C H A R LOT T E – Charlotte-Mecklenburg Schools suspended Superintendent Clayton Wilcox with pay Wilcox this week but did not explain to the community why, citing personnel reasons.
The school board appointed chief engagement officer and ombudsman Earnest Winston to serve as superintendent during Wilcox's suspension. The district has not said when the suspension will end. The school board released an open letter to the community on July 15 explaining how the district was committed to educating and supporting students, as well as preparing for the 2019-20 school year.
But the message wasn't enough for some, including former Governor Pat McCrory. “You need to tell us more,” he said July 16 during his WBT radio show. “This is the top job in the Charlotte-Mecklenburg school system, the largest school system in North Carolina, and all of a sudden the superintendent is suspended with pay.” McCrory, who served seven terms as mayor, speculates attorneys are

telling the school board not to explain why because they are afraid of a lawsuit. He wonders if the conflict is regarding a legal, policy or political issue. So what exactly is Stretch Lab? Assisted stretching is a concept that began quite recently, popping up around California in 2015. It has gained popularity ever since. Within the past year or so, it has picked up even more steam after studies have been released on the health benefits of assisted stretching which include increases in circulation, sports performances and injury recovery, increases in flexibility and range of motion, reduced pain and muscle joint discomfort, improved posture. “We’re excited to introduce people to assisted stretching,” Steve said. “It’s for the athletes who need recovery or injury prevention, older people

CHARLOTTE – As co-president of the Charlotte Women’s March, Gina Navarrete has worked to empower women toward advocacy, including running for office. Navarrete is doing just that as she begins a campaign to become the next District 6 representative on the Charlotte City Council. About three dozen supporters arrived at the Mecklenburg County Board of Elections on July 15 to watch Navarrete fill out her campaign paperwork. Now lies the daunting task of getting Democrats in her district to the polls. A Democrat has never been elected to the District 6 seat. In fact, Navarrete is only the third Democrat to run in District 6 in the last 20 years. The closest a Democrat has come to winning the seat since 1995 has been Sam Grundman who could only attract 32.1% of 24,607 votes cast in the 2017 race won by Republican Tariq Bokhari.

CHARLOTTE — The Charlotte City Council signed off at a zoning hearing on a rezoning request July 15 that would allow up to 23 townhomes and two single-family homes on Carmel Road in south Charlotte. The vote was 10-1. The 5.12-acre site will rede-
velop three single-family detached homes on four parcels with a residential infill community consisting of two single-family detached parcels and up to 23 townhomes near Carmel Vista Lane and Quail View Road. The vote changed the current zoning of single-family residential to urban residential. A community meeting on April 11 was attended by 52 nearby residents, who voiced
several concerns about the project, including increased traffic, tree save and storm water issues. District 6 council member Tariq Bokhari represents the area in question and supported the rezoning but he told the council it was one of his more difficult decisions he has made in the last couple of months. Bokhari said he made his decision after looking at the ordinances on how the city is setup. “This was a bit more controversial than most,” Bokhari said. “The density is consistent see TOWNHOMES, Page 5A

CHARLOTTE – Marcus Jones has announced a new structure to the city manager’s office that aligns with city council’s priorities. The new team consists of a deputy city manager, three assistant city managers and two special assistants to the city manager. The new team will support four collaborative work groups: Well-Managed Government; Mobility, Accessibility and Connectivity; Safe, Healthy and Inclusive Communities; and Economy, Jobs and Upward Mobility. Sabrina Joy-Hogg continues to serve as the deputy city manager. She'll guide Well-Managed Government. Tracy Dodson returned to the City of Charlotte in May 2018 as an assistant city manager. Study shows power of brain CHARLOTTE – Three Charlotte hand surgeons have discovered that people of any age born without a hand already have the functionality needed to control a prosthetic device using only their mind. The breakthrough research, led by Michael Gart, Bryan Loeffler and Glenn Gaston, hand surgeons at OrthoCarolina in conjunction with Brian Kaluf, a prosthetist from Ability Clinic, studied children and adults born without a hand to see whether surgery would be required to control a myoelectric prosthetic hand. The study concluded that despite missing a limb for the patients’ entire lives, the upper extremities in both children and adults could reliably reproduce unique muscle contraction patterns that correspond to a variety of wrist and hand movements. This could allow them to use their brains to control a prosthetic hand.
Center will streamline city’s development process CHARLOTTE – The city will open CLT Development Center in December within the Charlotte-Mecklenburg Government Center to provide developers and design teams access to city review staff in a single location for permitting services. The initiative brings together staff from all departments involved in permitting to create a more collaborative culture with new services to better meet customer needs. The city will also debut a series of new Expedited and Enhanced Review programs to streamline development reviews. For an additional fee, these programs will provide increased speed, singularity of feedback, dedicated review resources and close integration of reviewing departments for time-sensitive projects. Reviews will be completed with decisions issued in as little as four to six weeks.

