said “That’s just a really hard thing to do because they are all important. That’s where we are at the moment.” Harris anticipates the state will allow Group 3 to get their vaccinations before Mecklenburg County

is through vaccinating groups 1 and 2. “We’re moving through 1 and 2 as quickly as we can with the vaccine we have available,” Harris said. “My assumption is the state will move us into Group 3 any time in the next several weeks.” Mecklenburg County has administered 78,726 first doses – about 7% of the population. The county is also administering second doses. Harris acknowledges the county needs to do a better job of distributing the vaccine equitably. About 72% of those that have received the vaccine were white, followed by 17% Black and 4% Hispanic. The county and hospital systems have held events designed to vaccinate more diverse populations.

Matthews Mayor John Higdon quipped that by the time the N.C. Department of Transportation finishes widening U.S. 74, he’ll probably be too old to drive and will have to ask 22-year-old Commissioner Ken McCool for a ride. That’s because the NCDOT wants to break up the widening of U.S. 74 from I-485 in Matthews to I-277 in Uptown Charlotte into 18 segments with plans to finish by 2037. The state originally viewed the widening as two separate projects with an estimated $636 million price tag. However, current estimates have the combined cost for both projects exceeding $1 billion. City refines strategy for proposed sales tax increase by Justin Vick justin@cmgweekly.com

Charlotte leaders expect to receive an assessment from city staff at the end of the month as to whether they should continue pursuing a one-cent sales tax to fund longrange mobility plans. The city is banking on state leaders allowing Mecklenburg County to place a referendum on the 2021 election ballot that asks voters if they support a one-cent sales tax for transportation projects. This will serve as a local match to state and federal dollars.

“This is a complex and a complicated task that we have before us,” City Manager Marcus Jones told the council Feb. 8. Jones “We will be thorough in our assessment and our analysis.” Charlotte has been trying to gain consensus from Mecklenburg County and its six towns, but Jones admitted the city has to overcome trust issues with Huntersville, Cornelius and Davidson dating back more than 20 years. Chief Financial Officer Kelly Flannery told the council Feb. 8 that 70%

of the revenue from the sales tax will go toward bus and transit with the remaining 30% going to roadway improvements as well as greenway, bike and pedestrian projects. Projects would have to be staggered over time. The city is considering focusing on bus system improvements outlined in the Charlotte Area Transit System's Envision My Ride initiative as well as the LYNX Red Line, which is a commuter rail project extending from Charlotte to the northern towns. The non-transit portion of the revenue could fund projects in other towns, which could help create

more buy-in across the county. “The county and the six town carve-out are an important part of the discussion because they afford the ability for the tax to not only address the city's needs but all residents,” Flannery said. Assistant City Manager Taiwo Jaiyeoba has shown polling data to city council about residents' willingness to raise sales taxes and an unwillingness to raise property taxes to fund transportation projects. But some members of city council have asked questions alluding to whether these small polls are representative of the larger population.

ast year, I had big plans for Valentine’s Day. We would go to my favorite Italian restaurant. I would drop my wife at the door and then park the car. When I entered the restaurant, I would pretend to meet this mysterious woman at the bar and we would fall madly in love. We would then have a romantic dinner together. Unfortunately, my wife was sick in February. By the time she got well, COVID-19 arrived and we never made it to the restaurant. Love is more than feelings. It is an act of the will. It is when we choose to love someone even when they are unlovable or can’t return the love back to us. It is also about sacrifice. There is a special bond between an Italian mother and her son. My mother was the first born in America. I am her only son. When I met my wife, I knew she was the one. We married a few years later. My mother was losing “her baby.” After my daughter was born. I remember my mother saying to me that my wife would take the food out of her mouth and give it to our daughter if she needed it. While it sounds gross, my mother was saying that my wife would do whatever it took to take care of our children. From that point forward, my wife and my mother had an incredible bond. She always lived within 15 minutes of us. Twenty-three years ago, she moved in with us. We enjoyed the first 13 years. Then, my mother started to forget. She repeated herself. She got up in the middle of the night to get dressed. She fell and fractured her hip. When she returned from the hospital, there was a hospital bed in her living room. She slept there the next eight years until the day she died. Since her death, I read at least 50 articles on individuals with Alzheimer’s. It’s a brain disease. There is no cure. The individual gets worse and then levels off for a while. You think this is their new plateau and then they get worse again. A new plateau and a new normal. Over the past eight years, we were counseled

