UCPS TWEAKS COVID PROTOCOLS District reacts after state health director dangles lawsuit in letter MONROE – The Union County Board of Education held a special meeting Sept. 20 to vote on COVID-19 protocols. Vice-chair Kathy Heintel said the county has taken over contact tracing and shortened the length of time for quarantining of asymptomatic people. Heintel moved that UCPS

will continue reporting relevant cases and information to the health department as well as recognize quarantines of students and staff considered close contacts with COVID-19 positive cases. The motion passed 8-1. The Rev. Jimmy Bention was the lone member to vote against the motion.

“This motion will cause healthy kids to be sent home,” Bention said, explaining his vote. Since UCPS voted to relieve staff of contact tracing and uninfected students last week, WSOC reported State Health Secretary Mandy Cohen sent the district a letter saying it could face legal action if it

INDIAN TRAIL – Money Magazine named Indian Trail one of the Best Places to Live in the U.S. for 2021-22. Coming in 15th out of 50 cities and towns across the country, Indian Trail was selected for its growth, economic opportunity, cost of living and quality of life. Money used several criteria to select its top 50 places. First, only cities and towns with populations between 25,000 and 500,000 were considered. It narrowed down that list to 1,300 locations by eliminating places where the crime risk is more than 1.5 times the national average; the median income is lower than its state’s median; the population is declining; and where there is minimal ethnic diversity.

To select the final 50 places, Money then looked at 100 metrics in nine categories, which include the cost of living, economic opportunity, diversity, education, fun/amenities, health and safety, housing market, income and personal finances, and quality of life. Special emphasis was placed on the cost of living, economic opportunity and housing affordability. Winners were also limited to three per state and one per county. “Spend any amount of time

A high school student has collected more than 2,600 signatures for an online petition urging Union County Public Schools to resume contact tracing and institute a mask mandate to limit exposure to COVID-19. Sydney, an 11th-grader, said the petition didn’t get the response she wanted from the school board, so she hopes to appeal to Gov. Roy Cooper to enact a statewide mask mandate for K-12 schools instead. State officials are aware of UCPS’s stance on COVID-19 protocols. WSOC reported Sept. 15 that State Health Secretary Mandy Cohen told UCPS that the district may face legal action if it doesn’t resume quarantining those who come close contact with COVID-19. UCPS made national news following the school board’s Sept. 13 decision to abandon contact tracing and quarantining people not infected with COVID-19. A soundbite from Sydney was included in a story featured in “NBC Nightly News with Lester Holt” on Sept. 14. “The mall has a mask mandate, so I feel safer there than at school,” she said in the report. “It should be the other way around.” Sydney took time to answer some questions from The Weekly about her petition and the current climate in schools. Q: Why did you start a petition? A: I chose to start a petition because I knew that it was the only way I could show the school board and other officials that a mask mandate and contact tracing was necessary. I first found out about the board’s decision when my second block teacher told the class, and I felt like school was going to become unsafe. Going to school when students there potentially can spread COVID-19 is scary, and I wanted change as soon as possible so me and my friends could feel safe. Q: Is this the first time you’ve spoken out about an issue? A: This is actually the first time! I felt like I needed to speak out now because no other school district I’ve heard of online stopped contact tracing and the quarantine of exposed students, and I strongly disliked that UCPS decided to be the first. see PETITION, Page 5A

(The Center Square) – Despite its history for overspending, the N.C Department of Transportation did not follow guidelines for developing its spending plan, a state audit shows. The NCDOT did not develop its spending plan based on specific projects and operations scheduled for the fiscal year, the Office of the State Auditor said, putting the agency at risk for exceeding its spending plan in future periods. The NCDOT stayed within its budget during the first half of the fiscal year – July to December 2020 – despite straying from spending plan guidelines, auditors found. However,

auditors said it was only by chance. Transportation Secretary Eric Boyette said he agreed with the auditor’s findings in his response to the audit, and the agency has “implemented corrective action.” Boyette said the agency has hired staff and uses statistical tools to create a structured process to monitor its spending for the fiscal year. The chief engineer’s office will monitor each highway’s division spending every month, Boyette said. The chief engineer’s office must approve purchases over $500, and the department monitors the cash balances weekly along with other measures, Boyette said. In March, the state auditor found the NCDOT did not follow auditing standards, leading to possible inaccu-

racies. NCDOT’s Office of Inspector General had not completed a performance audit since 2016, according to an evaluation report completed by the General Assembly’s Program Evaluation Division in August 2020, causing budget and cash flow problems. NCDOT spent $742 million over its spending limit in 2019, a previous audit found. The General Assembly had to route an additional $220 million to the NCDOT to resume projects that stalled because it failed to maintain its cash balance limit between $282 million and $1 billion. The department is now subject to additional oversight by the General Assembly and must base its spending plan on specific projects and operations.