Guided by those responsibilities, the Charlotte-Mecklenburg Board of Education announced the suspension of Superintendent Clayton Wilcox today, July 15, 2019. Under existing CMS policies, Dr. Wilcox will continue to receive his salary while suspended. During this time, CMS Chief Engagement Officer and Ombudsman Earnest Winston will serve as acting superintendent for our school district. Because this is a personnel matter, the board cannot provide further details at this time. Days within starting his position, he received pushback from hiring the husband of his new chief of staff for an $85,000 culinary position. CMS was transparent with the relationship. Wilcox told WBTV reporter Chandler Morgan this month that he took responsibility for CMS not fingerprinting new employees, a school district policy, for about a year. That story aired July 8. Later that day, Wilcox had a prickly exchange with Matthews Commissioner Kress Query over the security of mobile classrooms at Elizabeth Lane Elementary School during a town board meeting. Query wanted a camera system in which teachers inside units can see who is trying to enter the classroom at all times. But Wilcox said CMS wasn't doing that because it would be redundant to existing measures. Last month, TV stations reported how a loaded gun was found during a screening at Rocky River High School and another gun

MATTHEWS – The Charlotte Eagles lady soccer team’s first foray into the highly competitive Women’s Premier Soccer League was a hugely successful one. The team is comprised of college players from all around who converge together for two and a half months. It can be a daunting challenge to get them to come together as one team, and the players have a short time to bond before taking to the field. “We do a lot of things with them together off the field, so it’s a lot more things than just playing soccer together,” Eagles coach Sam Hope said. “We do team Bible studies, team dinners and the girls are constantly around each other so they grow pretty quickly together.” Once the team hit the field, they got rolling right away with a 2-0 win over Charleston Fleet FC, a team they’d beat 1-0 in their second game 10 days later. “We got off to a good start, and they kept it up the rest of the year,” Hope said. Hope is in her second season with the Eagles. She starred with the Charlotte 49ers before playing professionally with Kvarnsvedens IK in Borlange, Sweden. She also has previous assistant coaching stops with Gardner-Webb and Lenoir-Ryne. Even with all of that experience, there isn’t a great way to know how the team will hold up through the eight game regular season. When the Eagles closed out the regular year, they were 7-0-1 after tying Discoveries FC in the finale. At that time, they’d outscored their opponents 19-3 entering the playoffs. To open the playoffs, the Eagles had to sneak past Asheville City 3-2. Skyler Prillaman, a rising junior at High Point University by way of Bassett High in Ridgeway, Va., had a hat trick in that game and led the Eagles with 13 goals this year. In the semifinals, Makena Silber put in the game’s only score as they pushed past Chattanooga Red Wolves SC. Silber is a rising sophomore at Illinois after starring for Prairie Ridge High in Illinois. The win improved the Eagles record to 9-01 entering the regional championship against Pensacola FC, a juggernaut team that has claimed many league titles. “It means a lot just for us to get here,”