This handy list of odds and ends will help get you in the mood for filling out those summer camp registration forms. • A: Adios – After being cooped up in the house for the past year, a lot of children are probably going to jump out of bed and run out the door as quickly as they can to do something social. Adios, mi familia. • B: Bug spray – We often forget about those pesky flying jerks until they start invading our personal space. Repel those suckers. • C: Counselor – These authority figures often serve as your guide to adventure, but they sometimes have been known to dole out punishment to rowdy campers. • D: Drop-off – This is why you drink coffee on a summer morning. The morning drives to drop your kids off at day camp may be the first time you seriously consider putting them in overnight camps. • E: Experience – Summer camp is a rite of passage, an experience you never forget. • F: Fire – In the game of “Survivor,” fire means life. But in summer camp, fire means s’mores and great stories. • G: Groups – One best-practice a lot of camps are deploying to minimize the risk of COVID-19 is to maintain the same groups of children for activities each day. This

could result in tighter bonds. • H: Housing – Whether your overnight camp involves cabins or college dorm rooms, there’s a good chance your children are going to have roommates. Remind them about that sharing rule you told them years ago. • I: Independence – Some kids are eager to leave home. Others are clingy. Summer camp provides a gentle nudge toward independence. • J: Jason Vorhees – This movie monster is the summer camp equivalent of “Elf on the Shelf.” Jason tends to appear when

Adventure Center renamed after large donation The Anne Springs Close Greenway has renamed its Adventure Center to recognize a $300,000 commitment from the Hampton Wildlife Fund, which promotes the education, research and management of wildlife in South Carolina. It is now the Hampton Wildlife Fund Adventure Center. Thousands of people experience nature-based recreation and education programming through summer camps, scout groups and adult education opportunities at the renamed center. It has be-

come one of the busiest facilities on the greenway. “This facility and the adjacent forests, ponds and trails of the greenway offer a perfect opportunity to give children and adults alike the tools and resources to experience and appreciate the outdoors in the spirit of Harry Hampton’s connection with nature,” said Samantha Kowert, advancement director for the Anne Springs Close Greenway. Critter Camp allows for interaction with animals

Children who love animals will feel right at home at Rescue Ranch, a nonprofit animal welfare organization that provides hands-on learning through camps, birthday parties and private tours of the 87-acre campus. Camps involve daily interaction with animals, games, crafts and STEM activities. Campers will learn how to care for animals, provide enrichment and to promote humane animal care to others. They'll also explore the ranch’s walking trails and have access to the 10,000-square-foot inclusive Earnhardt Family playground. Assisting with each camp session are Rescue Ranch’s permanent residents and animal ambassadors that include steer, turkeys, miniature horses, potbellied pigs, parrots, ferrets, rabbits, snakes, lizards and tortoises. Music academy offers screen-free camp experiences Charlotte Academy of Music is offering screen-free summer camps led by enthusiastic teaching professionals. “Given the amount of time our children have spent in front of screens for school over the past 10 months, coupled with the amount they use during free time, it’s more important than ever to have camps where kids can imagine, create something with their hands and be mentored in-person by an engaging teacher,” owner Regina Ziliani said. “Today, so much of our communication happens through a screen and this can impede our capacity to understand and empathize with each other.” The academy has been offering SPLASH! Summer Camps for 14 years. After a year of unprecedented changes, staff be-

lieves children need the opportunity to develop their confidence and get a chance to just be children. Nobody wants to be sweaty mask kid. • N: No screens – A lot of camps are marketing themselves as alternatives to spending the entire summer inside looking at a computer screen. Considering the amount of time required to be plugged in for remote learning, screen-less activities may be more in-demand than ever. • O: Overnight camp – They may be pricey, but overnight camps build confidence in your children. They also give parents a true vacation. • P: Packing – Preparation is the key to a pleasant packing experience. • Q: Questions – It’s not only important to ask camp organizers plenty of questions about the upcoming experience, but it’s also good to quiz your children when they return home to see if they had fun. • R: Registration – Why do most good things in life require registration?