RALEIGH – The N.C. Department of Transportation is urging the public to pay more attention around railroad tracks and crossings as part of Rail Safety Week (Sept. 20 to 26). A person or vehicle is hit by a train every four hours in America, according to the National Highway Traffic Safety Administration. In North Carolina this year, there have been 34 crossing crashes, resulting in six fatalities and eight injuries. Additionally, 20 known incidents of people walking on tracks resulted in 11 fatalities and six injuries.

CHARLOTTE – Gas price averages in the Carolinas rose on the week as the impact of Hurricane Ida, followed two weeks later by Hurricane Nicholas, slowed down oil production and refinery recovery along the Gulf Coast. “We usually see less demand and lower prices at the pump during the post-Labor Day period,” said Tiffany Wright, spokesperson, AAA – The Auto Club Group in the Carolinas. “But this most recent hurricane just further complicated and slowed down the recovery from Ida. The price of crude oil also increased – paired with lower fuel supplies, those factors have definitely put upward pressure on pump prices lately.” North Carolina’s gas price average is $2.96, seeing a 1-cent increase on the week. This is 5 cents more expen-

sive than a month ago and 94 cents more expensive than this time last year. South Carolina’s gas price average is $2.91, seeing a 2-cent increase on the week. This is 3 cents more expensive than a month ago and $1.01 more expensive than this time last year. The national gas price average for Sept. 20 was $3.19, rising two cents on the week and matching a seven-year high last seen in early August. This average is $1.01 more than a year ago. True to seasonal form, the Energy Information Administration reports gasoline demand has fallen 8% to 8.9 million b/d, the lowest since Memorial Day. CHARLOTTE – Employment scams are on the rise in the turbulent job market created by the COVID-19 pandemic, a new Better Business Bureau study finds. BBB warns job-seekers to verify employment offers to avoid illegal jobs, identity theft and fake checks to which millions are exposed annually. The study details the many forms employment fraud takes and the scams that often result. Job scams have been a problem for years. In 2020, BBB estimated 14 million victims with $2 billion in direct losses related to job scams. The 2020 BBB Employment Scams Report by BBB Institute for Marketplace Trust found job scams to be the riskiest of all the scams they tracked in 2018 and 2019. However, BBB’s study finds the problem worsened in 2020. Losses reported to the FBI’s Internet Crime Complaint Center about employment scams were up 27% between 2018 and 2020 BBB Institute’s 2020 report on job scams found this fraud most commonly victimized people ages 25-34, with women filing 67% of complaints about this fraud. The median financial loss reported by these victims was $1,000. In addition, they often reported loss of their time, as 32% were never paid for the work they did for an “employer” that turned out to be fraudulent. Identity theft is a common outcome of job scams, as scammers often steal job seekers’ personal information to open bank accounts to further their fraud. BBB found 34% of victims provided their driver’s license number and 25% provided their Social Security or Social Insurance number. Fake checks also frequently accompany job scams, and they continue to grow. This new BBB study finds that 36% of job scam complaints to BBB involved a fake check, with fake check complaints to the Federal Trade Commission increasing by 65% between 2015 and 2020. In the two years since BBB issued an investigative study on fake check fraud, losses absorbed by banks themselves due to fake checks went up 40% to reach $1.3 billion. Time to reflect on clocks, watches The Matthews Heritage Museum has introduced a new exhibit, “It’s About Time: An \Exhibit of Clocks and Watches.” The museum has a variety of watches on display from Bulova, Swatch, Seiko and others. Q: Did you get a response from any school leaders about the petition? A: I emailed the entirety of the school board on Tuesday, and the response I got was discouraging. Most of the members who replied back said that schools aren’t allowed to contact trace under state law, and one went as far as to say the health director wouldn’t consider a mask mandate. It made me upset because I read the letter the health director put out advising quarantines and masks, and I knew that some things weren’t lining up. Q: After not getting the response you hoped from the school board, you’re trying to get Gov. Roy Cooper’s attention. How did you get this idea? A: As soon as I got the emails from the school board, I knew they’d never listen. I then realized that last school year, the governor had an executive order requiring schools to have mask mandates. There were way less COVID cases last school year then now, and according to the NC Department of Health and Human Services, students who were exposed to COVID don’t have to quarantine unless they develop symptoms if everyone is wearing a mask. I then knew the answer to UCPS’s problem was for Gov. Cooper to step in and give K-12 public schools a mask mandate statewide.