Hope said. “This is our first year in the WPSL so I think we went into it a little bit blind, not knowing what the level would be like but still recruiting the same way that we previously had. It’s telling. We’ll continue to recruit the same caliber of players, but I’m really proud of the girls on our squad.” Due to NCAA regulations, some schools wanted their players to report back early, leaving the Eagles down “five to six” players, many of which usually started for the Eagles. Just over nine minutes into the game, unbeaten Pensacola FC caught a break with a penalty in the box resulting in a free kick which put them up 1-0 early. The Eagles had their chances for the equalizer not long after. Around the 30-minute mark, and after squandering several other earlier chances, the Eagles looked to break through when former Fort Mill and current Clemson star Kimber Haley passed a beautiful ball into the box. Several scoring chances resulted as the Eagles fired three or four shots including two that clanked off the crossbar. About two minutes later, the Eagles nearly scored again on a set piece, again set up on a Haley cross into goal. This time, after a couple of shots ricocheted around, the ball lay unattended on the ground for a couple of seconds after the Pensacola FC keeper made a nice save, but she managed to get back on the ball and preserve the shutout. The killer came when Pensacola FC scored their second goal after the 45 minute half

But an 8-1-1 finish in the WPSA is nothing to sneeze at. “Maybe we wore down a little being down some players, but I’m really proud of the girls on this squad,” Hope said. “They did awesome and they fought hard. They never gave up and we are a resilient team. Hopefully our success playing in a league like this will get some of the girls to want to come back.”

Bokhari is seeking reelection. Jane Whitley, chair of the Mecklenburg County Democratic Party, said Democrats are energized heading into the 2019 elections. “After Trump won, we started getting calls in and the phones didn’t stop,” Whitley said. “There were women and men who were very upset of some of the things that were going on. The Republican Party has become the party of Trump.” Whitley described Navarrete as a highly qualified candidate who is involved in the community. Navarrete, a neuropsychologist who has lived in Charlotte for seven years, said her ability to think outside the box to find solutions can help the council as the city faces rapid growth. “The rapid growth poses many challenges, including how newcomers will impact existing neighborhoods and resources,” she said. “Like all growing cities, Charlotte has problems, and there are many people being left behind. The solutions require local leaders with strategic vision -- leaders who are willing to engage their constituents and work with each other.” She’s interested in budgeting for sustainable growth with environmentally sound policies, as well as focusing on infrastructure, accessible transportation, and safer schools and neighborhoods. Navarrete could not only become the first Democrat to win the District 6 seat, but she may also become the first Latina elected to the council. She grew up in South America. “Charlotte can’t grow and prosper unless we look beyond ourselves” she said. “We as a city can only win when none of us are left behind.”

Steve said he went to chiropractors who would give him temporary relief but they usually advised him to stretch on his own, which he did in his home for nearly two years. One day while reading the newspaper, Steve saw an article penned on the benefits of assisted stretching in general. He was hooked on the concept from then on and talked with Stacey about maybe opening a business. “He talked about stretching a lot,” said Stacey with a laugh. “I would have to stop him at parties because he was so excited about it. Now, since opening this, we talk about stretching even more.” Steve took a leap and opened a Stretch Lab franchise. The headquarters are based in California and there aren’t more than 30 locations in total yet, but the Hitezmanns plan on changing that soon. What can you expect at Stretch Lab? I was contacted by a public relations professional about possibly doing a story on this new assisted stretching concept coming to our area. I remember glancing at the email and thinking to myself that I was interested but there were so many questions going through my head. I saved the email, but still wasn’t really sure what it was. Plus, there were about four or five people getting simultaneous stretches in a picture on their website and I thought that may be strange. When the PR pro contacted me again, I said what the heck. After all, I’m in Steve’s camp. I’m in my 40s and have horrible posture. I also sit most of the day typing on a laptop at my desk which makes my back hurt most of the time. Worse, since my cancer recovery in early 2018 I have done very little physical activity after being an avid runner before that. Anyway, I wanted to check it out. I walked in and was greeted by Steve, his general manager and my flexologist, Chris Fernandez, a former physical therapist who moved to the area from New York. The first thing I noticed was how clean and bright the inside was. And it was busy, even at 9:30 on a Friday morning. Fernandez sat down with me at first and explained what he was going to do and made it a very personalized experience by asking for my injury history, where I had any pain or areas of concern and was more than friendly. Personally, I’m not allowed to get my neck area massaged or worked on, and he was more than cognizant on the stretches that have the capability to even remotely involve that part of my body. The goal is to get to a seven on a 1-10 scale of pressure – but never pain – on the lower-body stretches and a five on the same scale on the upper-body ones. But there is never pain. And Fernandez and the other flexologists can sense when it reaches that point before I could anyway. Even though there were probably three other people occupying the six custom-made stretch tables inside the business, it wasn’t uncomfortable at all. In fact it was quite the opposite. The first thing I had to do was stretch and try to touch my toes from a seated position. Sadly I couldn’t do it, falling about a hands-length short. Fernandez worked me through a 25-min-