Q: Have you received any backlash from the petition? If so, how do you deal with it? A: When I was on “NBC Nightly News,” there were several nasty comments on YouTube, but that’s all of the backlash I know of. I deal with the backlash by distracting myself, watching my favorite TV shows, and thinking to myself that protecting my health is more important than some mean people on YouTube. Q: What went through your head when you saw yourself on national news? A: I was shocked when I was on national TV. I didn’t even know I was on until I was notified when an old friend emailed my mom about it, so when I watched it, my mind was blown. I couldn’t believe it. Q: What has school been like for you this year? How often are you thinking of COVID or being safe? A: I wear a mask every day to school and wear it all day unless I’m eating, and I try my best to social distance, but it’s hard to social distance in the hallways. I think of COVID a lot during classes because I sit near classmates who were brought back to school due to the board’s new rule, and I wonder if I will ever be exposed to COVID. I didn’t think of COVID much when contact tracing was ongoing, but now it’s on the top of my mind all the time, especially when half to three-quarters of all my classes don’t wear masks.

HUNTERVILLE – The Carolina Renaissance Festival is back to celebrate its 28th year Saturdays and Sundays, Oct. 2 to Nov. 21. Located just north of Charlotte, the festival blends imagination, fantasy and history all within a 20-acre outdoor storybook village filled with shopping, feasting and entertainment. A simpler time and place It is the 16th century, and the fictional village of Fairhaven is where revelry and celebration rule the day. Villagers, artists, craftspeople, musicians, performance troupes and food concessionaires create a marketplace festival in celebration of the arrival of their visiting Queen. It is a place where adults can feel and act like children while children are treated as royalty. Non-stop entertainments The day is filled with an abundance of attractions appropriate for all age groups, presented upon 16 outdoor stages, each packed with a unique mix of continuous music, dance, comedy shows and circus entertainments. With NASCAR’s 2022 Cup Series schedule now official, fans can make plans to visit Charlotte Motor Speedway for two of the biggest event weekends of the year, the Coca-Cola 600 and Bank of America ROVAL 400, which will maintain their familiar May and October weekend dates next season. As it has for more than six decades, Charlotte Motor Speedway will host the Coca-Cola 600 on Memorial Day Weekend, running NASCAR’s toughest test of man and machine on May 29, 2022. As a prelude to the crown jewel event, Charlotte Motor Speedway will honor the service men and women of the U.S. Armed Forces with a rousing pre-race salute to the troops that’s worthy of being called America’s largest Memorial Day Weekend celebration. Maintaining its elimination slot as the final race in the Round of 12 for the NASCAR Cup Series Playoffs, the Bank of America ROVAL 400 on Oct. 9, will again prove pivotal for drivers chasing the 2022 Cup Series championship. The 2.28-mile, 17-turn course will push drivers to the breaking point and end the title hopes of four worthy contenders. “For more than 60 years, the Coca-Cola 600 has exemplified resilience, determination and grit – characteristics that also define the brave service men and women to whom we pay tribute each Memorial Day – so it’s fitting that the peerless race remains on its traditional holiday weekend,” said Greg Walter, executive vice president and general manager at Charlotte Motor Speedway. “That, combined with the Bank of America ROVAL 400’s pivotal place in the second round of the Cup Series Playoffs gives fans plenty to look forward to next season, and our team is already hard at work making sure 2022 is our best year yet.”

The festival would not be complete without a depiction of one of the grandest events of the time period – the tournament joust. Occurring three times daily, each joust is full of pomp, pageantry, action, comedy and chivalry as lances shatter, swords clash and daring deeds of bravery all collide for the queen’s amusement. From gallant knights to the marvels of the vast ocean, the lord mayor outdoes himself once again in a bid for the queen’s favor with a personal gift - the return of the swimming mermaids. Action & adventure The Carolina Renaissance Festival is home to a most unusual collection of people-powered rides and games of skill. Inspired by the joust? Try your skill with a lance on the Slider Joust challenge game. You can storm the castle in a paintball battle or try to solve the riddle of climbing Jacob’s Ladder. Mix skillful pleasure and comic adventure by throwing tomatoes at the insulting fools locked in the stocks at Vegetable Justice. Habitat to break ground on faith build MATTHEWS – Greater Matthews Habitat for Humanity will host a groundbreaking ceremony for its fall Interfaith & Community Build on Sept. 25 at 10 a.m. This will be the 115th affordable home that Greater Matthews Habitat for Humanity has built in the community. The new homeowner, Natalie, was selected during their most recent application period in July. The ceremony, which will be held at 3422 Weddington

Road, is open to the community. The event will be outdoors and guests are asked to wear masks and social distance as much as possible. The event will be streamed on its Facebook page. Natalie was selected as a partner based on her fulfilling the four qualifications for their homeownership program: need for decent housing, her ability to pay back an affordable mortgage, willingness to partner, and residency in Matthews, Mint Hill or Stallings.

ArtPop Street Gallery issues call for artists LOUD&LIVE CHARLOTTE – ArtPop Street Gallery is accepting submissions from artists interested in having their artwork displayed on donated advertising space throughout the region.