When you look at the things that the neighbors have raised, grading concerns, this is an engineering design, not a land use concern. Tree save, this is not an optional item, they are strictly enforced during design. They can’t not do that. Storm water during design is a macro view. The greater details then go in after the design phase. “The things that they have requested are not things that are done at this stage almost at all. In the end, staff supports this, zoning committee voted on this unanimously. I know that this is not what every single member of the community wants there, but it is my role to not necessarily to do the popular thing but do the right thing based on our rules.” At-large council member Dimple Ajmera voiced concerns about storm water issues at the site and originally said she was inclined to vote against the rezoning but ultimately voted in favor. “There was a report sent to the council by the neighborhood, and that report cited

Aching areas no longer hurt and, after just one 25-minute session, I could now not only touch my toes, but go about a hands-length past. “One-on-one stretch is kind of the sweet spot for us because it’s one on one and you can kind of customize it to fit your needs,” Steve said. “That’s where you can really have it customizable.” How does it work? Stacey said there has been a lot of foot traffic coming through the door since they opened the SouthPark location on May 30. “It’s a totally new concept in Charlotte, so there is a lot of curiosity surrounding this place,” she said. Stacey is a licensed dietitian by trade. All of the flexologists are either physical therapists, athletic trainers, yoga instructors and/ or stretch therapists. All must have accredited licenses and flexologists go through 70 hours of training specific to Stretch Lab and an additional 20 hours of going through the routines to totally master them. People may come for their first stretch out of curiosity, but both of the Hitezmanns said most come back due to the benefits of the trained staff. The one-on-one stretches are offered in 25- and 50-minute sessions. You can customize your experience by picking your flexologist online beforehand and scheduling a time and day to come. All of that can be accomplished on their website. The Hitezmanns are also getting into group classes where up to six people can stretch with one flexologist, but bands and other props are used more in the group setting. There is also one-on-one yoga stretching that is very popular.

What’s the future? The future in now for Stretch Lab, which has gained much support in the short time they’ve opened. Steve said word-of-mouth advertising was spread with pop-up stations around town while waiting a few months on their SouthPark store to open after bad weather and rain delayed construction for several months. He said many people approached him about opening in the Lake Norman, Fort Mill and Ballantyne areas, each heavily populated centers the thinks the concept will work in. “I think if people come once they can already start to see the benefits,” Steve said. “But once they get on a plan and come once or twice a week, they can really, really see the benefits. But it’s a help to anyone because it’s a compliment to any workout routine that’s out there. It really is for everyone and it can help anyone. We have a huge back log of existing storm water issues.’’ Charlotte city planner John Kinley said as the developer gets further into the project with more detailed plans, they would be required to comply with storm
water rules, including reducing the number of units constructed if necessary. “This is just an opportunity to get into the next part of the process,” Kinley said. “If they get into those plans and the storm water infrastructure they are proposing doesn’t work for exactly what they propose on site and they can only do 20 units and one-single family house, that is what the outcome generally is. They can do that because they are entitled up to 23 units.”

CEENTA to open a new Uptown office CHARLOTTE – Charlotte Eye Ear Nose & Throat Associates P.A. will open a new office Nov. 4 at 400 E. Stonewall St. The new office will occupy 5,000 feet in this ground-floor location.
